Its typical for any guitar player to want to isolate techniques and work on each one separate from another. For instance, we tend to work on sweep picking, and then when we're finished doing that we'll move on to something like alternate picking. Here's the rub - most professional sounding guitar players will combine such techniques. There are two strong reasons for this. One, it makes playing the advanced stuff on the guitar easier, and two, it gives a guitar player more room for expression.

So in this lesson we're going to work with an outstanding exercise that I use to warm up with personally, that combines two techniques. What are they? alternate picking and economy picking, but with more focus on alternate picking.

One more thing before we get started - I truly believe in the power of limiting yourself to working with just two exercises per technique. One big and one small, and I'll show you exactly how we're going to do that. We're going to build a small exercise, and then gradually turn it into our larger exercise.

The Committee for the Economy held an event at Parliament Buildings today to mark the success of the 'Northern Ireland Year of Food and Drink' initiative. TBILISI, 2 July 2016 – Nearly 300 parliamentarians from 54 OSCE countries have begun debates on political and security affairs, economic and environmental issues and human rights and humanitarian concerns at the OSCE Parliamentary Assembly’s 25th Annual Session in Tbilisi.

The OSCE PA’s three general committees began working on resolutions Saturday dealing with topics including transnational terrorism, the crisis in and around Ukraine, protracted conflicts in Georgia, corruption, energy, climate change, migration and the rights of refugees.

Introducing the resolution to the Committee on Political Affairs and Security, Rapporteur Margareta Cederfelt (MP, Sweden) noted the importance of rebuilding trust and promoting stability in the OSCE region. “Since so many of our common challenges require real multilateral engagement, we as parliamentarians should work together in overcoming these challenges and work towards our mutual security,” she said.

Chaired by U.S. Senator Roger Wicker, the committee debated a number of issues related to the security situation in the OSCE area, with a particular focus on the threat of terrorism and resolving the Ukraine conflict through full implementation of the Minsk Agreements.

In the OSCE PA’s Committee on Economic Affairs, Science, Technology and Environment, chaired by Nilza Sena (MP, Portugal), Rapporteur Marietta Tidei (MP, Italy) highlighted the necessity of addressing climate change and other challenges in the economic and environmental dimension. She noted that 2016 marks not only the OSCE Parliamentary Assembly’s 25th anniversary, but also 25 years since the international community began addressing one of the most challenging environmental concerns of our time.

“In 1991, the Intergovernmental Negotiating Committee held its first meeting to tackle what was already seen at that time as a serious challenge to humanity, the threat of climate change,” Tidei noted. She welcomed the adoption last year of the Paris Climate Agreement and urged its swift implementation by OSCE countries. Other issues touched on by the rapporteur and in the debate included food security, economic inequality and corruption.

The OSCE PA’s Committee on Democracy, Human Rights and Humanitarian Questions opened debate on Rapporteur Gordana Comic (MP, Portugal)’s report and draft resolution, introduced by Committee Chair Isabel Santos (MP, Portugal). The resolution urges a revitalization of the OSCE’s commitment to the human dimension of security at a time when a “crisis of leadership and ideas” is coinciding with a humanitarian emergency related to Europe’s refugee and migrant crisis.

Chaired by Ivana Dobesova (MP, Czech Republic), the committee debated issues including fundamental freedoms in Crimea and humanitarian concerns related to the migration crisis, including the special vulnerabilities of women and girls.

Santos noted that the report and draft resolution do not present a “magic solution” to the challenges of human rights in the OSCE area, but provides a basis for further co-operation. ‘“Together, we can achieve more, and one day we will achieve the solutions,” she said.

Committee meetings continue on 3 July with a number of amendments to consider. After the amendment process and their adoption by the committees, resolutions will be voted on by the full Assembly during the final day of the Annual Session on 5 July, for inclusion in the OSCE PA’s Tbilisi Declaration.

The committee meetings today follow a number of opening speeches Friday, including by Georgian Speaker of Parliament David Usupashvili, President Giorgi Margvelashvili, and Prime Minister Giorgi Kvirikashvili, as well as OSCE PA President Ilkka Kanerva (MP, Finland) and the OSCE’s Chairperson-in-Office, German Foreign Minister Frank-Walter Steinmeier.

Also on Friday, President Kanerva and Foreign Minister Steinmeier met for a bilateral meeting that focused on conflict resolution efforts in Ukraine. They discussed the crisis in and around Ukraine in detail, including the current Russian position on its level of engagement and prospects for implementing the Minsk Agreements.

The need for a risk management system for Tajikistan’s Customs Service and simpler procedures for transparency and accountability are key recommendations of an integrity assessment of the Customs Code, presented to international donors, private and international companies and NGOs by the OSCE Office in Tajikistan on 18 July 2016.

The assessment, which was commissioned by the OSCE Office in consultation with government representatives and international development partners, is the third in a series of assessments to examine the administrative codes and legal acts relevant for international business and cross-border trade in Tajikistan. Previous assessments focused on the Tax Code and different administrative legal acts.

Ambassador Markus Müller, the Head of the OSCE Office in Tajikistan welcomed the positive reception of the current anti-corruption assessment not only by international organizations but also within government circles and confirmed the Office’s readiness to work with all the relevant stakeholders involved.

The presentation of the Customs Code assessment followed a series of practical workshops on anti-corruption assessments for experts from the government and NGOs. During these workshops, participants learned how to identify in legislation provisions that might lead to corruption and draft recommendations to eliminate potentially corruptive provisions in law.

The Customs Code assessment is part of a multi-year initiative by the OSCE Office with the objective of designing a training module on anti-corruption assessment to be included in the mandatory training curricula for civil servants.

More than 40 specialists from Afghanistan, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan completed a training seminar on advanced explosive ordnance disposal on April 20, 2016 in Dushanbe, organized by the OSCE Office in Tajikistan as a part of a multi-year project.

The course, which covered levels one and two of the explosive ordnance disposal curriculum outlined in International Mine Action Standards, was held at the Lyaur Field Training Centre of Tajikistan’s Ministry of Defence. The participants came from national armed forces, national mine action co-ordination authorities and civilian agencies which are directly engaged in addressing explosive hazards threats.

“The second explosive ordnance disposal training cycle is particularly significant as it introduces the mentorship approach to training whereby junior instructors – graduates of the first training cycle implemented in years 2014 and 2015 - are providing training shoulder-to-shoulder with their United States Army Central colleagues to the students from Central Asian and Afghanistan,” said Scott Kearin, Acting Head of the OSCE Office in Tajikistan.

U.S. Ambassador to Tajikistan Elisabeth Millard highlighted the leadership that the Ministry of Defense of Tajikistan has shown in hosting this series of training events. She said: “The need for competent explosive ordnance disposal specialists and trainers is critical for removing landmines and explosive remnants of war that threaten safety and stability in Tajikistan and surrounding countries.” She praised the Tajik Ministry of Defence for hosting a train-the-trainer program that allows them to lead humanitarian mine action programmes in the wider region.

Muhabbat Ibrohimzoda, Director of the Tajikistan National Mine Action Centre, said: “Tajikistan recognizes the present-day threats of explosive hazards and the need to address these challenges throughout the region and on a global level.”

Two separate courses – for Russian speaking and Tajik-Dari speaking groups of students - were facilitated by the OSCE Office in partnership with the United States Army Central and supported by the U.S. Embassy’s Office for Military Co-operation in Dushanbe. They were financed by the U.S. State Department’s Office of Weapons Removal and Abatement.

Since 2009, the OSCE has been supporting the development of co-operative mechanisms on a technical level among states in Central Asia and Afghanistan to address concerns and challenges stemming from explosive hazards.

Good governance in the OSCE area – reinforcing security and stability through co-operation - is the theme of the 2016 OSCE Economic and Environmental Forum. Good governance remains high on the agenda. During the three-days meeting participants will discuss various issues related to good governance, as well as environmental governance as a basis for business climate and sustainable economic development. The Forum Meeting will consider the role of the private sector in fighting corruption and money laundering, evaluate aspects of trade facilitation, as well as migration governance for economic growth, stability and security.

The Concluding Meeting of the Forum will take place on 14-16 September 2016 in Prague and will focus on various aspects of good governance:

 

• Good governance and its impact on business climate and sustainable economic development
• The role of the private sector in fighting corruption, money-laundering and financing of terrorism for strengthening stability and security
• Trade facilitation measures and good governance in supply chains
• Good environmental governance and its impact on economic development, stability and security
• Good migration governance and labour market integration

 

The Meeting will also review the implementation of OSCE commitments relevant to the theme of the 24th Economic and Environmental Forum.

​The Economic and Environmental Forum is the main meeting within the Second Dimension of the OSCE. Its objectives are to identify needs and priorities, to raise awareness, to share best practices and to stimulate deeper political dialogue and the will of the 57 OSCE participating States in dealing with economic, environmental and security related challenges. It also provides a platform for multi-stakeholder dialogue with representatives of International Organizations, the business and academic communities, and civil society.

The 2016 Concluding Meeting builds upon the results stemmed from the two Preparatory Meetings held in Vienna on 25-26 January, and in Berlin on 19-20 May 2016. This year it will examine the level of implementation of OSCE commitments while deepening OSCE’s engagement in the aforementioned areas.

The OSCE Mission to Skopje in close cooperation with the French Embassy is organizing on-site training courses on face recognition for border police officers countrywide. These half-day trainings, to be conducted by a French trainer, will help the border police officers detect impostors and prevent illegal use of documents in order to detect returning freedom-fighters and tackle the phenomenon of cross-border criminality more effectively, especially trans-national organized crime activity, human trafficking and human smuggling.
The first training will be conducted at Deve Bair crossing point, and will also take place at Kjafasan, St. Naum, Medzhitlija, Bogorodica, Dojran, Delchevo and other border crossing points.

Improving the situation of Roma in Ukraine by enhancing co-operation between Roma civil society organizations and national and regional authorities was the focus of a roundtable meeting organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Ministry of Culture of Ukraine in Kyiv on 24 November 2015.

Some 40 participants from Ukrainian national and regional authorities, Roma civil society and the international community, discussed the challenges faced by Roma in the areas of education, employment, housing and policing.

“Further efforts are needed to implement a strong anti-discrimination approach in all policies targeting the integration and protection of Roma and, in particular, of Roma women,” said Mirjam Karoly, ODIHR Senior Adviser on Roma and Sinti Issues. “Measurable progress at the local level can only be achieved if policies are needs-based and have concrete objectives that are matched with measurable indicators and realistic budgets.”

Andriy Vitrenko, Deputy Minister of Culture of Ukraine for European Integration, stated that the Ministry was tasked in 2013to facilitate the implementation of the Strategy on the Protection and Integration of the Roma National Minority into Ukrainian Society up to 2020. “In order to achieve the goals set out in the Strategy, close collaboration among a number of ministries at the national level and good co-ordination with regional and local level authorities are needed.”

During the meeting, the participants emphasized that many Roma lack personal documents, hindering them from exercising their fundamental, social and political rights.

Volodomyr Kondur, Chairperson of the Roma Coalition, said: “We welcome the adoption of national and regional policy documents addressing the problems Roma face, but we want to see effective and sustainable results and ask for ensuring involvement of the Roma civil society in all stages of policy implementation and evaluation.”

The roundtable meeting was organized as a follow-up to ODIHR’s Situation Assessment Report on Roma in Ukraine and the Impact of the Current Crises and in line with the 2003 OSCE Action Plan on Roma and Sinti.

Some 40 national experts took part in a meeting organized by the OSCE Programme Office in Astana and the Charter for Human Rights Public Foundation in Almaty, Kazakhstan on 13 July 2016, on implementing human rights recommendations from UN bodies.

Having reviewed and analysed the recommendations, participants drafted a set of performance indicators to ensure a consistent assessment methodology.

There was particular attention on the mandate of national human rights institutions, fundamental freedoms, reported cases of torture and the principle of non-discrimination. A set of recommendations to relevant institutions will be developed as a result of the event.

The event was held as part of a project on supporting the development of human rights indicators and improving performance assessments of how international standards are implemented in the country.

The OSCE Office in Yerevan, in close co-operation with the Armenian Ministry of Labour and Social Affairs (MLSA), organized a roundtable discussion on the economic integration of migrants in Armenia on 3 June 2016.

The event brought together around thirty representatives from state institutions, including the MLSA, State Migration Service of Armenia’s Ministry of Territorial Administration and Development, Ministry of Economy, Ministry of Diaspora, the Ministry of Education and Science, Ministry of Culture, as well as international organizations and civil society dealing with migration issues.

The increased number of migrants entering Armenia both to seek asylum and to find employment heightens the importance of sound migrant integration policies and legislation. Armenia is among the countries in Europe with the highest per capita ratio of refugees/asylum seekers from Syria, according to government figures. Identifying ways to meet the integration needs of migrants while giving value to their contribution can represent an opportunity to strengthen the existing economic integration mechanisms for the benefit of the entire Armenian economy and society.

“The discussion has provided national agencies with the opportunity to raise their issues of concern regarding the economic integration of migrants, outline their priorities and activities and explore areas of possible co-operation. The results of this event will also contribute to the revision of the policy concept for immigrant integration prepared by the state migration service, which has been submitted to other state bodies for consideration,” said David Gullette, the Democratization Programme Officer at the OSCE Office in Yerevan.

In addition to presenting their activities and discussing ways to improve their co-ordination, the participants underlined the importance of learning from more experienced countries. One of the key recommendations of the roundtable discussion was to approach the international community for support to organize a regional event for exchanging views on best practices in the area of the economic integration of migrants.

The discussion was organized upon the request of the State Employment Service of the Armenian Ministry of Labour and Social Affairs.

A two-day workshop on  ways to improve the recording of hate crimes  was organized on 11 and 12 July in Prishtinë/Priština by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the OSCE Mission in Kosovo and the Kosovo Police.

In addition to reinforcing their understanding of the OSCE’s approach to hate crime, workshop participants identified a series of additional improvements in the way local authorities monitor and record hate crimes. Participants also agreed to establish a permanent national mechanism to co-ordinate hate crime data collection.

"Police recording is the key point of entry for information about hate crimes into the criminal justice system. But, the police cannot operate alone," said Ales Giao Hanek, ODIHR Hate Crime Officer. "Co-ordination between all the agencies concerned is crucial, and political support will be required to make the changes identified and agreed upon by participants."

Workshop participants included Kosovo Police specialists responsible for recording and managing crime statistics from all eight policing districts. Police and Prosecution Service focal points on hate crimes took part, as well as representatives from the Kosovo Judicial Institute.

This workshop follows up on an event held in May 2015, which mapped hate crime data collection in Kosovo.

This week MGM has ramped up the campaign for Daniel Craig's long awaited and highly anticipated fifth James Bond movie, No Time To Die. And as fans are painfully aware, this is actually the film's second campaign. No Time To Die had a whole advertising campaign back at the beginning of this year leading up to a hoped for April release, including many posters and even the much publicized, chart-topping release of the movie's excellent theme song by Billie Eilish. But, as we all know, the global pandemic came along and the April release was scrapped. Since then the film has been set for a November release, though even that has been uncertain given the unpredictable nature of the novel coronavirus. Now it certainly looks like EON, MGM, and distributors United Artists and Universal are doubling down on that November release! The date is proudly proclaimed across this brand new poster (frankly a little uninspired compared to the less typical previous campaign's 1-sheet) and in the brand new second trailer.
