flu As California taps pandemic stockpile for bird flu, officials keep close eye on spending By www.capradio.org Published On :: Wed, 13 Nov 2024 21:14:00 GMT By Don Thompson, KFF California public health officials are dipping into state and federal stockpiles to equip up to 10,000 farmworkers with masks, gloves, goggles, and other safety gear as the state confirms at least 21 human cases of bird flu as of early November. It’s the latest reminder of the state’s struggle to remain prepared amid multibillion-dollar deficits. Officials said they began distributing more than 2 million pieces of personal protective equipment in late May, four months before the first human case was confirmed in the state. They said they began ramping up coordination with local health officials in April after bird flu was first detected in cattle in the U.S. Bird flu has now been confirmed at more than 270 dairies in central California, and traces were recently detected at a wastewater sampling site in Los Angeles County. Bird flu was also recently detected in a flock of commercial turkeys in Sacramento County. California is putting a number of lessons from the covid-19 pandemic to use, such as coordinating emergency response with local health officials and tracking infectious diseases through wastewater surveillance, as the state tries to limit the spread of bird flu to humans. It’s striving to maintain an adequate emergency stockpile to withstand the first wave of any new public health disaster without hemorrhaging the state budget. “We are far better prepared to respond to a pandemic than we were in 2020,” said Amy Palmer, a spokesperson for the Governor’s Office of Emergency Services. For instance, before the coronavirus struck in 2020, the state’s emergency supplies stockpile was barely big enough to crowd two basketball courts. By the time California ramped up its pandemic response, it had enough personal protective equipment and other disaster supplies to fill 52 football fields. California spent $15.6 billion on direct pandemic response during the covid crisis years, much of it provided by the federal government. Today, the stockpile fits into about 12½ football fields, though it can seesaw from month to month. According to the state, the current stockpile includes 101 million face masks, 26 million more than the 90-day supply recommended by the state’s pandemic preparedness guideline. That includes 88 million N95 masks, more than the emergency services agency said was needed last year. The high-efficiency masks are considered crucial to protect against airborne viruses such as covid-19. Although the state is building up its stockpile, Palmer could not say if the additional masks are related to fears of bird flu, only that planners are always working “to keep pace with the current risk environment.” The state’s goal, Palmer said, is to have “an initial supply during emergencies to allow us the time to secure resources,” whether through the federal government or by buying more. There is no indication of spread between humans in the recent California bird flu cases, and health officials say public risk remains low. Human transmission of bird flu is among several worst-case scenarios for a new pandemic, alongside the possibility of a resurgent mutant coronavirus; wider international spread of mpox, Marburg virus, or Ebola; or an entirely new virus for which there initially is no immunity or vaccine. Yet, health officials nationwide have struggled to track bird flu transmission. And California has a history of swinging back and forth on preparedness. Republican Gov. Arnold Schwarzenegger ordered an increase in California’s pandemic preparedness in 2006 in response to an earlier threat from bird flu. That included three mobile hospitals that could immediately be deployed during disasters. Gov. Jerry Brown, a Democrat, ended the program in 2011 as state finances went bust. By the time covid struck, the state released 21 million N95 masks, some so old they were past their expiration date. Now hospitals are required to maintain their own three-month supply of masks, gowns, and other personal protective equipment under a state law passed in 2020. California’s aerosol transmissible disease standard also uniquely requires hospitals and other high-risk workplaces to follow precautions such as using negative pressure isolation rooms and the highest level of protective equipment until more is known about a new pathogen. “It is difficult to overstate the level of unpreparedness exhibited by hospitals both in and outside of California in dealing with the 2020 outbreak of COVID-19,” according to a legislative analysis. “Harrowing images of nurses walking the corridors of hospitals in makeshift masks and garbage bags became commonplace.” California Hospital Association spokesperson Jan Emerson-Shea said hospitals “continuously prepare to respond to all types of disasters, including outbreaks of transmissible viruses.” In addition, Palmer said California has five mobile hospitals acquired from the federal government, though they got little use during the pandemic. She said they have to be maintained, such as making sure pulse oximeters have working batteries. But, once again, the current deficit has the state trying to strike a balance. While lawmakers rejected most of Democratic Gov. Gavin Newsom’s $300 million proposed cut to public health funding, the state slashed funding for its stockpile of personal protective equipment by one-third a year ago after it determined that no additional covid-related purchases were necessary, according to the Department of Finance. California eliminated funding this year for eight 53-foot-long trailers that would have moved stockpiled items between warehouses. It’s also cutting nearly $40 million over the next four years from its $175 million disaster stockpile budget. The state’s preparedness wasn’t good enough for Californians Against Pandemics, which gathered more than 1 million signatures to put a ballot measure before voters in November. The measure would have increased taxes on people with incomes over $5 million and used that money for pandemic prevention and response. But that effort collapsed after one of its key financial supporters, former cryptocurrency executive Sam Bankman-Fried, was convicted of defrauding customers and investors. In exchange for initiative backers dropping the measure, state officials agreed to broaden the scope of the California Initiative to Advance Precision Medicine, which was created in 2015 to focus on developing new medicines and therapies, to include technologies for preventing another pandemic. “By harnessing the power of precision medicine, California is moving to the forefront of pandemic preparedness and prevention,” Newsom said at the time. Rodger Butler, a spokesperson for the state Health and Human Services Agency, said it’s unclear if the precision medicine initiative will receive additional funding. Full Article

Analysts say the trip is part of China’s attempt to expand its global influence and present itself as “a responsible global power” at a time when countries around the world brace for uncertainties following U.S. President-elect Donald Trump’s victory on November 5. “The trip is especially significant since Latin America is viewed as ‘the backyard’ of the United States; and [since] the next U.S. president is likely to return to a unilateral approach in world affairs, it provides China with the opportunity to expand its influence around the world as a champion for global development and multilateral cooperation,” said Zhiqun Zhu, an expert on Chinese foreign policy at Bucknell University. During his state visit to Peru, Xi will inaugurate the $3.5 billion Chancay port with his Peruvian counterpart Dina Boluarte on Thursday. Situated 80 kilometers north of the Peruvian capital Lima, the port has a maximum depth of 17.8 meters and is expected to become a major trading hub between Latin America and China. “The port will become the largest deep-water port in South America and it will drastically reduce the time needed to ship products from Peru to China,” Leland Lazarus, associate director of national security at Florida International University, told VOA in a video interview. China’s state-run Cosco Shipping Corporation has a majority 60% stake in the port and a 30-year concession to operate the terminal. According to China’s official data, the port can handle up to one million containers and 160,000 vehicles in the first year of operation. The port is among 17 ports globally where China holds a majority stake, according to the Council on Foreign Relations and is one of more than 100 port projects built globally under China’s flagship Belt and Road Initiative. The port is expected to become a major hub for exporting critical commodities such as lithium, copper, iron and soybeans to China more efficiently. Latin American countries including Peru, Chile, Brazil, Colombia, and Ecuador, which had a combined export of $135 billion to China in 2023, could all benefit from the launch of the Chancay Port. “There is a huge gap in infrastructure development in Global South countries and Western powers are not active in helping [to] fill the gap. [As a result,] China’s investments in such large infrastructure projects are welcomed by host countries,” Zhu at Bucknell University told VOA in a written response. While Latin American countries will likely welcome the inauguration of the Chancay Port, the U.S. has warned about the potential for the port to be used for military purposes by China. That Washington claims could threaten its interests in Latin America. “It could be used as a dual-use facility, it’s a deepwater port,” said Laura Richardson, the outgoing chief of the U.S. Southern Command told the Financial Times in a recent interview, adding that the Chinese navy could use the port in a scenario that, she said, fits “Beijing’s playbook.” Some experts say it’s difficult for China to deploy its naval vessels to Latin America in the near future and that Peru is unlikely to let Beijing militarize the Chancay port. “Currently, the Chinese navy is not capable of projecting its power across the Pacific, and since Peru still needs to maintain its relationship with the U.S., Peruvian authorities won’t allow the port to be militarized,” Kung Kwo-Wei, an expert of Latin American affairs at Tamkang University in Taiwan, told VOA by phone. However, Lazarus told VOA that Beijing’s activities in other ports around the world suggest it could still use the Chancay port for military purposes in the future. “When looking at Chinese behaviors [at other ports around the world], such as the Port of Bata in Equatorial Guinea and the Ream Naval Base in Cambodia, Chinese state-owned enterprises would promise to expand the ports for commercial purposes, yet there have been allegations that there’s been construction for what looks like military purposes on these areas,” said Lazarus. In addition to the Chancay Port, Peruvian Foreign Minister Elmer Schialer told Reuters news agency in an exclusive interview that Beijing and Lima plan to sign around 30 agreements, including an updated free trade agreement, during Xi’s visit. Kung in Taiwan said these developments show that China’s investment in Latin America is now focusing on logistical infrastructure and access to minerals from Latin America. “China relies heavily on ports and logistical infrastructure to ensure it can export and import commodities at a steady pace, and as Beijing continues to expand its renewable energy industries, its appetite for minerals from Latin America will also grow,” Kung told VOA. As the U.S. could possibly adopt a more isolationist foreign policy approach during Trump’s second term, Lazarus said Xi will use the upcoming APEC and G20 summits to amplify the message that China is a more consistent global power than the U.S. “While the U.S. is going to potentially look inward with another Trump administration, [the summits] are Xi’s big opportunities to show that China is playing a much more global role,” he told VOA. However, some experts say it remains unclear whether China will achieve its intended goals. “Beijing will double down on the image of being the leader of the Global South and some countries will be attracted by that message,” said Ian Chong, a political scientist at the National University of Singapore. “But others who are more clear-eyed and who have followed developments from the Belt and Road Initiative and other Chinese projects will recognize that China is just another great power,” he told VOA in a phone interview. (Daughter Of Destiny, pp. 82-83.) -- Kathryn Kuhlman And "The One World Religion" -- Kahryn Kuhlman was apparently the first minister within the Evangelical/Pentecostal world that laid a foundation for the new unity movement of religions. It was said by her official biographer, Buckingham, that Miss Kuhlman did not like to conduct her services without Catholic priests on her platform. He stated, "She had a special love for doctors, and wanted them either on the stage or on the front rows of the auditorium. The same was true of priests and nuns - especially if they were 'in uniform'. Nothing thrilled Kathryn more than to have thirty or forty Catholic clergymen, especially if they wore clerical collars or, better yet, cassocks, sitting behind her while she ministered. Somehow it seemed to lend authenticity to what she was doing - and helped create the proper climate of a trust and understanding which was so necessary for a miracle service." (Daughter Of Destiny, p. 221.) -- She had a special affinity for the Catholic style of high church grandeur. When Kathryn went to Las Vegas for her crusade, the following was reported, "Kathryn had but one pass through Las Vegas, and she would deliver the gospel with power! Hundreds of people in Las Vegas as well as the faithful in Youngstown, Pittsburgh, and Franklin had agreed to pray that the Holy Spirit would stir the city. Not far away a Roman Catholic priest said a Mass for the meeting the day before." (The Woman Behind The Miracles, pp. 229-230.) -- Please remember that a Catholic Mass is believed to be a time when the very bread and wine becomes the actual body and blood of Jesus Christ. Millions of Protestants died as martyrs because they rejected this blasphemous assertion. Did her affinity for Catholic dogmas help start the declension within the Pentecostal circles that has now become a watershed of deception and compromise? I certainly believe so! "Kathryn Kuhlman was an ecumenist without portfolio." (Ibid, p. 15.) Jamie Buckingham further stated, "In 1948 while ecumenists designed programs for denominational unity, Kathryn Kuhlman threw open the heavy old doors of north Pittsburgh's Carnegie Music Hall. Streaming through the doors and scurrying for chairs came Protestants, Catholics, Eastern Orthodox, Jewish, and other groups, most related to churches but others not. And they were back the next week and the next." (Ibid, p. 15.) -- This certainly would have been acceptable if they were led out of these cold-dead churches to embrace a life of separation and New Testament lifestyle. That's certainly what Jesus did. On October 11, 1972, Pope Paul gave her a private audience at the Vatican. Mr. Warner stated, "Complimenting her on her 'admirable work,' he admonished her to 'do it well!' and gave her a gold, handmade engraved medallion bearing a dove symbolizing the Holy Spirit." (Ibid, p. 172.) -- Kathryn Kuhlman And Her Spirit Guides: I am personally convinced that Miss Kuhlman was controlled by a spirit guide masquerading as the Holy Spirit. There appears to be no other possible answer. Coming to this conclusion has been a very tough and heart-rending experience. The following quote from Benny Hinn's book, Good Morning, Holy Spirit, will give you a glance at her attachment to either the Holy Spirit or a spirit. "I looked up to see Kathryn burying her head in her hands as she began to sob. She sobbed and sobbed so loudly that everything came to a standstill. The music stopped. The ushers froze in their positions. "Everyone had their eyes on her. And for the life of me I had no idea why she was sobbing. I'd never seen a minister do that before. What was she crying about? It was told later that she had never done anything like that before, and members of her staff remember it to this day. "It continued for what seemed like two minutes. Then she thrust back her head. There she was, just a few feet in front of me. Her eyes were aflame. She was alive. "In that instant she took on a boldness I had never seen in any person. She pointed her finger straight out with enormous power and emotion - even pain. If the devil himself had been there, she would have flicked him aside with just a tap. "It was a moment of incredible dimension. Still sobbing, she looked out at the audience and said with such agony, 'Please.' She seemed to stretch out the word, 'Plee-ease, don't grieve the Holy Spirit.' "She was begging. If you can imagine a mother pleading with a killer not to shoot her baby, it was like that. She begged and pleaded. "'Please,' she sobbed, 'don't grieve the Holy Spirit.' "Even now I can see her eyes. It was as if they were looking straight at me. "And when she said it, you could have dropped a pin and heard it. I was afraid to breathe. I didn't move a muscle. I was holding on to the pew in front of me wondering what would happen next. "Then she said, 'Don't you understand? He's all I've got!' "I thought, 'What's she talking about?' "Then she continued her impassioned plea saying, 'Please! Don't wound Him. He's all I've got. Don't wound the One I love!'" (Good Morning, Holy Spirit, Benny Hinn, pp. 8-9.) -- Her words reveal a view of this spirit that is extremely unusual. She said, "Don't you understand? He's all I've got." Again, she said, "Please don't wound Him, He's all I've got. Don't wound the One I love." The Holy Spirit absolutely never speaks of Himself. He glorifies Jesus Christ in His church and in you and Jesus Christ alone. Jesus said, "Howbeit when he, the Spirit of truth, is come, he will guide you into all truth: for he shall not speak of himself; but whatsoever he shall hear, that shall he speak: and he will shew you things to come. He shall glorify me: for he shall receive of mine, and shall shew it unto you." (John 16:13-14). She was enamored with this "spirit" that came upon her. Often she spoke of her fear that he would leave her. She would wait behind the stage, even at times while the service languished for this "spirit person" to manifest himself. When he came she was electric and performed as the greatest of actors. Hinn continued in his description of Kuhlman's emphasis on this spirit whom she called the Holy Spirit. He said, "In my church, the pastor talked about the Holy Spirit. But not like this. His references had to do with the gifts or tongues or prophecy - not "He's my closest, most personal, most intimate, most beloved friend." This was taken to be a direct challenge to the hegemony of both the Roman Catholic Church and the English church and state. In 374 the bishop of Milan, Auxentius, an Arian, died, and the Arians challenged the succession. Ambrose went to the church where the election was to take place, to prevent an uproar, which was probable in this crisis. His address was interrupted by a call "Ambrose, bishop!", which was taken up by the whole assembly. Ambrose was known to be Catholic in belief, but also acceptable to Arians due to the charity shown in theological matters in this regard. At first he energetically refused the office, for which he was in no way prepared: Ambrose was neither baptized nor formally trained in theology. Upon his appointment, St. Ambrose fled to a colleague's home seeking to hide. Upon receiving a letter from the Emperor Gratian praising the appropriateness of Rome appointing individuals evidently worthy of holy positions, St. Ambrose's host gave Ambrose up. Within a week, Ambrose was baptized, ordained and duly consecrated bishop of Milan. As bishop, he immediately adopted an ascetic lifestyle, apportioned his money to the poor, donating all of his land, making only provision for his sister Marcellina (who later became a nun), and committed the care of his family to his brother. Ambrose also wrote a treatise by the name of "The Goodness Of Death". -- Ambrose and Arians: According to legend, Ambrose immediately and forcefully stopped Arianism in Milan. He studied theology with Simplician, a presbyter of Rome. Using his excellent knowledge of Greek, which was then rare in the West, to his advantage, he studied the Hebrew Bible and Greek authors like Philo, Origen, Athanasius, and Basil of Caesarea, with whom he was also exchanging letters. He applied this knowledge as preacher, concentrating especially on exegesis of the Old Testament, and his rhetorical abilities impressed Augustine of Hippo, who hitherto had thought poorly of Christian preachers. In the confrontation with Arians, Ambrose sought to theologically refute their propositions, which were heretical. The Arians appealed to many high level leaders and clergy in both the Western and Eastern empires. Although the western Emperor Gratian held orthodox belief in the Nicene creed, the younger Valentinian II, who became his colleague in the Empire, adhered to the Arian creed. Ambrose did not sway the young prince's position. In the East, Emperor Theodosius I likewise professed the Nicene creed; but there were many adherents of Arianism throughout his dominions, especially among the higher clergy. In this contested state of religious opinion, two leaders of the Arians, bishops Palladius of Ratiaria and Secundianus of Singidunum, confident of numbers, prevailed upon Gratian to call a general council from all parts of the empire. This request appeared so equitable that he complied without hesitation. However, Ambrose feared the consequences and prevailed upon the emperor to have the matter determined by a council of the Western bishops. Accordingly, a synod composed of thirty-two bishops was held at Aquileia in the year 381 A.D. Ambrose was elected president and Palladius, being called upon to defend his opinions, declined. A vote was then taken, when Palladius and his associate Secundianus were deposed from the episcopal office. Nevertheless, the increasing strength of the Arians proved a formidable task for Ambrose. In 385 or 386 the emperor and his mother Justina, along with a considerable number of clergy and laity, especially military, professed Arianism. They demanded two churches in Milan, one in the city (the basilica of the Apostles), the other in the suburbs (St Victor's), to the Arians. Ambrose refused and was required to answer for his conduct before the council. He went, his eloquence in defense of the Church reportedly overawed the ministers of Emperor Valentinian, so he was permitted to retire without making the surrender of the churches. The day following, when he was performing divine service in the basilica, the prefect of the city came to persuade him to give up at least the Portian basilica in the suburbs. As he still continued obstinate, the court proceeded to violent measures: the officers of the household were commanded to prepare the Basilica and the Portian churches to celebrate divine service upon the arrival of the emperor and his mother at the ensuing festival of Easter. -- In spite of Imperial opposition, Bishop Ambrose declared: "If you demand my person, I am ready to submit: carry me to prison or to death, I will not resist; but I will never betray the church of Christ. At least, they are influenced by personal relationships more than anything else, according to a new report by the National Association of Women Business Owners ( and credit card company Ink from Chase. In fact, at 89 percent, a vast majority of small business owners said that their personal relationships have an impact on the way they run their business, and 67 percent said their peers influence them. Fifty-three percent reported that other small business owners influence them as well. So what influences small business owners the least?
