California voters reject 2 housing-affordability measures

Californians voted on two housing-related measures Tuesday — Propositions 5 and 33 — and rejected both, according to respective Associated Press race calls. Still, many voters cited affordability as a major issue in the state. 

Proposition 33 would’ve rolled back state-wide restrictions on rent control. Proposition 5 would’ve made it easier for local governments to approve bonds for affordable housing, among other projects. 

Mary-Beth Moylan is a law professor at the University of the Pacific. She said the rejection is a sign voters think lawmakers should solve the problem. 

“Maybe the messaging is — we want there to be changes, we want there to be more affordable housing,” she said. “But we want the Legislature to figure out how to do it on its own and not involve the voters.”

But she added that could be bad news for local officials tasked with addressing affordability in their communities. 

“The fact that these two measures didn't pass means that those people will not have, really, the tools that they need to get anything done,” she said. 

Moylan said attack ads probably played a large part in the no votes, too. 

“There were effective campaigns that had people not really understanding what both of them would do and what the consequences of them would be,” she said. 

She also said that when voters don’t understand a measure, they tend to vote it down. 

“Which I'm not saying is a bad thing,” she added. “Because we probably shouldn't be voting for things that we don't understand.” 

Either way, Moylan said that voters didn’t see these as viable solutions to California’s housing affordability problem.

Failures in Reliability Lead to Share Loss

We have written several times before about the Customer Buying Hierarchy (i.e. customers buy Function, Reliability, Convenience and Price, in that order).  We have also written, on several occasions, about companies winning and failing customers in a marketplace.  In a stable market, failure of a supplier causes more market share to move than does another competitor’s “win” of market share against its peers.  Most failures occur in Reliability. Recently, two of America’s paragon companies have failed their customers on Reliability and are now struggling to catch up.  Other leaders have had a similar problem and have recovered nicely. 

Macy’s is a clear leader in the department store market.  Over the last several years, Macy’s has purchased and integrated other large department store competitors.  For example, in 2005 Macy’s purchased May Department Stores.  As the company worked to integrate these acquisitions and obtain synergistic savings, their attention swerved from customer service.  The company’s failings were greatest in customer interactions with the company’s sales associates.  Nearly half of customer complaints focused on actions of sales associates. These are failures in Reliability.  A customer expects to be well treated by a department store that charges relatively high prices for its goods.  Macy’s failed to do that. The company’s market share began to drift lower as a result of these failures. 

Now Macys is investing a great deal more money and time into the proper training of its sales associates.  This investment is beginning to pay off.  A recent survey of customer satisfaction indicated that the company was making strides in improving its reputation.  Still, it lags the performance of some of its important rivals.  This is still a Macy’s work-in-progress.

Wal-Mart is another industry paragon who drifted from its Reliability promises.  Wal-Mart committed two notable sins.  First, it removed some products that were important to its core customers.  The company did so in an effort to improve the product mix and the margins a better product mix would bring.  Some of its core customer volume began to drift away.  The company also moved away from its aggressive pricing.  Instead of every day low prices, the company began to promote deals on some products while raising prices on others.  Customers didn’t like that either.  Recently, a survey by a retail consulting firm has found that Target Stores offered prices below those of Wal-Mart.  So, Wal-Mart has created Reliability failures in both product availability in its stores and its promise to have “always low prices, always.”  The company’s market share has also drifted lower. 

Wal-Mart now promises to return to its core values and core customers.  It is bringing back the products it once eliminated in favor of higher margin products.  It is getting more aggressive in pricing once more.  This, too, is a work-in-progress. 

Certainly, these leaders can recover from these miscues. We have seen other leading companies struggle with Reliability and yet recover nicely.  For example, several years ago McDonald’s went through a period of time where it was losing market share.  As the company examined the reasons for this market share loss, it noted that customers began to see its prices as high in the quick service restaurant industry.  In addition, its products in stores had developed a reputation as being about the same as or, in some cases, lower in quality than some of its big competition.  Under the leadership of a CEO well versed in operations, the company returned to its roots by emphasizing its core quality values and aggressive pricing.  Today, McDonald’s is the unquestioned leader in the quick service restaurant industry.  Many of its competitors struggle to keep up with McDonald’s. Most fail to do so.  McDonald’s again has gained share in the industry over the last several years.  McDonald’s success in reversing its Reliability failures suggests that the pathway is open for both Macy’s and Wal-Mart.  They both should be able to enjoy similar success.  The odds are they will.

Smylers got in touch recently with this observation:

I found myself being surprised by the word “mobility”, and was wondering if there's a BrE/AmE difference? Enterprise Rent-a-Car emailed to say they're introducing a new brand: Enterprise Mobility




That made me think of vehicles adapted for wheelchair users, or those who otherwise have limited personal mobility. But apparently it's the overall brand for various transport services; “mobility” is being used to mean “travelling in a vehicle”, rather than “travelling on foot”.

There's no reason why the unqualified word should have one or the other meaning. But to my British brain, “mobility” makes me think of “mobility scooters” or “mobility aids” — such as those provided by Mobility People, whom you linked to in 2008:


It's an interesting one. 

The word mobility seems a bit more common in BrE in the the News on the Web corpus: you find about 11 mobility per million words in the US, versus about 13 per million in the UK. Those British uses tend to relate to a couple of domains: physical (dis)ability and social class.

It's not that Americans don't use mobility in that way. You can definitely find phrases like mobility scooter (as can be seen at this US electric wheelchair retailer) in AmE. (Though when I asked my brother what those things are called, he didn't use the word mobility, just scooter.) Nevertheless, this (dis)ability-related use of mobility used a lot more in BrE:



The (dis)ability-related uses of mobility really take off in this corpus after 2021. For instance, mobility issues (which could refer to different kinds of mobility, but mostly doesn't) had only 0.30 per million (across countries) in 2019, but 0.85 per million in 2022. 

Both AmE and BrE use mobility for metaphorical movement, as in social mobility. 



Why so much more talk of social mobility in the UK? Because the Tory government had appointed a "Social Mobility Tsar" during the period that this corpus was collected. (The hits for tsar in BrE are similarly out-of-whack.) 

If instead of asking the corpus for particular phrases like these and instead ask it to tell us which combinations with mobility are statistically "most American" and "most British", the results are interesting. On the left are the "most American" ones*—the greener, the more not-British they are.  And vice versa on the right. 
*This doesn't mean that these are the most common phrases with mobility in either country. And it doesn't mean that the other country doesn't use these phrases. It means that one country uses them surprisingly more than the other.

The thing to notice here is how much longer the green lists are on the American side of the second two charts, where mobility is modified by another word. AmE writers seem to have more kinds of mobility than BrE writers do. Where you see something like this, it's reasonable to suspect that more phrases = more meanings, or at least more domains in which the word is used.  

Sure enough, the BrE side is almost entirely characterized by phrases used in talking about physical (dis)ability and social mobility. (Green Mobility there refers to an electric car [BrE] hire /[AmE] rental company in continental Europe.) But the AmE side has other themes coming through: family mobility is about the Massachusetts Work and Family Mobility Act, which is about what kind of paperwork you need to get a (AmE) driver's/(BrE) driving licen{c/s}e. Electrophoretic mobility refers to a chemistry thing that I'm not going to try to understand. Mobility wing mostly refers to sections (Air Mobility Wings) of the US Air Force Reserve. And so forth.

Some of the uses, for example, commercial mobility, refer to means of transport(ation), and that's the use that Enterprise is picking up on in their branding. So there we go! It does look like branding that would work better in the US than the UK. Thanks, Smylers!
