Do Cash Transfers Save Lives?, Nov. 19

This lecture is the inaugural Berkeley Distinguished Lecture in the Social Sciences (formerly the Moses Memorial Lectures) About this lecture In this lecture, Ted Miguel will present findings from a development economics research project based on a large-scale randomized controlled trial (RCT) in Kenya that he and collaborators have been conducting since 2014. He will start by discussing the rise of experimental methods and open science tools in economics research. Ted will then focus on new results from the Kenyan RCT that investigates the impact of cash transfers on infant mortality, leveraging a unique large-scale census of local households’ birth histories. The findings provide novel evidence on the broader impacts of cash transfers on the health and wellbeing of a poor rural population, and illustrate the value of the experimental approach in development economics for public policy.About Edward Miguel Edward (Ted) Miguel is Distinguished Professor of Economics, the Oxfam Professor of Environmental and Resource Economics, & Faculty co-Director of the Center for Effective Global Action at the University of California, Berkeley. He earned S.B. degrees in both Economics and Mathematics from MIT, received a Ph.D. in Economics from Harvard University, where he was a National Science Foundation Fellow. Ted’s main research focus is African economic development, including work on the economic causes and consequences of violence; interactions between health, education, environment, and productivity for the poor; and methods for transparency in social science research. He has published over 120 articles and chapters in leading academic journals and collected volumes. Prof. Miguel was elected as a Member of the American Academy of Arts and Sciences in 2020, and awarded the Econometric Society Frisch Medal in 2024.

Russian hostage kidnapped in Israel on October 7 attack appears alive on video

The Saraya al-Quds* group, a military wing of the radical Islamic Jihad* movement (a terrorist organization banned in Russia), released a new video of Alexander Trukhanov, a Russian citizen, who was kidnapped on October 7, 2023. The video of the hostage posted on the Telegram channel of the terrorist group shows the man speaking Hebrew. The man complains about the difficult situation the hostages found themselves in. They do not have enough water and have run out of hygiene products, the man said. Fearing Israeli bombings and missile attacks, Trukhanov called on the Israelis not to forget about the hostages. He also urged the people of Israel to go to rallies and advocate for a ceasefire so that hostages could return home.

ForexLive Asia-Pacific FX news wrap: USD pumps higher

The continuing US dollar uptrend … continued.

USD/JPY traded, above 156.00, to a high not seen since July. EUR/USD, meanwhile, dropped under 1.0550 to a low not seen in a year. AUD, NZD, GBP, CHF, CAD, yuan all moved lower. As did hapless gold. BTC/USD dropped back from above US$93.5K, but this thing is a beast, it gets a free pass ;-) .

On the data front the release of note was Australia’s job report for October. Job growth slowed down and the unemployment report steadied at 4.1%. It was a solid report without being spectacular. Slowing wage growth (data released yesterday) and a steady job market leaves the Reserve Bank of Australia to focus on bringing inflation down. RBA Governor Bullock spoke during the session. Bullock was not dovish, signalling that rates are restrictive enough but will not be coming down imminently.

The People’s Bank of China once again set the USD/CNY reference rate weaker (stronger for CNY) than estimates indicated.

The Dniester River delta, located on the territories of both Ukraine and Moldova, is a powerful, complex and fragile ecosystem with invaluable biodiversity. However, it poses a risk of extreme flooding as well as water scarcity for people.

“Following days of extremely heavy rains in July 2008, a severe flood hit the Dniester River area with devastating consequences for thousands of households and infrastructure in both Ukraine and Moldova,” says Viktoriya Boyko, Head of the Hydrological Forecasts Department of the Ukrainian Hydro-meteorological Centre.“It led to human casualties and huge economic damage in both countries. It was devastating.”

Boyko noted that in a changing climate, floods on the Dniester are expected to become more frequent and more intense. “It is critical that in the future, the disastrous consequences of floods be mitigated.”

Flooding threats

In the past, mainly structural solutions such as the construction of dams were used to mitigate flood risk. Those measures had high financial and environmental costs, and could lead to catastrophe in case of failure.

Today, new ecosystem-based approaches can mitigate floods by spreading water away from populated areas, and by slowing the flood’s volume and speed. “Ecosystem-based approaches to mitigating the risks of floods and water deficits have huge untapped potential for application in the Dniester river basin,” says Alexei Andreev, Head of the BIOTICA Ecological Society. “There is a clear need to learn more about their use,”

OSCE engagement

In spring 2016, the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) with the support of the OSCE Project Co-ordinator in Ukraine, and funding from the Austrian Development Cooperation, the European Union’s Instrument for Stability and the Government of Switzerland, conducted a pilot restoration project of a small watercourse connecting the Dniester floodplain and the main course of the Dniester delta in the Lower Dniester National Nature Park.

Leonid Kalashnyk, OCEEA Environmental Programme Officer, says that the restoration included clearing silt and vegetation from the Zastoyniy Channel, forming islets for birds and other animals along the channel. “We created a small shallow reservoir, and moved three cables that had crossed the channel and obstructed the water flow.”

Vladimir Gubanov, the park’s deputy science director, says that the restoration has certainly had a positive impact on biodiversity conservation including fish resources, flood mitigation and fire risk reduction. “Results will be further monitored and used for restoration activities in the Dniester delta.”

Co-operation saves lives

Even though these restoration activities are conducted in Ukraine, the effect is also felt across the border in Moldova. “The results of, and lessons learned from these restoration activities have also been shared with experts and relevant authorities in Moldova. This will contribute to the joint efforts undertaken by Moldova and Ukraine, including environmental NGOs from each country, to address the risks of flooding and drought in the Dniester Basin,” says Andreev.

Gubanov says that the improvement of fish nurseries in Ukraine increases fish populations in Moldova and supports animal migration within both countries. “Our experience within the project could be applied in the Moldovan part of the Lower Dniester. We are ready to share the know-how.”

“The project’s long-term effects aim at increasing trans-boundary co-operation by sharing knowledge and expertise among regional and international stakeholders in the Lower Dniester area, notes Kalashnyk. “The pilot project in the Lower Dniester Delta is an important step towards restoring the ecosystem thereby reducing the risk of catastrophic flooding. Prevention is key.”

“During Soviet times we tried to control nature, rather than mitigate the effects of this natural phenomenon on people,” says Gubanov. “Now, we are working on correcting these mistakes and we seem to be on the right path.”


These flood mitigation activities are part of a multi-year effort under the Environment and Security Initiative (ENVSEC), which has also included facilitating the signing of the Dniester Basin bilateral Treaty, developing and endorsing a trans-boundary Strategic Framework of Adaptation to Climate Change in the Dniester River Basin, and implementing a range of monitoring and flood mitigation measures in the basin.

The OSCE, UNDP, UNEP, UNECE AND REC have joined forces in the ENVSEC Initiative to help transform environmental risks into opportunities for co-operation in Central Asia, Eastern Europe, the South Caucasus and South Eastern Europe.

OSCE Parliamentary Assembly Special Representative holds high-level meetings in Kyrgyzstan, delivers speech at OSCE Academy on conflict prevention

BISHKEK, 3 June 2016 – Wrapping up a two-day visit to Kyrgyzstan, which has included meetings with the Speaker of the Parliament, the Minister of Foreign Affairs, and officials at the OSCE Centre in Bishkek, Special Representative for Central and Eastern Asia and Vice-President of the OSCE Parliamentary Assembly Christine Muttonen spoke to students today at the OSCE Academy in Bishkek on conflict prevention and peace-building, noting the strengths of the OSCE’s approach, as well as areas for improvement.

Muttonen’s visit this week – her first to Kyrgyzstan since her appointment as Special Representative in January – has served as an opportunity to discuss confidence-building in the region and developing co-operative approaches to common challenges such as energy security, water management and border co-operation. In her meetings with Speaker of Parliament Chynybay Tursunbekov and Minister of Foreign Affairs Erlan Abdyldaev, Muttonen noted the importance of continuing to build trust and dialogue through the OSCE.

“There is a need to develop ways of countering the lack of trust and promoting co-operation between countries in the region,” she said. “The OSCE is our common organization, an inclusive organization in which all of its members have an equal voice, and we need to work effectively together within this forum.”

Discussions in Bishkek also focused on promoting follow-up on OSCE/ODIHR election-related recommendations and on the importance that Kyrgyzstan attaches to the OSCE and its Parliamentary Assembly. Muttonen expressed appreciation for the fact that Kyrgyzstan intends to send a full delegation to the OSCE PA’s 25th Annual Session in Tbilisi, Georgia, next month.

In meetings with staff of the OSCE Centre in Bishkek, Muttonen was briefed on the situation in the country and heard about the Centre’s ongoing projects, notably in the spheres of early warning and conflict prevention, as well as youth-oriented and parliamentary development projects. There was also discussion on the possibility of holding future OSCE PA events in the country.

In her lecture at the OSCE Academy, she highlighted the early warning capabilities of the OSCE – including through its field operations such as the Centre in Bishkek – but regretted that sometimes political considerations hamper effective implementation of early warning mechanisms. Discussing the OSCE’s consensus-based decision-making procedure and the non-binding character of its decisions, Muttonen pointed out the OSCE is only as strong as its participating States allow it to be.

Nevertheless, she said, the OSCE’s response to the crisis in and around Ukraine has served as an example of its ability to engage in conflict prevention and peace-building. “The Ukraine conflict has shown that the OSCE is well-placed and equipped to engage in conflict prevention and support mediation and peace-building,” said the PA Vice-President. “Through its unanimous vote principle, the OSCE and its participating States can formulate strong political agreements, even if the process may be slow.”

She noted that OSCE parliamentarians have been active in supporting the Central Asian countries’ peace-building efforts, notably through fact-finding missions.

Muttonen’s speech at the OSCE Academy concluded a week-long visit to Central Asia, which included meetings with government officials, parliamentary leaders and representatives of civil society in Astana, Almaty, and Bishkek.

In her mandate as Special Representative, she is tasked, inter alia, with encouraging active participation in the PA by parliamentarians from Central Asia, as well as liaising with and supporting the work of the OSCE field operations in the region.

I've been eyeing these for a while. Not an all-time low (which was $349 back in Sep 2023) however this is the lowest it's been in a year.

Unsure if these will get even cheaper during Black Friday deals, but personally I'm in no rush and I'll probably wait it out and see before pulling the trigger. Great price for those who want to grab a pair now.

The Technics AZ80s are pretty underrated IMO - been watching many "middle end" earbud reviews (the real top of the line stuff is in a whole other league) and these are very competitive against all the other big name earbuds out there (Bose QC2, Sony XM5, Jabra Elite, Nothing Ear, AirPods Pro if you are on iOS, etc.).
