The forum had been under attack by some organised spammers for a few weeks, and it was ruining the forum. The attack was, presumably, using something like a botnet as there was a seemingly unending supply of different IPs used. Day after day, hundreds and hundreds of posts were being made and it was impossible to keep up with deleting and banning the accounts posting the spam. This was affecting the forum- people were complaining, and many were simply put off by finding page after page of nonsensical messages. This shouldn’t be surprising given that Trump vowed to make the US the crypto capital of the planet. So far, Republicans have won an extra seat in the Senate, but neither of the parties has a clear advantage in the battle for the House of Representatives. Overall, the counting of votes is still at a relatively early stage, and it could be hours or even days before a final outcome is known. The contest will come down to seven swing states, only three of which (North Carolina, Georgia, and Pennsylvania) have been most likely won by Trump so far. Still, judging by the latest market reaction, it appears reasonable to infer that global investors are pricing in a decisive victory by Donald Trump. rum Montenegro’s Demilitarization Programme a vital contribution to many aspects of security, country’s Defence Minister tells OSCE Forum for Security Co-operation By feeds.osce.org Published On :: Thu, 21 Apr 2016 11:08:59 +0000 235156 Communication and Media Relations Section Montenegro’s Demilitarization Programme (MONDEM) has had a positive impact on promoting the OSCE’s comprehensive approach to security, said the country’s Defence Minister Milica Pejanovic-Djurisic as she addressed the OSCE Forum for Security Co-operation in Vienna on 20 April 2016, under the Chairmanship of Poland. Run by Montenegro’s Government, OSCE and UNDP, the Programme has since 2007 contributed to the reduction of the country’s surplus ordnances by 85 per cent, decrease in the number of munitions sites and closure of open-space storage facilities. There are still about 1,900 tonnes of ammunition and some 14,000 pieces of armaments pending destruction. “The Programme has had a positive impact on human security, counter-proliferation policy, sub-regional confidence- and security-building measures, the national small arms and light weapons control strategy, public administration reform, reducing of environmental pollution and sustainable development,” said Pejanovic-Djurisic. MONDEM is based on five components aimed at demilitarizing chemicals, ammunition and heavy weapons, developing safe storage infrastructure and enhancing the knowledge and abilities of personnel working in this area. It also provides a platform for multi-stakeholder dialogue with representatives of International Organizations, the business and academic communities, and civil society. Some 100 specialists in the field of internet governance and development, including representatives of the Central Asian state authorities, telecommunication experts, internet service providers, research institutions, and non-governmental organizations from Europe and Central Asia, discussed issues related to cyber security and regulations, the development of the Domain Name System (DNS) industry, as well as global and national approaches to accessing the internet. “Kyrgyzstan ceased to be a ‘dead-end’ country in terms of the Internet in 2015 and has opened connections to countries in South-East and South Asia,” said Ernis Mamyrkanov, Kyrgyz Deputy Minister of Transport and Communication. “This enhances the role of Kyrgyzstan in the issue of regional transit. Now we need a platform where all participants can discuss relevant issues and this Forum is intended to take that place.” Daniele Rumolo, acting Deputy Head of the OSCE Centre in Bishkek, said that governments have a role to play when it comes to regulating the Internet. “This responsibility extends to the protection from harmful content, and fighting cybercrime. Fernandez emphasized that the current security challenges are staggering in their numbers and complexity. “The world is facing destabilizing conflicts around the globe which include not only deliberate acts of violence against the physical security and well-being of civilians, but also deliberate attacks against their cultures and identities,” she said. “This demands a multi-faceted response from the international community to stop violence in the short-term, but also sustainable conflict resolution in the long-term.” Fernandez stressed the importance of justice in preventing future crimes and the necessity of building the capacity of national jurisdictions. The ICC can exercise jurisdiction over crimes against humanity, war crimes and genocide but it is complementary and not intended to replace national systems, she noted. “Capacity building of national jurisdictions is essential. The OSCE has played a role - especially in the former Yugoslavia - and can also make contributions through supporting the rule of law and democratic institutions,” Fernandez said.
