A5: The 'other' Accessibility Guidelines - the Importance of Authoring Tool Accessibility Evaluation in a Web 2.0 World

Web content is increasingly produced by authors without extensive web design skills - whether by staff using CMSs, VLEs and courseware or by students publishing their coursework online. The challenge of making sure this content is as accessible as possible becomes much more significant, and inevitably a burden on the individual or institution. The quality of the authoring tool in supporting accessible content creation becomes critical - however support for the W3C's Authoring Tool Accessibility Guidelines (ATAG) by authoring tool vendors seems to be seen as a specific (and usually low priority) customer request rather than a fundamental quality of the tool. For institutions considering selecting a VLE, CMS or other tool that supports web content publication, how can they best express accessibility requirements so that the tool takes its share of responsibility for accessible output? And if existing tools fall short of ATAG conformance, how can the effect of this on the accessibility of content best be managed? The session was facilitated by David Sloan, University of Dundee.

ETSI has recently launched a new Industry Specification Group on a European Common Information Sharing Environment Service and Data Model (ISG CDM). The ETSI group will define technical standards to allow data exchange among different maritime legacy systems in a cooperative network. Enhancing information exchange between maritime surveillance authorities is one of the key strategic objectives of the European Union under the Integrated Maritime Policy with increased coordination between different policy areas (transport, environmental protection, fisheries control, border control, general law enforcement, customs and defence).

Immigration has become a polarizing issue across democratic, authoritarian, and transitioning contexts. Anti-immigrant rhetoric has become part of the standard playbook for authoritarian populists. Immigration policies in ostensibly democratic countries are becoming more restrictive, all while political conflict, war, pandemics, and intensifying climate change are leading to greater numbers of people migrating in search of safety and a better life. With immigration discourse taking up much of the oxygen in politics across the world, understanding the interconnections among immigration, democracy, and authoritarianism has become more important than ever. This roundtable brings together distinguished scholars to discuss how controversies surrounding immigration and immigrants have become critical for sustaining or upending democracy.

Institutional dialogue between central and Gagauz authorities in focus of OSCE Mission to Moldova-supported roundtable discussion

As part of a one-year project to support the engagement of national minority youth and civil society in public discussions and public service, a roundtable discussion was held at the OSCE Mission to Moldova on 24 June 2016.

The event brought together 23 representatives of the Moldovan Parliament, the authorities of Gagauz-Yeri, civil society and the international community to discuss institutional dialogue between central and Gagauz authorities.

Independent researchers from the Comrat-based NGO Piligrim-Demo presented a recent report detailing the joint commissions formed over the years to initiate dialogue on the implementation of Gagauzia’s status as an Autonomous Territorial Unit. They outlined their recommendations for improving the functioning of the current working group established between the Parliament of Moldova and the People’s Assembly of Gagauzia. 

“Such discussions on the process of dialogue between civil society, the expert community and members of the Parliament and People's Assembly are important as they provide critical input to the process and build common understanding of issues,” said Jale Sultanli, Country Manager Moldova of the Crisis Management Initiative (CMI). Participants from Comrat and Chisinau welcomed the opportunity to study past and present practices to strengthen co-operation between the central and regional authorities in Moldova.

"It's too early for us to be realistic," David Weinberger says in closing is2k7. Where reality is binary, forcing us to categorize each piece of information, digital networked storage lets us add metadata along multiple axes. We shouldn't rush to cram it all back into real boxes. Instead, we can build new structures, sometimes adding metadata to digital contents, sometimes using the "contents" as metadata with regard to another question we're asking.

That lack of hierarchy sounds threatening to some, perhaps including universities, who are accustomed to being the authorities. Online, we find new sources of authority, though we also have to learn and re-learn when not to trust both online and offline sources. The university's challenge, and all of ours, is to engage with these new sources of information and meta-information. The answer to "too much information" is likely not to shut off the spigot but to hand out better filters and filter-building toolkits (aggregators, search engines, databases, social network tools, and mashups).
