OSCE facilitates consolidation workshop on Regulatory Reform Roadmap for Armenia

The finalization of a Regulatory Reform Roadmap for Armenia was the focus of a workshop co-organized by the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR), the Ministry of Justice of Armenia and the OSCE Office in Yerevan on 27 and 28 May 2016 in Tsaghkadzor, Armenia.

The workshop provided an opportunity for participants from the executive branch, the legislature, civil society and international organizations to exchange views on how to improve the overall process of lawmaking in the country. Topics discussed included policy-making and legislative planning, public consultations and regulatory impact assessment, as well as monitoring and evaluation of legislation.

The purpose of the workshop was to discuss recommendations for reform from previous thematic lawmaking workshops, conducted in Armenia in 2015, and from OSCE/ODIHR’s 2014 report on the “Comprehensive Assessment of the Legislative Procedure in Armenia”. These recommendations were consolidated in a draft Regulatory Reform Roadmap with concrete action points in early 2016, and this draft provided a basis for workshop discussions.

"The recommendations in the draft Regulatory Reform Roadmap focus on identifying workable solutions and were developed by key Armenian stakeholders during a series of discussions," said Alice Thomas, Chief of ODIHR’s Legislative Support Unit. "The draft Roadmap thus constitutes a home-grown plan for action to address weaknesses identified in the Armenian lawmaking system during discussions at our 2015 workshops."

Arsen Mkrtchyan, First Deputy Minister of Justice of Armenia, said: "We have already begun initiating reforms as indicated in the draft Roadmap. This workshop will help us finalize this document, which will be very useful in helping us plan and implement additional reform processes to make our legislative process less burdensome and more planned, transparent, and participatory."

The consolidating workshop begins the final stage of the process of drafting a Regulatory Reform Roadmap for Armenia, as envisaged by the Memorandum of Understanding signed between OSCE/ODIHR and the Ministry of Justice in 2014. Once ready, the Roadmap will form the basis for future reforms of the legislative process in the country.

A bench trial began last week in Baltimore federal court in a civil case over affirmative action at American military academies. Attorneys for the U.S. Naval Academy say the school should be allowed to continue using race as an admissions factor because prioritizing diversity in the military makes it stronger and more effective. But the group that brought the case, Students for Fair Admissions, says candidates should be evaluated based only on other factors, including socioeconomics. The group was also behind the case that led to the landmark U.S. Supreme Court decision last year that ended the consideration of race and ethnicity in college admissions. The group also sued West Point, but the Naval Academy case went to trial first.

Trump transition begins: President-elect Donald Trump’s allies have started lobbying for positions in his administration. According to CNN, Trump will use these positions to “reward” those who have remained loyal to him. That’s also a key feature of his plan: make the administrative state, or what they often call the “deep state,” more friendly, thus radically expanding the executive's power and efficiency. Some top positions seem narrowed down. Trump’s likely considering 2024 co-campaign manager Susie Wiles, his former budget director Russ Vought, CEO of the America First Policy Institute Brooke Rollins, or his former US trade representative Bob Lighthizer for White House Chief of Staff. Rumor has it he will also find jobs for loathsome little rat Elon Musk and anti-vax nut job RFK. Cool.

Off the hook: Trump’s victory may mean the end of his two federal criminal cases related to his attempt to overturn the 2020 presidential election and his mishandling of classified documents. His team delayed the cases until after the election, banking on a victory so Trump could fire special counsel Jack Smith and end the cases. As for his New York hush money case, Trump is scheduled for sentencing later this month, but his team will likely argue he’s entitled to constitutional protections afforded to sitting presidents after his election. 

Solidarity: Yesterday, Cascade PBS workers staged an informational picket outside their workplace to pressure their bosses to meet their three demands in their contract: higher wages, better benefits, and strong workplace protections. And, boy, do they deserve higher wages. According to their press release, the Cascade PBS CEO made nearly seven times the average unit member’s salary in 2023. Greed is a fucking disease.
