This comes as the country is under lockdown to prevent the spread of coronavirus, which has been found to be more fatal to elderly people and those with existing health complications. "All staff over the age of 55 years are advised to either work from home or work in the office and not go on the field. People in the medical department, including doctors, nursing staff and paramedics over the age of 55 years with co-morbidities are advised to stay home for two weeks," the order issued on Friday said. The BMC also advised all staff, who live outside its limits like Thane, Navi Mumbai, Mira Bhaynder, or Palghar, etc, to contact the nearest Ward office so they can render their services to the nearest ward office from their residence, instead of their original current posting. Earlier this week, Mumbai Police had asked its personnel who are above 55 years of age to stay at home during the coronavirus lockdown. According to the Medical Education and Drugs Department of Maharashtra, 7061 people have tested positive for COVID-19 in the Mumbai Municipal Corporation area while 290 have lost their lives and another 1,180 have recovered after receiving treatment. Maharashtra, however, remains the worst affected state in the country with at least 10,498 coronavirus cases as on Friday. The incident occurred on Friday morning when the family of 62-year-old Rajaram Bhoir rushed him to the hospital and the medical staff there didn't attend to him for the first three hours. The family claimed that despite them telling the hospital staff about the condition of Bhoir, and highlighting that he is an ex-employee of the BMC, they didn't pay any attention to him. Bhoir started feeling breathless on Thursday evening and after spending a restless night at home, his family decided to take him to the hospital. They moved him to the ICU and waited for a doctor to attend to him for almost two hours, but nobody showed up. "At around 8 am, some doctors came to the ICU and asked us to shift him to another hospital. The doctors checked him and pronounced him dead," revealed the grieving son. When contacted, Dr Pradeep Angre, the dean of the hospital, responded, "I have ordered an enquiry." The move came as a surprise to former employees of Joshi's Viiking Ventures, who have claimed non-payment of dues over past several months. Taskeen Naik, who had joined as the social media head, and public relations officer to the chairman in August 2018, says she has been waiting for her full and final payment to be cleared since her exit in May 2019. "When I personally reached out to Mr Joshi, he blocked my number. Despite following up [with the HR team] every month, I have yet to be paid," she rues. This paper is in possession of a document that lists 30 former employees of Viiking Ventures and its communications wing Think Tank, whose salaries have not been cleared since as early as March 2019. The cumulative amount stands at a little over Rs 30 lakh. Krishna Choudhary, former marketing manager at the company that has verticals across FMCG products, realty and entertainment, reveals that since his joining in October 2018, the salaries would usually be deferred. "On March 26, 2019, Mr Joshi sent an e-mail assuring that the salaries will be timely from April. That month, they cleared all our salaries up to February 2019. But I was not paid a dime after that. I tendered my resignation in June, and have since been pursuing the HR to clear my four months' salary. While my pleas fell on deaf ears, the department sent an e-mail last December citing lack of funds as the reason for delayed payments. How does the company have money for charity, but not to pay our pending salaries?" A snapshot of the complaint submitted to the Chief Labour Commissioner by an employee When mid-day reached out to Joshi, his spokesperson issued a statement that read, "We hired a particular CEO [now no longer with us] who undertook unlawful practices and fraud, with a bunch of employees. All those people working with the said CEO are now under scrutiny and their payments are being held. The procedure should be completed by end of June 2020. Those who are given a clean chit will get their rightful dues, and the management will take legal action against those found guilty." However, the former employees in question maintained that they were not informed about being part of an ongoing investigation. Interestingly, another former employee, on condition of anonymity, revealed that he had joined the company in May 2019 — long after the said CEO's departure — and was still subjected to similar fate. "Of my eight-month stint, I have not been paid for three-and-a-half months. I was not allowed inside the office premises when I went to meet Mr Joshi. When he recently went live on Instagram, many [former employees] asked him to clear their dues, in the comments section. I'm contemplating legal action." employee Coronavirus outbreak: SOPs to follow during Lockdown 2.0 for employees and employers By www.mid-day.com Published On :: 15 Apr 2020 10:46:01 GMT The Ministry of Home Affairs (MHA) in its lockdown guidelines issued on Wednesday has given detailed standard operating procedures (SOP) for social distancing for offices, workplaces, factories and establishments. The ministry has said that all areas in the premises including the following shall be disinfected completely using user-friendly disinfectant mediums at the entrance gate of building, office, cafeteria and canteens, meeting room, conference halls, open areas available, verandah, entrance gate of site, bunkers, porta cabins, building, equipment and lifts, washroom, toilet, sink water points etc, walls/ all other surfaces. The MHA has also said that transportation will be provided by employers and should be allowed only with 30-40 per cent passengers in vehicles. "For workers coming from outside, special transportation facility will be arranged without any dependency on the public transport system. These vehicles should be allowed to work only with 30-40 percent passenger capacity," MHA said. All vehicles and machinery entering the premise should be disinfected by spray mandatorily and thermal scanning of everyone entering and exiting the work place to be done. "Medical insurance for the workers to be made mandatory. Provision for hand wash & sanitizer preferably with touch free mechanism will be made at all entry and exit points and common areas. Sufficient quantities of all the items should be available," read the MHA guideline. The union home ministry guidelines also said that work places shall have a gap of one hour between shifts and will stagger the lunch breaks of staff to ensure social distancing. "Large gatherings or meetings of 10 or more people to be discouraged. Seating at least 6 feet away from others on job sites and in gatherings, meetings and training sessions. Not more than 2/4 persons (depending on size) will be allowed to travel in lifts or hoists," the guidelines said. "Hospitals/clinics in the nearby areas, which are authorized to treat COVID-19 patients, should be identified and list should be available at workplace all the times," MHA said. The MHA guidelines came a day after Prime Minister Narendra Modi announced the extension of lockdown till May 3 amid surging coronavirus cases in the country. employee Coronavirus outbreak: Dearness Allowance for Central government employees frozen till July 2021 By www.mid-day.com Published On :: 23 Apr 2020 13:08:11 GMT In view of the crisis arising out of COVID-19, government on Thursday decided to freeze payment of additional instalment of dearness allowance (DA) to the Central government employees and dearness relief (DR) to pensioners falling due from January 1, 2020. The decision comes after the Union Cabinet on March 14 approved a four per cent hike in DA to 21 per cent in a bonanza for 1.13 crore Central government employees and pensioners applicable from January, 2020 costing the exchequer Rs 14,595 crore. In an office memorandum, department of expenditure, ministry of finance said that additional instalment of DA and DR falling due from July 1, 2020 and January 1, 2021 will also not be paid. However, the allowance will continue to be paid at current rates. The Central government employees will also not get any arrears in any future revision of DA/DR from from July 1, 2021. However, If a decision to revise DA rates is taken for July 1, 2021 period, the rate of allowance as effective from January 1, 2020, July 1, 2020 and January 1, 2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from July 1, 2021, the office memorandum said. Though the government did not give an estimate of how much it would save by disallowing DA revision for its employees, a four per cent raise approved by cabinet last month meant additional expenditure of around Rs 15,000 crore. For three half yearly periods, going by this yardstick, would result in savings of close to Rs 45,000 for the Centre. Any change in DA rates benefits about 48 lakh Central government employees and 65 lakh pensioners.
