This was my experience this morning: I'm cycling, and I see this guy running, opposite direction to me. He has a cap on, and on top of the cap was what (at first) I thought was a light. Then I thought maybe it was a camera. Then as he got closer I thought it was a donut, like maybe an orange cream filled or something. then as I got closer I heard very regular beeping that I'm pretty sure was coming from the not-donut. And then I couldn't tell what it was, apart from it was orange and about 2 inches tall, maybe cylindrical or donut-shaped. My best guess is that it was some sort of device to help him regulate head/posture, kind of like "teach kids to walk while balancing books on their head". Google is not helping. Militarily, Indian discussions on the strength of its military position against China in their disputed ground frontier areas have converged on the view that China holds the conventional and nuclear edge over India in this domain.

Based on our analysis of data on the location and capabilities of Indian and Chinese strategic forces and related military units, we conclude that this assessment of the balance of forces may be mistaken and a poor guide for Indian security and procurement policies. We recommend that instead of investing in new nuclear weapons platforms that our analysis suggests are not likely to be required to deter China, New Delhi should improve the survivability of its existing forces and fill the gap in global arms control leadership with an initiative on restraint and transparency.

Russian President Vladimir Putin’s eschatological talk of nuclear Armageddon at this year’s Valdai forum has stirred up heated debates on how well his description of Russia’s potential use of nuclear weapons matches the country’s official military doctrine. However, a close look at Putin’s Oct. 18 remarks and Russia’s 2014 military doctrine reveals that, while Putin deviated from the language in the doctrine, he did not lie on the first use issue. Nor did he seem to be hinting at a shift in Russia’s nuclear posture. More likely, he was signaling to Washington that the existing nuclear arms control treaties need to remain in place for the sake of ensuring strategic stability in the U.S.-Russian nuclear dyad and avoiding an accidental war between the two countries.
