The Finnish research, based on focus groups with 32 professionals in urban planning and environmental sustainability, suggests that the short-term economic goals of local authorities, the complexity of environmental sustainability, and a lack of co-operation between different decision-making groups in urban planning were creating barriers to achieving sustainability.
