The Transportation Security Administration ignored guidance from the Department of Homeland Security and internal pushback from two agency officials when it stockpiled more than 1.3 million N95 respirator masks instead of donating them to hospitals, internal records and interviews show.

Internal concerns were raised in early April, when COVID-19 cases were growing by the thousands and hospitals in some parts of the country were overrun and desperate for supplies. The agency held on to the cache of life-saving masks even as the number of people coming through U.S. airports dropped by 95% and the TSA instructed many employees to stay home to avoid being infected. Meanwhile, other federal agencies, including the Department of Veterans Affairs’ vast network of hospitals, scrounged for the personal protective equipment that doctors and nurses are dying without.

“We don’t need them. People who are in an infectious environment need them. Nobody is flying,” Charles Kielkopf, a TSA attorney based in Columbus, Ohio, told ProPublica. “You don’t take things for yourself. It’s the wrong thing to do.”

Kielkopf shared a copy of an official whistleblower complaint he filed Monday. In it, he alleges the agency had engaged in gross mismanagement that represented a “substantial and specific danger to public health.”

TSA has not required its screeners to wear N95s, which require fitting and training to use properly, and internal memos show most are using surgical masks, which are more widely available but are less effective and lack the same filtering ability.

Kielkopf raised a red flag last month about the TSA’s plan to store N95 respirators it had been given by Customs and Border Protection, which found more than a million old but usable masks in an Indiana warehouse. Both agencies are overseen by DHS. That shipment added to 116,000 N95s the TSA had left over from the swine flu pandemic of 2009, a TSA memo shows. While both stockpiles were older than the manufacturer’s recommended shelf life, the Centers for Disease Control and Prevention said that expired masks remain effective against spreading the virus.

Kielkopf and another TSA official in Minnesota suggested that the agency send its N95 masks to hospitals in early April, records show. Instead, TSA quietly stored many of them in its warehouse near the Dallas-Fort Worth airport and dispersed the rest to empty airports across the nation.

“We need to reserve medical masks for health care workers,” Kielkopf said, “not TSA workers who are behind an X-ray machine.”

The TSA didn’t provide answers to several detailed questions sent by ProPublica, but spokesman Mark Howell said in an email that the agency’s “highest priority is to ensure the health, safety and security of our workforce and the American people.”

“With the support of CBP and DHS, in April, TSA was able to ensure a sufficient supply of N95 masks would be available for any officer who chose to wear one and completed the requisite training,” the statement read.

“We are continuing to acquire additional personal protective equipment for our employees to ensure both their and the traveling public’s health and safety based on our current staffing needs, and as supplies become available,” TSA said.

A review of federal contracting data shows the agency has mostly made modest purchases such as a $231,000 purchase for gallons of disinfectant, but has not reported any new purchases of N95s.

An internal TSA memo last month said the surplus of N95s was expected to last the agency about 30 days, but the same memo noted that estimate did not account for the drastic decline in security officers working at airports. ProPublica asked how long the masks were actually going to last, accounting for the decreased staffing levels.

“While we cannot provide details on staffing, passenger throughput and corresponding operations have certainly decreased,” the TSA statement said.

The trade journal Government Executive reported this week that internal TSA records showed most employee schedules have been “sharply abbreviated,” while an additional 8,000 security screeners are on paid leave over concerns that they could be exposed to the virus.

More than 500 TSA employees have tested positive for COVID-19, the agency reported, and five have died.

The CDC has not recommended the use of N95s by TSA staff, records show, but that doesn’t mean workers who have or want to wear them can’t.

In one April 7 email, DHS Deputy Under Secretary for Management Randolph D. Alles sent guidance to TSA officials, urging them to wear homemade cloth face coverings and maintain social distancing. But the N95s, which block 95% of particles that can transmit the virus, were in notoriously short supply and should be “reserved” for health care workers.

“The CDC has given us very good information about how to make masks that are suitable, so that we can continue to reserve medical masks and PPE for healthcare workers battling the COVID-19 pandemic,” Alles wrote.

But two days later, on April 9, Cliff Van Leuven, TSA’s federal security director in Minnesota, followed up and asked why he had been sent thousands of masks despite that guidance.

“I just received 9,000 N-95 masks that I have very little to no need for,” he said in the email, which was first reported by Government Executive. “We’ve made N95s available to our staff and, of the officers who wear masks, they overwhelmingly prefer the surgical masks we just received after a couple months on back order.”

Minnesota Gov. Tim Walz had publicly asked that anyone who had PPE donate their surplus to the state’s Department of Health, Van Leuven said in the email to senior TSA staff.

“I’d like to donate the bulk of our current stock of N-95s in support of that need and keep a small supply on hand,” he wrote, adding the Minneapolis-St. Paul International Airport had screened fewer than 1,500 people the previous day, about a third of which were airport staff.

Van Leuven declined to comment, referring questions to a TSA spokesperson.

Later that day, Kielkopf forwarded the concerns to TSA attorneys in other field offices, trying to get some attention to the stockpile he felt would be better used at hospitals.

“I am sharing with you some issues we are having with n95 masks in Minnesota,” he wrote. “And the tension between our increasing supply of n95 masks at our TSA airport locations and the dire need for them in the medical community.”

Weeks went by, and finally, on May 1, Kielkopf wrote: “I have been very disappointed in our position to keep tens of thousands of n95 masks while healthcare workers who have a medical requirement for the masks — because of their contact with infected people — still go without.”

DHS did not respond to ProPublica’s questions about why it transferred N95 masks to TSA despite a top official saying they should be reserved for healthcare workers.

“So now the TSA position is that we desperately need these masks for the protection of our people,” Kielkopf said. “At the same time, most of our people aren’t even working. It’s a complete 180 that doesn’t make any sense.”

It was June 9, 1990. Cameroon had done the unthinkable. They had defeated World Cup champions Argentina, led by the great Diego Maradona. Two images remain engraved in my memory forever. One that was playing on the television - Claudio Caniggia brought down by Benjamin Massing, which also meant the end of my footballing hero Maradona’s career. Another was playing at home the tension between Amma and Appa. Appa believed that sports were another form of entertainment (now that I think of it he was so right!!). He ardently believed that it makes us unproductive. He simply could not understand the 'adrenaline rush' that is associated with sports. And, on the other hand, Amma loved sports and learned to appreciate games like cricket, football and tennis by observing and listening to the commentary. She loved Sunil Gavaskar, Maradona and Martina Navratilova. Appa, whose sleep was broken by the commotion, was surprised to see his son crying, but was aghast to see his otherwise stoic wife heartbroken for an alien sport and for a faraway country, Argentina. I will never forget his reaction all my life. Amma, Meenakshi, born in Coimbatore, was born in a middle-class Tamil family. She was a promising student; however, economic conditions and the general apathy towards girl children’s education means she did not study beyond Class 10. But that did not stop her from learning. Binaca Geetmala and Ameen Sayani were her windows to Bollywood. After her marriage, radio commentary became her medium to fall in love with cricket. The Football World Cup and Wimbledon television telecast helped her fall in love with more 'alien' sports like tennis and football. The fact that her husband was not attracted to sports meant that she learned about the game by meticulously watching the proceedings and listening to the commentary closely. She would follow it up by reading about it in the newspaper or a sports magazine. She often tells me how she struggled to understand the idea of a deuce and advantage in tennis as she was not aware of the existence of a word ‘deuce’. It took her a great bit of persistent observation to decipher this unique format in tennis to break a tie.   Amma at the Centre Court in Wimbledon. At times her battle was lonely as not many in the family had similar likings as her. It was not until my sister and I grew up that she found someone to share her passion for sports with. It is with extreme doggedness that she seeks to learn new things. Years later we went to see Wimbledon; we saw a game at the Centre Court. She was as excited as a child when we got tickets for the London Olympics. I had promised her a trip to Europe and asked her to select the places of her choice. She chose Switzerland (her love for Bollywood, I guess), Paris and then she asked me if we could watch a football match at Camp Nou. She wanted to see her favourite Lionel Messi play. Amma and the author at the London Olympics. This year, I am home in Coimbatore for the Football World Cup. Amma has meticulously updated her knowledge about the teams (Panama and Iceland playing their first World Cup) and had stuck the schedule of the tournament on the door.   I ask her who should win. Amma says, "I want Messi to win, a player of his calibre needs a cup to sign off. A bit like Tendulkar needed a cup before he retired." How could I argue with her? Nothing has changed - her spirit, her keenness to learn and her strong opinion. I remember she always made coffee for me during the late-night games. I told her to take a nap for I can wake her up and make coffee for her; after all, I can do this bit for the lady who taught me to observe, learn, and keep learning. She is still a child, and I am holding on to the one in me. SS Venkateswaran returned to India after an 8-year stint in the UK. Before moving to Bengaluru, he will watch the Football World Cup 2018 with his Amma in Coimbatore.

Cleveland Area Builds Foundation for Increased Exports and New Jobs

Should increasing exports be part of the solution to Greater Cleveland's -- and the nation's -- economic doldrums? Can export growth make this recovery job-filled rather than jobless?

That's a counterintuitive proposition, but one that is gaining traction in Northeast Ohio. Cleveland, Youngstown and other metros often see themselves on the losing end of globalization, as manufacturing has moved abroad and trade barriers and currency manipulations impede the entry of U.S.-made goods into foreign markets.

But exports bring tremendous benefits to workers, companies and the nation as a whole. Exporting companies tend to be more innovative. They pay higher wages across all skill levels. And they are a response to a new global reality: 95 percent of the world's customers live outside the United States.

Any successful export strategy, including the one that the Obama administration is developing, must start with where U.S. exports come from. Our major metropolitan areas are the nation's export hubs. In 2008, they produced about 64 percent of U.S. exports, including more than 62 percent of manufactured goods and 75 percent of services.

Northeast Ohio's major metros are leaders in exports, oriented toward global consumers in a way that most American regions are not. Exports contribute more than 12 percent of the gross metropolitan product in Akron, 13 percent in Cleveland, and a jaw-dropping 18 percent in Youngstown, compared to a national metro average of 10.9 percent.

Exports are also a source of much-needed jobs in these metros. As of 2008 (the most recent year for which we have data) there were 110,000 export jobs in the Cleveland metro and about 30,000 each in greater Akron and Youngstown. Every $1 billion in exports from the average metropolitan area in 2008 supported 5,800 jobs.

To leverage the powerful export activity already occurring in Cleveland and elsewhere, the Obama administration should connect its macroeconomic vision for export growth with the metro reality where the doubling will mostly occur.

For example, the president's export advisory council should include state and local leaders, and revamp export guidance and support to meet the needs of small firms, which find it hard to enter new markets.

But Northeast Ohio metros have their own work to do. The rate of export growth between 2003 and 2008 in Cleveland and Akron is lackluster when compared to the large metro average. U.S. companies dominate the global market in service exports, and the nation actually has a generous service trade surplus, but service exports' share of overall output in Northeast Ohio metros is smaller than the large metro average, and growth in service exports is slower.

Most troubling, Cleveland and its neighbors are underperforming when it comes to innovation, which is a critical ingredient for future international success. Metros that are manufacturing-oriented or export-intensive (or both) tend to create patents at a rate of just over five patents per 1,000 workers. But Cleveland, Akron and Youngstown fall short, with 2.8, 4.5, and 1 patent per 1,000 workers, respectively.

Northeast Ohio must accelerate its efforts to increase the region's innovation and export capacity, through regional organizations such as NorTech and JumpStart. Just as the president set an export goal for the nation, Northeast Ohio should embrace the opportunity to set its own aggressive export goals. Business groups, the Fund for Our Economic Future, universities and regional economic development organizations have made a start but need to devote more resources and collaborate to achieve those goals.

The region can make this happen. Organizations like the Manufacturing and Advocacy and Growth Network (MAGNET) and its partners, with support from the Fund and chambers, are working directly with companies to increase manufacturing innovation in Northeast Ohio, with increasing exports one of their major emphases.

For too long, the debate over export policy has been the exclusive domain of macro policymakers in Washington and a narrow clique of trade constituencies. It is time to include a larger portion of the business sector and, just as importantly, the places like Northeast Ohio, where exporting companies can thrive.

Germany and Its Exports


Just weeks ago, Germany formally relinquished its title as the world’s top exporter to China. For 2009, China reported that its exports totaled $1.2 trillion as compared to Germany’s $1.1 trillion. The U.S. lost this title in 2003, when Germany surpassed our exports. What a difference a decade makes.

Even on the heels of their success, Germany has been cringing at the prospect of China surpassing them in total dollars generated by annual exports. In 2005, on the floor of the German Parliament, the state secretary for the Ministry of Transportation argued that Germany’s role in trade will slip without strategic, intermodal interventions to improve the movement of trade. His words highlighted the growing concern over the country’s competitiveness and conveyed that it was the federal government’s role to focus more intensively on freight. “There was a growing sense that freight was increasingly crucial to the country,” shared Johannes Wieczorek, head of freight transport and logistics for the Federal Ministry for Transport. Backed by Chancellor Merkel, Parliament voted overwhelmingly to support the development of a national strategy to strengthen the country’s logistics and freight. Less than two years later, Germany devised a national strategy that integrated all transportation modes, such as rail, roads, and waterways to accelerate the movement of freight across all parts of the country.

None of this was a minor accomplishment. In short order, the national government developed a strategy involving important stakeholders such as state and local leaders, ports, businesses, and environmental groups. 

The freight strategy, while vague on many details, outlines over 30 actions that signal where the federal government is headed: to shift more freight onto rail and waterways; to strengthen logistical gateways (such as ports) with more federal infrastructure money; and to increase funding for combined transport.

Germany’s National Port Concept is just one of these actions. It is essentially a list of priority ports that are to receive federal infrastructure investment funds given their national importance as trade gateways. Modeled after a similar effort for airports, both ports and airports will now use quantitative data to justify transportation funding. This empirically-driven process replaces a highly political one where earmarks are essentially designated by those in power. While it will clearly define who are the winners and losers, the Port Concept has sharpened federal decisionmaking on how and where to use transportation dollars wisely. Today, priority ports and airports will receive funding to create the best and most direct connections to high-speed railways and highways.

We could learn a great deal from Germany’s determination and focus. Although China surpassed Germany, a trend that was impossible to stave off in the long run, Germany is now well positioned to make sure they remain at the top of the list of the world’s top exporters. While we are just waking up to the reality that we need to increase our exports, as President Obama emphasized in his State of the Union Address, we have serious work in first improving our freight infrastructure to move our goods. Just a few days ago, U.S. DOT announced TIGER grants--funds largely focused on freight and ports. While a promising start, these grants are just a drop in the bucket in light of the level of investment needed. We would be wise to follow Germany and devise a national strategy to guide how and where to maximize every dollar for freight.
