ame New framework to deliver biodiversity knowledge By www.eubon.eu Published On :: Wed, 02 Oct 2013 13:57:00 +0300 Global Biodiversity Informatics Outlook sets out key steps to harness IT and open data to inform better decisions Copenhagen, Denmark – A new initiative launched today (2 Oct) aims to coordinate global efforts and funding to deliver the best possible information about life on Earth, and our impacts upon it. The Global Biodiversity Informatics Outlook sets out a framework to harness the immense power of information technology and an open data culture to gather unprecedented evidence about biodiversity and to inform better decisions. The framework is outlined in a document and website entitled Delivering Biodiversity Knowledge in the Information Age, inviting policy makers, funders, researchers, informatics specialists, data holders and others to unite around four key focus areas where progress is needed. The focus areas, each consisting of several specific components, are: Culture – promoting practices and infrastructure for sharing data, using common standards and persistent archives, backed up by strong policy incentives and a community of willing specialists; Data – addressing the need to transform all data about species, past and present, into usable and accessible digital formats; from historic collections and literature to citizen science observations, remote sensors and gene sequencing; Evidence – organizing and assessing data from all sources to provide clear, consistent views giving them context; including taxonomic organization, integrated occurrences in time and space, capturing information about species interactions, and improving data quality through collaborative curation; and Understanding – building models from recorded measurements and observations to support data-driven research and evidence-based planning, including predictive tools, better visualization and feedbacks to prioritize new data capture. The document is being promoted through a number of upcoming events this month, including the Governing Board of the Global Biodiversity Information Facility and the Subsidiary Body on Scientific, Technical and Technological Advice of the Convention on Biological Diversity (CBD SBSTTA) where it forms part of the discussion on meeting global targets to end biodiversity loss. The framework arose from the Global Biodiversity Informatics Conference which gathered around 100 experts in Copenhagen in July, 2012, to identify critical questions relating to biodiversity and tools needed answer them. Workshop leaders at that conference went on to draw up and author the current document. The Global Biodiversity Informatics Outlook includes examples of projects and initiatives contributing to its objectives, and the accompanying website www.biodiversityinformatics.org invites feedback from others wishing to align their own activities to the framework. This marks the successful deployment of an automated registration-to-publication pipeline for taxonomic names for animals. The innovative workflow was jointly funded by the EU FP7 funded project pro-iBiosphere and a U.S. National Science Foundation project to develop the Global Names Architecture (DBI-1062441). The process of post-publication recording and indexing of species names has a long tradition, in some cases dating as far back as the middle of 19th century. But now in the 21st century with the advance of modern technologies and the opportunity to publish taxonomic novelties online, the process of post-publication recording brought into focus the concept of automated pre-publication registration. Why is this important? The proportion of 'turbo-taxonomic' papers describing hundreds of new species increases. Registration of hundreds of new species is an issue, however it is even more important that the final publication data of the pre-registered names are reported back to ZooBank on the day of publication. Launched as an open access peer reviewed journal in 2008, to coincide and adopt from inception the International Code of Zoological Nomenclature changes for electronic publications, ZooKeys was the first journal to provide a mandatory in-house registration in ZooBank. Since 2008, it has contributed about one third of all names currently registered in ZooBank. With the adoption of the automated ZooBank registration, ZooKeys continues its mission to set novel trends in biodiversity publishing. Implementation of automated workflows and invention of XML-based tools will facilitate the process of publication and dissemination of biodiversity information. It will pave the way for unification and streamlining the registration process, even more to building the next-generation e-infrastructure for a common global taxon names registry. Within the pro-iBiosphere project and in cooperation with Plazi that have created the TaxPub XML schema, an automated registration workflow for plants has already been established between the International Plant Names Index (IPNI) and the PhytoKeys journal, to be applied soon also for fungi between Index Fungorum and the journal MycoKeys. The infrastructure must have access to all names of all organisms if it is to manage all information. Those who compile lists of species hold different views as to the intellectual property rights that apply to the lists. This creates uncertainty that impedes the development of a much-needed infrastructure for sharing biological data in the digital world. Findings: The laws in the United States of America and European Union are consistent with the position that scientific names of organisms and their compilation in checklists, classifications or taxonomic revisions are not subject to copyright. Compilations of names, such as classifications or checklists, are not creative in the sense of copyright law. Many content providers desire credit for their efforts. Conclusions: A ‘blue list’ identifies elements of checklists, classifications and monographs to which intellectual property rights do not apply. To promote sharing, authors of taxonomic content, compilers, intermediaries, and aggregators should receive citable recognition for their contributions, with the greatest recognition being given to the originating authors. About PPBio: The Research Program in Biodiversity (PPBio) is structured into three components: Biological Collections - support and development of biological collections such as herbaria, museums and living collections; Biological Inventories - biodiversity surveys, collecting sites, metadata and data for long-term studies; Thematic Projects - developing methods for sustainable management of biodiversity and bioprospecting. PPBio’s research is based on spatial standardization that is crucial for answering the questions raised by decision makers, the integration of biodiversity and physical sciences and on the incorporation of local people and traditional knowledge in biodiversity research and bio-prospecting. PPBio uses a flexible, standardized, modular and economical sampling method, RAPELD, which is compatible with other existing methods and a data policy which enable their datasets to be quickly made available to other researchers. As final result, BiodiversityKnowledge will present a stakeholder’s document outlining a recommended design on how such a Network of Knowledge could operate and produce added value. EU BON will be also presented at the confernce as one of the knowledge providers of the Network of Knowledge. To counteract biodiversity loss, efforts have considerably increased over the past years to strengthen the science-policy-society interface on biodiversity and ecosystem services. There is indeed an active landscape of projects, institutions, organisations and individuals in Europe involved in this interface, all aiming to improve the knowledge flow so that decisions at different policy levels (from European, to national and local levels) are based on the best available knowledge. With the 7th Environmental Action Programme and the start of Horizon2020 and its focus on innovative solutions for society, the need for more concerted activities in this context become even more important. In this context, BiodiversityKnowledge (FP7 KNEU), an EU-funded coordination action has been set up to help to map, mobilise and organise this landscape focusing on the knowledge holders’ community. For this the project has been developing and testing a prototype Network of Knowledge since 2011 with more than 300 active participations of representatives of the biodiversity and ecosystems services knowledge community. Now I’m not talking about while you sleep, or letting your mind wander during the sermon on Sunday (you know who you are), I’m talking about the ideas and follow through that can shape an entire generation’s future. After all, this is one of the greatest ages of all to dream big. There has been no better time in history to be able to spread news, media and information quickly and efficiently, than today. Sure, we live in an age of fake news and misinformation, but have we looked at the endless possibilities of what we can accomplish in this information age for the gospel, or for your own families and communities? Have you ever dreamed beyond your current capabilities? I was visiting Europe recently and asked the locals what they thought of the west (dangerous question, I know) and the difference between our cultures. The answer surprised me. It wasn’t negative or biased, it was actually thought provoking and interesting. They said: “Western cultures breed dreamers. They don’t have to be experts to do something. They can go out, and do it. No-one tells them they can’t, therefore...they can. Europeans typically don’t work this way. If you are not a master of your craft you have no business creating anything in that field. That’s a big difference.” Now, that can be eye opening. How many times have we told ourselves we can’t do something because we were too inexperienced, or we lack the necessary skills. Trust me, God loves ideas. He loves for His people to dream beyond their capabilities. Why? Because that’s when we truly HAVE to rely on Him. He gets all the glory, as He should. Remember, God IS the creator of all things. ALL THINGS. So you can sit there reading this and nonchalantly nod your head and say “Well, duh. Of course”, but don’t you realize that means we can connect with Him directly? We can dream along with Him and get His ideas for our lives?? Church Life For some, it may seem like the only way to achieve the greatness for God is to endlessly try to regurgitate something that the “world” does so well, when in reality, we should go to the creator of all things and access something new, or something fresh for your local, national or global church body! You were destined to change the world’s thinking! The church, you see, is not peripheral to the world; the world is peripheral to the church. The church is Christ's body, in which he speaks and acts, by which he fills everything with his presence. Ephesians 1:23 (MSG) For me, I totally understand the battle of my own mind to either copy a new trend or fad because it’s relevant or cool. But, what if I could establish new trends by talking to the Father who can out-create anything anyone could think or imagine? What could you accomplish then? So, in saying all that, let’s dream again. Let’s revive those dreams you slowly let fade away. Who said you can’t write that blog/song/screenplay, start that business, preach the gospel, innovate ideas and send those ideas around the world? Pray that God will download His ideas and strategies into your life. Love Him and trust that He will come through on every occasion. Then the easy part is just to be obedient... ...but that’s for another blog. The lovers of God who chase after righteousness will find all their dreams come true: an abundant life drenched with favor and a fountain that overflows with satisfaction. Proverbs 21:21 (TPT) Pray and ask the Father for new, fresh ideas, or ways to follow through with your current ones. God wants them. The church wants them, and you know what? I need them.
