Senator Richard Burr's potential insider trading issues, for which he's being investigated, may have gotten quite a bit worse this week. A new report notes that on the same day Burr sold off a "significant percentage" of his stock holdings (while also telling the public not to worry about COVID-19), it turns out his brother-in-law just coincidentally decided to dump a bunch of stock too. Amazing!

Sen. Richard Burr was not the only member of his family to sell off a significant portion of his stock holdings in February, ahead of the market crash spurred by coronavirus fears. On the same day Burr sold, his brother-in-law also dumped tens of thousands of dollars worth of shares. The market fell by more than 30% in the subsequent month.

Burr’s brother-in-law, Gerald Fauth, who has a post on the National Mediation Board, sold between $97,000 and $280,000 worth of shares in six companies — including several that have been hit particularly hard in the market swoon and economic downturn.

Could this actually be a coincidence? Sure. Maybe. But the timing (the very same day...) does seem notable. As the ProPublica report notes, Fauth "is not a frequent stock trader." Burr insists that his sales were based on public information, though it's difficult to see how he could simply ignore the classified briefings he got concerning the rising pandemic issues, and base decisions entirely on public information. Indeed, this is why government officials should be required to hand off any equities like this to a blind trust where they have no visibility into how it's traded.

Even if this is all legal (which is not certain either way yet...), it again reinforces the belief that the powerful live by different rules and are able to game the system for personal advantage, even as they're supposed to be serving the public interest.

Berlin needs an independent candidate on its Town Council to counter and prevent the dominance of a major political party from unilaterally imposing its agenda and will on the citizens of Berlin. Our Town Council has been voting along strict party lines on key issues even though members pledged to reach across the aisle. It has dismissed or circumvented the results of referendums, reducing them to mere dog-and-pony shows. Berlin has more unaffiliated voters than those of the two major parties. Questions surrounding Hillary Clinton and the Clinton Foundation continue to grow. On Sunday, Democratic National Committee interim chairperson Donna Brazile defended Clinton’s meetings as secretary of state with Clinton Foundation donors, saying, "When Republicans meet with their donors, with their supporters, their activists, they call it a meeting. When Democrats do that, they call it a conflict." Donna Brazile’s comments come in response to an Associated Press investigation revealing that while Hillary Clinton served as secretary of state, more than half of the private citizens she met with during the reporting period had donated to the Clinton Foundation. The AP investigation comes after a three-year battle to gain access to State Department calendars. The analysis shows that at least 85 of 154 people Hillary Clinton had scheduled phone or in-person meetings with were foundation donors. Remember the April 15th "Operation Gridlock?" in Lansing Michigan? In my piece on April 21st I said we needed to start tracking these protesters to show that they will spread the virus to other communities. Well, someone did.

The people at the Committee to Protect Medicare released data which shows the protesters dispersing to smaller communities across Michigan in the following days. The map above shows that cellphones that were in Lansing on April 15 scattered across the state. (Link)

Ambient pollution is a byproduct of economic activity. It has been widely reported that COVID-19 and associated lockdowns have generated large improvements in air quality worldwide, including to China's notoriously-poor air quality. We analyze China's official pollution monitor data and account for the large, recurrent improvement in air quality following Lunar New Year (LNY), which essentially coincided with lockdowns in 2020. With the important exception of NO2, China's air quality improvements in 2020 are smaller than we should expect near the pandemic's epicenter: Hubei province. Compared with LNY improvements experienced in 2018 and 2019 in Hubei, we see smaller improvements in SO2 while ozone concentrations increased in both relative and absolute terms (roughly doubling). Similar patterns are found for the six provinces neighboring Hubei. We conclude that whether COVID-19 actually decreased pollution in China depends on the pollutant and reference period considered.

This paper takes an early look at the Paycheck Protection Program (PPP), a large and novel small business support program that was part of the initial policy response to the COVID-19 pandemic. We use new data on the distribution of PPP loans and high-frequency micro-level employment data to consider two dimensions of program targeting. First, we do not find evidence that funds flowed to areas more adversely affected by the economic effects of the pandemic, as measured by declines in hours worked or business shutdowns. If anything, funds flowed to areas less hard hit. Second, we find significant heterogeneity across banks in terms of disbursing PPP funds, which does not only reflect differences in underlying loan demand. The top-4 banks alone account for 36% of total pre-policy small business loans, but disbursed less than 3% of all PPP loans. Areas that were significantly more exposed to low-PPP banks received much lower loan allocations. As data become available, we will study employment and establishment responses to the program and the impact of PPP support on the economic recovery. Measuring these responses is critical for evaluating the social insurance value of the PPP and similar policies.
