Tension Between Stability and Representativeness in a Democratic Setting

Victorien Barbet, Juliette Rouchier, Noé Guiraud and Vincent Laperrière: We present a model showing the evolution of an organization of agents who discuss democratically about good practices. This model feeds on a field study we did for about twelve years in France where we followed NPOs, called AMAP, and observed their construction through time at the regional and national level. Most of the hypothesis we make are here either based on the literature on opinion diffusion or on the results of our field study. By defining dynamics where agents influence each other, make collective decision at the group level, and decide to stay in or leave their respective groups, we analyse the effect of different forms of vertical communication that is meant to spread good practices within the organization. Our main indicators of the good functioning of the democratic dynamics are stability and representativeness. We show that if communication about norms is well designed, it has a positive impact on both stability and representativeness. Interestingly the effect of communication increases with the number of dimensions discussed in the groups. Communication about norms is thus a valuable tool to use in groups that wish to improve their democratic practices without jeopardizing stability.

Homophily as a Process Generating Social Networks: Insights from Social Distance Attachment Model

Szymon Talaga and Andrzej Nowak: Real-world social networks often exhibit high levels of clustering, positive degree assortativity, short average path lengths (small-world property) and right-skewed but rarely power law degree distributions. On the other hand homophily, defined as the propensity of similar agents to connect to each other, is one of the most fundamental social processes observed in many human and animal societies. In this paper we examine the extent to which homophily is sufficient to produce the typical structural properties of social networks. To do so, we conduct a simulation study based on the Social Distance Attachment (SDA) model, a particular kind of Random Geometric Graph (RGG), in which nodes are embedded in a social space and connection probabilities depend functionally on distances between nodes. We derive the form of the model from first principles based on existing analytical results and argue that the mathematical construction of RGGs corresponds directly to the homophily principle, so they provide a good model for it. We find that homophily, especially when combined with a random edge rewiring, is sufficient to reproduce many of the characteristic features of social networks. Additionally, we devise a hybrid model combining SDA with the configuration model that allows generating homophilic networks with arbitrary degree sequences and we use it to study interactions of homophily with processes imposing constraints on degree distributions. We show that the effects of homophily on clustering are robust with respect to distribution constraints, while degree assortativity can be highly dependent on the particular kind of enforced degree sequence.

Update: Delaware crew in California as officials increase “National Fire Preparedness Level” to maximum of 5 on a 5-point scale

A wildfire crew led by the Delaware Forest Service is near completion of a two-week assignment on the Fork Complex Fire, a 28,736-acre blaze near Hayfork, California in the Shasta-Trinity National Forest. Almost 2,400 personnel are battling the fire that is currently 26 percent contained. The Fork Complex is one of several large wildfires in Northern California that together cover more than 223,000 acres, one of the major factors that prompted the National Interagency Fire Center (NIFC) to increase its National Preparedness Level today to the maximum of 5 on a 5-point scale.

Delaware wildfire crew returns after successful trip

Delaware’s wildland fire crew is returning to the First State after successfully battling wildfires in Colorado and Wyoming. The Delaware Forest Service dispatched the firefighters to Colorado on July 25. Their first assignment was assisting Colorado’s Bureau of Land Management on the 492-acre Milk Fire near Craig, Colorado. Next, they were sent by the Rocky Mountain Geographic Area Coordination Center to the 1,287-acre Tokewanna Fire near Mountain View, Wyoming. Finally, on August 4, they were dispatched to the 12,276-acre Whit Fire, located east of Yellowstone National Park near Cody, Wyoming.

New online tool to assess community tree canopy in Delaware

The Delaware Forest Service (DFS) has unveiled a new online tool that uses geographic information systems (GIS) software to help cities, towns, and neighborhoods to measure and increase their community tree canopy percentage. Equine vaccinations essential during peak mosquito season

Late summer coincides with peak mosquito season, which brings an increased risk of mosquito-borne diseases such as West Nile Virus (WNV) and Eastern Equine Encephalitis (EEE) for humans, but also for horses. “Owners are encouraged to talk to their veterinarian about having their horses vaccinated against these viruses,” said Delaware State Veterinarian Dr. Heather Hirst.

Delaware wildfire crew wraps up successful assignment

Delaware's wildfire crew returns to the First State this week after wrapping up a successful two-week assignment fighting blazes in northern Idaho's Panhandle National Forests.  The crew is scheduled to be back at Blackbird State Forest on Thursday, August 23, at approximately 6:15 p.m. The Delaware Forest Service dispatched the team of 20 wildland firefighters to Montana on August 4 and the crew was immediately sent to northern Idaho to fight the Copper Mountain Fire, situated on the Canadian border. This past week, the crew battled the Cougar Fire, a 5,880-acre blaze burning in steep rugged terrain located approximately 5 miles east of Hope, Idaho.

An analysis of SC judgments in Veluswamy case [AIR 2011 SC 479] and IndraSarma case [AIR 2014 SC 309] reveals that not all live-in relationships are to be deemed as a “relationship in the nature of marriage” u/s 2(f) of the DV Act. The wider interpretation of the term is aimed at welfare of unmarried women in live-in relationships who are left estranged or abused; but not at promoting adulterous relationships. The benefits provided under the Act are to be interpreted harmoniously, not violating penal provisions of adultery. Since, the applicant admitted the existence of her first marriage, negating the possibility of a legal marriage between the two contesting parties, revision was dismissed stating no “domestic relationship” subsists between them.

DPH Launches Lyme Disease Awareness Campaign

While many Delawareans couldn’t be happier to see spring’s arrival and winter’s departure, the Division of Public Health (DPH) is warning residents that with warm weather comes ticks, fleas, mosquitoes and increased chances of vector-borne diseases. Delaware's Division of Public Health (DPH) is warning Hockessin residents in the Highland Meadows area (from Brackenville Road to Sharpless Road) of a positive case of rabies in a raccoon that came into contact with two dogs recently. The raccoon was captured and brought to the DPH Lab, where test results on Friday, Aug. 3, 2018, confirmed it had rabies.
