GUBIO, Nigeria — Unrelenting price rises and a brutal insurgency had already made it hard for Nigerians in northeastern Borno State to feed their families. When a dam collapsed in September, flooding the state capital and surrounding farmland, many people ran out of options. Now they queue for handouts in camps for those displaced by fighting between extremist Boko Haram rebels and the military. When those run out, they seek work on local farms where they risk being killed or raped by local bandits. "I can't even cry anymore. I'm too tired," said Indo Usman, who tried to start again in the state capital Maiduguri, rearing animals for the two annual Muslim holy days, after years of repeatedly fleeing rebel attacks in rural Borno. The flood washed that all away, driving her, her husband and their six children to a bare room at Gubio, an unfinished housing project about 96 km northwest of Maiduguri that has become a displacement camp. Torrential rains and floods in 29 of Nigeria's 36 states this year have destroyed more than 1.5 million hectares of cropland, affecting more than 9 million people, according to the Food and Agriculture Organization of the United Nations. Climate change is a factor, as is Nigeria's poorly maintained or non-existent infrastructure as well as vulnerabilities caused by the weakening Naira currency and the scrapping of a government fuel subsidy. The cost of staples like rice and beans has doubled, tripled or even quadrupled in a year, depending on location — an unmanageable shock for millions of poor families. Mass kidnappings for ransom in the northwest and conflict between farmers and pastoralists in the central belt, traditionally the nation's bread basket, have also disrupted agriculture and squeezed food supplies. 'Hungriest of the hungry' Roughly 40% of Nigeria's more than 200 million people live below the international poverty line of $2.15 per person per day, the World Bank estimates. Already, 25 million people live in acute food and nutrition insecurity - putting their lives or livelihoods in immediate danger, according to a joint analysis by the government and U.N. agencies. That number is expected to rise to 33 million by next June-August. "The food crisis in Nigeria is immense because what we are seeing is a crisis within a crisis within a crisis," said Trust Mlambo, head of program for the northeast at the World Food Program, in an interview with Reuters in Maiduguri. With international donors focused on emergencies in Gaza, Ukraine and Sudan, Mlambo said there was not enough funding to fully meet Nigeria's growing need for food aid. "We are really prioritizing the hungriest of the hungry," he said. In Borno, the Alau dam, upriver from Maiduguri, gave way on Sept. 9, four days after state officials had told the public it was secure. Local residents and engineers had been warning that it was under strain. Hundreds of people were killed in the resulting flood, according to aid workers who did not wish to be identified for fear of offending the state government. A spokesperson for the state government did not respond to requests for comment. Zainab Abubakar, a self-employed tailor in the city who lived in relative comfort with her husband and six children in a house with a refrigerator, was awoken at midnight by water rushing into her bedroom. They ran for their lives while the flood destroyed their house and carried everything away, including her sewing machine. Now, they are sheltering at Gubio and collecting rice from aid agencies in a plastic bucket. "There is no alternative," she said. In Banki, on Nigeria's border with Cameroon about 133 km southeast of Maiduguri, Mariam Hassan lost crops of maize, pepper and then okra in repeated flooding of her subsistence farm this year, leaving her with nothing to eat or sell. "I beg the neighbors or relatives to give me food, not even for me but for my children, for us to survive," said Hassan, who has eight children. "The situation has turned me into a beggar."

Tehran, Iran — International Atomic Energy Agency chief Rafael Grossi was to hold talks with top Iranian officials Thursday on Tehran's nuclear program, a week after Donald Trump's re-election as US president. During his first term in the White House from 2017 to 2021, Trump was the architect of a policy called "maximum pressure," which levied against Tehran biting sanctions that had been lifted through a landmark nuclear agreement in 2015. Grossi, who is the director general of the UN agency, arrived at Tehran airport on Wednesday evening and was greeted by Behrouz Kamalvandi, the spokesman for the Atomic Energy Organization of Iran (AEOI). Grossi is set to meet Thursday in Tehran with AEOI chief Mohammad Eslami as well as Foreign Minister Abbas Araghchi, who was chief negotiator in the nuclear talks between Tehran and the major powers that resulted in the 2015 deal formally called the Joint Comprehensive Plan of Action. The deal, reached after 21 months of negotiations between Iran and world powers, gave Tehran sanctions relief in exchange for curbs on its nuclear program to guarantee that it could not develop a nuclear weapon -- something it has always denied wanting to do. Three years later, then-president Trump unilaterally withdrew the United States from the agreement and reimposed heavy sanctions against Iran. Search for solutions A year later, Iran started to gradually roll back its commitments to the nuclear deal, which only allowed Tehran to enrich uranium to 3.65% purity. The IAEA says Iran has considerably increased its reserves of enriched uranium to 60%, close to the 90% needed to develop an atomic bomb. The head of the IAEA "will do what he can to prevent the situation going from bad to worse" given the significant differences between Tehran and Western capitals, analyst Ali Vaez, an Iran expert for the Crisis Group, a U.S.-based think tank, told AFP. "The one who left the agreement was not Iran, it was America," Iran's government spokeswoman Fatemeh Mohajerani said on Wednesday. "Mr. Trump once tried the path of maximum pressure and saw that this path did not work." Grossi's visit comes only two days after the defense minister of Iran's arch enemy Israel warned that the Islamic republic was "more exposed than ever to strikes on its nuclear facilities." The two countries have exchanged missile fire in recent months in a context of high tensions in the Middle East due to the war waged by Israel in the Gaza Strip against Hamas and in Lebanon against Hezbollah, two militant groups allied with Iran. Trump's return to the White House in January also raises fears of rising tensions between Iran and his country. "The margins for maneuver are beginning to shrink," Grossi warned in an interview with AFP on Tuesday, adding that "it is imperative to find ways to reach diplomatic solutions." Religious decree Grossi has said that while Iran does not have any nuclear weapons at this moment in time, it does have plenty of nuclear materials that could be used eventually to make a weapon. Iranian President Masoud Pezeshkian, who came to office in July with hopes of improving ties with the West and having sanctions lifted, favors a revival of the nuclear deal. But all efforts to get the nuclear agreement off life support have so far failed. The IAEA chief has repeatedly called for more cooperation from Iran. In recent years, Tehran has decreased its interaction with the UN agency by deactivating surveillance devices needed to monitor the nuclear program and effectively barring its inspectors. The foundations of Iran's nuclear program date back to the late 1950s, when the United States signed a civil cooperation agreement with Iran's then-Shah Mohammad Reza Pahlavi. In 1970, Iran ratified the Non-Proliferation Treaty (NPT), which requires signatory states to declare and place their nuclear materials under the IAEA control. But with Iran threatening to hit back at Israel for its latest missile strikes, some lawmakers in the Islamic republic have called on the government to revise its nuclear doctrine to pursue nuclear weapons. The parliamentarians called on supreme leader Ayatollah Ali Khamenei, who wields ultimate authority in Iran, to reconsider his long-standing religious edict or fatwa banning nuclear weapons. The Islamic republic has maintained its policy against acquiring nuclear weapons, insisting its nuclear activities are entirely peaceful.

ISLAMABAD: The Ministry of Mari­time Affairs has prepared the draft of a new shipping policy, which includes provisions aimed at providing financial sec­u­rity to the owners of registered ships.

‘Pakistan Shipping Policy 2024’ will replace Pakistan Merchant Marine Policy 2001, as well as the amended version of 2019. The ministry organised a workshop of stakeholders on Wednesday to discuss the draft of the new shipping policy.

Maritime Affairs Secretary Syed Zafar Ali Shah, chairpersons of port authorities, senior officials of the maritime affairs ministry and stakeholders from the private sector participated in the workshop.

The policy makes it possible by legislation to furnish a bond of adequate amount to owners of any registered ship if it is detained or seized for any reason within the territorial jurisdiction of Pakistan, and it should be within 24 hours after taking the surety bond.

The secretary of maritime affairs informed participants of the workshop that the Shipping Policy 2024 has been made in accordance with the standards and rules of the International Maritime Organisation.

It was noted that the government should ensure that if the case is settled, the bail bonds are returned within one month.

In this regard, a help desk should also be established within the ministry of maritime affairs and special courts related to maritime affairs should also be set up having powers equal to high courts.

The draft proposes that the newly registered Pakistani shipping company will pay $0.75 per gross registered tonnage for five years, while currently the Pakistan National Shipping Corporation (PNSC) is paying $1 per gross registered tonnage on its revenue.

The rebate of $0.25 to new companies is likely to encourage domestic and national investors to show interest in maritime industry.

The draft has proposed that the registered Pakistani shipping companies would be allowed to seek financing from foreign financial institutions and banks.

A proposal to grant tax exemption for 10 years to new foreign shipping companies was brought forward by the participants of the workshop, and they stressed for assistance by state authorities to Pakistan shipping companies in opening foreign currency accounts.

TEHRAN: International Atomic Energy Agency chief Rafael Grossi arrived in Iran on Wednesday for discussions on Tehran’s nuclear programme, a week after Donald Trump’s election as the new US president.

Grossi, who is the director general of the UN agency, was greeted on Wednesday evening at the airport by Behrouz Kamalvandi, the spokesman for the Atomic Energy Organisation of Iran or AEOI.

European powers pushing for resolution against Iran at IAEA

‘Comprehensive report’

European powers are pushing for a new resolution against Iran by the UN atomic watchdog’s board to pressure Tehran over its poor cooperation, diplomats say.

Such resolutions risk further diplomatic tension with Iran. The resolution would task the IAEA with issuing a so-called “comprehensive report” on Iran’s nuclear activities in addition to its regular quarterly ones, which would describe in more detail and put further focus on problem areas like Iran’s continued failure to explain uranium traces found at undeclared sites.

The aim is to force Iran back to the negotiating table to agree new restrictions on its nuclear activities in exchange for sanctions relief.

“Our concerns about Iranian nuclear activity are well known. It feels a natural point to be asking the IAEA for a thorough report. That then provides a basis to deal with Iranian behaviour,” a European diplomat said, one of five who said France, Britain and Germany are pushing for a resolution.

The United States has not been the driving force behind the resolution but is still expected to back it, as happened with the last resolution against Iran in June, diplomats said. The European powers seeking a resolution, known as the “E3”, are discussing the draft with the outgoing US administration.

AFTER Pakistan floated the idea of ‘climate diplomacy’ to tackle cross-border pollution in light of smog which has engulfed vast tracts of India and Pakistan, a US official indicated on the sidelines of COP29 that the White House may throw its weight behind any initiative taken in this regard.

Last month, Punjab Chief Minister Maryam Nawaz expressed her government’s intention to approach India to jointly counter the air pollution, which mostly comes from vehicular and industrial emissions, and is exacerbated in winter due to stubble burning.

Talking to Dawn on the sidelines of COP29 in Baku, Ali Zaidi — national climate adviser to the Biden administration — said the US was “100 per cent supportive” of partnership-based approaches to tackle problems that cannot be solved in isolation.

“In the US, we have this thing called the ‘good neighbour rule’, which governs smog. It actually was developed when we witnessed exactly this phenomenon in the US. So you know when it comes to cross-border pollution and cross-border issues, we are 100pc suportive of partnership-based approaches to tackle problems that cannot be solved on their own,” he said in response to a question about smog, which has made life unbearable for millions in Pakistan.

The White House official said the US was already active in the Hindu Kush — often referred to as ‘The Third Pole’ for housing the most glaciers in the world outside the polar regions — to better coordinate the mitigation response, because environmental impacts from glaciers do not isolate themselves to one jurisdiction.

“I think the regional solutions are a necessary complement to this sort of multilateral dialogue,” he said, referring to the COP summit.

The adviser said regional cooperation among relevant parties to address climate change would have more impact than putting “another ornament on a 1,000-page document (COP)”.

In response to a question about the failure of the world to help Pakistan after the 2022 floods caused damages to the tune of $30 billion, he said the global community needed to reinvent its approach to rebuilding from disasters, particularly by investing in pre-disaster mitigation.

According to the White House official, the US took a really long time to reengineer its thinking domestically in terms of building resilience into the recovery.

He favoured approaches that ran “consistent with the financial position” of states that needed to do rebuilding, saying there was a need to mobilise more countries to move more capital to help with adaptation and mitigation in these vulnerable countries.

In response to a question about the loan-laden climate finance framework, he said, “If you are targeting projects that have very clear cash flow and a strong counterparty then debt works just fine.”

He agreed some concessionary capital did need to come in depending on the technological aspect, the richness of the resources and the maturity of the market, while referring to India’s solar projects.

Vulnerable areas need significant grant-based aid, but there is still a need to figure out how to monetise risk reduction associated with adaptation finance and that’s why it was difficult to do. These places are going to soak up more grant-based finance, he said.

Speaking about the Trump-led US administration all set to take over from the Biden administration, he appeared optimistic, saying the states in the US will figure out how to provide the policy support even if the federal government stopped being part of it. About the US, he said it should remain part of the dialogue and be the author of the roadmap that will govern the contours of climate finance for decades to come.

Sometimes it takes a little chemical inspiration to send you in the right direction.

Nvidia, Oracle, Google, Dell and 13 other companies reported how long it takes their computers to train the key neural networks in use today. Among those results were the first glimpse of Nvidia’s next generation GPU, the B200, and Google’s upcoming accelerator, called Trillium. The B200 posted a doubling of performance on some tests versus today’s workhorse Nvidia chip, the H100. And Trillium delivered nearly a four-fold boost over the chip Google tested in 2023.

The benchmark tests, called MLPerf v4.1, consist of six tasks: recommendation, the pre-training of the large language models (LLM) GPT-3 and BERT-large, the fine tuning of the Llama 2 70B large language model, object detection, graph node classification, and image generation.

Training GPT-3 is such a mammoth task that it’d be impractical to do the whole thing just to deliver a benchmark. Instead, the test is to train it to a point that experts have determined means it is likely to reach the goal if you kept going. For Llama 2 70B, the goal is not to train the LLM from scratch, but to take an already trained model and fine-tune it so it’s specialized in a particular expertise—in this case, government documents. Graph node classification is a type of machine learning used in fraud detection and drug discovery.

As what’s important in AI has evolved, mostly toward using generative AI, the set of tests has changed. This latest version of MLPerf marks a complete changeover in what’s being tested since the benchmark effort began. “At this point all of the original benchmarks have been phased out,” says David Kanter, who leads the benchmark effort at MLCommons. In the previous round it was taking mere seconds to perform some of the benchmarks.

According to MLPerf’s calculations, AI training on the new suite of benchmarks is improving at about twice the rate one would expect from Moore’s Law. As the years have gone on, results have plateaued more quickly than they did at the start of MLPerf’s reign. Kanter attributes this mostly to the fact that companies have figured out how to do the benchmark tests on very large systems. Over time, Nvidia, Google, and others have developed software and network technology that allows for near linear scaling—doubling the processors cuts training time roughly in half.

First Nvidia Blackwell training results

This round marked the first training tests for Nvidia’s next GPU architecture, called Blackwell. For the GPT-3 training and LLM fine-tuning, the Blackwell (B200) roughly doubled the performance of the H100 on a per-GPU basis. The gains were a little less robust but still substantial for recommender systems and image generation—64 percent and 62 percent, respectively.

The Blackwell architecture, embodied in the Nvidia B200 GPU, continues an ongoing trend toward using less and less precise numbers to speed up AI. For certain parts of transformer neural networks such as ChatGPT, Llama2, and Stable Diffusion, the Nvidia H100 and H200 use 8-bit floating point numbers. The B200 brings that down to just 4 bits.

Google debuts 6th gen hardware

Google showed the first results for its 6^th generation of TPU, called Trillium—which it unveiled only last month—and a second round of results for its 5^th generation variant, the Cloud TPU v5p. In the 2023 edition, the search giant entered a different variant of the 5^th generation TPU, v5e, designed more for efficiency than performance. Versus the latter, Trillium delivers as much as a 3.8-fold performance boost on the GPT-3 training task.

But versus everyone’s arch-rival Nvidia, things weren’t as rosy. A system made up of 6,144 TPU v5ps reached the GPT-3 training checkpoint in 11.77 minutes, placing a distant second to an 11,616-Nvidia H100 system, which accomplished the task in about 3.44 minutes. That top TPU system was only about 25 seconds faster than an H100 computer half its size.

A Dell Technologies computer fine-tuned the Llama 2 70B large language model using about 75 cents worth of electricity.

In the closest head-to-head comparison between v5p and Trillium, with each system made up of 2048 TPUs, the upcoming Trillium shaved a solid 2 minutes off of the GPT-3 training time, nearly an 8 percent improvement on v5p’s 29.6 minutes. Another difference between the Trillium and v5p entries is that Trillium is paired with AMD Epyc CPUs instead of the v5p’s Intel Xeons.

Google also trained the image generator, Stable Diffusion, with the Cloud TPU v5p. At 2.6 billion parameters, Stable Diffusion is a light enough lift that MLPerf contestants are asked to train it to convergence instead of just to a checkpoint, as with GPT-3. A 1024 TPU system ranked second, finishing the job in 2 minutes 26 seconds, about a minute behind the same size system made up of Nvidia H100s.

Training power is still opaque

The steep energy cost of training neural networks has long been a source of concern. MLPerf is only beginning to measure this. Dell Technologies was the sole entrant in the energy category, with an eight-server system containing 64 Nvidia H100 GPUs and 16 Intel Xeon Platinum CPUs. The only measurement made was in the LLM fine-tuning task (Llama2 70B). The system consumed 16.4 megajoules during its 5-minute run, for an average power of 5.4 kilowatts. That means about 75 cents of electricity at the average cost in the United States.

While it doesn’t say much on its own, the result does potentially provide a ballpark for the power consumption of similar systems. Oracle, for example, reported a close performance result—4 minutes 45 seconds—using the same number and types of CPUs and GPUs.

The series has transcended expectations in a huge way

Hydrow, a company that makes smart rowing machines, just announced the Core, a new model that eschews monthly subscription fees. The Hydrow Core Rower features the “same award-winning design” as the original Pro Rower, which we said was positioning itself to be “the Peloton of smart rowing machines.”

Obviously, the hook here is that the Core is a one-and-done purchase with no recurring subscription costs. It still comes with an attached display, which lets users “row through stunning destinations.” All told, this machine offers access to 30 self-paced rows through these exotic locales.

The Core Rower supports unlimited users, which is nice, but there is one major caveat. There’s no subscription, so there’s no access to instructor-led workouts, badges, milestones and other premium features. However, customers can add a membership later for all of that stuff. Hydrow charges $44 per month for a subscription. It could be useful to try it out for a month to see if all of those additional bells and whistles are worth it.

The Hydrow Core Rower is available right now and costs $1,995. This is the exact same price as the flagship Pro Rower. The company also recently released a trimmed down version called the Hydrow Wave. This one is smaller and cheaper, clocking in at around $1,700.

Such resolutions risk further diplomatic tension with Iran. It has retaliated to previous ones and other criticism at the International Atomic Energy Agency's 35-nation Board of Governors by stepping up its nuclear activities and barring top IAEA inspectors, heightening Western concerns about its aims. The resolution would task the IAEA with issuing a so-called "comprehensive report" on Iran's nuclear activities in addition to its regular quarterly ones, which would describe in more detail and put further focus on problem areas like Iran's continued failure to explain uranium traces found at undeclared sites.
