demand Balancing Demands on the World’s Forests By www.chathamhouse.org Published On :: Wed, 19 Aug 2020 14:58:15 +0000 19 August 2020 Alison Hoare Senior Research Fellow, Energy, Environment and Resources Programme LinkedIn Finding equitable solutions to balancing the myriad demands on forests requires meaningful engagement with local actors, writes Alison Hoare. GettyImages-1227829057.jpg An aerial view of forest area in the Ternei District in Primorye Territory in the far east of Russia located along the country's border with Asia. Photo: Getty Images. Healthy forests have always been a vital resource for the communities living in, and around, them. Offering food, clothing, fuel and medicine, forests also stabilize the water table and guard against soil erosion. Timber from forests also serves local, national and international markets, generates jobs and is an important revenue stream for many governments around the world.Forests have also increasingly been tasked with combatting the double threats of climate change and biodiversity loss. Furthermore, the COVID-19 pandemic has put a spotlight on the role of forests in preventing diseases which has further added to the need to preserve the world’s forest area. However, at the same time, pressure on forest lands is increasing, particularly for agriculture and also for mining, infrastructure and urbanization. But, with myriad demands placed on forests, and impacts that transcend political boundaries, achieving a balance requires a reckoning of local and global priorities.International forest initiatives until now have, quite rationally, prioritized a globalized conceptualization of forests – privileging their place in global supply chains and global crises. International regulations around timber, for instance, are primarily aimed at securing a long-term source of timber by reducing illegality in the system while national plans under the Paris Agreement focus on forests primarily as a global carbon sink.Within these initiatives, local impacts are often dealt with as flanking measures. Community benefit-sharing agreements, compensation schemes and incentive programmes are aimed at mitigating impacts and modifying behaviour at the local level so that these align with international goals.Meanwhile, and despite intense international attention, it has been found that globally natural forest cover declined in the six years since the New York Declaration of Forests set a goal to halve deforestation. Greenhouse gas emissions have continued to rise and, although there have been successes, illegal timber continues to be traded internationally. To halt these trends, it is important to reflect on the demands being placed on forests and to achieve a better balance between them. But this will require radical change. That’s why, in July, Chatham House convened an online Global Forum on Forest Governance at which these issues were explored. One issue that was discussed is why it remains vital to listen to, and learn from, a wide range of voices. Single perspectives fail to acknowledge or respond to the full range of pressures exerted on forests therefore it is important to have a range of perspectives including those from the global north and south, economists and agronomists, social scientists and climate scientists. But beyond the research community, all those who have a stake in forests must be included in the discussion too: women and men, young and old people, those living in urban and rural areas as well as people from the government and private sectors. This lesson has often been repeated but rarely enacted perhaps because it is not easy to do and takes time. Nevertheless, broadening participation can help deliver the deep-rooted changes that are needed to the way forests are governed and managed.Considerable evidence exists to show that improvements to governance can facilitate a more equitable approach to forests that better balances the needs and priorities of these different groups. Legal and institutional reforms, for example, that are sensitive to the needs of local populations have precipitated change. Successes in improving transparency have also been a key factor in holding both the private sector and governments to account. Thus, creating radical change may not mean brand new ideas. Lessons can be learnt from the successes and failures of the past. It will be important that, as new and increasing demands are placed on already overburdened forests, these lessons are not forgotten and previous mistakes are not repeated. What will matter over the next few years will be which ideas are acted upon and who gets to decide. As more than 100 countries announce plans to increase the ambition of their nationally determined contributions on emission reductions, and as the EU and the US move forward with plans to legislate deforestation out of commodity supply chains, a clear message that has emerged is that local actors need to be in the driving seat. This needs to go beyond listening and consultation to meaningful engagement that gives due weight to local priorities, perspectives and experience. Full Article

demand Interspecies differences in proteome turnover kinetics are correlated with lifespans and energetic demands [Research] By www.mcponline.org Published On :: 2020-12-28T09:35:20-08:00 Cells continually degrade and replace damaged proteins. However, the high energetic demand of protein turnover generates reactive oxygen species (ROS) that compromise the long-term health of the proteome. Thus, the relationship between aging, protein turnover and energetic demand remains unclear. Here, we used a proteomic approach to measure rates of protein turnover within primary fibroblasts isolated from a number of species with diverse lifespans including the longest-lived mammal, the bowhead whale. We show that organismal lifespan is negatively correlated with turnover rates of highly abundant proteins. In comparison to mice, cells from long-lived naked mole rats have slower rates of protein turnover, lower levels of ATP production and reduced ROS levels. Despite having slower rates of protein turnover, naked mole rat cells tolerate protein misfolding stress more effectively than mouse cells. We suggest that in lieu of rapid constitutive turnover, long-lived species may have evolved more energetically efficient mechanisms for selective detection and clearance of damaged proteins. demand Higher Education in South Africa: Demands for Inclusion and the Challenges of Reform By www.chathamhouse.org Published On :: Tue, 18 Sep 2018 16:00:01 +0000 Higher Education in South Africa: Demands for Inclusion and the Challenges of Reform 17 October 2018 — 5:00PM TO 6:00PM Anonymous (not verified) 18 September 2018 Chatham House, London South Africa’s higher education system has come to represent public controversy and intense contestation around the social justice debates that affect the whole of society. The #RhodesMustFall campaign at the University of Cape Town encapsulated national students’ concerns about institutional racism and the slow pace of transformation at all of the country’s universities. The #FeesMustFall movement that emanated from the University of Witwatersrand garnered national support for providing access for poor black students to affordable and high quality education. South Africa’s universities and government are faced with the challenge of ensuring that all of the country’s citizens have equitable and inclusive access to higher education in a way that protects the institutions as safe spaces for debate, maintains international competitiveness and represents an efficient use of limited available resources. At this meeting, Professor Adam Habib will reflect on the successes and failures of social protests in South Africa and the challenges they pose for advancing social justice. Full Article

demand Neurophysiology of Effortful Listening: Decoupling Motivational Modulation from Task Demands By www.jneurosci.org Published On :: 2024-10-30T09:30:22-07:00 In demanding listening situations, a listener's motivational state may affect their cognitive investment. Here, we aim to delineate how domain-specific sensory processing, domain-general neural alpha power, and pupil size as a proxy for cognitive investment encode influences of motivational state under demanding listening. Participants (male and female) performed an auditory gap-detection task while the pupil size and the magnetoencephalogram were simultaneously recorded. Task demand and a listener's motivational state were orthogonally manipulated through changes in gap duration and monetary-reward prospect, respectively. Whereas task difficulty impaired performance, reward prospect enhanced it. The pupil size reliably indicated the modulatory impact of an individual's motivational state. At the neural level, the motivational state did not affect auditory sensory processing directly but impacted attentional postprocessing of an auditory event as reflected in the late evoked-response field and alpha-power change. Both pregap pupil dilation and higher parietal alpha power predicted better performance at the single-trial level. The current data support a framework wherein the motivational state acts as an attentional top–down neural means of postprocessing the auditory input in challenging listening situations. Full Article

demand Antigovernment Protesters Encircle Serbian State TV Building, Demand Media Freedom By www.voanews.com Published On :: Sat, 27 May 2023 09:02:56 -0400 Huge crowds of antigovernment protesters Saturday encircled the Serbian state television building in downtown Belgrade to press their demand for autocratic President Aleksandar Vucic to ease his tight grip on the mainstream media and allow alternative voices. Tens of thousands of opposition supporters, some chanting slogans urging Vucic's resignation, streamed into the rain-drenched streets a day after the president's followers staged an equally big rally in the capital. Most of his supporters were bused into the capital from all over Serbia and some neighboring states. Outside the RTS TV headquarters, the crowds blew whistles and booed loudly. They say that according to the laws, state TV should be unbiased as a public broadcaster, but that it has been openly pro-government. Held for the fourth time since the early May shootings, the opposition-led protests appear to be shaping up into the biggest revolt against Vucic's autocratic rule during his over 10 years in power. The rallies initially erupted in response to two back-to-back mass shootings earlier this month that left 18 people dead and 20 wounded, many of them children from an elementary school. Other protest demands include the resignations of top officials and the revoking of licenses for pro-government media that air violent content and host crime figures and war criminals. Vucic has accused the opposition of abusing the shooting tragedy for political ends. Earlier Saturday, he stepped down from the helm of his populist party amid plans to form a wider political movement. Vucic named his close ally, Milos Vucevic, the current defense minister, as his successor. Holding umbrellas amid heavy rain Saturday, the protesters walked slowly around the RTS television building in central Belgrade, completely covering the streets in the entire area. Many held flowers in memory of the slain children and wore badges reading "vulture" or "hyena," mocking the expressions that officials used to describe the protesters. Vucic has said the new, national movement will be formed in June to include other parties, experts and prominent individuals and promote unity. Analysts say it is a bid to regroup amid mounting public pressure. Critics say the movement could lead to single-party rule, more or less as the case in Vladimir Putin's Russia, which Vucic supports. During the rally Friday, Vucic offered dialogue as he seeks ways to ease mounting public pressure. Opposition parties have pledged to press on with the demonstrations until their demands are fulfilled. They include the ouster of the interior minister and the intelligence chief; the revocation of nationwide broadcast licenses for two pro-government TV stations; and the dismissal of a media-monitoring body. "If they don't fulfill (the demands) we are not leaving from here," said Milica Tomic, a Belgrade resident. "We will be here, if it need be, every day, every week, whenever."
