PORT-AU-PRINCE, Haiti — Haiti’s international airport shut down temporarily Monday after gangs opened fire at a Spirit Airlines flight landing in Port-Au-Prince, the U.S. State Department and the airline said. The latest violence came as a new prime minister was sworn in.  The flight, headed from Fort Lauderdale to Port-Au-Prince, was hit multiple times by gunfire as it was set to land in Haiti’s capital, striking a flight attendant, who suffered minor injuries. Photos and videos obtained by The Associated Press show bullet holes dotting the interior of a plane. The flight was diverted and landed in the Dominican Republic, according to Spirit Airlines. It appeared to be part of what the U.S. Embassy called “gang-led efforts to block travel to and from Port-au-Prince which may include armed violence, and disruptions to roads, ports, and airports.”  In other parts of Haiti’s capital, firefights between gangs and police broke out. Rounds of gunfire echoed through the streets as heavily armed officers ducked behind walls and civilians ran in terror. In other upper-class areas, gangs set fire to homes. Schools closed as panic spread in a number of areas. The turmoil comes a day after a council meant to reestablish democratic order in the Caribbean nation fired the interim Prime Minister Garry Conille, replacing him with businessman Alix Didier Fils-Aime. The council has been marked by infighting and three members were recently accused of corruption. On Monday, suit-clad diplomats and security officials flocked to the swearing-in ceremony, set to take place in the afternoon. The country has seen weeks of political chaos, which observers warned could result in even more violence in a place where bloodshed has become the new normal. The country's gangs have long capitalized on political turmoil to make power grabs, shutting down airports, shipping ports and stirring chaos. The transitional council was established in April, tasked with choosing Haiti’s next prime minister and Cabinet with the hope that it would help quell violence, which exploded after Haitian President Jovenel Moise was assassinated in 2021. The council was meant to pave the way to democratic elections, which haven’t been held in years in Haiti. Gangs have capitalized on that power vacuum to make their own power grabs. But the council has been plagued with politics and infighting, and has long been at odds with Garry Conille, the interim prime minister they handpicked six months ago, who they fired yesterday. Organizations including the Organization of American States tried and failed last week to mediate disagreements to save the fragile transition. 

PORT-AU-PRINCE, Haiti — The Federal Aviation Administration announced Tuesday that it will prohibit U.S. airlines from flying to Haiti for 30 days after gangs shot a Spirit Airlines flight. The United Nations also said it will suspend flights, "obviously limiting the flow of humanitarian aid and humanitarian personnel into the country."  The bullets hit the plane when it was about to land Monday in the country's capital, Port-au-Prince, injuring a flight attendant. It was part of a wave of violence that erupted in Haiti as the country swore in its new prime minister after a politically tumultuous process.  Life in much of Haiti's capital was frozen after the wave of violence, which came to a head when gangs shot the Spirit Airlines airplane Monday, forcing the airport to shut down. Photos and videos obtained by The Associated Press show bullet holes dotting the interior of a plane. A number of airlines suspended flights to Haiti through Thursday, but it was unclear how long closures could drag on.  Neither the former interim prime minister, Garry Conille, nor the newly inaugurated Alix Didier Fils-Aime commented on the violence.  But Luis Abinader, who as president of the neighboring Dominican Republic has cracked down on Haitian migration, called firing on the airplane terrorism.  "This was a terrorist act; the countries that are following and helping Haiti should declare these armed gangs as terrorist groups," Abinader said in a news conference.  On Tuesday, heavily armed police in armored cars outside the airport checked trucks used for public transportation passing by.  Schools were closed, as were banks and government offices. The streets, where just a day before gangs and police were locked in a fierce firefight, were eerily empty.  The sound of heavy gunfire was heard in the streets in the afternoon — a reminder that despite political maneuvering by Haiti's elites and a strong push by the international community to restore peace, the country's toxic slate of gangs kept its firm hold on much of the Caribbean nation.  The United Nations estimates that gangs control 85% of the capital. A U.N.-backed mission led by Kenyan police to quell gang violence struggles with a lack of funding and personnel, prompting calls for a U.N. peacekeeping mission.

STOCKHOLM — Lower voter turnout and increasingly contested results globally are threatening the credibility of elections, an intergovernmental watchdog warned on Tuesday, as its sub-index for free and fair elections suffered its biggest decline on record in 2023. In its report, the Stockholm-based International Institute for Democracy and Electoral Assistance (IDEA) said 2023 was the eighth consecutive year with a net decline in overall democratic performance, the longest consecutive fall since records began in 1975. The watchdog bases its Global State of Democracy indexes on more than 100 variables and is using four main categories - representation, rights, rule of law and participation - to categorize performance. The category of democracy related to free and fair elections and parliamentary oversight, a sub-category of representation, suffered its worst year on record in 2023. "This report is a call for action to protect democratic elections," IDEA's Secretary-General Kevin Casas-Zamora said in the report. "The success of democracy depends on many things, but it becomes utterly impossible if elections fail." The think-tank said government intimidation and electoral process irregularities, such as fraudulent voter registration and vote-counting, were increasing. It also said that threats of foreign interference, disinformation and the use of artificial intelligence in campaigns added to challenges. It also said that global voter participation had fallen to 55.5% of eligible voters in 2023 from 65.2% in 2008. Globally, in almost 20% of elections between 2020 and 2024, one of the losing candidates or parties rejected the results. IDEA said that the democratic performance in the U.S., which holds a presidential election this year, had recovered somewhat in the past two years, but the assassination attempt on former President Donald Trump in July highlighted continued risks. "Less than half (47%) of the Americans said the 2020 election was 'free and fair' and the country remains deeply polarized," IDEA said.

The government of Punjab on Tuesday — expanding on its previous order — closed all the educational institutions up to the higher secondary level in the province from tomorrow until the end of the week, shifting them to an online mode, as the province tackles the hazardous smog situation prevalent for the past few weeks.

The recent smog situation was declared a “calamity” in Punjab last month. Schools have been closed in the province’s main divisions — Lahore, Gujranwala, Faisalabad and Multan — until November 17 in a bid to lower children’s exposure to pollution.

Separately, the public has been barred from entering public parks, zoos, playgrounds, and museums until November 17 to reduce public exposure to smog.

A day ago, the United Nations Children’s Fund (Unicef) representative in Pakistan called for urgent and greater efforts to reduce air pollution, noting that over 11 million children under five years of age were exposed to smog in the worst affected districts of Punjab.

The province’s Environmental Protection Agency (EPA) said in a notification issued today, a copy of which is available with Dawn.com that “All the educational institutions […] up to higher secondary level shall remain closed and will shift to online mode with effect from Nov 13 within […] DG Khan, Bahawalpur, Sahiwal, Sargodha and Rawalpindi divisions […] till Nov 17.”

Punjab Education Minister Rana Sikandar Hayat also announced the closure of schools during a press conference today, saying that the “decision was made in light of the complaints received from the district.”

“This drastic decision had to be taken to protect children from the deadly effects,” he said, “There is a sense of educational loss, but the decision to close educational institutions is being taken out of compulsion.

“In view of the difficulties in online teaching, an alternative strategy is being quickly brought in,” the minister added.

He also appealed to the public to cooperate and do what was in their capacity to help the government deal with this issue.

50pc of govt offices to work online

Separately, all government offices were ordered to shift half of their workforce to online mode to reduce traffic load on roads to prevent the worsening of the smog situation due to vehicular emissions.

“The physical presence of human resource(s) of offices in your jurisdiction may kindly be reduced to 50pc by shifting them to online mode/work from home,” the EPA said in a separate notification issued today.

In the order issued on Tuesday, which is seen by Dawn.com, the Punjab EPA directed all the administrative secretaries, as well as heads of attached departments and semi-government/autonomous bodies, to reduce the physical presence of human resources by 50 per cent.

According to the notification, the situation was likely to prevail for a few weeks, adding that local pollution contributing factors, especially vehicular emissions, may further exacerbate the conditions.

“Hence, the situation warrants to specify safeguards to reduce the number of vehicles on roads in order to control air pollution, through preparation and implementation of contingency plans,” the notification said.

The EPA also called for inter-departmental meetings to be convened in an online mode unless the physical presence of participants was “extremely necessary”.

Bad-quality air aggravating pulmonary diseases: doctor

Speaking to Dawn.com, a pulmonologist at Multan’s Nishtar Hospital, Dr Nasir Javed, said that asthmatic patients, who were earlier stable, are now facing chronic health conditions due to the smog.

“[Due to the smog], asthma patients would start feeling inflation in their airways and it would become difficult for them to breathe smoothly,” he said. “Even medicines have stopped working properly to cure the problem.”

He further added that asthmatics and chronic smokers with chronic obstructive pulmonary disease (COPD) were at greater risk and were visiting the hospitals with exacerbation of their diseases.

“Air-Quality Index is directly proportional to the symptoms/ severity which one can suffer,” he said.

“Limited outdoor activity and hydration are the mainstays to avoiding respiratory issues as antibiotics were of no use.”

Smog to persist in major cities as weather conditions worsen: NDMA

Meanwhile, the National Disaster Management Authority (NDMA), in an advisory issued today, said that the smog situation was expected to persist across the urban centres in Punjab and Khyber Pakhtunkhwa throughout November and December due to high humidity, low wind speeds, and upper atmospheric pressure.

According to the advisory, as reported by the Associated Press of Pakistan (APP) the cities most likely to be affected by the worsening smog situation include Lahore, Faisalabad, Multan, Bahawalpur, Peshawar, Mardan, and Nowshera.

“The advisory highlights the rising smog levels in the affected areas, driven by the current weather conditions, and advises residents to avoid prolonged outdoor exposure and adopt protective measures to safeguard their health,” the *APP report said.

“[…] The National Emergency Operation Centre has been monitoring the current smog situation in Pakistan and surrounding regions.

According to the advisory, the team has access to advanced ground-based and space-based monitoring tools, enabling the analysis and projection of pollution emissions from various sources, including industry, transportation, and agriculture.

Precautionary measures

The NDMA advisory recommended the public adopt several measures to mitigate the effects of smog, such as avoiding unnecessary outdoor exposure during peak smog hours, especially in the morning, and wearing masks during outdoor activities, according to the APP.

“Staying hydrated, using dehumidifiers and air purifiers to improve indoor air quality, and adopting efficient transportation methods—like carpooling and eco-friendly driving, along with using COx and NOx filters—are also advised,” it said.
