Julian Perry Robinson, who has died aged 78, combined academic research with behind-the-scenes advocacy to enhance controls on some of the most inhumane weapons in the world. His focus was on issues related to chemical and biological warfare (CBW) and the international efforts to eradicate the use or possession of such weapons.

In the late 1960s, with cold war differences between the major powers on the control of biological weapons, he examined the challenges of CBW in factual terms rather than the rhetoric of the time. A key concept Julian promoted – that all disease-causing organisms and the toxins they produce should be considered biological weapons, unless held for clearly peaceful purposes – became the core of the 1972 Biological Weapons Convention, the first treaty to ban a whole class of weapons of mass destruction. This concept, which became known as the “general purpose criterion”, has meant the convention has not been overtaken by scientific and technological developments.

For 18-year old Riyan Parag, who impressed one and all last season, his mother Mithoo Barooah complained the Guwahati-born batsman has been into gaming all the time but it is good to be around him.

"I am actually loving it, having my kid around with me for so long. I also don't want him to be away from cricket as that's his passion. Not just that, he is gaming all the time which annoys me," Mithoo said.

Ragini, Aaron's wife, said she is getting used to the pacer's mess lying all around the house but also spending quality time with the husband.

"Spending time with my husband has been really great. It's the usual Varun Aaron mess all throughout the house."

The IPL has been postponed due to the lockdown getting extended till May 3.

Soon, medical colleges might have to keep one expert from the Maharashtra Medical Council (MMC) to address cases of medical negligence.

MMC wrote to the Directorate of Medical Education and Research (DMER) earlier this month, asking them to implement this across the state. "We have written to DMER, asking them to introduce one council member on the expert panel investigating medical negligence cases in medical colleges. This would help in bringing more transparency and better judgment of orders," said Shivkumar Utture, president of MMC.

Dr TP Lahane, director, DMER confirmed receiving the request, "The proposal is extremely welcoming but before coming to a conclusion, we need to discuss it with the council members." So far, around 500 cases of medical negligence or issues regarding treatment are still pending with the council.
