GUBIO, Nigeria — Unrelenting price rises and a brutal insurgency had already made it hard for Nigerians in northeastern Borno State to feed their families. When a dam collapsed in September, flooding the state capital and surrounding farmland, many people ran out of options. Now they queue for handouts in camps for those displaced by fighting between extremist Boko Haram rebels and the military. When those run out, they seek work on local farms where they risk being killed or raped by local bandits. "I can't even cry anymore. I'm too tired," said Indo Usman, who tried to start again in the state capital Maiduguri, rearing animals for the two annual Muslim holy days, after years of repeatedly fleeing rebel attacks in rural Borno. The flood washed that all away, driving her, her husband and their six children to a bare room at Gubio, an unfinished housing project about 96 km northwest of Maiduguri that has become a displacement camp. Torrential rains and floods in 29 of Nigeria's 36 states this year have destroyed more than 1.5 million hectares of cropland, affecting more than 9 million people, according to the Food and Agriculture Organization of the United Nations. Purposes are organised in a lattice with purposes near the greatest lower bound (GLB) considered weak (less specific) and purposes near the least upper bound (LUB) considered strong (most specific).

Access is granted based on the verification of the statement of intent (from the data user) against the compound purpose bound to the data; however, because purposes are in a lattice, the data user is not limited to a statement of intent that matches the purposes bound to the data exactly - the statement can be a true reflection of their intent with the data. Hence, the verification of compound reasons against compound purposes cannot be accomplished by current published verification algorithms.

Before presenting the verification method, compound purposes and reasons, as well as the structures used to represent them, and the operators that are used to define compounds is presented. Finally, some thoughts on implementation are provided.

A pressure-induced triclinic-to-monoclinic phase transition has been caught `in the act' over a wider series of high-pressure synchrotron diffraction experiments conducted on a large, photoluminescent organo-gold(I) compound. Here, we describe the mechanism of this single-crystal-to-single-crystal phase transition, the onset of which occurs at ∼0.6 GPa, and we report a high-quality structure of the new monoclinic phase, refined using aspherical atomic scattering factors. Our case illustrates how conducting a fast series of diffraction experiments, enabled by modern equipment at synchrotron facilities, can lead to overestimation of the actual pressure of a phase transition due to slow transformation kinetics.

With respect to the first coordination sphere, the cation is monomeric, with the tin(II) atom having a fourfold seesaw coordination with a fluorine atom in an equatorial position, a water mol­ecule in an axial position and the two nitro­gen atoms of the chelating 2,2'-bi­pyridine ligand in the remaining axial and equatorial positions. The bond lengths and angles of this hypervalent first coordination sphere are described by 2c–2e and 3c–4e bonds, respectively, all of which are based on the orthogonal 5p orbitals of the tin atom. In the second coordination sphere, which is based on an additional, very long tin–fluorine bond that leads to dimerization of the cation, the tin atom is trapezoidal–pyramidally coordinated. The tetra­valent tin atom of the centrosymmetric anion has an octa­hedral coordination. The differences in its tin–fluorine bond lengths are attributed to hydrogen bonding, as the two of the four fluorine atoms are each involved in two hydrogen bonds, linking anions and cations together to form strands.

These corres­pond to the addition of one halogen atom per gold atom of the AuI precursor. Com­pound 1, bis­(triiso­propyl­phosphane sulfide)­gold(I) tetra­chlorido­aur­ate(III), [Au(C9H21PS)2][AuCl4] or [(iPr3PS)2Au][AuCl4], crystallizes in space group P21/n with Z = 4; the gold(I) atoms of the two cations lie on twofold rotation axes, and the gold(III) atoms of the two anions lie on inversion centres. There are several short intra­molecular H⋯Au and H⋯E contacts. Average bond lengths (Å) are: P—S = 2.0322, P—Se = 2.1933, S—Au = 2.2915, and Se—Au = 2.4037. The complex three-dimensional packing of 1 involves two short C—Hmethine⋯Cl contacts (and some slightly longer contacts). For 2, four C—Hmethine⋯Cl inter­actions combine to produce zigzag chains of residues parallel to the c axis. Additionally, an S⋯Cl contact is observed that might qualify as a ‘chalcogen bond’. The packing of 3 is three-dimensional, but can be broken down into two layer structures, each involving an S⋯Cl and an H⋯Cl contact. For the bromido derivatives 4a/b and 5a/b, loose associations of the anions form part of the packing patterns. For all four compounds, these combine with an E⋯Br contact to form layers parallel to the ab plane.
