The soldiers "fell during combat in southern Lebanon," the army said in a statement. Their deaths brought to 47 the number of Israeli troops who have been killed in combat with Hezbollah since September 30, when Israel sent ground forces into Lebanon. The army's announcement came after Israel Katz, Israel's new defense minister, said there would be no easing up in the war against Hezbollah. Israeli Prime Minister Benjamin Netanyahu on X shared an image of the "Golani" Brigade symbol, the unit the soldiers who were killed belonged to, a green olive tree against a yellow background, with a broken heart emoji. According to sources closely involved in ongoing discussions with the visiting IMF mission, the Federal Board of Revenue’s (FBR) revenue collection target for the current fiscal year will remain unchanged at Rs12.97 trillion. Authorities have ruled out the need for additional taxes or a mini-budget, citing the IMF’s positive response. Officials said that economic activity is expected to pick up by December in view of a stable exchange rate and a reduction in the State Bank’s policy rate, likely offsetting a tax shortfall of around Rs190 billion recorded in the first four months (July to October) of the fiscal year. There would neither be any increase in the petroleum levy nor would general sales tax (GST) be imposed on petroleum products, the sources said after a meeting of the Senate Standing Committee on Finance and Revenue presided over by PPP Senator Salim Mandviwalla. They said the tax-to-GDP ratio had increased from 8.8pc to 10.3pc and the IMF was satisfied with this 1.5 percentage point improvement. The sources reiterated the commitment given to the IMF that tax collection on agriculture income would start from the next fiscal year. They said that tax reforms were progressing and the draft Tax Laws Amendment Ordinance 2024 had been presented to the prime minister for approval. The ordinance contains a new family income tax return system and abolishes the concepts of non-filers and late filers. The sources, however, hinted at tinkering with the Tajir Dost Scheme to effectively bring in traders into the tax net and said these were being discussed with the IMF mission during the ongoing meetings. The IMF has been told that the FBR collected Rs12bn from retailers during the first quarter of 2024-25, although only 500,000 potential retailers were the target out of three million small shopkeepers. ‘Slow progress on Islamic banking’ Earlier, the Senate panel decided to call scholars of the Council of Islamic Ideology to have input on the working of Islamic banking operations in Pakistan, for which a special session would be arranged. The central bank’s deputy governor told the panel that Riba was the main difference between conventional banking and Islamic banking. Senator Farooq H. Naek pointed out that full implementation of Islamic banking was committed for 2027, but progress had been very slow. The SBP’s deputy governor emphasised the need for continued deliberation on Islamic banking and assured the committee that several banks were actively working towards compliance. FBR Chairman Rashid Mehmood Langrial told the panel that FBR’s enforcement would be improved in the coming months after approval of a transformation plan, including enhancing the board’s operational expertise, organisational capacities and anti-smuggling measures. Key discussions during the meeting included the contentious 10pc levy on transport and businesses between Pakistan and Iran, raised by Senator Manzoor Ahmad Kakar in a Senate session. The committee resolved to report to the house that the issue may be referred to the Standing Committee on Communications, noting that the levy, imposed with the federal government’s approval, did not pertain to the Federal Board of Revenue. While FBR officials emphasised that this specific tax was not their responsibility, Senator Kakar raised concerns that Pakistani trucks were being unfairly taxed, with over 600 trucks currently parked due to the levy. The committee agreed to forward the matter to the Communications Committee for further deliberation. The committee also discussed concerns raised by Senator Mohsin Aziz regarding the fee collected by FBR for point of sale (POS) services and its utilisation. The FBR chairman confirmed the introduction of a policy to penalise businesses that are issuing fake POS receipts, imposing fines of Rs500,000 and shutting down shops involved in such practices. Senator Aziz highlighted weaknesses in enforcement, with some fake receipts circulating in the market, including a bill in Islamabad marked “tentative”. The FBR chairman acknowledged the issue and assured that enforcement measures would be strengthened soon. A key briefing by the SBP highlighted the performance of banking branches in smaller provinces, revealing that as of June 30, 2024, there were 3,334 banking branches operating in Balochistan, Khyber Pakhtunkhwa, Azad Jammu and Kashmir and Gilgit-Baltistan, accounting for 20pc of the total nationwide branches. Additionally, 199 branches of microfinance banks were serving these regions, representing 13pc of the country’s total microfinance network. Among those results were the first glimpse of Nvidia’s next generation GPU, the B200, and Google’s upcoming accelerator, called Trillium. The B200 posted a doubling of performance on some tests versus today’s workhorse Nvidia chip, the H100. And Trillium delivered nearly a four-fold boost over the chip Google tested in 2023. The benchmark tests, called MLPerf v4.1, consist of six tasks: recommendation, the pre-training of the large language models (LLM) GPT-3 and BERT-large, the fine tuning of the Llama 2 70B large language model, object detection, graph node classification, and image generation. Training GPT-3 is such a mammoth task that it’d be impractical to do the whole thing just to deliver a benchmark. Instead, the test is to train it to a point that experts have determined means it is likely to reach the goal if you kept going. For Llama 2 70B, the goal is not to train the LLM from scratch, but to take an already trained model and fine-tune it so it’s specialized in a particular expertise—in this case, government documents. Graph node classification is a type of machine learning used in fraud detection and drug discovery. As what’s important in AI has evolved, mostly toward using generative AI, the set of tests has changed. This latest version of MLPerf marks a complete changeover in what’s being tested since the benchmark effort began. “At this point all of the original benchmarks have been phased out,” says David Kanter, who leads the benchmark effort at MLCommons. In the previous round it was taking mere seconds to perform some of the benchmarks. Performance of the best machine learning systems on various benchmarks has outpaced what would be expected if gains were solely from Moore’s Law [blue line]. Solid line represent current benchmarks. Dashed lines represent benchmarks that have now been retired, because they are no longer industrially relevant.MLCommons According to MLPerf’s calculations, AI training on the new suite of benchmarks is improving at about twice the rate one would expect from Moore’s Law. As the years have gone on, results have plateaued more quickly than they did at the start of MLPerf’s reign. Kanter attributes this mostly to the fact that companies have figured out how to do the benchmark tests on very large systems. For the GPT-3 training and LLM fine-tuning, the Blackwell (B200) roughly doubled the performance of the H100 on a per-GPU basis. The gains were a little less robust but still substantial for recommender systems and image generation—64 percent and 62 percent, respectively. The Blackwell architecture, embodied in the Nvidia B200 GPU, continues an ongoing trend toward using less and less precise numbers to speed up AI. For certain parts of transformer neural networks such as ChatGPT, Llama2, and Stable Diffusion, the Nvidia H100 and H200 use 8-bit floating point numbers. The B200 brings that down to just 4 bits. Google debuts 6th gen hardware Google showed the first results for its 6th generation of TPU, called Trillium—which it unveiled only last month—and a second round of results for its 5th generation variant, the Cloud TPU v5p. In the 2023 edition, the search giant entered a different variant of the 5th generation TPU, v5e, designed more for efficiency than performance. Versus the latter, Trillium delivers as much as a 3.8-fold performance boost on the GPT-3 training task. But versus everyone’s arch-rival Nvidia, things weren’t as rosy. A system made up of 6,144 TPU v5ps reached the GPT-3 training checkpoint in 11.77 minutes, placing a distant second to an 11,616-Nvidia H100 system, which accomplished the task in about 3.44 minutes. That top TPU system was only about 25 seconds faster than an H100 computer half its size. A Dell Technologies computer fine-tuned the Llama 2 70B large language model using about 75 cents worth of electricity. In the closest head-to-head comparison between v5p and Trillium, with each system made up of 2048 TPUs, the upcoming Trillium shaved a solid 2 minutes off of the GPT-3 training time, nearly an 8 percent improvement on v5p’s 29.6 minutes. Another difference between the Trillium and v5p entries is that Trillium is paired with AMD Epyc CPUs instead of the v5p’s Intel Xeons. Google also trained the image generator, Stable Diffusion, with the Cloud TPU v5p. At 2.6 billion parameters, Stable Diffusion is a light enough lift that MLPerf contestants are asked to train it to convergence instead of just to a checkpoint, as with GPT-3. MLPerf is only beginning to measure this. Dell Technologies was the sole entrant in the energy category, with an eight-server system containing 64 Nvidia H100 GPUs and 16 Intel Xeon Platinum CPUs. The only measurement made was in the LLM fine-tuning task (Llama2 70B). The system consumed 16.4 megajoules during its 5-minute run, for an average power of 5.4 kilowatts. That means about 75 cents of electricity at the average cost in the United States. While it doesn’t say much on its own, the result does potentially provide a ballpark for the power consumption of similar systems. Technology has a way of making us both safer and at greater risk while out and about, but a new tool from Strava might help with the former. Strava has announced Night Heatmaps, a feature that shows which areas have more activity — or "heat" — between sunset and sunrise. Yes, Heatmaps is the feature that accidentally revealed the location of US military bases. The update is a welcome one with sunset getting very early in some areas of the world, while night seems to last late into the morning. It also comes alongside a new Weekly Heatmap, which shows heat levels in an area over the last seven days. Again, this can help you know which paths will have the most people, but at all times of the day. While this added awareness is great for knowing where to go, some people might also purposely choose to avoid the busiest times, for fear of unwanted attention (there's no winning here). In either case, the Night and Weekly Heatmaps are only available on subscriber accounts (a membership will cost you $12 monthly or $80 annually). It's also worth noting that Heatmaps pull solely from public activities on Strava, so you're not getting the full story of how many people go where. Night and Weekly Heatmaps join the Global Heatmaps (also subscriber exclusive) and your Personal Heatmap. You can access any of them through the Map tab and filter the Heatmap by activity type. The app just passed the 15 million user mark after adding more than a million new users over the last week, the company said in an update. While Bluesky is still considerably smaller than Threads, which with 275 million users is its biggest rival, there are signs that Threads users have been increasingly curious about the upstart. “Bluesky” has been a trending topic on Threads in recent days and an in-app search suggestion shows there are more than 19,000 posts about “Bluesky.” Bluesky itself has also made a push to win over Threads users in recent weeks by posting regularly on the Meta-owned service. That effort seems to be working. A month ago, Engadget noted, the service had just under 9 million users. Its mobile app also has the top spot in Apple’s App Store, followed by Threads and ChatGPT. Its recent success also seems to be driven, at least in part, by frustration with Elon Musk and X following the US presidential election. A recent report from web analytics company SimilarWeb found that “more than 115,000 US web visitors deactivated their accounts,” on November 7, “more than on any previous day of Elon Musk’s tenure.” The report also noted that “web traffic and daily active users for Bluesky increased dramatically in the week before the election, and then again after election day,” with Bluesky at points seeing more web traffic than Threads. Tesla will replace the recalled drive inverter with one equipped with a functioning component. The automaker said it was aware of five warranty claims tied to the issue but knew of no crashes or injuries.
