OSCE States explore role for the Organization regarding migration and refugee flows

VIENNA, 20 July 2016 – Possible roles for the OSCE in the context of the migration and refugee flows across the OSCE area were discussed today at a special meeting of the Permanent Council in Vienna.

The meeting was a milestone in the process launched in March 2016 by Germany’s 2016 OSCE Chairmanship. In a series of seven meetings and following an inclusive approach, an Informal Working Group took stock of the migration-related activities of the OSCE and developed proposals for future engagement. The Working Groups was chaired by Swiss Ambassador to the OSCE Claude Wild and open to all participating States, Partners for-Cooperation and OSCE executive structures as well as a number of international organizations and NGOs.

Presenting results of this ambitious preparatory process Wild said in today’s Permanent Council: “While the current situation is generally referred to as ‘the refugee and migration crisis’, it is in fact a crisis of international migration governance. Comprehensive governance is needed to deal responsibly with the phenomenon of migration and refugee flows. This includes addressing issues of protection, combating crime, border management, successful integration as well as solidarity and partnerships.”

Wild highlighted that the OSCE is uniquely positioned and equipped to use its political convening power and technical expertise to create formal and informal networks. “In such networks national experts and decision makers can exchange best practices in all specific issues that have to be addressed to design and implement responsible national policies on migration and refugee flows,” he said.

Chairperson of the Permanent Council and German Ambassador to the OSCE, Eberhard Pohl, thanked the Swiss OSCE Ambassador and his team for their committed work. “There was a clear common understanding among all OSCE States today that migration and refugee flows figure high on the OSCE agenda in line with its comprehensive approach to security,” Pohl said.

“Given the scale and transnational character of this issue, it is clear that no single country can cope with the challenge of current migration and refugee flows alone. It has to be addressed in a co-operative manner, in a spirit of shared responsibility. We will continue to support OSCE activities in this field and work to further develop the contribution of the OSCE.”

The OSCE Permanent Council is one of the main regular decision-making bodies of the Organization bringing together representatives of all 57 OSCE participating States and the 11 Partners for Co-operation.

Claude Wild, Chair of the OSCE Informal Working Group Focusing on the Issue of Migration and Refugee Flows. The participants discussed in particular the importance of improving global migration governance and how the OSCE can lend its contribution to promoting regional implementation of a global migration governance architecture.

Lombardi noted that the OSCE PA’s Ad Hoc Committee on Migration, which he chairs, has been active in three main areas, including by organizing field visits, strengthening co-operation with the OSCE and other international actors, and promoting discussions on the migration crisis within the OSCE PA.

“The migration and refugee crisis remains high on the agenda of the OSCE Parliamentary Assembly as highlighted by the importance accorded to this issue in the Tbilisi Declaration adopted at the OSCE PA Annual Session on 5 July,” Lombardi said. “Indeed, the various aspects of this complex issue are addressed in the resolutions of all three general committees as well as in a number of supplementary resolutions” adopted in Tbilisi, he added.

Stressing the need for better communication strategies between governments and the public, Lombardi said that while media plays a fundamental role in shaping public opinion on migration, “political forces bear an equally important responsibility.

“Governments, diplomats and parliamentarians must join forces to tackle the root causes of migration,” he said.

Lombardi further highlighted a recent field visit to camps in Calais and Dunkirk, the Parliamentary Assembly’s contribution to the 27 June meeting of the Informal Working Group, which was addressed by five OSCE parliamentarians, and noted that the PA’s Ad Hoc Committee on Migration met officially for the first timeduring the OSCE PA Annual Session in Tbilisi on 3 July.

In June, the OSCE PA’s then-human rights and humanitarian committee chair, Portuguese parliamentarian Isabel Santos, joined a delegation of the OSCE’s Special Representative and Co-ordinator for Combating Trafficking in Human Beings, Ambassador Madina Jarbussynova, for a visit to Lampedusa, Italy, to an aircraft carrier in the Mediterranean Sea, and to a refugee reception centre in Catania.

Migration will also occupy a prominent position in the discussions of the OSCE PA Autumn Meeting to be held in Skopje from 29 September to 2 October, Lombardi pointed out.

Other than Lombardi’s presentation, today’s special meeting of the Permanent Council included a comprehensive report by Amb. Wild, who noted that addressing the migration crisis requires a multidimensional response based on protection, combating crime, border management, successful integration, and solidarity and partnerships. The OSCE has a number of comparative advantages when addressing migration and refugee flows and is thus uniquely positioned to address this crisis, he emphasized.

Lombardi welcomed the priorities of the OSCE’s Informal Working Group and stressed that members of the PA’s Ad Hoc Committee have agreed to keep in mind the principles identified by this body in carrying out its work.

The Permanent Council and the Ministerial Council are the primary decision-making bodies of the OSCE.

Implications of migration and refugee crisis for the European security discussed at OSCE-ELIAMEP event in Athens

Challenges posed by the migration and refugee flows and their impact on European security was the focus of an event jointly organized by the OSCE and the Hellenic Foundation for European and Foreign Policy (ELIAMEP) in Athens on 10 May 2016. The security implications of mass movements of people for regional and sub-regional stability, the role of international organizations, and co-operation and co-ordination among relevant actors, were among the issues highlighted.

Alternate Foreign Minister of Greece Nikos Xydakis opened the event, which brought together over 90 participants from the Greek Foreign Ministry and Athens’s diplomatic, academic and media communities.

In his keynote address, OSCE Secretary General Lamberto Zannier warned that migration had emerged as a new fault line cutting across Europe. “As the representative of an Organization that traces its roots to the successful attempt of over forty years ago to overcome the divides of the Cold War, I cannot but underline the need to build bridges – not walls – to protect our common prosperity and security,” he said. He underlined that beyond the humanitarian emergency and short-term responses, we needed also long-term approaches to address the root causes of migration. “On the strength of its comprehensive approach to security, the OSCE intends to play its part in avoiding the emergence of new dividing lines in Europe and in working towards effective solutions to migration-related challenges,” Zannier stressed.

Zannier’s remarks were followed by a panel discussion among Claude Wild, Permanent Representative of Switzerland to the OSCE and Chair of newly-created Informal Working Group on Migration and Refugee Flows; Nina Suomalainen, Head of the OSCE Mission to Skopje; Saban Kardas, Director of Center for Middle Eastern Strategic Studies in Ankara; and Monika Ekstrom, Head of Political Reporting and Policy Analysis of the Representation of the European Commission in Greece.

Panelists agreed that the phenomenon of migration will most likely be an issue for decades and emphasized a need for long-term solutions and enhanced co-operation among relevant national and international actors. “Today we are experiencing a migration governance crisis as we were not prepared for this challenge. What we need is a comprehensive ‘smart’ response that reconciles both human and state security,” Wild said.

Suomalainen added that the OSCE was already doing a lot in the field of migration but what was needed in many areas was refocusing or updating of available mechanisms and tools.

Turning to larger geopolitical implications of the current crisis, Kardas noted that the reactive manner in which the EU had handled the instability in the Middle East and the resulting refugee crisis had weakened not only the internal solidarity within the EU but also its external credibility. “As a result, the erosion of trust between the EU and Turkey hindered a more effective and constructive partnership between the two actors in addressing the refugee challenge,” Kardas said. He stressed the importance of strengthening the resilience of local communities and infrastructure which are struggling to manage such a large influx of people.

This event in Athens was organized on the initiative of H.E. Dora Bakoyannis, former OSCE Chairperson-in-Office and currently member of the Greek Parliament and of the Panel of Eminent Persons on European Security. The event contributed to an evolving dialogue on migration trends in and around the OSCE area launched at the OSCE Security Days in Rome on 4 March 2016.

Trump's New Immigration Czar Tom Homan Will Go Hog Wild

The first Fox News contributor tapped to be part of the Trump administration is former acting director of ICE, Tom Homan.

During a 60 Minutes interview aired on October 27th, 2024, Homan was asked about the astronomical coasts of carrying out Trump's plans and how families could be torn apart. Homan's answer sums up the Trump administration and its xenophobic policies perfectly.

As US public opinion hardens, the Democratic party takes a tougher stance, and Donald Trump proposes mass deportations, Latin American leaders note a lack of long-term policy.

The US’s broken immigration system has become a central theme of the 2024 election campaign. But the discussion on immigration, undocumented immigrants, and asylum seekers – increasingly lurching into dehumanizing rhetoric – extends beyond US borders. 

As one former senior director of the National Security Council told me, ‘when the president travels or meets with heads of state from Latin America what comes up –regardless of the country – isn’t US–Cuba policy or even trade. It’s immigration’. How the US talks about and treats citizens of Latin American and the Caribbean matters to elected politicians in the region. 

The roots of the US immigration debate go deep and will not be easily resolved, even with a sweeping reform of the system. 

According to a January 2024 Pew survey, 78 per cent of Americans ‘say the large number of migrants seeking to enter the country at the Mexico border is either a crisis (45 per cent) or a major problem (32 per cent)’. Worries about the border are not limited to Republican voters: 73 per cent of Democrats feel that the issue is either a crisis or major problem. 

The numbers of undocumented immigrants encountered at the US–Mexico border has actually dropped in recent months.

Despite the heated popular temperature, the numbers of undocumented immigrants encountered at the US–Mexico border has actually dropped in recent months. US Customs and Border Protection (USCBP) reported 301,981 encounters with irregular border crossings in December 2023; by August 2024 this had dropped to 107,473.  

Nevertheless, illegal border crossings have increased under Biden. During his administration USCBP reported 8 million encounters along the Mexico border compared to 2.5 million under Donald Trump.

Any attempt to address the issue promises to affect US relations with Mexico, requiring the cooperation of newly elected president Claudia Sheinbaum. Her predecessor and founder of her Morena party, leftist Andres Manuel Lopez Obrador (AMLO), proved an unexpectedly cooperative partner for the previous Trump administration and Biden White House.

Mexico’s borders with other countries are also under pressure. Mexico remains the primary sending country to the US. But political repression and insecurity in countries including Cuba, Ecuador, Guatemala and Venezuela has pushed their citizens to travel across Mexico to the US. Economic collapse and humanitarian crises in Cuba and Venezuela have further fuelled the flight.

Rhetoric

The Kamala Harris and Trump campaigns have struck different positions on how to stem the flow of illegal immigration. But as US public opinion shifts, both parties are talking tougher. 

Harris is continuing Biden’s hardening stance, including the controversial move to bar those who cross the border illegally from applying for asylum

Biden’s early ‘roots’ strategy, to provide economic and security support in countries from where migrants are travelling, has fallen by the wayside. 

The Trump campaign is taking more extreme positions. The Republican presidential candidate mentions immigration in almost every campaign speech

He proposes to carry out the ‘largest deportation in US history’, using ICE personnel, the National Guard and local police forces to round up undocumented immigrants, including in their workplaces. 

The campaign has also pledged to end birth-right citizenship and Biden’s programme of parole for humanitarian reasons. Trump also plans to restore his first term policies including construction of the border wall. 

Trump’s proposals provide little opportunity for a broad, bipartisan consensus on immigration. Should he win in November he is likely, as he did in his first term, to attempt to push his policies via executive action, opening up challenges in federal court. 

A Harris victory would at least create space for the resurrection of the Biden administration’s 2024 immigration enforcement bill, originally supported by moderate Republican leadership in the Senate, but defeated following pressure from Trump

The bill would have toughened enforcement at the border – increasing funding for detention centres, asylum hearings and for local governments and border patrols. It would also permit ICE to shut down the border when crossings surpassed an average of 5,000 per day or 8,500 on a single day.

Undermining US influence

But such legislation, while promising to address domestic US perceptions of the crisis, threatens to reduce US soft power in Latin America. That would be counterproductive at a time when the US is attempting to consolidate global support in its competition with China and conflict with Russia. 

For Latin American leaders, US rhetoric on immigration rankles. The priorities of Latin American and Caribbean leaders and their voters are long term: economic growth, improved security, and climate change. These issues require investment and commitment from an engaged and reliable US partner. Sadly, Latin Americans can see such issues are not on the domestic agenda in US politics. 

To improve regional perceptions of US intentions after the election, new policy should seek to address the root causes of migration. That will require a multi-pronged, bipartisan approach that focuses attention and resources on US neighbours south of the border.  

Any future US administration will need to risk unpopularity with some voters at home and engage with sending countries and their neighbours. 

The US’s immigration system will need to broaden paths for legal immigration to meet US labour needs, while delivering increased support for border security, and accelerated (and humane) processes for detaining and repatriating illegal border crossers and asylum claims.  

But any sustainable answer also requires addressing the multifaceted reasons driving migrants north. Any future US administration will need to risk unpopularity with some voters at home and engage with sending countries and their neighbours.

In 2015, the unprecedented numbers of migrants crossing borders subjected the EU to extraordinary moral and political pressure, as the number of asylum-seekers soared 122 per cent to 1.3 million people.

In response, the EU has sought to accelerate the deportation of failed asylum-seekers and migrants who arrive without proper documentation. The European Commission has recommended that “all leverage and incentives” be used to “ensure that third countries fulfil their international obligation to take back their own nationals residing irregularly in Europe.”

The Valletta Action Plan, the EU-Turkey deal, the Brussels Agreement with Afghanistan, the EU deal with Nigeria and the new “results-oriented Partnership Framework” signal more restrictive approaches and an outsourcing of the securitization of migration.

However, the EU’s attempt to reconcile its legal and humanitarian obligations with stronger measures has encountered some serious challenges.

This roundtable stimulates dialogue on the circumstances surrounding migrant youth both in Afghanistan and the Edo state in Nigeria, and identifies key questions for further research on the ground.

Contextualising young people’s experiences within a “migration-deportation-return” nexus provides an entry point for the identification of both the commonalities and specifics of the challenges and risks that migrant youth face.

In line with UNICEF’s policy priorities related to children on the move, and initiating global debates in child rights and development, this collaboration forms part of the efforts that seek to inform global research and policy agenda for this most vulnerable of groups under the radar.

The intended outcome of this collaboration is to begin developing a set of core objectives and indicators to help guide the EU, Afghanistan and Nigeria in their treatment of youth, and to facilitate improved donor and host government understanding of the issues.

Participants include experts, researchers, academics, representatives of civil society and governmental institutions.

Attendance is by invitation-only.

Chatham House research helps facilitate dialogue between an increasingly diverse group of actors influencing refugee and migration policy globally, enhancing cooperation and contributing to the identification of practical solutions.

Afghanistan is a key country of origin for asylum seekers in Europe, and the prime global recipient of EU development assistance. It was one of the first nations to conclude a migration partnership agreement with the EU, in 2016.

Implementation has been thwarted, however, by war and violence, limited state capacity, entrenched economic deprivation, internal displacement and the unfolding impact of COVID-19.

The speakers argue for a more multidimensional approach to migration, and for a nuanced reassessment of policy. They underscore the strength of Afghanistan’s responses to migration, returns, reintegration, security and peace, and point to the need for synchronizing the EU’s policy approaches.

They argue that effective policy must consider the historical significance of mobility for Afghanistan and the need for coherent regional responses to migration.

This event launches the publication The EU and the Politics of Migration Management in Afghanistan.

COVID-19: The Hidden Majority in India's Migration Crisis

While the social and economic costs of coronavirus lockdowns, travel bans and social distancing initially focused on international migrants, there has been increasing attention paid to the plight of internal migrants.

The World Bank estimates that the magnitude of internal migration is about two‐and‐a‐half times that of international migration. Within India, an estimated 40 million internal migrant workers, largely in the informal economy, were severely impacted by the government’s COVID-19 lockdown.

With transportation systems initially shut down, many had no recourse to travel options back to homes and villages, resulting in harrowing journeys home. Those who were able to make it home found, in some instances, villages refusing entry because of fears of transmission.

The shocking images of migrants forced to walk in desperation showed the enormity of the crisis as well as some of the challenges posed by an extended lockdown in India where so many people live hand to mouth and cannot afford not to work.

Migrant workers and the informal economy

The complete failure of the government to anticipate the needs of this group, and the subsequent distress caused, has made visible a large workforce who experience precarity of work and often live hand to mouth.

One key challenge is the lack of robust data on the scale of internal migration. While estimates abound, there is no proper data collection system in place to accurately record temporary, seasonal and circular migration patterns. However, it is estimated that more than 90% of working people in India are engaged in the informal economy, with states such as Uttar Pradesh and Bihar accounting for more than 80% of workers in this sector.

A recent government labour force survey estimated that more than 71% of people with a regular salary working in non-agricultural industries had no written job contract. Nearly half of workers are not eligible for social security benefits.

Daily-wage workers are particularly vulnerable, with limited or no access to social security and most living in poverty. Living hand to mouth, their loss of livelihoods has led to a lack of money to pay rents or pay for food. Women are impacted whether because of their gender, responsibilities as caregivers, or as members of disadvantaged castes and communities.

COVID-19 has massively impacted this group of workers. Stranded Workers Action Network found that 50% of workers had rations left for less than one day; 74% had less than half their daily wages remaining to survive for the rest of the lockdown period; and 89% had not been paid by their employers at all during the lockdown.

According to Supreme Court proceedings, relief camps are housing some 660,000 workers; some 2.2 million people also rely on emergency food supplies. Job losses, and home and food insecurity have left this group highly vulnerable.

In March 2020, in response to COVID-19, the Indian government instituted the Pradhan Mantri Garib Kalyan Package (PMGKB), a $22.6 billion relief package. The World Bank announced $1 billion funding to accelerate social protection support, in part through the PMGKB.

This support would work alongside pre-existing initiatives such as the Public Distribution System (PDS), which covers 800 million people, and Direct Benefit Transfers (DBT). This cash injection could help address one of the key challenges facing India’s piecemeal and uneven social protection programmes – inadequate funding. India’s spending on public social protection excluding health is just 1.3% of the GDP.

However, there are still other challenges to overcome. One is how to ensure coordination and coverage within, and across, differing states. The second is how to transition multiple schemes into one integrated system that can be accessed anywhere within the country, particularly important when many workers are on the move. There is an urgent need for a comprehensive system, which is adaptive and flexible to needs and provides adequate social and income support.

Another coverage issue relates to the use of direct cash transfers (DCTs) to support people impacted by the loss of livelihoods, where funds are deposited within bank accounts. Such measures fail to consider the significant numbers of people who do not have access to banks and will not be able to access this support.

Wider impact on livelihoods and remittances

​There is a risk, with extended lockdown and risks of further waves of infection, that labour shortages could negatively impact the economy. There is a wider need to support re-entry back into the workforce and support livelihoods. National Survey Sample data shows that between 2007 and 2008, internal remittances amounted to US$10 billion. These domestic transfers financed over 30% of all household consumption in remittance-receiving households.

But future migration for work is likely to be severely impacted. As restrictions begin to ease, employers and businesses cannot necessarily rely on cheap available labour. Having faced destitution and hardship, many may wish to stay closer to families and local support networks.

As Irudaya Rajan notes in The New Humanitarian, it is likely ‘there will be a reduction in long-distance migration in India after this’, as many migrants will be wary of being stranded again. This would be hugely detrimental to stimulating the economy as reverse migration could push down wages and subsequently demand.

Another issue may be returning migrant workers, who have been working overseas, over half of whom work in the Gulf. It is unclear if, or when, migrants will be able to return to work, with the World Bank estimating that remittances from this group could fall by about 23%.

However, what is striking has been India’s support for this group - the Vande Bharat Mission has deployed flights and naval ships to help return migrant workers, especially vulnerable groups - in marked contrast to the lack of preparation and care for internal migrants.

One factor for this may be the volume of remittances these migrant workers bring to the Indian economy, but it overlooks the contribution of internal remittances, on which there is far less robust data.

But the current challenges can also be an opportunity. The scale of the migrant crisis has made visible an often-overlooked population of workers. With political will, and investment at federal and state levels, this could be an opportunity to transform livelihoods.

As thoughts will turn to how to stimulate economies and get people back to work, it is imperative that those in authority turn their minds to how to create a more just society, that invests in healthcare, and has a social protection system that supports the most vulnerable in society.

Migrants are not just objects of charity that need support. Internal migrants are key income generators that play a vital role in Indian society and should never be overlooked again.

Africa has the lowest carbon emissions per capita yet the highest rate of temperature increase in the world. Rising levels of desertification, drought and flooding are already forcing millions of Africans to relocate to find more stable livelihoods. 

The continent’s youth will bear the brunt of this climate migration problem. It is estimated that by 2050, Africa will be home to 86 million internal climate migrants.

How is climate migration already affecting sub-Saharan Africa and what frameworks could tackle it? To begin to answer those questions, five young activists from across the region, who are members of Chatham House’s Common Futures Conversations, took part in a panel discussion at the world’s first youth-led Conference on Climate Migration, convened in April by the Alliance for Citizen Engagement, a nonpartisan think tank based in the US.

The conversation and follow-up discussions focused on a common problem – climate migration brings people into conflict and puts pressure on infrastructure. 

In Kenya, droughts have left 3.5 million people hungry and the chronic flooding of several lakes in the Rift Valley has displaced hundreds of thousands, said Gerald Muchiri, 29, a social scientist from Kenya. One result has been outbreaks of violence between pastoralists such as the Orma people and the farmers of the Pokomo community, said Laura Mukhwana, 33, a PhD student in Kenya. She believes this violence is likely to worsen. ‘Inter-group conflicts will pose even larger security concerns for surrounding communities as climate migration intensifies,’ she said.

Suleman Nuhu, 24, a farmer and veterinary student from Nigeria, said farmer-herder conflicts were his country’s most significant climate-migration issue. The movement of nomadic tribes from the north had affected him personally: ‘Nomads have trespassed on [my family’s] farms many times while moving with their livestock, destroying our crops.’ 

Changes in climate also force people to move from rural to urban areas. Nigeria, for instance, struggles with the so-called ‘Lagos problem’, said Temiloluwa Lawal, 25, a lawyer and researcher from Nigeria. An estimated 22 million people, a number that is rising fast, are crammed into a city smaller than Greater London. While not on the same scale, Zimbabwe experiences comparable challenges, said Tinotenda Dube, 29, a Zimbabwean finance director. Thanks to drought, unemployed rural migrants arriving in cities ‘put excessive pressure on service delivery against a low tax base,’ he said. ‘People, including close family members of mine, are crowded in dilapidated homes because they cannot afford to pay rent for decent housing.’ 

But there is hope, say the activists. Dube believes that affordable housing is an ‘integral component of [tackling] the climate migration crisis’. 

In Zimbabwe, he has developed a low-cost home finance model that, he said, has helped more than 250 low-income households find good-quality accommodation. Alongside this initiative, Dube has co-founded a property and construction company, Solinfra Zimbabwe Private Ltd, to provide low-cost housing. 

Muchiri is taking action in Kenya, founding an NGO called Social Assistance Welfare to tackle public health issues, he said: ‘As climate migration becomes more intense, I expect preventable health issues to increase throughout the region, and thus see Social Assistance Welfare as an important mitigation.’

In Nigeria, Nuhu noted that to help reduce conflict between farmers and herders social-media campaigns are encouraging pastoralists to move from nomadic livestock farming to more efficient intensive systems, using ranching and grazing reserves. ‘As for food security problems, the best mitigation is to reduce reliance on rain-fed agriculture through irrigation schemes,’ he said. 

All five agreed that, in their experience, the youth of sub-Saharan Africa could be better informed about climate migration. But they took encouragement from the fact the young are passionate about tackling issues arising from the broader climate crisis. 

In Kenya, Mukhwana pointed to successful youth projects around agro-forestry and tree-planting. She added that there is ‘a growing movement of urban youth who are advocating for climate justice, such as the Kenyan Youth Environmental Network and Fridays for the Future Kenya’. It was pleasing too, she said, that when the Kenyan government revised its contributions to the Paris Climate Accords it staged a week-long youth conference to include their opinions.

‘Overall, I am quite hopeful about how the youth are mobilizing themselves in Kenya,’ she added.

NSun2 promotes cell migration through methylating autotaxin mRNA [Cell Biology]

NSun2 is an RNA methyltransferase introducing 5-methylcytosine into tRNAs, mRNAs, and noncoding RNAs, thereby influencing the levels or function of these RNAs. Autotaxin (ATX) is a secreted glycoprotein and is recognized as a key factor in converting lysophosphatidylcholine into lysophosphatidic acid (LPA). The ATX-LPA axis exerts multiple biological effects in cell survival, migration, proliferation, and differentiation. Here, we show that NSun2 is involved in the regulation of cell migration through methylating ATX mRNA. In the human glioma cell line U87, knockdown of NSun2 decreased ATX protein levels, whereas overexpression of NSun2 elevated ATX protein levels. However, neither overexpression nor knockdown of NSun2 altered ATX mRNA levels. Further studies revealed that NSun2 methylated the 3'-UTR of ATX mRNA at cytosine 2756 in vitro and in vivo. Methylation by NSun2 enhanced ATX mRNA translation. In addition, NSun2-mediated 5-methylcytosine methylation promoted the export of ATX mRNA from nucleus to cytoplasm in an ALYREF-dependent manner. Knockdown of NSun2 suppressed the migration of U87 cells, which was rescued by the addition of LPA. In summary, we identify NSun2-mediated methylation of ATX mRNA as a novel mechanism in the regulation of ATX.

Systematic Proteome and Lysine Succinylome Analysis Reveals the Enhanced Cell Migration by Hyposuccinylation in Esophageal Squamous Cell Cancer [Research]

Esophageal squamous cell cancer (ESCC) is an aggressive malignancy with poor therapeutic outcomes. However, the alterations in proteins and post-translational modifications (PTMs) leading to the pathogenesis of ESCC remains unclear. Here, we provide the comprehensive characterization of the proteome, phosphorylome, lysine acetylome and succinylome for ESCC and matched control cells using quantitative proteomic approach. We identify abnormal protein and post-translational modification (PTM) pathways, including significantly downregulated lysine succinylation sites in cancer cells. Focusing on hyposuccinylation, we reveal that this altered PTM was enriched on enzymes of metabolic pathways inextricably linked with cancer metabolism. Importantly, ESCC malignant behaviors such as cell migration are inhibited once the level of succinylation was restored in vitro or in vivo. This effect was further verified by mutations to disrupt succinylation sites in candidate proteins. Meanwhile, we found that succinylation has a negative regulatory effect on histone methylation to promote cancer migration. Finally, hyposuccinylation is confirmed in primary ESCC specimens. Our findings together demonstrate that lysine succinylation may alter ESCC metabolism and migration, providing new insights into the functional significance of PTM in cancer biology.

US Candidate Amy Pope Wins Tense Contest to Run UN Migration Agency

Geneva — Former White House adviser Amy Pope won a vote in Geneva on Monday to head the U.N. migration agency, prevailing in a tense contest against a Portuguese incumbent who had the support of European countries. The International Organization for Migration (IOM) said Pope would become the first woman to lead the organization when she begins her five-year term on Oct. 1. Pope, who served as Deputy Director General for Management and Reform at IOM, took leave to campaign against her boss Antonio Vitorino, who has been in the position since 2018. Pope wrote on Twitter she was "humbled and honored" to be chosen by IOM's 175 member states as new director general. "I am ready to work with ALL our member states and global partners to unleash the opportunities provided by effective, orderly and humane migration," she wrote. In 2021, Pope served as Senior Advisor on Migration to U.S. President Joe Biden, who publicly backed her candidacy. "As IOM's largest bilateral donor, the United States strongly supports Ms. Pope's vision and looks forward to working with her to implement the critical reforms necessary to create a more effective, inclusive IOM," U.S. Secretary of State Antony Blinken said in a statement. More than 100 million people are forcibly displaced around the world and IOM seeks to ensure humane and orderly migration and intervenes where needed. Vitorino, a former European Commissioner who is close to his compatriot United Nations Secretary General Antonio Guterres, had touted an increase in the body's annual budget among his successes. Asked about the contest earlier this year, Vitorino described it as unprecedented. "We have never happened to have an incumbent director general that faces a competition with one of his deputy generals. Let's call it an innovation," Vitorino told journalists in March. He said at the time he had Portugal's backing as well as the "strong encouragement" of the European Union.
