University of Iowa aims to cut greenhouse gas emissions in half

IOWA CITY — The University of Iowa on Thursday unveiled new sustainability goals for the next decade that — if accomplished — would cut its greenhouse gas emissions in half from a decade ago and transform the campus into a “living laboratory for sustainability education and exploration.”

But the goals fall short of what a collective of Iowa City “climate strikers” have demanded for more than a year — that the UI end coal burning immediately at its power plant, commit to using only renewable energy by 2030 and unite with the city of Iowa City in a “town-gown” climate accord.

“It’s ridiculous for the UI to announce a 2030 climate plan as it continues to burn coal for years and burn methane-spewing natural gas for decades at its power plant,” said Massimo Paciotto-Biggers, 14, a student at Iowa City High and member of the Iowa City Climate Strike group.

The university’s new 2030 goals piggyback off its 2020 goals, which former UI President Sally Mason announced in 2010 in hopes of integrating sustainability into the campus’ mission.

Her goals included consuming less energy on campus in 2020 than in 2010, despite projected growth; diversifying the campus’ energy portfolio by using biomass, solar, wind and the like to achieve 40 percent renewable energy consumption by 2020; diverting 60 percent of solid waste; reducing the campus transportation carbon footprint with a 10 percent cut in per capita transportation and travel; and increasing learning and research opportunities.

The university, according to a new report made public Thursday, met or surpassed many of those goals — including, among other things, a slight dip in total energy use, despite 15 new buildings and major additions across campus.

The campus also reported 40 percent of its energy consumption comes via renewable energy sources, and it reduced annual coal consumption 75 percent.

As for waste production, the university diverted 43 percent from the landfill and reported diverting 70 percent more waste than in 2010.

2030 Plan’s first phase HAS FEWER HARD PERCENTAGES

In just the first phase, the new 2030 goals — a result of collaboration across campus involving a 2030 UI Sustainability Goal Setting Task Force — involve fewer numbers and hard percentages. Aside from the aim to cut greenhouse emissions by 50 percent compared to a 2010 baseline, the phase one goals aim to:

• Institutionalize and embed sustainability into campus culture, allowing individual units across campus to develop plans to meeting campus sustainability goals.

• Expand sustainability research, scholarship and other opportunities.

• Use the campus as a “living laboratory” capable of improving campus sustainability and ecosystems.

• Prepare students to live and work in the 21st century through sustainability education.

• Facilitate knowledge exchange among the campus community and with the state, nation, and world.

PHASE 2 EXPANDS ON GOALS

As the campus moves into phase two of its 2030 plan, it will expand on first-phase goals by identifying specific and measurable tasks and metrics.

Leadership plans to finalize that second phase later in the fall semester.

“This approach has meant including units engaged in activities such as academics, research, operations, planning, engagement, athletics, and student life,” Stratis Giannakouros, director of the Office of Sustainability and the Environment, said in a statement.

‘Ambitious and forward-looking’

Sen. Joe Bolkcom, D-Iowa City, who serves as outreach and community education director for the UI Center for Global and Regional Environmental Research, told The Gazette the new goals are “ambitious and forward-looking.”

“The new goals will engage students and research faculty to help build a sustainable path for the campus and broader community,” he said.

The university recently made big news on the utilities front by entering a $1.165 billion deal with a private French company to operate its utility system for 50 years. The deal nets the university a massive upfront lump sum it can invest and pull from annually. It gives the private operator decades of reliable income.

And the university, in making the deal, mandated its new provider pursue ambitious sustainability goals — promising to impose penalties if it failed to do so.

In a multitype branching process, it is assumed that immigrants arrive according to a nonhomogeneous Poisson or a generalized Polya process (both processes are formulated as a nonhomogeneous birth process with an appropriate choice of transition intensities). We show that the renormalized numbers of objects of the various types alive at time $t$ for supercritical, critical, and subcritical cases jointly converge in distribution under those two different arrival processes. Furthermore, some transient moment analysis when there are only two types of particles is provided. AMS 2000 subject classifications: Primary 60J80, 60J85; secondary 60K10, 60K25, 90B15.

In this paper, we provide some topological criteria for the Poisson Dixmier-Moeglin equivalence for $A$ in terms of the poset $({ m P. spec A}, subseteq)$ and the symplectic leaf or core stratification on its maximal spectrum. In particular, we prove that the Zariski topology of the Poisson prime spectrum and of each symplectic leaf or core can detect the Poisson Dixmier-Moeglin equivalence for any complex affine Poisson algebra. Moreover, we generalize the weaker version of the Poisson Dixmier-Moeglin equivalence for a complex affine Poisson algebra proved in [J. Bell, S. Launois, O.L. S'anchez, and B. Moosa, Poisson algebras via model theory and differential algebraic geometry, J. Eur. Math. Soc. (JEMS), 19(2017), no. 7, 2019-2049] to the general context of a commutative differential algebra.

The dissociation number of $G$, denoted by $psi(G)$, is the cardinality of a maximum dissociation set. A subcubic tree is a tree of maximum degree at most 3. In this paper, we give the lower and upper bounds on the dissociation number in a subcubic tree of order $n$ and show that the number of maximum dissociation sets of a subcubic tree of order $n$ and dissociation number $psi$ is at most $1.466^{4n-5psi+2}$.

Distributed Stabilization by Probability Control for Deterministic-Stochastic Large Scale Systems : Dissipativity Approach. (arXiv:2005.03193v1 [eess.SY])

By using dissipativity approach, we establish the stability condition for the feedback connection of a deterministic dynamical system $Sigma$ and a stochastic memoryless map $Psi$. After that, we extend the result to the class of large scale systems in which: $Sigma$ consists of many sub-systems; and $Psi$ consists of many "stochastic actuators" and "probability controllers" that control the actuator's output events. We will demonstrate the proposed approach by showing the design procedures to globally stabilize the manufacturing systems while locally balance the stock levels in any production process.

Method for efficient control signaling of two codeword to one codeword transmission

In a wireless communication system, a compact control signaling scheme is provided for signaling the selected retransmission mode and codeword identifier for a codeword retransmission when one of a plurality of codewords being transmitted over two codeword pipes to a receiver fails the transmission and when the base station/transmitter switches from a higher order channel rank to a lower order channel rank, either by including one or more additional signaling bits in the control signal to identify the retransmitted codeword, or by re-using existing control signal information in a way that can be recognized by the subscriber station/receiver to identify the retransmitted codeword. With the compact control signal, the receiver is able to determine which codeword is being retransmitted and to determine the corresponding time-frequency resource allocation for the retransmitted codeword.

Apparatus and method for optical transmission of serial data using a serial communications port

Accessory for a laptop computer with LCD display which is connected to the laptop serial communications port and optically transmits data to a portable information device, such as a wristwatch designed to receive data as sequential pulses of light. The accessory includes a microcomputer with an RC timebase which is calibrated each time it is used by a special internal program, so that the input baud rate to the accessory matches the communications baud rate of the data received from the laptop. The internal program also permits selection of an output baud rate for the optically transmitted data.

Systems and methods for imaging within depth layers of a tissue include illuminating light rays at different changing wavelengths (frequencies), collimating illuminated light rays using a collimator, and splitting light rays using a beam splitter, such that some of the light rays are directed towards a reference mirror and some of the rays are directed towards the tissue. The systems and methods further include reflecting light rays from the reference mirror towards the imager, filtering out non-collimated light rays reflected off the tissue by using a telecentric optical system, and reflecting collimated light rays reflected off the tissue towards the imager, thus creating an image of an interference pattern based on collimated light rays reflected off the tissue and off the reference mirror. The method may further include creating full 2D images from the interference pattern for each depth layer of the tissue using Fast Fourier transform.

A method and system are provided for determining a condition of a selected region of epithelial and stromal tissue in the human breast. A plurality of measuring electrodes are used to measure the tissue and transepithelial electropotential of breast tissue. Surface electropotential and impedance are also measured at one or more locations. An agent may be introduced into the region of tissue to enhance electrophysiological characteristics. The condition of the tissue is determined based on the electropotential and impedance profile at different depths of the epithelium, stroma, tissue, or organ, together with an estimate of the functional changes in the epithelium due to altered ion transport and electrophysiological properties of the tissue. Devices for practicing the disclosed methods are also provided.

The circuitry relies on filtering to produce a usable digital signal at very low power consumption. A pair of soft tissue instruments which provide a combination edge profile allowing a single tool to break up fibrous adhesions and massage damaged tissues in order to restore healthy function to muscles, tendons, ligaments and nerves that have been affected by inflammation, injuries or various traumas. The combination edge profile is formed by a double wide radius following the full thickness of the tool similarly as a spherically blunted tangent ogive, including a nose radius covering around 90 degrees of the curved edge; the double specific radius sharpness angle varying from 1 degree near the full tool thickness of the instrument up to around 50 degrees as an average, but reaching around 90 degrees just when it reaches the much smaller tip edge radius.

Method and system for preparing soft tissue for grafting, enhancing grafting results, and grafting autologous fat and adipocyte derived stem cells to soft tissue such as the breast and other tissue defects

A method is disclosed for preparing a soft tissue site, and augmenting the soft tissue site, such as the breast(s), scar, depression, or other defect, of a subject through use of devices that exert a distractive force on the breast(s) and grafting of autologous fat tissue such as domes with sealing rims for surrounding each of the soft tissue site and a regulated pump. The method for preparing the soft tissue site, and enhancing fat graft results, entails application of the distracting force to the targeted soft tissue site at least intermittently for some period of time and preferably several weeks prior to the graft procedure. A related aspect of the invention includes following the preparation steps by transfer of fat from other areas of the subject to the subject's soft tissue site, and then reapplication of the distractive force to the soft tissue site that received the autologous fat graft. Alternatively, fat from genetically related sources may be used, and the fat may be further processed prior to injection. Substantial soft tissue augmentation, high rates of graft survival and negligible graft necrosis (data demonstrating 80% survival and only 20% necrosis is presented) or calcification result from the practice of these methods.

The method includes determining, at the open-access node, whether uplink interference from a mobile entity is above a threshold. The method includes adjusting a transmission power to trigger a hand-in of the mobile entity in response to determining the uplink interference is above the threshold. The method includes handing-in the mobile entity from a first cell in response to adjusting the transmission power. The method includes redirecting the mobile entity to a second cell different from the first cell.
