VIENNA, 8 July 2016 – OSCE Representative on Freedom of the Media Dunja Mijatović, today expressed concern about a proposed law on the German Foreign Intelligence Agency (BND, Bundesnachrichtendienst), which was debated in the Bundestag, Germany’s Federal Parliament, today.

“Increasing surveillance capabilities of journalists is a clear threat to media freedom,” Mijatović said. “This draft law runs counter to the very core of fundamental freedoms such as media freedom and freedom of expression.”

The draft law increases BND’s capabilities to place foreign journalists under surveillance. Moreover, no exemption is made for the work of journalists, and journalists without citizenship of the European Union can be subjected to surveillance without an explicit court order.

“I call on the German Bundestag to revise the current draft law and ensure proper the protection of journalists regardless of their nationality,” Mijatović said.

London — Germany's plan to hold a snap election in February has raised uncertainties over the country's military aid program for Ukraine, as the government has not yet approved its 2025 budget. Berlin is the second biggest donor of weapons and equipment to Kyiv, after the United States. The political turmoil in Europe's biggest economy comes as allies prepare for a second term for President-elect Donald Trump in the United States. Trump has repeatedly questioned U.S. support for Ukraine. February vote Germany's main political parties agreed to hold the election on February 23, following the collapse of the ruling three-party coalition government earlier this month. Chancellor Olaf Scholz is due to introduce a confidence motion in parliament next month, which he is expected to lose, paving the way for a general election. Scholz has said he will stand again as the Social Democrats' candidate, although some in the party have questioned whether he is the best choice amid low approval ratings. The chairman of the Social Democrats in the German parliament, Rolf Mützenich, insisted Tuesday that Scholz was the right candidate. "I am firmly convinced that Olaf Scholz has done this country good in the last three years under the most difficult conditions. He has done everything to ensure that the coalition stays together. We have not only experienced the attack by Russian troops on Ukraine, but we have also helped Ukraine. We have also created important economic stabilization effects in Germany," Mützenich told reporters in Berlin. Opposition poll lead However, the main opposition Christian Democrats have a big lead in the polls. The party's leader, Friedrich Merz, argued for a quicker election. "We are basically losing around a month for the election to the next German parliament and thus also for the formation of a government after the next election," Merz told reporters Tuesday. "I just want to remind you that we do not have a federal budget for 2025. We are going into 2025 with this serious omission, with this heavy burden. And that is why it is completely unknown what will become of it," he added. Debt dispute The current government — a coalition between the Social Democrats, the Green party and the Free Democrats — collapsed last week following disagreements over raising new debt to finance the 2025 budget, including the provision of military aid to Ukraine. A so-called debt brake in Germany's constitution restricts the government's ability to take on new loans. Berlin has given Kyiv around $11 billion in weapons and equipment since Russia's February 2022 full-scale invasion. The outgoing government had planned to cut that aid to just over $4 billion next year. "Broadly speaking, there was a consensus that supporting Ukraine remains a priority for Germany. The question was just where and how to get and raise the finances for that," said Mattia Nelles, founder of the German-Ukraine Bureau, a political consultancy based in Düsseldorf, who said the February election was "bad timing for Ukraine, bad timing for Europe." 'Leadership vacuum' "It means Germany will be preoccupied with itself for a few months before we have a new government with a hopefully strong mandate — a coalition that could take literally until next summer, or in the worst case, even until autumn. So that is a leadership vacuum in Europe, and that's bad news for everyone involved," Nelles said. The election is due to take place just weeks after the January 20 inauguration of Donald Trump as the next U.S. president. "The worst case that many fear in Berlin and Kyiv [is] an incoming Trump administration taking power in January then slashing or ending the Ukraine aid, that will force the German government, the lame duck Scholz government with the current parliament, to increase the funding for Ukraine." "It's important to note that there is still a majority in the old parliament, even before the new parliament is elected, to increase the aid, to take new debt and amend the constitution for that, to take new debt to support Ukraine ... but it's going to be difficult politically to implement that," Nelles said. European security Trump's presidency could have wider implications for European security, including the deployment of U.S. forces and equipment, such as long-range missile systems, says analyst Marina Miron, a defense analyst at Kings College, London. "What else might be reversed is the placement of Tomahawk [U.S. missiles] in Germany. So, we have quite a situation where, let's say, Trump might pursue an anti-globalist agenda and push NATO countries to invest more of their GDP into defense," Miron told VOA. Russian assets Europe froze around $200 billion in Russian assets following Moscow's invasion of Ukraine. The interest is being used to help fund weapons for Kyiv, while the G7 group of rich nations has implemented a loan plan for Ukraine using the Russian assets as collateral. At a time of fiscal pressures in Europe, some argue it's time to seize the assets entirely and give them to Ukraine. "Europe is sitting on a war chest of 200 billion U.S. dollars of frozen Russian assets," said analyst Mattia Nelles. "And I think the incoming Trump administration will push the Europeans to go further. And that's welcome news from the Ukrainian side — to not just give loans and credit based on frozen Russian assets, but to move to confiscate the assets themselves. And that's certainly something many in Germany also support," he added. Economic pressures Chancellor Scholz oversaw German efforts to end reliance on cheap Russian energy. However, analysts say that has driven inflation and undermined confidence in Europe's biggest economy. Scholz also was seen as reluctant to make bolder decisions on arming Ukraine, including the supply of long-range Taurus missiles, something Kyiv has repeatedly requested. Ukraine may be hoping that a change in leadership in Berlin could unblock more military aid, said Nelles. "We are looking at a new, potentially stronger government, which, if it's led by [Christian Democrat leader] Friedrich Merz, might be taking some of the bolder decisions which Scholz had hesitated to take, including the delivery of Taurus. But everyone hoping for that, I would urge caution," he said. Germany's economic constraints won't disappear with new leadership, said analyst Marina Miron. "Let's assume, for a moment, there is somebody who would drive this policy forward and who would have much more resolve than Scholz. The problem is the German budget. The problem is also that defense contractors in Europe are now affected, as other companies, by the disruption in the global supply chain," she told VOA. Germany is also struggling to overcome decades of underinvestment in its armed forces, something the next government will have to address, Miron added. "The dictates of German strategic culture just go against the grain of the current threat landscape, when it comes to bigger investment in defense," she said.

In 2013, the University of Potsdam will host the 43rd Annual Meeting of the Ecological Society of Germany, Austria and Switzerland. The meeting (www.gfoe-2013.de) will take place from September 9 to 13, 2013 in Potsdam, Germany.

The guiding theme of the 43rd Annual Meeting is "Building bridges in ecology - linking systems, scales and disciplines".
Along the lines of this guiding theme, we will stimulate scientific discussions about all aspects in basic and applied ecological research contributing to better connect.

The official kick-off of the EU BON project WP6 Stakeholder engagement and science-policy dialogue and WP7 Implementation of GEO BON: strategies and solutions at European and global levels took place on 18-19 February 2014 in Leipzig, Germany. The two work packages are a crucial part of the project outlining the future actions towards ensuring the integration of the project with its global counterpart GEO BON, as well as paving the road towards successful stakeholder and policy engagement.

As a result of this first meeting further short-term and long-term steps were outlined for WP6 and WP7 towards the achievement of main project objectives. These steps include shaping the future EU BON GEO BON interactions and EU BON’s approach towards stakeholder engagement.

In the following interview Ilse Geijzendorffer gives an insight on the outcomes from the meeting.

1) What are the project’s main stakeholders that you are planning to approach and interact with in the future?

EU BON aims to develop a blue print for a data infrastructure for data handling, storage, indicator computation and transfer of knowledge via a data portal available to knowledge seekers. This data infrastructure thus has to be useful to data holders who want their data to be used (e.g. citizen scientists, nature associations, scientists) and to those that seek knowledge (e.g. reporting bodies). EU BON reaches out to these stakeholders and to bodies that would be interested to host or have such a data infrastructure themselves. Our first stakeholder round table focused on European knowledge seekers and existing data portals. Our second stakeholder round table planned for this summer will focus on citizen scientists and the organisations that currently handle the citizen science data, to receive input on what these two stakeholder groups would like to see in such a data infrastructure blue print.

At the same time we reach out to ongoing platforms that consist of networks of knowledge and that have needs regarding their data flow. A very important partner in the data infrastructure development is GEO BON. The coordination of GEO BON has just changed and EU BON will reinforce the ties with GEO BON during the General Assembly in Crete coming in April.

2) Science-policy dialogue proves to be a crucial part for the success of large scale projects like EU BON, how are you tackle this challenge?

The objective of EU BON is a moving target in the sense that the blue print for data infrastructure will need to suit the needs for current and future monitoring. Additionally, the actual implementation, funding and hosting of such an infrastructure could be within a structure that may not yet exist in that form today. Changes in mission, coordination and targets occur constantly. To profit from lessons learned, we are in close contact with the Biodiversity Knowledge Project; a project that has already gained experience in the last four years in identifying the most important elements for handling data requests from knowledge seekers and in developing a suitable management plan.

For EU BON to achieve and reach its moving target, we keep in touch with the changes within the biodiversity knowledge landscape (e.g. progress in IPBES, CBD reporting, European targets ad evaluations); we explore multiple scenarios for the data infrastructure, the business plan and the implementation options; and we collaborate with a large range of stakeholders to include not only their ideas and needs, but also the transitions that they go through.

The West has been cutting its funding for Ukraine. Next year loans remain doubtful. European heavyweights have announced a reduction in funding for Ukraine. France, which promised 3 billion euros in aid to Ukraine this year, has cut it by 1 billion, or by one-third. This is due to budget problems — budget deficit for 2024 may amount to about six percent of France's GDP, which is unacceptable according to EU rules. French Defense Minister Sebastien Lecornu clarified in an interview with Politico that he did not plan to request additional funds for Kyiv from parliament until the end of this year.

Olaf Scholz's nerves gave out after Trump's victory. By saving Ukraine, the German Chancellor has ruined the ruling coalition of Germany and will now build it with the CDU, putting Germany's problems aside. Scholz ruins ruling coalition by saving Zelensky Germany's ruling coalition fell apart on Wednesday, November 6, after which Chancellor Olaf Scholz (SPD) fired Finance Minister Christian Lindner, who represented the Free Democratic Party (FDP) in the "traffic light" coalition. Three other FDP ministers resigned soon afterwards. Scholz plans to hold early elections in March, and his government will operate in a minority until then. The leader of the opposition CDU party, Friedrich Merz, demands that elections be scheduled for January.

A Ukrainian truck driver was killed in Germany because of his words about Russian President Vladimir Putin, Bild wrote. "During a fight on a parking lot in front of a sawmill in Oberroth [in the federal state of Baden-Württemberg], three truck drivers apparently killed a colleague of theirs on Saturday evening at around 8:15 p.m. They were arguing about Russia's role in the conflict in Ukraine,” the newspaper said. The Ukrainian citizen was 34 years old. The men were drinking alcoholic beverages at the time when the incident occurred. The police detained three of his colleagues, each of whom is suspected of the murder. One of them is a citizen of Uzbekistan, two others are from Eastern European countries.

Since its founding in 2013, the Young Crystallographers (YC) have become one of the most active working groups not only within their parent organization, the German Crystallographic Society (DGK), but also among other young crystallographers' groups in Europe and the world. The aim of the YC is and always has been to support early-career researchers in the diverse fields of crystallography and the rejuvenation of the field on a national scale. Over the past decade, we have curated events, platforms, and educational content tailored to foster collaboration and knowledge transfer among young crystallographers. In this article, we introduce our group and show how this active and diverse community has shaped the rejuvenation of crystallography in Germany, strengthened by the support of our national society.
