Under a new drug policy agreed to by the NFL and the players union, Welker and two other suspended players will be allowed to return to the field.; Credit: Jeff Gross/Getty Images The NFL said Wednesday that its new performance-enhancing drug policy will allow the Broncos' Wes Welker and two other suspended players to return to the field this week. The deal with the players association also adds human growth hormone testing, ending several years of wrangling between the league and the union. Welker, Dallas Cowboys defensive back Orlando Scandrick and St. Louis Rams wide receiver Stedman Bailey had been suspended for four games. Under the new rules, players who test positive for banned stimulants in the offseason will no longer be suspended. Instead, they will be referred to the substance abuse program. The league and union are also nearing an agreement on changes to the substance abuse policy. That could reduce Cleveland Browns receiver Josh Gordon's season-long ban. Testing for HGH was originally agreed upon in 2011, but the players had balked at the science in the testing and the appeals process for positive tests. Under the new deal, appeals of positive tests in the PED program will be heard by third-party arbitrators jointly selected by the NFL and union. Appeals will be processed more expeditiously under altered procedures Testing should begin by the end of the month. The new rules also change the length of suspensions. Previously, all first-time violations of the performance-enhancing drug policy resulted in at least a four-game suspension. Now, use of a diuretic or masking agent will result in a two-game suspension. The punishment for steroids, in-season use of stimulants, HGH or other banned substances is four games. Evidence of an attempt to manipulate a test is a six-game suspension. A second violation will result in a 10-game ban, up from a minimum of eight games. Biden is set to depart for Peru and Brazil Thursday for two major economic summits. Biden is scheduled to spend Friday and Saturday in Lima with leaders of the Asia-Pacific Economic Cooperation forum, made up of 21 member economies that promote free trade in the region. He will be in Rio de Janeiro on Monday and Tuesday to meet with leaders of the world's 20 largest economies at the Group of 20 summit. On the way to Rio from Lima, Biden will make a brief stop at Manaus for a climate-focused engagement in Brazil's state of Amazonas. In his meetings, Biden must face allies and partners who four years ago may have been skeptical about his "America is back" message and the durability of U.S. global commitments. These leaders saw Trump, during his first term, act to withdraw the U.S. from the Paris Climate Accord and threaten to pull out of NATO. "They make us stronger. They multiply our capability. They take a burden off of our shoulders. They contribute to our common causes," Sullivan said. He underscored that Biden would be attending the APEC summit when U.S. alliances in the region were at an "all-time high," with bolstered ties with Japan, Korea, Australia and the Philippines. Biden will hold a trilateral meeting on the sidelines of APEC with President Yoon Suk Yeol of South Korea and Prime Minister Shigeru Ishiba of Japan to "discuss the importance of institutionalizing" the progress made so that it carries forward through the transition to the new administration, Sullivan said. The ministry organised a workshop of stakeholders on Wednesday to discuss the draft of the new shipping policy. Maritime Affairs Secretary Syed Zafar Ali Shah, chairpersons of port authorities, senior officials of the maritime affairs ministry and stakeholders from the private sector participated in the workshop. The policy makes it possible by legislation to furnish a bond of adequate amount to owners of any registered ship if it is detained or seized for any reason within the territorial jurisdiction of Pakistan, and it should be within 24 hours after taking the surety bond. The secretary of maritime affairs informed participants of the workshop that the Shipping Policy 2024 has been made in accordance with the standards and rules of the International Maritime Organisation. It was noted that the government should ensure that if the case is settled, the bail bonds are returned within one month. In this regard, a help desk should also be established within the ministry of maritime affairs and special courts related to maritime affairs should also be set up having powers equal to high courts. The draft proposes that the newly registered Pakistani shipping company will pay $0.75 per gross registered tonnage for five years, while currently the Pakistan National Shipping Corporation (PNSC) is paying $1 per gross registered tonnage on its revenue. The rebate of $0.25 to new companies is likely to encourage domestic and national investors to show interest in maritime industry. The draft has proposed that the registered Pakistani shipping companies would be allowed to seek financing from foreign financial institutions and banks. A proposal to grant tax exemption for 10 years to new foreign shipping companies was brought forward by the participants of the workshop, and they stressed for assistance by state authorities to Pakistan shipping companies in opening foreign currency accounts. First, the security domains participating in data dissemination generally use different MLS labels and lattice structures. Second, when MLS data objects are transferred across multiple domains, there is a need for an agreed security policy that must be properly applied, and correctly enforced for the data objects. Moreover, the data sender may not be able to predetermine the data recipients located beyond its trust boundary. To address these challenges, we propose a new framework that enables secure dissemination and access of the data as intended by the owner. Our novel framework leverages simple public key infrastructure and active bundle, and allows domains to securely disseminate data without the need to repackage it for each domain. Full Article

These variations provide excellent opportunities to learn and prepare for future pandemics. Therefore, we examine digital health infrastructure and the state of healthcare and public health services in relation to pandemic preparedness and responsiveness. The research focuses on two countries: South Africa and the USA. We apply case analysis at the country level toward understanding digital health policy preparedness and responsiveness to a pandemic. However, sustainable development is vital for harmonising economic growth, social equity, and environmental preservation. A number of factors have been discussed in the literature that impact sustainable development. However, this study explicitly tries to investigate the nexus among the monetary policy (MP) toward sustainable development (SD) with the mediation of e-banking services (e-BS) and moderation of financial risk management (FRM) from China drawing on stakeholder theory. It discovered a significant connection between monetary policy and sustainable development along with sub-dimensions of SD. Likewise, this study confirmed a positive mediating influence of e-BS between monetary policy and sustainable development. Finally, the study additionally ensured a positive moderation of financial risk between monetary policy and sustainable development, respectively. These outcomes bestow several interesting insights into monetary policy, e-banking services, financial risk management, and sustainable development. Full Article

National ICT policies have been aligned with socio-development agendas of African countries. However, the policies have not delivered the expected outcomes due to many challenges. Studies have been conducted in isolation to highlight the challenges in the policy process. The study used grounded theory informed literature review to holistically analyse the problems in the context of African countries. The results were categorised in the typology of the policy process to understand the challenges from a broad perspective. The problems were categorised into agenda setting, policy formulation, legal frameworks, implementation and evaluation. In addition, there were constraints related to policy monitoring in the policy phases and imbalance of power among the policy stakeholders. The review suggests areas of further research. Full Article

policy Understanding Internal Information Systems Security Policy Violations as Paradoxes By Published On :: 2017-01-17 Aim/Purpose: Violations of Information Systems (IS) security policies continue to generate great anxiety amongst many organizations that use information systems, partly because these violations are carried out by internal employees. This article addresses IS security policy violations in organizational settings, and conceptualizes and problematizes IS security violations by employees of organizations from a paradox perspective. Background: The paradox is that internal employees are increasingly being perceived as more of a threat to the security of organizational systems than outsiders. The notion of paradox is exemplified in four organizational contexts of belonging paradox, learning paradox, organizing paradox and performing paradox. Methodology : A qualitative conceptual framework exemplifying how IS security violations occur as paradoxes in context to these four areas is presented at the end of this article. Contribution: The article contributes to IS security management practice and suggests how IS security managers should be positioned to understand violations in light of this paradox perspective. Findings: The employee generally in the process of carrying out ordinary activities using computing technology exemplifies unique tensions (or paradoxes in belonging, learning, organizing and performing) and these tensions would generally tend to lead to policy violations when an imbalance occurs. Recommendations for Practitioners: IS security managers must be sensitive to employees tensions. Future Research: A quantitative study, where statistical analysis could be applied to generalize findings, could be useful. Full Article

policy Competition, regulatory policy, and firms' resource investments: The case of renewable energy technologies By amj.aom.org Published On :: Fri, 11 Sep 2015 14:42:21 +0000 We study the interplay between regulatory mandates and competition on a focal firm's new resource investments. While prior literature has separately pointed to the influence of competition and regulatory policy on a focal firm's resource decisions, less is known about how the policy effect interacts with the competitive effect. Studying how regulatory mandates moderate the effect of competition on a focal firm's new resource investments, we show that resource redeployment is not simply a function of internal firm decisions but a response to external forces. We find that regulatory mandates dampen the effect of competitors' new resource investments on a focal firm's new resource investments. Distinguishing between different clean technology types, we show that this dampening effect is the stronger, the more distant the new resource is from incumbents' old resource base, and the more established the mandate is. We test our hypotheses in the context of renewable energy investments in waste-to-energy, wind, and solar in the U.S. electricity industry. Our data comprises 1542 utilities and private energy firms and their renewable investments from 1999 to 2010. Full Article
