BISHKEK, 20 July 2016 - A series of three-day training courses for police investigators on investigating murders which were committed with the use of explosives, firearms and cold arms are being held from 14 July until 6 August 2016 in Bishkek, Balykchy and Osh cities by the OSCE Centre in Bishkek, Kyrgyzstan’s Interior Ministry and the Kyrgyz State Judicial Academy.

Some 150 officers will be trained during the courses, which will see them acquire knowledge and skills on techniques for crime scene screening, searches, questioning of suspects and witnesses, and other methods of investigation. Forensic expertise will also be covered.

“Investigative authorities have important law enforcement functions. The outcome of their work forms the basis for the consideration of criminal cases in court, the imposition of just punishments, and the fair administration of justice,” said Pavel Khalashnyuk, acting Head of the OSCE Centre’s Police Matters Programme. “The investigation of serious crimes requires high professionalism and the guarantee of mandatory enforcement.”

The courses are being organized as part of the OSCE Centre’s project on combating organized crime.

VIENNA, 16 July 2016 – OSCE media freedom representative Dunja Mijatović today said she was deeply saddened upon learning of the death of photojournalist Mustafa Cambaz in Turkey, and worried about the state of media freedom in the country.

“I was deeply saddened to learn about Cambaz’ death,” Mijatović said. “The authorities must do their utmost to ensure journalists’ safety and free flow of information during times of crisis.”

Cambaz, a photojournalist with the media outlet Yeni Safak, was shot last night during the unrest in Turkey. Reportedly, a number of members of the media were detained last night for a short period of time. Some journalists were also injured, including Reporters Without Borders correspondent Selçuk Şamiloğlu who was beaten when reporting from the Bosphorus Bridge in Istanbul.

“Journalists continue to put themselves in great danger in order to provide information to the public,” Mijatović said. “They must be able to report freely and safely.”

Further, Mijatović noted reports that the editorial offices of several newspapers, including the Hürriyet newspaper, Hürriyet Daily News, and broadcaster CNNTürk, were raided and taken over for a few hours by a group of soldiers in Istanbul.

The Representative also welcomed the attention attributed to journalists’ safety by Prime Minister Binali Yildirim in his public remarks today, expressing regret for any harm that media workers might have suffered during the events.

Mijatović said she will continue to follow and closely monitor all issues related to media freedom and safety of journalists in the country.

ASHGABAT, 10 June 2016 – Some 30 journalists representing national broadcast, print and online media from across the country as well as journalism instructors from Turkmenistan’s institutions of higher education completed an OSCE-organized training course on journalism reporting skills in Ashgabat today.

During the three-day training course, journalists shared views on the changes in the media landscape as a result of the development of multimedia and the role of journalists in the modern information environment.

International experts from Lithuania and the Russian Federation elaborated on the elements, structure and objectives of journalistic reports while highlighting the specifics of TV and news reporting and techniques of planning multimedia materials.

“The introduction of new technologies has challenged the traditional form of journalism due to the growing demand for real-time reportage of events, interactivity and multimedia content. As free and plural media is a vital precondition for international development and security, media development remains as important as ever,” said Radovan Znasik, Officer-in-Charge at the OSCE Centre in Ashgabat.

“We believe that this course will contribute to enhancing the capacity of Turkmenistan’s journalists to work in a modern media landscape.”

The course included practical exercises, in which the participants discussed case studies related to journalism ethics, practiced interviewing skills and developing detailed scenarios for multimedia reports.

The OSCE Centre in Ashgabat organized the training course as part of its activities to assist the host country in the area of media development.

The OSCE Mission to Moldova held a training event on essential debate techniques for 37 high-school students and 7 teachers from both banks of the Dniester/Nistru River on 1 to 3 July 2016 in Vadul-lui-Vodă, a town by the river. The event, which gathered students from Balti, Bender, Cahul, Ceadir-Lunga, Comrat, Parcani, Tiraspol and Vulcanesti, aimed to enhance youth engagement in civic processes at the local and national levels.

“This event has equipped me with skills that will be vital for both my professional and private life,” said Daria Bogdanova, a student from Tiraspol. “Engaging in debates is an excellent way to help us convey our thoughts more convincingly, search for compromise and exercise objectivity.”

The training event introduced students to the Karl Popper debate format that teaches students how to conduct and participate in academic debates, demonstrate leadership, make public speeches, co-operate in teams and apply critical thinking. The aim of the event was to develop students’ analytical and debate skills in order to strengthen their professional opportunities and civic engagement.

The students attending the training will apply their newly acquired knowledge and skills in a series of two debate tournaments to be held in the autumn. The training sessions and tournaments are organized as part of a one-year project implemented jointly by the OSCE Mission to Moldova and the Comrat-based NGO Piligrim-Demo that aims to actively engage young people, including those representing national minorities, in civic process at the local and national levels by developing their debate skills.

How can I redirect a task at work that I do not possess the skills to complete and cannot learn how to do in a timely manner? Sometimes I know it immediately, and sometimes it takes me a bit to find out. I usually say, "Hey, I don't think I'm going to be able to address this in a timely manner because it's not part of my wheelhouse. Could we delegate it to someone else on the team?" when I am working with a manager. Is this the right route?

Example scenario: I have been asked to address accessibility issues on a marketing website. This task requires an understanding of accessibility requirements, code overrides, and the website host (Framer) in general. I've already gotten two tasks totally wrong because despite my best efforts to learn as I go, I'm a visual designer, not a front-end developer!

I initially asked a developer colleague I don't know very well for guidance, but today I admitted to him that I am out of my depth and asked if he could please address the failed tickets instead of me so they're done correctly. I cannot tell if this is diva behavior. Is it okay to essentially say "I'm not the right person to do this," when asked to do something? Should I be trying harder?

ZHUHAI, China — Authorities in the southern Chinese city of Zhuhai removed wreaths, candles and even bottles of Chinese alcohol laid at the scene of the deadliest mass killing in the country in a decade, as the government scrambled to respond and censor the outrage online. On Monday, a male driver angry at his divorce settlement rammed his car into a crowd at a sports center in the city of 2.5 million, killing 35 people and injuring 43, but the government took almost a day to announce the death toll. This prompted an outrage on Chinese social media, where posts complaining about the government's slow response and raising questions about the mental health of a nation shaken by a recent spate of similar killings, were being quickly removed. Despite the efforts to clear the site in Zhuhai, which is near Macau, delivery drivers on motorbikes kept dropping off fresh flowers on Wednesday morning, even as authorities erected temporary barriers around the makeshift vigil area and deployed security personnel. “The authorities hadn’t released any information - some colleagues mentioned it and I couldn’t believe it at first, but it was confirmed later,” said a 50-year-old man who identified himself as Zheng who brought flowers to the site. “It’s just a spontaneous feeling I had. Even though I don’t know them personally, I had family members who passed away in the past, so I understand that feeling," said Zheng. Some wreaths carried handwritten notes: "Strangers travel well. PORT-AU-PRINCE — Doctors Without Borders (MSF) said on Wednesday that at least two patients were killed when its ambulance was stopped and attacked earlier this week in Haiti's capital Port-au-Prince.  The MSF staff said they were violently attacked on Monday after "members of a vigilante group and law enforcement officers" stopped the ambulance.  The ambulance, transporting three young people with gunshot wounds, was halted about 100 meters from the MSF hospital in the Drouillard area of the capital and forced to transfer the patients to a public hospital, MSF said.  The group said police attempted to arrest the patients before escorting the ambulance to the hospital, where "law enforcement officers and members of a self-defense group surrounded the ambulance, slashed the tires, and tear-gassed MSF staff inside the vehicle to force them out."  The wounded patients were taken a short distance away and at least two were executed, the group said.  "The act is a shocking display of violence and it seriously calls into question MSF's ability to continue delivering essential care to the Haitian people," said Christophe Garnier, MSF's head of mission.

Jerusalem — Israel suffered one of the deadliest days of its ground offensive against Hezbollah in Lebanon on Wednesday when six of its soldiers were killed in combat near the border.  The soldiers "fell during combat in southern Lebanon," the army said in a statement. Their deaths brought to 47 the number of Israeli troops who have been killed in combat with Hezbollah since September 30, when Israel sent ground forces into Lebanon.  The army's announcement came after Israel Katz, Israel's new defense minister, said there would be no easing up in the war against Hezbollah.  Israeli Prime Minister Benjamin Netanyahu on X shared an image of the "Golani" Brigade symbol, the unit the soldiers who were killed belonged to, a green olive tree against a yellow background, with a broken heart emoji.  Since September 23, Israel has stepped up its bombing campaign in Lebanon, mainly targeting Hezbollah strongholds in south Beirut and in the east and south of the country. On September 30, it sent in ground troops.  The offensive came after nearly a year of cross-border exchanges of fire, launched by Hezbollah in support of its Palestinian ally Hamas following its October 7, 2023, attack on Israel that triggered the Gaza war.  Strike at Aramoun Earlier on Wednesday, an Israeli strike hit Aramoun, a densely packed area south of Beirut that is outside Hezbollah's traditional strongholds. The health ministry said the strike killed six people.  Lebanese state media on the same day reported a third wave of Israeli raids on Hezbollah's south Beirut bastion in 24 hours.  The Israeli army, meanwhile, said it had intercepted some of the "five projectiles" that had crossed from Lebanon into Israeli territory.  Katz told senior military commanders on his first visit to the border region since his appointment last week that Israel would "make no cease-fires, we will not take our foot off the pedal, and we will not allow any arrangement that does not include the achievement of our war objectives."  Katz added: "We will continue to strike Hezbollah everywhere."   Israel's objectives include disarming Hezbollah and pushing the militants beyond the Litani River, which flows across southern Lebanon.  After Katz's address, another airstrike hit a Beirut suburb Wednesday evening after a warning by Israel's military for residents to evacuate.  Hezbollah said on Wednesday it had fired ballistic missiles at the Israeli army's headquarters in the commercial hub of Tel Aviv, which also houses the defense ministry.  Contacted by AFP, the Israeli army spokesperson's unit said it would "not to react to Hezbollah's allegations."  Lebanese authorities say more than 3,360 people have been killed since October 8, 2023, when Hezbollah and Israel began engaging in cross-border clashes.  Rocket fire from Lebanon on Tuesday killed two residents of the northern Israeli city of Nahariya. Of those, about 100 remain held hostage, while about a third of them are confirmed dead. Their bodies remain in Gaza.  In the more than 13 months of war, Israel’s offensive has killed nearly 44,000 people, the health ministry in Hamas-run Gaza said Wednesday. The health ministry does not distinguish between civilians and combatants but says more than half of those killed were women and children.

CAIRO: Israeli military strikes killed at least 22 Palestinians across the Gaza Strip on Wednesday, as Israeli forces deepened their incursion into Beit Hanoun town in the north, forcing most remaining residents to leave.

Residents said Israeli forces besieged shelters housing displaced families and the remaining population, which some estimated at a few thousand, ordering them to head south through a checkpoint separating two towns and a refugee camp in the north from Gaza City.

Men were held for questioning, while women and children were allowed to continue towards Gaza City, residents and Palestinian medics said.

Israel’s campaign in the north of Gaza, and the evacuation of tens of thousands of Palestinians from the area, has fuelled claims from Palestinians that it is clearing the area for use as a buffer zone and potentially for a return of Jewish settlers.

“The scenes of the 1948 catastrophe are being repeated. Israel is repeating its massacres, displacement and destruction,” said Saed, 48, a resident of Beit Lahiya, who arrived in Gaza City on Wednesday.

“North Gaza is being turned into a large buffer zone, Israel is carrying out ethnic cleansing under the sight and hearing of the impotent world,” he said via a chat app.

Around a hundred students occupied Leonardo’s Turin headquarters to denounce what they say is the Italian defence group’s complicity in Israel’s bombardment of the Gaza Strip.

The students, who unfurled a flag of the Palestinian territories from the roof of Leonardo’s offices, said the company was supporting Israel by providing remote technical assistance and spare parts to Israel’s air force. Leonardo declined to comment.

Images released by the students show them in Leonardo’s offices waving Palestinian flags and carrying spray cans. Outside they hung banners on the buildings saying ‘no arms to Israel’ and accusing the group of complicity in genocide. They also clambered on top of a plane in the grounds of the company’s headquarters.

Italian Defence Minister Guido Crosetto condemned the protest, saying on X that the students were “destroying and defacing” the offices where an “important meeting with the staff of the defence ministry” was taking place.

“These people must be treated for what they are, dangerous subversives. Criminals have no political colour, they are just criminals,” he said.

No plans for settlers’ return

The Israeli military has denied any such intention, and Prime Minister Benjamin Netanyahu has said he does not want to reverse the 2005 withdrawal of settlers from Gaza. Hardliners in his government have talked openly about going back.Speaking on Wednesday, US Secretary of State Antony Blinken said Israel “has accomplished the goals that it set for itself” by taking out Hamas’ leadership and ensuring the group is unable to launch another massive attack. “This should be a time to end the war,” he said.

“We also need to make sure we have a plan for what follows,” he said, “so that if Israel decides to end the war and we find a way to get the hostages out, we also have a clear plan so that Israel can get out of Gaza and we make sure that Hamas is not going back in.”

Senior Hamas official Sami Abu Zuhri said Blinken’s comments showed: “We are facing one enemy and that the US enmity against the Palestinian people is no less than that of the occupation.”

Medics said five people were killed in an Israeli strike that hit a group of people outside Kamal Adwan Hospital near Beit Lahiya, while five others were killed in two separate strikes in Nuseirat in central Gaza Strip where the army began a limited raid two days ago.

In Rafah, near the border with Egypt, one man was killed and several others were wounded in an Israeli airstrike, while three Palestinians were killed in two separate Israeli airstrikes in Shejaia suburb of Gaza City, medics added. Later on Wednesday, an Israeli strike on a house in western Khan Younis in the southern Gaza Strip killed eight people, medics said.

PESHAWAR / QUETTA: An important ‘commander’ of a banned organisation was among 16 terrorists killed and six others injured in gun battles, retaliatory attacks and operations carried out in Balochistan and Khyber Pakhtunkhwa, it was officially announced on Wednesday.

Security forces conducted an intelligence-based operation (IBO) on the reported presence of khwarij (the military’s terminology for the proscribed Tehreek-i-Taliban Pakistan) in the Miramshah area of North Waziristan district between Nov 12 and 13, said a statement issued by the Inter-Services Public Relations (ISPR).

The security forces effectively engaged the terrorist locations during the operation. Eight terrorists were killed and six others injured during the exchange of fire.

In the Kech area of Balochistan, four terrorists, including an important ‘commander’, were killed in a gun battle during an operation, the ISPR said.

Majeed Brigade man was responsible for choosing suicide bombers, says ISPR

In a statement, the military’s media wing said that on the night between Nov 12 and 13, security forces conducted IBOs in the general area Balgatar of Kech district on the reported presence of terrorists.

After an intense exchange of fire between the troops and the terrorists, a high-value target, terrorists’ ringleader Sana alias Baru was killed along with three other terrorists.

The ISPR said that Sana was the focal recruitment agent, especially for suicide bombers, for the so-called Majeed Brigade wing of the banned Balochistan Liberation Army in Kech district and was highly wanted by the law enforcement agencies.

Weapons and ammunition were recovered from the killed terrorists.

Sanitisation operations were being conducted in Miramshah and Kech to eliminate any other terrorists found in the areas, the ISPR said, adding that security forces were determined to wipe out the menace of terrorism from the country and thwart attempts to sabotage peace, stability and progress of Balochistan.

Earlier in the day, four terrorists were killed in two encounters conducted by the Counter-Terrorism Department (CTD) personnel in Malakand, officials said.

Arms and ammunitions were seized after the gun battles, they added.

In the first encounter, three terrorists were killed when the CTD personnel retaliated against attackers in the Sher Khana Palai area. The dead militants were identified as Rizwan alias Bodagay, Salman, and Abdur Rehman alias Shadmani.

Rizwan was wanted by the police and security forces for his involvement in various terrorism-related cases, and was also involved in the firing incident at the historic Churchill Packet, they said.

Deputy Inspector General CTD Hassan Raza told a press conference in Batkhela that his department had received information on Oct 23 that some terrorists had sneaked into the country from Afghanistan and they were planning to carry out subversive activities in different districts of Malakand Division, including Bajaur, Malakand and Swat.

He said that terrorists attacked a CTD team, which had placed barricades on a road at the Sher Khana Palai area to check their movement. In a retaliatory action, the CTD personnel killed three terrorists.

The CTD personnel recovered three Kalashnikovs, hand grenades, pistols and live rounds from the dead militants.

During the other encounter, security forces killed a terrorist, identified as Abdullah.

DIG Raza, flanked by SP Malakand Amjad Ali Khan, stated that the killed terrorists, who belonged to the Sher Khana Palai area, were wanted by the police and security forces for their involvement in several terrorism-related cases. He said a search operation continued in the area.

A man was arrested in Mumbai for allegedly killing his friend and chopping his body into pieces before dumping it at the Gorai beach.
