Activists in the Black Lives Matter movement recently published a 10-point plan to reduce police violence. Rockford leaders are responding to the proposal. It’s called "Campaign Zero." National activists want stronger guidelines limiting the use of force. They also want to ban police quotas for tickets and arrests , and end the sale of military weapons to police forces. Rockford Mayor Larry Morrissey: “I don’t know that it’s intended to be a one-size solution. It lays out a series of agenda items. We are already moving forward on a vast majority of what I think those items are.” Morrissey says new measures at the state level are also intended to address interactions during field interviews, or a so-called “stop-and-frisk.” “The next step will be, starting next year, we will have to give a receipt to the individual so they know who is the officer-- and their badge number. This move comes as the centre has requested state governments to rope in distilleries to make hand sanitisers for the shutdown period till March 31 due to the pandemic.

Illinois raised its per-gallon gasoline tax at the beginning of July and it’s already having an effect on state prices. AAA reports the current state average is around $3.14 per gallon, and may be driving some border residents to get their fuel in other states. GasBuddy petroleum analyst Patrick DeHaan says the change came quickly. “Average prices shot up noticeably within the first 24 hours but it took almost 48-72 hours for stations to fully pass along the state’s 19 cent per gallon increase in gasoline tax,” he said. DeHaan says prices also remain high because of increased oil costs. This, he says, is due to tensions between Iran and the West in the Persian Gulf.

The Illinois State Police on Friday made an announcement about the May 6 arrest in Iowa of Clark Terry Baldwin. He was wanted for the 1991 Tennessee murders of Pamela McCall and her unborn son, and the murders of two unidentified women discovered separately in Wyoming in 1992. In the ISP announcement, titled "Illinois State Police Announce An Update to the Tammy Zywicki Case," the ISP indicated that "at this time, Baldwin does not appear to have been involved with the murder of Tammy Zywicki." Zywicki, a 21-year-old college student, was abducted and killed by an unknown assailant after experiencing car trouble on I-80 near LaSalle, IL in August 1992. Reports at the time that she had been picked up by a trucker led nowhere. Baldwin was a long-haul trucker and suspected serial killer operating during the same time frame.
