Vibrational tool with rotating engagement surfaces and method

A vibrational tool and method is disclosed, which may be utilized to assist in lowering a drill string into a wellbore. In one embodiment, a reciprocating member and a symmetrical rotating member are mounted within a vibrational tool housing. The reciprocating member is urged in one embodiment by a spring assembly toward the rotating member whereby engagement surfaces on the reciprocating member and rotating member encounter each other. As the rotating member rotates, variable surfaces on the engagement surface cause the reciprocating member to reciprocate as the variable surfaces follow or cam with respect to each other during rotation. The resistance to rotation by engagement surfaces and spring assembly, and mass of the rotating member, result in vibrational forces, when drilling fluid flows through the vibration tool housing.

The Horn of Africa and the Gulf States: Strategic Engagements and Red Sea Geopolitics

Invitation Only Research Event

16 December 2019 - 9:00am to 12:15pm

Chatham House | 10 St James's Square | London | SW1Y 4LE

Event participants

Ambassador Mohamed Ali Guyo, IGAD Special Envoy for the Red Sea, Gulf of Aden and Somalia
Julian Reilly, UK Special Envoy for the Red Sea and Horn of Africa
Parfait Onanga-Anyanga, United Nations Special Envoy for the Horn of Africa
Alexander Rondos, EU Special Representative for the Horn of Africa
Chair: Susan Stigant, Director of Africa Programs, United States Institute of Peace

Over the last five years, the prevailing order in the Horn of Africa has been influenced by increasing engagement from the Gulf states across the Red Sea. Their growing presence has presented governments in the region with significant policy challenges, as they seek to leverage interest and competition to further their own objectives with Gulf players and their allies, while simultaneously navigating the multiple overlapping tensions and disputes that have long marked the Horn region.

Balancing regional and global dynamics will continue to be a considerable challenge for states in the Horn that already have to deal with complex internal development and political and conflict challenges. Interventions by the Gulf states have heightened tensions around internal and cross-border relationships but they have also contributed to reconciliation and have the potential to fuel long-term regional economic integration. Developing a collective action plan and coordinated strategies for engagement on common issues with the Gulf states and along the shared Red Sea arena will enable countries in the Horn of Africa to better meet the challenges and benefits from external interest.

This high-level invitation-only roundtable will bring together the special envoys and representatives for the Horn of Africa and Red Sea, along with expert participants, to analyse regional dynamics and explore options to boost collaboration and burden-sharing towards greater integration, development and more durable peace and security on both sides of the Red Sea.

Central & Eastern Europe and Africa Engagement: Labour Mobility and Policy in East Africa

Research Event

15 January 2020 - 10:00am to 12:30pm

Nairobi, Kenya

Strengthened links between the states of sub-Saharan Africa (SSA) and Central and Eastern Europe (CEE) are emerging marked by growth in diplomatic representation, trade and economic ties and supporting networks.

Against this backdrop, labour migration within and from the CEE and East Africa sub-regions are a key policy area with significant potential for shared learning and cooperation. For both regions, migration trends in recent years have evolved as a result of a diverse range of interactions among public, private and civil society actors and at local, national, regional and international levels. Unpacking such interactions and their political and geographical specificities is essential to effective engagement and cooperation within and between the regions on issues of labour migration and their management.

This roundtable brainstorming workshop will provide a platform for stakeholders based in East Africa to discuss the way in which different actors and agencies in the region influence and shape labour migration processes and policy responses.

This event is supported by the Robert Bosch Stiftung.

Indo-Pacific immune systems to enable healthy engagement with the Chinese state and China's economy / Michael Shoebridge.

This paper sets out three challenges to the creation of a future for Indo-Pacific states and peoples consistent with the visions of a ‘free and open Indo-Pacific’ (FOIP) expressed by Japan, India, the US and Australia, and now by the ASEAN outlook on the Indo-Pacific. It also describes a path for states to operate in an environment of coercive Chinese state power that seeks to influence how states relate and how they operate within their domestic boundaries.

Trying Times for Employee Engagement

We make a big deal of engaging the customer, and in most CRM circles engagement outranks simple customer experience.

Family Engagement in the Autism Treatment and Learning Health Networks

Family involvement in the Autism Intervention Research Network on Physical Health, the Autism Treatment Network, and the Autism Learning Health Network, jointly the Autism Networks, has evolved and grown into a meaningful and robust collaboration between families, providers, and researchers. Family involvement at the center of the networks includes both local and national network-wide coproduction and contribution. Family involvement includes actively co-authoring research proposals for large grants, equal membership of network committees and workgroups, and formulating quality improvement pathways for local recruitment efforts and other network initiatives. Although families are involved in every aspect of network activity, families have been the driving force of specifically challenging the networks to concentrate research, education, and dissemination efforts around 3 pillar initiatives of addressing comorbidities of anxiety, attention-deficit/hyperactivity disorder, and irritability in autism during the networks’ upcoming funding cycle. The expansion of the networks’ Extension for Community Healthcare Outcomes program is an exciting network initiative that brings best practices in autism care to community providers. As equal hub members of each Extension for Community Healthcare Outcomes team, families ensure that participants are intimately cognizant of family perspectives and goals. Self-advocacy involvement in the networks is emerging, with plans for each site to have self-advocacy representation by the spring of 2020 and ultimately forming their own coproduction committee. The Autism Treatment Network, the Autism Intervention Research Network on Physical Health, and the Autism Learning Health Network continue to be trailblazing organizations in how families are involved in the growth of their networks, production of meaningful research, and dissemination of information to providers and families regarding emerging work in autism spectrum disorders.

Clinton’s Visit to Pacific Islands Forum Signals Renewed U.S. Engagement

By Charles E. Morrison

(Note: This commentary originally appeared in the Honolulu Star-Advertiser on Sept. 12, 2012)

It may not compare to APEC or the G-20 for global economic weight, but for the Pacific island nations, the annual Pacific Islands Forum summit is the premier regional meeting. It brings together heads of the island nations (including Australia and New Zealand) with representatives of international organizations and “dialogue partners,” including the United States, China, Japan and many others. For the Cook Islands, with less than 15,000 residents, hosting last week’s PIF was a rare event made especially significant by Secretary of State Hillary Clinton’s unprecedented stop to attend the post-meeting partner dialogue – the highest level U.S. participation ever.

Shutdown Hurts US-Asia Engagement

By Charles E. Morrison, EWC President

(Note: This commentary first appeared in the Honolulu Star-Advertiser on Oct. 13, 2013.)

When I arrived in Bali last week for this year’s APEC summit, my van driver asked where I was from. When I told him, his face broke into a huge smile. “Say hello to my brother,” he said enthusiastically, referring to President Barack Obama, who remains enormously popular in Indonesia where he spent several years as a child.

Two days later, the U.S. budget stalemate forced Obama to cancel his trip to the APEC meeting and the subsequent East Asia Summit in Brunei, along with scheduled stops in Malaysia and the Philippines that had already been called off.
