Lending to SMEs and entrepreneurs is improving, but more diverse forms of financing are needed

Financing for small and medium-sized enterprises (SMEs) has turned the corner from the downswing seen during the global financial crisis, but overall credit conditions remain challenging and access to external finance continues to be much tighter for SMEs than larger firms, according to a new OECD report.

Lending volumes and credit conditions are improving for SMEs, but many firms continue to struggle to obtain financing that meets their needs

Lending volumes and credit conditions for small and medium-sized enterprises (SMEs) have gradually improved, according to a new report from the OECD, but demand-side obstacles such as a lack of financial knowledge are contributing to holding back a stronger recovery.

Process control by blending biomass feedstocks

A process and system is disclosed for optimizing a key parameter of a biomass feedstock that enhances bio-oil production. The process and system involves optimizing the values of the key parameter in multiple biomass feedstocks by regulating their feed rates and blending those feedstocks to produce a cumulative biomass feedstock with an optimal value for the key parameter. The key parameter in the biomass feedstocks is measured and the feed rates of the multiple biomass feedstocks are adjusted in order to produce a cumulative biomass feedstock exhibiting optimal values for the desired key parameter. The key parameters can include compositional properties, such as lignin content or mineral content, and/or fluidization properties of the biomass materials, such as density, particle cohesion force, or particle size.

Method for controlling and optimizing the manufacture of gasoline blendstocks for blending with an alcohol as an oxygenate

A method for manufacturing an oxygenated gasoline-blend by blending a hydrocarbon Basestock for Oxygenate Blending (BOB) with an alcohol such as ethanol to a required octane specification first blends the BOB to an octane number, (RON+MON)/2 based on the octane sensitivity (RON−MON) of the BOB and the proportion of alcohol to be added to the BOB, such that when the BOB is blended with the specification proportion of alcohol to form the oxygenated gasoline blend, this blend will have the required octane specification. The blending of the BOB with the alcohol will typically be done at a location remote from that where the BOB is blended, e.g. at the product distribution terminal after being transported from the refinery by pipeline or tank car.

The red line: Racial disparities in lending

It’s been 10 years since the great housing bust and lending is back. Not everyone is getting a fair shot at getting a loan. In dozens of cities across the country, lenders are more likely to deny loans to applicants of color than white ones – even when you take into account how much money they make and how much they want to borrow.

This type of housing discrimination was outlawed 50 years ago but it’s making a comeback. On this episode of Reveal, we dig into the new redlining.

This episode features an interactive text-messaging tool that allows you to learn more about who gets conventional home loans where you live. To get started, text HOME to 202-873-8325.

Public guarantees for bank lending in response to the Covid-19 pandemic

FSI Briefs No 5, April 2020. In response to the Covid-19 pandemic, governments have launched guarantee programmes to support bank lending to companies, especially small and medium-sized enterprises. This is essential to avoid a sharp contraction in bank credit that would exacerbate the pandemic's adverse impact. The design of such programmes needs to strike a difficult balance between responding promptly to the pandemic and maintaining a sufficient level of prudence. Key features of a sample of programmes (eg target beneficiaries, coverage of the guarantee, loan terms, length of the programme) reflect this tension. Incentives were created for the banks to join these programmes by exploiting flexibility in existing prudential requirements, while central banks have often provided liquidity support. Programmes are, however, subject to operational challenges and, ultimately, fiscal capacity limits.
