OSCE supports workshop on irregular migration management and readmission practices in Kazakhstan

An OSCE Programme Office in Astana-supported workshop on international best practices in irregular migration management and readmission procedures for 10 Internal Affairs Ministry and National Security Committee officials started on 6 June 2016 in Astana.

The three-day event was organized by the EU-funded Border Management Programme in Central Asia (BOMCA) in co-operation with the OSCE Programme Office in Astana, the International Organization for Migration (IOM) and Latvia’s State Border Guard. It focused on national legislation and best international practices in dealing with vulnerable groups of migrants passing through borders.

An Office-supported legal analysis of readmission policies was presented along with a draft bylaw to participants who brainstormed ways to further develop the legal and institutional framework. Participants also engaged in an in-depth discussion on readmission as well as countering trafficking of human beings. As a result of the discussions, the participants developed a set of recommendations on amendments to relevant national legislation in line with international best practices.

The workshop is a part of the OSCE Programme Office’s activities related to enhancing the host country’s border security and efficient labour migration management practices.

In Georgia, OSCE PA Special Representative calls for calm in advance of elections, deplores shooting at administrative boundary line

TBILISI, 27 May 2016 – The OSCE Parliamentary Assembly’s Special Representative on the South Caucasus Kristian Vigenin (MP, Bulgaria), today concluded a two-day visit to Georgia.

The Special Representative met with Georgian President Giorgi Margvelashvili, Chairman of the Georgian Parliament David Usupashvili, and Foreign Minister Mikheil Janelidze, as well as Members of the OSCE PA delegation and representatives of various political forces in the country. Vigenin also participated in events commemorating the 25th anniversary of the restoration of Georgia’s independence.

“In just 25 years, Georgia has achieved a great deal, and I look forward to seeing what further progress the next 25 years will bring,” said the Special Representative. He noted that the upcoming OSCE PA's 25th Annual Session to be held in Tbilisi, 1-5 July, is an opportune moment for Georgia to demonstrate its achievements to hundreds of parliamentarians from across the OSCE region.

“With parliamentary elections later this year, this is a sensitive period. Following incidents of violence against opposition leaders a few days ago during the local by-elections, a thorough and transparent investigation is necessary. While it is the government’s responsibility to hold those responsible accountable, I also call on all political forces to act with restraint in the coming months so that the October elections can take place in a calm and peaceful environment,” said the Special Representative, encouraging all efforts aimed at consolidating democratic progress.

Interlocutors welcomed OSCE observation of the parliamentary elections, expected on 8 October.
Vigenin discussed a range of security challenges faced by Georgia, and visited the Administrative Boundary Line in Khurvaleti, where the de facto authorities of South Ossetia have erected barbed wire fences dividing the village.

“The recent killing of a Georgian citizen in Khurcha, at the Administrative Boundary Line, is a reminder of the significant security challenges Georgia continues to face. I condemn this shooting unconditionally, and expect that those responsible will be brought to justice,” said Vigenin.

Reports indicate that on 19 May at the Khurcha-Nabakevi crossing point on the Administrative Boundary Line, armed men crossed from the Abkhaz side of the bridge and carried out the fatal shooting.

The Special Representative’s visit to Georgia follows meetings earlier this week in Armenia. He continues his travels with a visit to Azerbaijan today where high-level meetings are expected.

Vigenin was appointed Special Representative by OSCE PA President Ilkka Kanerva in February 2016. In his mandate, he is tasked with promoting dialogue in all segments of society, in particular at the parliamentary level, in order to encourage reconciliation and rehabilitation with regard to the protracted conflicts in the region.
This week’s visit is his first visit to the region as Special Representative.

Vigenin is a former Foreign Minister of Bulgaria and currently serves as Deputy Head of the OSCE PA’s Bulgarian Delegation.

Sara Sharif’s father admits beating her to death with a cricket bat

LONDON: In a dramatic turn of events at the Old Bailey, Urfan Sharif confessed to the murder of his 10-year-old daughter, Sara Sharif, admitting in court that he “takes full responsibility” for her tragic death.

Sharif detailed the brutal treatment he inflicted upon the girl, acknowledging he beat her with a cricket bat and metal pole, leading to her death on Aug 8, 2023, days before her body was discovered in their Surrey home.

The confession came during cross-examination by Caroline Carberry KC, who asked him bluntly if he had killed her by beating. “Yes, she died because of me,” Sharif responded. He revealed that he had struck Sara “severely” over several weeks, reportedly because he was angered by her frequent episodes of soiling herself and vomiting.

Sharif, 42, his wife, Beinash Batool, 30 and his brother Faisal Malik, 29, all facing charges related to what prosecutors have described as a “campaign of abuse” against Sara. The trio fled to Pakistan shortly after Sara’s death, with Sharif later calling the British police to confess he had “beat her up too much”.

A handwritten note, found near Sara’s fully clothed body, further documented Sharif’s admission, stating: “I swear to God that my intention was not to kill her. But I lost it.”

Medical examination reports presented to the court were harrowing. Sara’s postmortem revealed 71 external injuries, including fractures, burns, and bite marks.

When confronted with images of Sara’s injuries, Sharif appeared unable to look, repeatedly saying, “I accept everything,” as Carberry questioned him on the details of his alleged actions.

The prosecution presented a disturbing video clip from Aug 6, showing Sara dancing just two days before her death. Despite this glimpse of her lively spirit, Sharif admitted to brutally beating her that same evening.

The defence team for Sharif later sought a private consultation with him in court, delaying further proceedings.

The trial, however, continues, with Sharif and co-defendants maintaining not guilty pleas to the charges of murder and causing or allowing the child’s death.

Cross-examination

During the hearing, Carberry asked: “Do you accept that you had been beating Sara severely over a number of weeks?” He replied: “Yes, ma’am.”

He went on to accept attacking Sara with a cricket bat repeatedly and causing 25 fractures to her body.

Carberry continued: “I want to ask you about the occasions when you assaulted her with a cricket bat. What had she done to deserve such beatings in your mind?”

Sharif replied: “Nothing.”

She asked: “Why were you beating her so forcefully?”

He replied: “I was wrong.”

She continued: “Were you angry with her because in the summer of last year, she had started soiling herself?”

He replied: “Yes ma’am.”

She added: “And she had started vomiting, hadn’t she?” to which Sharif replied: “Yes, ma’am.”

Carberry asked: “And when she was sick you would get angry? And when she soiled herself you would get angry?” He replied: “Yes ma’am.”

He accepted causing injuries to Sara’s face and head by beating her with the bat and metal pole on 6 Aug.

Carberry continued: “You have pleaded not guilty to the offence of murder. Would you like that charge to be put to you again?”

He replied: “Yes ma’am.”

When we think about the Middle Ages, it is easy to view Europe in light of what it became rather than what it was. The colossus of the medieval world was Islam, not Christendom. The Crusades are interesting largely because they were an attempt to counter that trend. But in five centuries of crusading, it was only the First Crusade that significantly rolled back the military progress of Islam. It was downhill from there. When the Crusader County of Edessa fell to the Turks and Kurds in 1144, there was an enormous groundswell of support for a new Crusade in Europe. It was led by two kings, Louis VII of France and Conrad III of Germany, and preached by St. Bernard himself. It failed miserably. Most of the Crusaders were killed along the way. Those who made it to Jerusalem only made things worse by attacking Muslim Damascus, which formerly had been a strong ally of the Christians. In the wake of such a disaster, Christians across Europe were forced to accept not only the continued growth of Muslim power but the certainty that God was punishing the West for its sins. Lay piety movements sprouted up throughout Europe, all rooted in the desire to purify Christian society so that it might be worthy of victory in the East. ... Yet, even while these close shaves were taking place, something else was brewing in Europe-something unprecedented in human history. The Renaissance, born from a strange mixture of Roman values, medieval piety, and a unique respect for commerce and entrepreneurialism, had led to other movements like humanism, the Scientific Revolution, and the Age of Exploration. Even while fighting for its life, Europe was preparing to expand on a global scale. The Protestant Reformation, which rejected the papacy and the doctrine of indulgence, made Crusades unthinkable for many Europeans, thus leaving the fighting to the Catholics. In 1571, a Holy League, which was itself a Crusade, defeated the Ottoman fleet at Lepanto. Yet military victories like that remained rare. The Muslim threat was neutralized economically. As Europe grew in wealth and power, the once awesome and sophisticated Turks began to seem backward and pathetic-no longer worth a Crusade. The "Sick Man of Europe" (the Ottoman Empire) limped along until the 20th century [WWI], when he finally expired, leaving behind the present mess of the modern Middle East.
