Ean Miles Kessler is a Chicago playwright. He's originally from Hamden, Connecticut, but has also lived and worked in New York City and Miami. In 2018, he "made the leap" and moved to the Edgewater neighborhood in Chicago. "It's a great neighborhood in a great city," he said. Usually for State Of The Artist, I follow artists to the places that inspire them. I interview and photograph them in the locations that are meaningful to them. Because of the quarantine, instead of interviewing Ean in Edgewater or the theaters where he works in Chicago, I had to interview him over the phone. Not only that, in order to get the best possible audio, I had to ask him to sit for 40 minutes under a hot blanket to absorb echoes and other ambient room sounds on a day the temperatures soared into the 70s. Several minutes into the interview, Ean said, "Can I just hop out from under this blanket for a second?" He laughed and said, "Because I'm going to have a small heatstroke." Coronavirus testing will continue at a drive-thru testing site in Rockford this morning, after the state health department and the Governor’s office intervened in a problem with receiving test results. Winnebago County Board chairman Frank Haney asked for help from the state, saying 2,100 tests taken at the site at the University of Illinois College of Medicine at Rockford were “missing.” Haney said test results were not available after nearly two weeks when they should have taken only a few days. He announced Wednesday evening that testing would be suspended at that site. However, the state determined the tests were never missing, but the laboratory the state had contracted with to process the samples used a paper system to report results, significantly delaying them. The site will now be served by a different lab, which can report results to the county electronically. The isolation shelter at the Colorado Springs City Auditorium for people experiencing homelessness and COVID-19 symptoms has seen around 30 people since opening April 5. At this time, it's unknown if they were positive for the new coronavirus. DAVID GREENE, HOST: And there is a way to answer that. You test people - right? - for COVID-19. But are states testing enough people? Well, a Harvard analysis conducted exclusively for NPR suggests the answer broadly is no. KING: NPR science reporter Rob Stein has the details of that analysis. Good morning, Rob. ROB STEIN, BYLINE: Good morning, Noel. KING: So what does it show us? STEIN: It's based on estimates of the size of each state's outbreak, how much testing they're doing and how much testing they'd need to do to keep their outbreaks from, you know, spinning out of control. The Harvard analysis found nine states do seem to be doing at least the bare minimum amount of testing they'd need to reopen. But the other 41 states, plus the District of Columbia, are still not doing enough testing

As Minnesota Gov. Walz weighs his decision on when to let nonessential businesses reopen, he's facing a lot of pressure from a frustrated workforce, especially from small business owners who are trying to stay afloat during the economic crisis caused by the coronavirus outbreak. "The frustrations that they have are real. These are businesses that, they may have been in families for generations or they built up," the Democratic governor says in an interview with Morning Edition . The state is under a stay-at-home order until at least May 18 . In reopening the economy, he says, businesses will face another challenge: consumer confidence. Walz worries that — even with stay-at-home orders lifted — many consumers will be skittish about reengaging with businesses until they feel safe. Walz says many businesses should remain closed until the state ramps up its testing capacity. Achieving that goal will help contain the virus's spread, as well as bolster the public's confidence, he says.
