Thanks to funding from the U.S. Forest Service's Forest Legacy Program, four former Glatfelter Pulp Wood, Inc. forested parcels totaling 371 acres are now part of Redden State Forest. The completion of the $1.35 million purchase this week marked the final phase of the Green Horizons Forest Legacy Program project in Delaware initiated in 2004 with the purchase of an easement on the 908-acre Ponders Tract near Ellendale.

A special exhibition of Delaware’s agricultural heritage is receiving strong support from the Delaware business community. The Century Farm art exhibition will open at the Delaware Agricultural Museum & Village in Dover from May 1 – June 30, with a special public reception on May 14, 5:30 p.m. to 8 p.m.

To protect against the spread of avian influenza, the Delaware Department of Agriculture is prohibiting waterfowl entries in the poultry competitions at the Delaware State Fair next month. "This action is being taken out of an abundance of caution to guard against the spread of avian influenza," said Delaware State Veterinarian Dr. Heather Hirst. There have been no East Coast cases of the disease. There are no immediate public health concerns, and poultry and eggs which are properly prepared and cooked are still safe to eat.

The Delaware Forest Service’s 21st Annual Fire Camp will be held on Saturday, April 23, 2016 at Redden State Forest from 6:45 a.m. to 5 p.m. The intensive, one-day seminar is the capstone of the agency's wildfire training program to certify its emergency firefighters to meet National Wildfire Coordinating Group standards. In addition to completing an arduous "work capacity test" - which involves carrying a 45-pound pack over a three-mile course in less than 45 minutes - crew members will receive hands-on instruction in several key areas: wildfire suppression techniques, how weather affects fire behavior, crew mobilization and teamwork, water pump and chainsaw usage, and culminating with a “live” controlled burn fire situation.

After two weeks of battling wildfires in the rugged terrain of Idaho, a Delaware wildfire crew is returning to Blackbird State Forest on September 11 at approximately 8 a.m. The team was dispatched by the Delaware Forest Service on August 25 at a time when the National Fire Preparedness Level was 4 on a 5-point scale. Over the past 14 days, the team battled the 52,972-acre Henry’s Creek Fire near Idaho Falls and the 1260-acre Grape Creek Fire, located 6 miles southwest of Elba, Idaho.

The Delaware Department of Agriculture announced today that they have hired a new State Apiarist, Meghan McConnell, a native of Millville, NJ. In her position, Meghan will be inspecting bee colonies, conducting surveys for the presence of honey bee parasites, and is responsible for securing samples of suspect colonies to determine suitable measures to control and/or eradicate disease.

Governor John C. Carney, Jr. and Secretary of Agriculture Michael T. Scuse celebrated the 90th anniversary of the Delaware Forest Service and honored the wildfire crew that just returned from two weeks battling blazes in Colorado’s Rocky Mountains. The crew, which left the First State on July 8 and returned on July 23, first tackled the 700-acre Wilson Fire near Meeker, Colorado – started by lightning on July 7. The firefighters then moved on to the Grizzly Fire before finishing up on the Dragon Fire – located just south of Rangely, Colorado. Delaware’s team included 17 state and federal firefighters from Delaware and three from West Virginia. "The Forest Service has done unbelievable work over 90 years," Governor Carney told the audience. "As we celebrate 98 years of the Delaware State Fair, we've got a lot of other milestones that are happening, including the recognition of Delaware's state forestry service for 90 years of operation and their tremendous work."

The Delaware Forest Service's urban and community forestry program will hold its 7th Annual Delaware Arborist and Tree Care Seminar—a one and a half-day event on October 30 and 31, 2017 at the Delaware State Fairgrounds Exhibit Hall. Speakers include tree care experts, policymakers, and academic researchers who will incorporate classroom lectures, outdoor demonstrations, and vendor exhibits to cover tree pest and disease issues, tree care management, and best practices in worker safety and pesticide use. DOVER – The Delaware Supreme Court, by decision dated Dec. 7, 2017 in the matter of Bridgeville Rifle & Pistol Club, LTD, overturned a Superior Court ruling and ended a ban on visitors’ possessing firearms in Delaware’s state parks and state forests. Pursuant to the ruling, visitors may now possess firearms unless they are prohibited by law due to a past conviction for a violent crime, active Protection from Abuse Order, or mental health commitment. Following the Court’s decision to invalidate the existing regulations limiting firearms in state parks and forests, and some Division of Fish & Wildlife properties, the Delaware Department of Natural Resources and Environmental Control and the Delaware Department of Agriculture (DDA) anticipate issuing interim firearm regulations. The interim regulations would respect the State Constitutional provisions on firearms cited by the Court, by implementing the State’s interest in ensuring the safety of the public in a less restrictive manner.

The Department of Natural Resources and Environmental Control and the Department of Agriculture have proposed new regulations expanding the scope of legal possession of firearms within Delaware’s state parks, state wildlife areas and state forests.

Volunteers of all ages are needed this month to help plant 8,800 hardwood seedlings along the Cypress Branch at Blackbird State Forest to enhance the Chesapeake Bay Watershed. The planting will take place on Saturday, March 17, and Sunday, March 18, from 8 a.m. to 6 p.m. each day at Blackbird State Forest’s Naudain Tract, 2076 Harvey Straughn Road, Townsend, Delaware 19734. The weekend tree planting is a “rain or shine” event. Equipment, including shovels, will be provided. Volunteers are encouraged to dress appropriately for the weather and wear boots or other work shoes. Snacks will be provided and commemorative T-shirts and patches will be given to both youth and adult volunteers on a first-come, first-served basis. The project is a cooperative partnership between the Delaware Forest Service, the Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Watershed Stewardship, and the Girl Scouts of the USA.

A partnership with the Delaware State Police and the Fish & Wildlife Natural Resources Police is helping the Delaware Forest Service reopen its historic picnic pavilion at Redden State Forest that was closed in early 2017 due to persistent illegal activity. The parking lot and rest area – popular with hikers and horseback riders – now features bright lighting, 24-hour video surveillance, and regular patrols by both marked and undercover law enforcement personnel. Along with these enhanced security measures, new signage reminds visitors that the site is closed from dusk to dawn.

For the first time, the Delaware Forest Service (DFS) will issue turkey hunting permits through a separate lottery for the 2019 spring season. Previously, statewide permits were available only through DNREC’s Division of Fish and Wildlife. The 2019 Delaware turkey hunting season runs for four consecutive weeks from Saturday, April 13 to Saturday, May 11, with a special youth and non-ambulatory disabled hunter day scheduled for Saturday, April 6.  State forest turkey permits will be issued for one of four season segments: A (4/13-4/19), B (4/20-4/26), C (4/27-5/3), or D (5/4-5/11).

The Delaware Forest Service's Urban and Community Forestry Program will hold its 8th Annual Delaware Arborist and Tree Care Seminar on Wednesday, October 10, and Thursday, October 11, 2018 at the Delaware State Fair Exhibit Hall, 18500 S. DuPont Highway, Harrington. The event offers a wide range of topics for tree care workers as well as anyone who wants to ensure the health of their community trees. The event brings together a diverse blend of industry insiders, policymakers, tree care experts, and academic researchers who will incorporate classroom lectures, outdoor demonstrations and vendor exhibits to provide the latest updates on tree health issues and practical hands-on training. The Delaware Forest Service (DFS) is accepting applications for its lottery to award state forest permits for the 2020 turkey hunting season, which begins April 11, 2020 and ends on May 9, 2020. A special one-day hunt for youth and non-ambulatory disabled hunters occurs on April 4, 2020. No Sunday hunting is allowed. State forest turkey permits are issued for one of four season segments: A (4/11-4/17), B (4/18-4/24), C (4/25-5/1), or D (5/2-5/9).

Supreme Court overturned HC’s decision of convicting the men on the grounds that the HC had erred in accepting the argument of “passive submission” as there was no fear or apparent threat. Supreme Court further added that since “no marks of injury” were found on Mathura’s body there was “no resistance” on her part and since she did not “raise an alarm” for help she “consented to sex.”The Apex Court acquitted both the accused stating that this alleged intercourse was a “peaceful affair”.

An analysis of SC judgments in Veluswamy case [AIR 2011 SC 479] and IndraSarma case [AIR 2014 SC 309] reveals that not all live-in relationships are to be deemed as a “relationship in the nature of marriage” u/s 2(f) of the DV Act. The wider interpretation of the term is aimed at welfare of unmarried women in live-in relationships who are left estranged or abused; but not at promoting adulterous relationships. The benefits provided under the Act are to be interpreted harmoniously, not violating penal provisions of adultery. Since, the applicant admitted the existence of her first marriage, negating the possibility of a legal marriage between the two contesting parties, revision was dismissed stating no “domestic relationship” subsists between them.

Statewide flu totals in Delaware decreased for the third week in a row, according to the Division of Public Health (DPH). During the week ending March 10, DPH reports 290 laboratory-confirmed flu cases, down from the prior week’s total of 381 confirmed cases. The latest numbers increase the total number of influenza cases for the season to 7,433. DPH is also reporting one additional flu-related death, a 62-year-old female from New Castle County with multiple underlying health conditions, bringing the number of flu-related deaths for the 2017-2018 flu season to 31.

According to the CDC, 164 people infected with the outbreak strain of Salmonella Reading have been reported in 35 states, including one person in Delaware. Of the cases reported nationally, 63 people have been hospitalized. No Delawareans have been hospitalized.
