OSCE Office in Tajikistan support Garm’s local authorities in strengthening referral mechanisms for protecting domestic violence victims

GARM, Tajikistan, 28 July 2016 – Some 20 representatives of civil society and state agencies working to provide direct assistance to domestic violence victims learned about good practices on local referral mechanisms in other regions of Tajikistan at a workshop held today in Garm by the OSCE Office in Tajikistan.

The representatives of crisis centres, the local police department, state services for social protection and medical care, the local Ombudsman’s Office, and religious leaders enhanced their knowledge of the multi-agency Working Group and how inter-agency co-operation can further assist victims of violence. They also discussed the current challenges and ways to improve the local mechanism through the use of a victim-centered approach.

“It is encouraging to see multidisciplinary approaches being applied by governmental and non-governmental partners in other regions of the country,” said Viorelia Rusu, the OSCE Office’s Gender and Anti-Trafficking Officer. “OSCE-supported Women Resource Centres in the regions also play an important role, supplementing the efforts of local government in providing direct assistance services to domestic violence victims.”

The event was part of the OSCE support offered to the Interior Ministry in gender mainstreaming in police reform, and was aimed at institutionalizing informal mechanisms for the referral and assistance of domestic violence victims at the local level.

The OSCE Office supported similar initiatives on multi-agency working groups in the Kulyab and Djaihun regions at the end of last year and beginning of this year.

OSCE/ODIHR Director Link welcomes Kyrgyzstan’s review of Askarov’s case, calls on Kyrgyz authorities to implement UN Human Rights Committee decision

WARSAW, 9 July 2016 ─ Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), today welcomed the decision by the Supreme Court of Kyrgyzstan to reconsider the case of human rights defender Azimjan Askarov, and again called on the Kyrgyz authorities to heed a decision of the UN Human Rights Committee calling for Askarov’s release.

A Supreme Court hearing is scheduled to review Mr. Askarov’s case on Monday, 11 July.

“I welcome Kyrgyzstan’s openness to reviewing Azimjan Askarov’s case, and my Office stands ready to support the Kyrgyz authorities in their implementation of OSCE commitments related to human rights,” said Director Link. “Kyrgyzstan is obligated under both international law and its own Constitution to quash Askarov’s conviction and immediately release him.”

On 21 April 2016, the UN Human Rights Committee decided in favour of a complaint filed by Askarov, finding that he had been arbitrarily detained, held in inhumane conditions, tortured and mistreated, and prevented from adequately preparing his trial defence. The Committee called on Kyrgyzstan to immediately release him, overturn his conviction, and provide him with compensation for the violations of his human rights. Article 41.2 of the Kyrgyz Constitution requires authorities to implement the Human Rights Committee decision.

“Mr. Askarov’s ongoing detention is not only unlawful, as the UN Human Rights Committee made clear, but also inhumane, in light of the serious deterioration of his health,” the ODIHR Director said. “We look forward to Mr. Askarov’s release and the restoration of his rights, including his access to urgently needed medical care outside of confinement.”

Askarov was reportedly subjected to ill-treatment during his initial detention by police and during his trial. Despite very serious health concerns, he was denied access to adequate medical treatment by detention officials. Since then, he has been held at Penal Colony No. 47, in Bishkek, where his health has reportedly deteriorated further.

After violent attempted coup, Turkish authorities must strengthen, not weaken, rule of law and independence of judiciary, says ODIHR Director Link

WARSAW, 21 July 2016 - Michael Georg Link, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR), today underlined that the principles of rule of law, democracy and respect for human rights need to be upheld in Turkey, following the attempted coup.

“Any attempt to overthrow democratically elected leaders is unacceptable and is to be condemned. In responding to these unconstitutional events, however, all actions by the Turkish authorities must not exceed the legal framework of the Turkish Constitution and Turkey's international human right commitments,” said Director Link. “In investigating these events and holding responsible those who have attempted the coup, the authorities must ensure that human rights standards, due process, fair trial rights and respect for the independence of the judiciary are respected. Talk by authorities of a possible reintroduction of the death penalty and the summary firing of thousands of judges are clearly crossing the line of existing legal standards."

The ODIHR Director’s statement follows reports that thousands of judges and prosecutors across the country were detained, arrested or dismissed from their positions immediately after the failed coup attempt.

“These actions raise serious concerns regarding the Turkish authorities' respect for the rule of law and the independence of the judiciary. Also the newly announced three-month state of emergency cannot legitimize disproportional measures, such as, among many others, the recently announced work-travel ban on academics,” Director Link said.

At the OSCE summit in Istanbul in 1999, OSCE participating States agreed to promote the development of independent judicial systems. This principle is further stressed in other OSCE commitments that call upon participating States to respect judges’ freedom of expression and association, guaranteed tenure and appropriate conditions of service, and the discipline, suspension and removal of judges according to law.

“ODIHR is ready to offer any assistance to Turkey in this challenging moment. Putting those who attempted the violent coup on trial is crucial,” said Director Link. “ODIHR is available to monitor these trials, in line with its existing and proven methodology. A Turkish invitation to the OSCE to monitor these trials would demonstrate Turkey's compliance with international standards, even in times of a state of emergency.”

Institutional dialogue between central and Gagauz authorities in focus of OSCE Mission to Moldova-supported roundtable discussion

As part of a one-year project to support the engagement of national minority youth and civil society in public discussions and public service, a roundtable discussion was held at the OSCE Mission to Moldova on 24 June 2016.

The event brought together 23 representatives of the Moldovan Parliament, the authorities of Gagauz-Yeri, civil society and the international community to discuss institutional dialogue between central and Gagauz authorities.

Independent researchers from the Comrat-based NGO Piligrim-Demo presented a recent report detailing the joint commissions formed over the years to initiate dialogue on the implementation of Gagauzia’s status as an Autonomous Territorial Unit. They outlined their recommendations for improving the functioning of the current working group established between the Parliament of Moldova and the People’s Assembly of Gagauzia. 

“Such discussions on the process of dialogue between civil society, the expert community and members of the Parliament and People's Assembly are important as they provide critical input to the process and build common understanding of issues,” said Jale Sultanli, Country Manager Moldova of the Crisis Management Initiative (CMI). Participants from Comrat and Chisinau welcomed the opportunity to study past and present practices to strengthen co-operation between the central and regional authorities in Moldova.

Recently Attended Author Talk On The Human Fabric (Covering Team Building)


I recently attended a talk by author, Bijoy Goswami. Bijoy covered team building as based on his book "The Human Fabric". I have to admit that I'm generally skeptical of the practicality of these kinds of talks, especially in cases where modern artwork is posted. Boy was I *wrong* (about both the content and the artwork - the artwork really drove some points home for me - sorry blog readers, no visual reference). All of it turns out to be great stuff. Bijoy's frameworks are useful and can be applied much like Myers-Briggs stuff can be applied (as opposed to being only descriptive).

Although I'm going to botch some of Bijoy's specific nomenclature, Bijoy's talk centered around building teams, and he talked about how successful teams need to build around three archetypes of people: the Maven, Evangelist, and Relater.

As I come from spending a good amount of time in the software world, people that are Maven-types are basically "Tools". Mavens are geniuses when it comes to technology and love architecturally cool stuff like gmail. They tend not to be good marketers.

Evangelists are thought of as people that come across as flashy, and they know exactly how to pitch a product with the one, two, and three top business points why one should buy.

Lastly, there are the Relater-types that are emphathetic and maintain relationships. They put people at ease and seek first to understand before seeking to be understood. They hate gmail, but they love Outlook because it helps the Relater stay connected with people.

In any case, Bijoy's claim is that teams (whether the team consists of two people) need to cover all bases.

As I think about my own archetype (a Relater-Evangelist), I realize that one of my past business relationships had been successful because my counterpart is an Evangelist-Maven. In one of my past client projects, I realize I plugged a key gap because of my Relater background. Now that I'm helping a friend recruit a key person for his company, aside from covering the nuts and bolts during the interview process, I'm thinking about how the new hire will round out the executive team.

Anyway, please check out Bijoy's book. I'm a believer now, and may end up buying the book for some of my clients.

The Wonderful Wizard of Oz: In 1900, Baum and Denslow (with whom he shared the copyright) published The Wonderful Wizard of Oz to much critical acclaim and financial success. The book was the best-selling children's book for two years after its initial publication. Baum went on to write thirteen more novels based on the places and people of the Land of Oz. ... His final Oz book, Glinda of Oz was published on July 10, 1920, a year after his death. The Oz series was continued long after his death by other authors, notably Ruth Plumly Thompson, who wrote an additional nineteen Oz books. ... Baum also anonymously wrote The Last Egyptian: A Romance of the Nile. -- Baum continued theatrical work with Harry Marston Haldeman's men's social group, The Uplifters, for which he wrote several plays for various celebrations. He also wrote the group's parodic by-laws. The group, which also included Will Rogers, was proud to have had Baum as a member and posthumously revived many of his works despite their ephemeral intent. Nancy Tystad Koupal notes an apparent loss of interest in editorializing after Aberdeen failed to pass the bill for women's enfranchisement. Some of Baum's contacts with suffragists of his day seem to have inspired much of his second Oz story, The Marvelous Land of Oz. In this story, General Jinjur leads the girls and women of Oz in a revolt by knitting needles, take over, and make the men do the household chores. Jinjur proves to be an incompetent ruler, but a female advocating gender equality is ultimately placed on the throne. His Edith Van Dyne stories, including the Aunt Jane's Nieces, The Flying Girl and its sequel, and his girl sleuth Josie O'Gorman from The Bluebird Books, depict girls and young women engaging in traditionally masculine activities. ... Religion: Originally a Methodist (albeit a skeptical one), Baum joined the Episcopal Church in Aberdeen to participate in community theatricals. Later, he and his wife, encouraged by Matilda Joslyn Gage, became Theosophists, in 1897. Baum's beliefs are often reflected in his writing. Lyman Frank Baum, author of Ozma of Oz, didn't just write one of the most popular children's books in history. He also produced thirteen other Oz books as well as over 40 other novels, 82 short stories, hundreds of poems, and an unknown number of scripts. -- As a young man, Baum was a printer, producing several amateur newspapers, a poultry breeder specializing in the Hamburg chicken, and a theater lover. Despite working as a clerk in his brother-in-law's dry goods store, he found time to perform in plays until eventually his father, who owned numerous opera houses and theaters, built him a theater on his 24th birthday. Baum wrote plays, including the highly successful musical "The Maid of Arran," and composed music for them as well. Two years later he married Maud Gage, and moved with her a few years later to Aberdeen in the Dakota Territory, where he operated a store called "Baum's Bazaar." In 1890 the store failed, and Baum turned to newspaper writing and working as a traveling salesman. -- He believed deeply in the power of children's literature, saying "Imagination has given us the steam engine, the telephone, the talking-machine and the automobile, for these things had to be dreamed of before they became realities. The Authorised (British spelling) Version of the holy scriptures, commonly known as the Authorized King James Version or KJV, is the word of God and the glory of the English language. For almost 400 years it has led multitudes to a saving knowledge of the Lord Jesus Christ and a whole new life in him and his word. The King James Bible has spread across the world reaching mankind generation after generation. It has saved, comforted, exhorted, rebuked, admonished, warned, enlightened, and edified without ceasing. King James VI & I, founding monarch of Great Britain, not only commanded the translation of the Authorised Version but he actually took an active role in developing the rules for translators and encouraging the completion of the work. The King's College website states, The development of the Bible in English differs from that of other European vernacular translations. Only England has an "authorised version", issued under the auspices of a king who was also the head of the Church. The vernacular Bible was illegal in England long before the Reformation and so began its development at a great disadvantage, but once England became a Protestant country the translated Bible became a symbol of state.

On January 3, 1521 the Vatican published the bull Decet Romanum Pontificem ([It] Befits [the] Roman Pontiff), excommunicating Martin Luther for Luther's refusal to recant. The pope [Leo X] had issued a previous bull, Exsurge Domine (Arise, O Lord), giving Luther 60 days to recant and another 60 days to make his recantation known to Rome. Meanwhile, Luther's books were being burned for allegedly containing heresy. On December 10, 1520 Luther responded by publicly burning his copy of Exsurge Domine. -- The Church usually handed excommunicated persons over to civil authorities to be burned at the stake. However, circumstances prevailed that spared Martin Luther this fate and paved the way for Luther's stand at the Diet of Worms in April 1521. The pure teaching of Scripture would not be snuffed out by the flames. -- Luther wasn't looking to split the Church; he wanted the Church to institute reforms and took a more conciliatory tone at first in his writings. When it became clear that the pope cared not at all for Scripture and reason, only for Luther's recantation, Luther rose to the challenge and prepared to take his stand. The truth of God's Word, long muffled or distorted by the noise of human traditions, would find a voice in Martin Luther and others willing to risk everything on the authority and benevolence of Sola Scriptura.

Huh? What God of "green" hope? Why does The Message do this? -- Before we examine what seems suggestive of earth reverence/earth worship, let us restate some of what has been covered elsewhere about The Message: A generation has been raised on this disturbing "paraphrase" of the Bible. This is the primary version so many now rely on, and nationally known preachers quote from it with regularity. Yet, as we have seen, The Message flat out omits the sin of homosexuality from several key passages. We see this in 1 Corinthians 6:9-11, and also in 1 Timothy 1: 8-11 (read about that here). -- Does the acceptance and use of The Message explain why many Christians are lukewarm on the issue of homosexuality? Certainly The Message is not the only factor-we dwell in a pro-homosexual media/culture-but place this "Bible" in a person's hands and it can have, over time, significant influence. How can we understand God's Truth when Truth is no longer there to be read? - "My son, give attention to my words; Incline your ear to my sayings. Do not let them depart from your sight; Keep them in the midst of your heart." (Proverbs 4:20-21) The beloved author of The Message, Eugene Peterson, has now endorsed two heretical books: The Shack, and Rob Bell's sly ode to universalism, Love Wins. - The Message, bluntly stated, seems written to make Christians less knowledgeable about the Word of God. While that may seem a strong comment, please consider what Eugene Peterson himself said about the Bible: "Why do people spend so much time studying the Bible? How much do you need to know? We invest all this time in understanding the text which has a separate life of its own and we think we're being more pious and spiritual when we're doing it….[Christians] should be studying it less, not more. You need just enough to pay attention to God….I'm just not at all pleased with the emphasis on Bible study as if it's some kind of special thing that Christians do, and the more the better." I believe The Message is forerunner to a christless, sinless bible that will be used by the false church. There will be a "christ" mentioned, but not our Christ. Not the sinless Savior of humanity. Sin will be addressed, of course, but perhaps more in line with the Alcoholics Anonymous generic theology of "wrongs" and "making amends."
