Changes in California’s Regulations Regarding Criminal Records Approved

The California Civil Rights Council previously issued draft revisions to the Fair Employment and Housing Act’s regulations governing inquiries into and consideration of a job applicant’s criminal history in making hiring decisions.  On July 24, 2023, the Office of Administrative Law approved the Council’s proposed modifications to the regulations.

New Pennsylvania Legislation and Philadelphia Ordinance Amendment Tackle Pardoned Convictions, Expunged Records, and Negligent Hiring Liability

Pennsylvania and Philadelphia recently enacted changes that impact employer criminal background screening.

Enacted on December 14, 2023, and effective February 12, 2024, Pennsylvania’s House Bill No. 689 amends Pennsylvania law relating to the expungement of certain criminal record information and employer immunity when hiring individuals with expunged records.

Planet Money Records Vol. 3: Making a hit

Since we started Planet Money Records and released the 47-year-old song "Inflation," the song has taken off. It recently hit 1 million streams on Spotify. After starting a label and negotiating our first record deal, we're taking the Inflation song out into the world to figure out the hidden economics of the music business. Things get complicated when we try to turn the song into a viral hit. S&P, Nasdaq and Dow close at new records. Russell 2000 closes just short of a new record

More records are reached today:

  • Dow industrial average closes over 44,000 for the first time ever
  • S&P index closes above the 6000 level the first time ever
  • NASDAQ index closes at a new record level as well

For the Russell 2000 it lasts record close was back on November 8, 2021 at 2442.21. The index closed at 2434.97 after reaching an intraday high of 2441.72 just short of the record closing level.

The final numbers are showing:

  • Dow industrial average +304.14 points or 0.69% at 44293.13
  • S&P index up 5.81 points or 0.10% at 6001.35
  • NASDAQ index is up 11.99 points or 0.06% at 19298.76
  • Russell 2000 up 35.33 points or 1.47% at 2434.97

For the Russell 2000, its high intraday level reached 2458.85 on November 10, 2021. For the year, the Russell 2000 is now up 20.12%. That has now surpassed a down industrial average gain of 17.52%.

The S&P index is now up 25.82% in 2024 while the NASDAQ index is up 28.56%.

Averkiou - Throwing Sparks (Clairecords)

Throwing Sparks is the debut release from Gainsville, Florida five-piece Averkiou, and the group certainly doesn't let moss gather. U.S. Ethics Chief Was Behind Those Tweets About Trump, Records Show

In November, the typically straitlaced Office of Government Ethics surprised observers with a series of tweets mimicking Donald Trump's bombastic style, exclamation points and all: "Brilliant! Divestiture is good for you, good for America!" The controversy was two-fold: (1) The OGE doesn't typically air its positions publicly, advising White House transition teams behind the scenes. (2) Trump hadn't promised the total divestitures of business interests implied by the tweets. New records shared with NPR on Friday show that behind the curious tweets was the head of the OGE himself, Director Walter Shaub Jr. In two emails, dated Nov. 30, just several minutes apart, Shaub sent to OGE Chief of Staff Shelley Finlayson the nine tweets that took the Internet by storm that day. He then followed up with a link to a legal document referenced in one of the tweets and writes: "Get all of these tweets posted as soon as humanly possible." Looking back to when record keeping began in 1942... the Rainiest March title was being held by the March of 1983 when 168.2 mm of Rain fell. So we're already well passed that with still 23 days to go.

By the way.. the normal March rainfall in St. John's is 76.7 mm.

-The St. John's March 5th Daily Rainfall Record was 23 mm... the 71 mm on Friday shattered that.
-In fact the 71 mm of Rain on Friday also broke the single day rainfall record for all of March. The previous record was 67.5 mm on March 11th 1994.
-Gander's 37 cm of Snow on Friday also broke the March 5th record of 24.4 cm which fell in 1960.

Only One Quarter of Family Physicians Are Very Satisfied with Their Electronic Health Records Platform

Two decades into the era of Electronic Health Records (EHRs), the promise of streamlining clinical care, reducing burden, and improving patient outcomes has yet to be realized. A cross-sectional family physician census conducted by the American Board of Family Medicine in 2022 and 2023 included self-reported physician EHR satisfaction. Of the nearly 10,000 responding family physicians, only one-in-four (26.2%) report being very satisfied and one-in-three (33.8%) were not satisfied. These low levels of satisfaction point to the need for greater transparency in the marketplace and pressure to increase user-centric EHR design.

Using Primary Health Care Electronic Medical Records to Predict Hospitalizations, Emergency Department Visits, and Mortality: A Systematic Review

Introduction:

High-quality primary care can reduce avoidable emergency department visits and emergency hospitalizations. The availability of electronic medical record (EMR) data and capacities for data storage and processing have created opportunities for predictive analytics. This systematic review examines studies which predict emergency department visits, hospitalizations, and mortality using EMR data from primary care.

Methods:

Six databases (Ovid MEDLINE, PubMed, Embase, EBM Reviews (Cochrane Database of Systematic Reviews, Database of Abstracts of Reviews of Effects, Cochrane Central Register of Controlled Trials, Cochrane Methodology Register, Health Technology Assessment, NHS Economic Evaluation Database), Scopus, CINAHL) were searched to identify primary peer-reviewed studies in English from inception to February 5, 2020. The search was initially conducted on January 18, 2019, and updated on February 5, 2020.

Results:

A total of 9456 citations were double-reviewed, and 31 studies met the inclusion criteria. The predictive ability measured by C-statistics (ROC) of the best performing models from each study ranged from 0.57 to 0.95. Less than half of the included studies used artificial intelligence methods and only 7 (23%) were externally validated. Age, medical diagnoses, sex, medication use, and prior health service use were the most common predictor variables. Few studies discussed or examined the clinical utility of models.

Conclusions:

This review helps address critical gaps in the literature regarding the potential of primary care EMR data. Despite further work required to address bias and improve the quality and reporting of prediction models, the use of primary care EMR data for predictive analytics holds promise.
