I am absolutely thrilled that the Johnson County Board of Supervisors finally has both a person of color and a female majority on the board.

Why?

Because women make decisions and guide communities in totally different ways than men do. Women have a unique ability to communicate with those who need to be heard and to understand multiple sides of any argument.

Because our entire community needs to be represented on our Board of Supervisors. In Johnson County we have a vibrant, diverse, exciting community with the potential to come together to improve the lives of all our citizens and our community.

Because by including representatives from our entire community on our governing boards, those voices have the potential to be heard, and acted upon. This is the best way for us to hear the voices of all our diverse community. Yes, there are more voices to be heard and future elections will make that difference. We have come a long way from the times when every board member was a white male. Let’s keep going!

COVID-19 is a brutal villain, infecting millions and taking more than 185,000 lives worldwide, just over 100 of which were Iowans at the time of this writing. In the face of this, Iowans are showing the strength of their character. Individual acts of courage have become everyday occurrences. Nowhere is this truer than in our state’s long-term care centers.

The threat facing those in long-term care is unprecedented. Because many who are infected remain asymptomatic, efforts to prevent the virus from being introduced into facilities has proved difficult. Once the virus is introduced, it is hard to impede its spread — and virtually impossible without enhanced testing capabilities and more personal protective equipment (PPE) than we have access to today.

Long-term care providers have taken unprecedented steps to protect their residents, including prohibiting non-essential visitors in early March. Unfortunately, even with these measures and following guidance from the Centers for Medicare and Medicaid Services, the Centers for Disease Control and Prevention and other public health officials, more than 3,600 long-term care facilities nationwide have been impacted by the virus, including 13 in Iowa.

Yet, in the face of this challenge, our long-term care workers are performing with a valor we have not seen during peacetime in a generation; maybe two.

While many of us are hunkered down in our homes teleworking and spending time with our families, these caregivers are leaving their families to provide care for the loved ones of others. What these caregivers are doing and what they are sacrificing is remarkable. We owe them our gratitude, and we owe them our best efforts to address their critical needs.

Adequate PPE and routine testing for long-term care are paramount. While there has been significant attention paid to providing hospitals with PPE, it is imperative we not overlook those working in long-term care.

More than 70% of long-term care facilities nationwide report they lack enough PPE. This not only puts our caregivers at risk, it also puts the people they care for at greater risk. Preventing the introduction of the virus and containing its spread in nursing homes and assisted living facilities is one of the most important things we must do to relieve pressure on hospitals now.

Testing is a critical area where more support is needed. There are protocols in place to limit the spread of the virus once it is in a facility, including establishing isolation wings where those who have the virus are kept apart from the rest of the residents and are cared for by staff who do not interact with those in the rest of the building. But the virus leaves many of those infected without symptoms, these steps cannot be effectively implemented without broader testing.

We applaud Gov. Kim Reynolds’ recent action to broaden testing for some of Iowa’s long-term care staff. Equally important is the plan to address potential staff shortages which may result from expanded testing. Since a test result only captures an individual’s infection status for a fixed period of time, long-term care staff and residents must be prioritized at the highest level to receive ongoing testing to effectively identify infections and respond as early as possible.

Those one the front lines of this fight need the tools to confront, contain and ultimately defeat the virus. There is reason to be hopeful. Even though residents of long-term care are particularly at risk, most recover from the virus. Caregivers can do even more amazing work if we get them the tools they need: protective equipment, testing and staffing.

It is time to rally around our long-term care residents and staff, and give them the support they need and deserve.

Another day, another devastating new uptick in Iowa’s COVID-19 figures.

Several times in the past few weeks, Gov. Kim Reynolds has announced a new daily high in Iowa’s positive COVID-19 tests or deaths. On Tuesday, yet another striking record — 19 deaths in a 24-hour period, or nearly 10 percent of the state’s total COVID-19 deaths to date.

For a governor who says she is staking her pandemic response on data and metrics, those grim numbers don’t seem to weigh heavily on Reynolds’ decision-making.

“The fact is we can’t prevent people from getting the COVID-19 virus,” Reynolds said at her Tuesday news conference. “If we weren’t testing in these areas, people would still have the virus and without being tested, diagnosed and isolated it could spread even further.”

In one breath, Reynolds tells Iowans we are helpless to stop the virus’s spread. In the very next breath, she explains how testing and isolation can help prevent the spread.

It’s just one example of the confusing guidance Iowans are getting from the governor and her team. Iowans looking for answers about how to protect themselves and their families are finding seemingly conflicting answers.

They report we have reached the peak, only to backtrack. They say we’re in this together and there’s a statewide plan to confront the outbreak, but then they tell us it’s really about “personal responsibility.” They tell us to stay home as much as possible, then pivot to emphasizing the need for people who feel sick to stay home.

Sometimes, it almost feels as if Reynolds is blaming Iowans for getting sick.

Early on, Reynolds used a regional strategy to track the virus, based on factors such as hospitalizations and health care resources in six multicounty regions across the state. That approach has been brushed aside with little explanation to the public.

Instead, Iowa now has “open” and “closed” counties — 22 where significant restrictions remain intact, and 77 where businesses can open in a limited manner. After less than a week under the county-by-county strategy, there are early signs that the 77 counties are seeing an uptick in confirmed COVID-19 cases.

• Gov. Reynolds is disrupting her own virus response plan

Reynolds’ response in this phase of the pandemic is just as crucial as the initial phase, to prevent a deadlier wave. Shifting to the personal responsibility path also decentralizes leadership, which creates more uncertainty.

If Iowa’s “open” counties see a surge, will Reynolds relent and reimpose restrictions?

We have reason to doubt it. Just this week, Reynolds co-authored a Washington Post guest column with other governors, arguing “our approach worked.”

In Reynolds’ mind, she has already defeated the virus, so she’s retreating from the fight. That’s bad news for Iowans who are still very much on the front lines of this pandemic.

As most of us have spent the past two months in quarantine to flatten the curve of the COVID-19 pandemic, we recognize this unexpected crisis has dramatically changed our lives, country, economy and even our freedoms.

Just as the 9/11 terrorist attacks on the twin towers reframed and reshaped our national approach to security, this pandemic will have long-reaching effects on the way we interact with others at work, play and even how we worship from here on.

Make no mistake, COVID-19 is not finished with us. Even as it subsides in many states, we are being warned that it will resurge in the fall and winter months. Many lives and our economic stability will depend on elected officials’ ability to set aside the politics-as-usual, I-win-you-lose attitude.

These new times call not only for a Congress with a no-nonsense, solution-driven mind-set but members with the right experience and expertise. Among all of the candidates running to succeed Rep. David Loebsack, my life has uniquely prepared me for the challenges ahead to effectively protect us while minimizing the inevitable financial burden and social disruption.

I understand what it means to grow up in a working-class family and to work hard to achieve goals. I grew up as one of eight children of a father who was a U.S. Air Force enlisted man and a mother who had a general education degree. After being badly burned in an accident, I decided I would become a doctor.

If you own an AirPort base station, you can use the Timed Access feature to control the days and times when users access the Internet. This could come in handy in a variety of situations. For example, if you own a cafe and provide free wi-fi access, you can configure the AirPort to block all access to the Internet when your business is closed. And if you have children, you can set time limits for specific devices in your home.

There are two ways to use the timed access feature. You can create a default allow policy to allow all devices to access the Internet at any time, and then specify custom schedules for specific devices. Or you can create a default deny policy to prevent all devices from accessing the Internet according the schedule you specify, and then exempt specific devices by creating custom schedules.

Here's how to control AirPort network access with time limits:

1. Open the AirPort Utility application. (It's in Applications → Utilities.) The window shown below appears.
   
   
2. Click the AirPort Extreme's icon. The status pop-up window appears.
   
   
3. Click Edit. The settings window appears.
   
   
4. Select the Network tab. The window shown below appears.
   
   
5. Select the Enable Access Control checkbox.
   
   
6. Click Timed Access Control. The window shown below appears.
   
   
7. Select the Unlimited (default) option. By default, this allows all of the devices connected to your AirPort to access the Internet all day, every day, but you can change this to block Internet access for all devices (except the ones you specify later) during the times you set.
   
   
8. If you'd like to limit the days and times that a specific device can access the Internet, click the + button under the Wireless Clients field. The window shown below appears.
   
   
9. Enter a name for the device in the Description field.
   
   
10. Enter the device's MAC address in the MAC Address field. You can use the following tutorials to find the device's MAC address.

11. Use the + button under the Wireless Access Times field to create a schedule for this device's Internet access.

At the turn of the 20th century, a vaccine had been developed for smallpox, a virus that killed millions in the 1800s. Those who survived the disease were often left badly scarred or blind.

The vaccine’s protection, though, lasted only five years and had to be renewed. And people forgot to do that, leading to occasional epidemics, including a serious outbreak on the Meskwaki Settlement near Tama.

In February 1901, three dozen Iowa communities reported smallpox outbreaks. When Des Moines reported 200 smallpox cases in late February, the mayor closed the schools and prohibited public gatherings. Still, no one died. That would not be the case at the Meskwaki Settlement.

On Oct. 22, 1901, an area resident told Dr. Benjamin Thompson of Tama, “I believe the Indians have the smallpox.”

Thompson went to the nearby Meskwaki Settlement, home to 309 people, to investigate.

He learned that an Indian from the Winnebago tribe had visited the settlement Sept. 23. He had become ill, but no doctor was called and he continued meeting with tribe members.

Two weeks later, the Meskwaki were becoming ill.

Thompson went back to the settlement with Dr. George Carpenter of Toledo. The first wickiup they visited had four active smallpox cases and three people recovering from the virus. Two Meskwaki who’d lived there had died.

The doctors found another five cases and were told of two other deaths.

The doctors that night reported to a joint meeting of the boards of health in Tama, Toledo and Montour.

William Malin, the Interior Department’s Indian agent for the settlement, insisted there was no problem. But after another medical visit to the settlement, the three cities quarantined themselves.

By Nov. 2, 70 Meskwaki had smallpox, and nine members of the tribe had died. Two weeks later, the totals had risen to 90 Meskwaki with smallpox and 35 deaths.

To complicate matters, the Meskwaki declined offers to go to the hospital, they refused smallpox vaccinations and they refused to stay on the settlement. If they became sick, they would hide from the doctors.

The Tama Herald reported, “It looks as though the disease must run its course through the tribe, carrying off the aged and the infirm and weakening the constitution of those who may survive.”

The Iowa governor appealed to Interior Secretary Ethan Hitchcock for authority to enforce the quarantine among the Meskwaki. Hitchcock complied, giving the state the authority to “take any necessary action.”

National Guard hospital tents and cots were shipped to the settlement. The Meskwaki were vaccinated, and they acquiesced to the quarantine.

The local towns began raising money for medicines and provisions not covered by the federal government.

Meanwhile, Congress appropriated $50,000 — more than $1 million in today’s dollars — to eradicate smallpox on the settlement. The bill gave the Interior Department the authority to quarantine the village and, if necessary, burn Meskwaki wickiups and clothing to halt the contagion.

The state of Iowa chipped in another $7,000 to burn the clothing, blankets, wickiups and other property belonging to the Tama tribe and to provide replacements for the Meskwaki.

The money paid for disinfectants — formaldehyde gas and corrosive sublimate fluid — to bathe tribal members and their dogs. Members of the tribe were forced to move to a camping ground while their village was decontaminated.

Malin, the Indian agent, reported to the Interior Department it took seven days to clean and renovate “the Indian camp.”

“During this process, a large number of the wickiups, where the disease had been prevalent, also large quantities of clothing, bedding and other infected property, were committed to the flames and new goods of similar character supplied,” he reported.

“Twenty-four new board houses, built of good lumber, and some 2,700 square yards of very heavy duck for tents, to those who preferred tents to houses, were given in lien of the wickiups destroyed. ... The Indians emerged from the trying ordeal through which they had passed and came out into the world again, after having been confined to the limited area of their camping grounds ... with a higher and better conception of the white man’s civilization.”

That assessment aside, the Meskwaki Settlement survived and grew. It now covers 8,000 acres and is home to 800 of the tribe’s 1,300 members.

It wasn’t until 1980 that smallpox was declared eradicated worldwide.

The City of Cedar Rapids Thursday morning issued a drinking water boil order for portions of southwest Cedar Rapids.

A rupture in a water main feeding the Bowling Street Booster Station and C Street Water Tower caused a loss of pressure, which created the potential for bacteria contamination to occur, according to a news release.

The two affected areas are bounded by these streets:

• For the first area, Schaeffer Drive SW east to C Street SW and 19th Avenue SW south to Highway 30.

• For the second area, Sixth Street SW east to J Street SW and 29th Avenue south to 36th Avenue SW.

The city is advising affected residents to:

1) Bring water to a boil

2) Let it rapidly boil for at least 1 minute

3) Allow to cool completely before consuming

The boil order should be lifted or extended by 1 p.m. Sunday, after repairs are complete, pressure is restored, flushing has occurred, chlorine levels have been monitored and two consecutive sets of bacteria samples have been collected for analysis, the city stated.

Water is safe to consume in all other areas of Cedar Rapids.

Vice President Mike Pence owes Iowans more than a photo-op when he visits Des Moines today, according to Joe Biden’s campaign.

“Iowans are seeing up close the most consequential failure of government in modern American history,” said Kate Bedingfeld, spokeswoman for the former vice president and presumptive Democratic presidential nominee.

“With nearly 300,000 Iowans filing for unemployment, rural hospitals on life support, Latino communities disproportionately suffering and workers on the job without sufficient protection, Mike Pence owes Iowans more than a photo-op — he owes them answers,” she said.

Pence, head of the White House coronavirus task force, is scheduled to meet with Iowa Gov. Kim Reynolds and U.S. Sens. Chuck Grassley and Joni Ernst, all Republicans, as well as with faith, farm and food production leaders.

Pence will talk to faith leaders about how they are using federal and state guidelines to open their houses of worship in a safe and responsible manner.

Later, he will go to Hy-Vee’s headquarters in West Des Moines for a roundtable discussion with agriculture and food supply leaders to discuss steps being taken to ensure the food supply remains secure.

Pence has called Iowa a “success story” in its response to the COVID-19, but Bedingfeld said the Trump administration failed to protect Iowa families from the virus that has claimed the lives of 231 Iowans.

“From devastating losses across the state, at meatpacking plants to rural communities, one thing is clear — it’s Iowans and the American people who are paying the price for the Trump administration’s denials and delays in response to this pandemic,” she said.

“Instead of listening to our own intelligence agencies and public health experts, Donald Trump was fed dangerous propaganda from the Chinese Communist Party — and he bought it,” she said. “Iowans deserve better — they deserve Joe Biden.”

For his part, Grassley said he welcomes the discussion with Pence.

“There’s much work to be done, and the pandemic is disrupting all of our communities,” Grassley said. “It’s important to hear directly from those who help feed the nation and the world.”

A man suspected of a workplace shooting last month at a vinyl window manufacturer in southwest Cedar Rapids turned himself into authorities Friday.

Jamal Devonte Edwards, 26, has been wanted since two men were shot at Associated Materials, 3801 Beverly Rd. SW, the morning of April 9.

Cedar Rapids police had indicated Edwards was wanted in particular for the shooting of Mark Robertson, 36.

Edwards faces charges of attempted murder, intimidation with a dangerous weapon, going armed with intent and willful injury.

The U.S. Marshals Service helped locate Edwards, distributing a photo of Edwards along the Gulf Coast. He was located in Mobile, Ala. when his father brought him to the Mobile police department so he could turn himself in, according to a Cedar Rapids police news release.

The April 9 shooting was reported at 5:03 a.m. after two employees were shot at Associated Materials. Both suffered non-life-threatening injuries, police said.

Police said at the time it appeared the shooter knew the two men.

Shawn Hardy, senior vice president of integrated products for Associated Materials, confirmed Edwards worked at the Cedar Rapids business, which gave him access to the building, but said he had been employed through a temp agency.

11 a.m. Iowa sees 214 more positive tests for coronavirus

The Iowa Department of Public Health on Saturday reported nine more deaths from COVID-19, for a total of 252 since March 8.

An additional 214 people tested positive for the virus, bringing the state’s total to 11,671.

A total of 71,476 Iowans have been tested for COVID-19, the department reported.

With Saturday’s new figures from the Department of Public Health, these are the top 10 counties in terms of total cases:

• Polk — 2194

• Woodbury — 1554

• Black Hawk — 1477

• Linn — 819

• Marshall — 702

• Dallas — 660

• Johnson — 549

• Muscatine — 471

• Tama — 327

• Louisa — 282.
