ash Evaluation of landscape alternatives for managing oak at Tenalquot Prairie, Washington By www.fs.fed.us Published On :: Thu, 01 May 2008 08:15:00 PST In recent years, interest has increased in restoring Oregon white oak (Quercus garryana Dougl. ex Hook.) and prairie landscapes in the Pacific Northwest, especially where elements of historical plant communities are intact. We evaluated the effect of alternative management scenarios on the extent and condition of Oregon white oak, the extent of prairie, and the harvest and standing volumes of Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) within a 2934-ha portion of Fort Lewis, Washington (named the Tenalquot Planning Area for the purpose of the project). A landscape-level analysis of the scenarios was completed using a geographic information system, a forest growth model (ORGANON), and landscape visualization software (EnVision). The scenarios ranged from no active management to restoration of the historical extent of oak and prairies within the planning area. The results indicate that the window of opportunity for restoring oak and prairie landscapes in the Puget Sound lowlands and other regions is small, and aggressive management is needed to maintain or enhance these landscapes. The project demonstrates the value of landscape level analyses and the use of new technologies for conveying the results of alternative management scenarios. Full Article

Funding and procedural changes over the past decade have positioned federal agencies to put greater emphasis on multistakeholder partnerships and public outreach efforts. Partnerships build slowly over time, but can result in a healthier resource, reduced fire risk, greater stability for agency planning processes, and more resilient communities. Drawing on interviews with stakeholders representing broad interests in a partnership between the Northeast Washington Forestry Coalition and the Colville National Forest, we examine some of the critical factors leading to the partnership's success and identify challenges along the way. We illustrate how the citizens of Colville, Washington, overcame conflicts by learning to communicate their interests and use existing resources to advance a variety of goals, ranging from fuels reduction and active forest management to roadless area and wilderness management. We highlight a set of important organizational themes that have emerged from Colville to provide managers and other stakeholders with ideas for similar efforts. Full Article

Wind energy facilities in the Pacific Northwest expanded rapidly over the past decade, as a result of state policies that encourage wind energy development. While much of the development thus far has occurred on private lands, there is interest in expanding onto federal land. However, there are concerns about the impacts of wind energy on wildlife. Wind energy facilities have the potential to harm wildlife both directly through collisions with turbines and transmission lines, and indirectly by modifying habitat. This report synthesizes the available scientific literature on potential wind energy facility impacts to wildlife, with a focus on the Pacific Northwest (Oregon and Washington), and summarizes the current best management practices recommended in federal and state guidelines for wind energy development. Research gaps in our understanding of wind energy impacts on wildlife remain. Future research needs include long-term, multisite, experimental studies of wind energy impacts on wildlife, improved ability to estimate population-level and cumulative impacts of wind energy facilities on wildlife, and better knowledge of key wildlife species' migration and demography. The process includes (1) identifying species of conservation concern, (2) describing source habitats, and other important ecological factors, (3) organizing species into groups, (4) selecting surrogate species for each group, (5) developing surrogate species assessment models; (6) applying surrogate species assessment models to evaluate current and historical conditions, (7) developing conservation considerations, and (8) designing monitoring and adaptive management. Following the application of our species screening criteria, we identified 209 of 700 species as species of concern on National Forest System lands east of the Cascade Range in Washington state. We aggregated the 209 species of conservation concern into 10 families and 28 groups based primarily on their habitat associations (these are not phylogenetic families). We selected 32 primary surrogate species (78 percent birds, 17 percent mammals, 5 percent amphibians) for application in northeastern Washington, based on risk factors and ecological characteristics. Our assessment documented reductions in habitat capability across the assessment area compared to historical conditions. We combined management considerations for individual species with other surrogate species to address multiple species. This information may be used to inform land management planning efforts currently underway on the Okanogan-Wenatchee and Colville National Forests in northeastern Washington. Full Article

We develop a database of relevant studies reporting peak flow data across rain-, transient-, and snow-dominated hydrologic zones, and provide a quantitative comparison of changes in peak flow across both a range of flows and forest practices. Increases in peak flows generally diminish with decreasing intensity of percentage of watershed harvested and lengthening recurrence intervals of flow. Watersheds located in the rain dominated zone appear to be less sensitive to peak flow changes than those in the transient snow zone; insufficient data limit interpretations for the snow zone. Where present, peak flow effects on channel morphology should be confined to stream reaches where channel gradients are less than approximately 0.02 and streambeds are composed of gravel and finer material. We provide guidance as to how managers might evaluate the potential risk of peak flow increases based on factors such as presence of roads, watershed drainage efficiency, and specific management treatments employed. The magnitude of effects of forest harvest on peak flows in the Pacific Northwest, as represented by the data reported here, are relatively minor in comparison to other anthropogenic changes to streams and watersheds. Kim Reynolds decrying her administration’s declaration that workers who refuse to return to jobs amid COVID-19 fears would be denied unemployment benefits. He was among many who questioned whether Reynolds’ policy is even lawful, considering that unemployment rules allow Iowans to claim benefits for unsafe, intolerable or detrimental working conditions.“Any such ill-conceived scheme that deprives them of choice and forces those hardworking, yet vulnerable, employees to report to unsafe workplace environments, while the positive incidences of COVID-19 infection are on the rise, is not merely penny-wise and pound-foolish — it is just plain wrong,” Culver argued.But Culver should have known any overture for the rights of workers during the pandemic would fall on deaf ears. We learned Tuesday that more than 1,600 workers at four meatpacking plants tested positive for the virus. Reynolds continues insisting companies such as Tyson, with more than 1,300 cases at three facilities, are doing all they can to protect workers. In one Tyson facility at Perry, 58 percent of its employees contracted the virus. Culver lost in 2010 to the Branstad-Reynolds ticket, a team that would go on to gut collective bargaining for public employees and make it far more difficult for injured workers to get compensation, among other greatest hits composed by its big business allies. And Culver was bounced from office after issuing bonded debt to help Iowa communities, including Cedar Rapids, recover from natural disasters of 2008. Republicans dubbed him “Big Debt Chet” and decried his mismanagement of a crisis.Strong management, apparently, is Reynolds’ decision to partially reopen 77 counties even as COVID-19 case numbers grow and deaths mount, and before ramped up testing and modeling provide critical information on the scope of the virus. On Monday Reynolds received a lofty “A” grade from FreedomWorks and the Committee to Unleash Prosperity. Reynolds appeared on a conference call sponsored by the groups to talk about her strategy for reopening Iowa.FreedomWorks and the Committee to Unleash Prosperity are conservative groups playing a key role in organizing “liberation” protests in Wisconsin, Oklahoma and elsewhere. FreedomWorks, with roots in the Tea Party movement, has been mobilizing local protesters and organizing events, according to The New York Times. It’s also conducting tracking polls in swing congressional districts and sharing data with presidential advisers and congressional staff.“This isn’t political, and it shouldn’t be for anybody,” Reynolds told reporters this week when asked about her virus response. FreedomWorks is among 24 groups who sent a letter to the president in April urging him to waive the Renewable Fuel Standard for the rest of the year due to pandemic concerns, potentially freeing Iowa farmers from more of their already scarce income. They’re more likely than native-born Americans to be laboring to keep our essential services running, especially in the food processing sector that has been ravaged by the pandemic.And yet immigrants living here illegally — including many food industry workers, their family members and people who have been living here since they were children — do not get the same coronavirus relief that legal citizens do, such as the $1,200 federal payment millions of Americans are receiving.To remedy the situation, Iowa could coordinate direct cash payments to undocumented immigrants who were left out of the federal program. California announced such a program last month, offering $500 payments to thousands of undocumented Californians.The public health crisis is tightly bound to the immigration crisis. It has exposed disparities in the workforce and also given rise to protectionists who want to restrict migration.Iowa’s meat processing industry has been slammed by the virus, with at least one plant in Iowa reporting more than half of its workers have tested positive. Those production lines are heavily populated by immigrants. Well over 1,000 combined cases have been reported at four major packing facilities.Nationally, 28 percent of agriculture workers and 29 percent of food processing workers are foreign-born, according to the pro-immigration New American Economy Research Fund.Most immigrant workers have legal status, but many don’t. Some of those who are legal have family members who are undocumented. An influx of cash would help bring some stability to struggling families so they can weather the crisis.At the same time we are asking essential workers to risk their health to sustain us, the anti-immigration lobby has used the pandemic as an opportunity to ramp up their campaign to cut off the flow of workers across borders. As one recent example, four GOP senators — including Iowa’s Sen. Chuck Grassley — sent a letter this week to the Trump administration, asking for guest worker visas to be suspended until next year.In the pandemic, the idea of giving people money quickly gained political support. Direct payments are not mucked up by the corporate cronyism that plagues traditional economic development, a la checks to companies and targeted tax breaks. When politicians and bureaucrats pick certain businesses to stimulate, they do a bad job.As long as the government is doing stimulus, the best avenue is writing checks to individuals. People need to buy stuff and as long as the economy limps on, they can buy stuff with money. Immigrants are people, even if they came here illegally. They are also workers, caretakers and taxpayers.Direct payments would not be a special kickback or a reward for people living in the country illegally. It would be just like the $1,200 direct deposit I got from the government. ash A Quantum Algorithm To Locate Unknown Hashes For Known N-Grams Within A Large Malware Corpus. (arXiv:2005.02911v2 [quant-ph] UPDATED) By arxiv.org Published On :: Quantum computing has evolved quickly in recent years and is showing significant benefits in a variety of fields. Malware analysis is one of those fields that could also take advantage of quantum computing. The combination of software used to locate the most frequent hashes and $n$-grams between benign and malicious software (KiloGram) and a quantum search algorithm could be beneficial, by loading the table of hashes and $n$-grams into a quantum computer, and thereby speeding up the process of mapping $n$-grams to their hashes. The first phase will be to use KiloGram to find the top-$k$ hashes and $n$-grams for a large malware corpus. From here, the resulting hash table is then loaded into a quantum machine. A quantum search algorithm is then used search among every permutation of the entangled key and value pairs to find the desired hash value. This prevents one from having to re-compute hashes for a set of $n$-grams, which can take on average $O(MN)$ time, whereas the quantum algorithm could take $O(sqrt{N})$ in the number of table lookups to find the desired hash values. (arXiv:2005.03507v1 [cs.GT]) By arxiv.org Published On :: In this paper, we present three distributed algorithms to solve a class of generalized Nash equilibrium (GNE) seeking problems in strongly monotone games. The first one (SD-GENO) is based on synchronous updates of the agents, while the second and the third (AD-GEED and AD-GENO) represent asynchronous solutions that are robust to communication delays. AD-GENO can be seen as a refinement of AD-GEED, since it only requires node auxiliary variables, enhancing the scalability of the algorithm. Our main contribution is to prove converge to a variational GNE of the game via an operator-theoretic approach. Finally, we apply the algorithms to network Cournot games and show how different activation sequences and delays affect convergence. We also compare the proposed algorithms to the only other in the literature (ADAGNES), and observe that AD-GENO outperforms the alternative. Full Article

Although some efforts have been devoted to tackling this challenging task, they only studied limited fashion elements with highly seasonal or simple patterns, which could hardly reveal the real fashion trends. Towards insightful fashion trend forecasting, this work focuses on investigating fine-grained fashion element trends for specific user groups. We first contribute a large-scale fashion trend dataset (FIT) collected from Instagram with extracted time series fashion element records and user information. Further-more, to effectively model the time series data of fashion elements with rather complex patterns, we propose a Knowledge EnhancedRecurrent Network model (KERN) which takes advantage of the capability of deep recurrent neural networks in modeling time-series data. Moreover, it leverages internal and external knowledge in fashion domain that affects the time-series patterns of fashion element trends. Such incorporation of domain knowledge further enhances the deep learning model in capturing the patterns of specific fashion elements and predicting the future trends. Extensive experiments demonstrate that the proposed KERN model can effectively capture the complicated patterns of objective fashion elements, therefore making preferable fashion trend forecast.
