Grade 5 student Alyssa DeLuca of Brandywine Springs Elementary is the state winner of the Delaware Forest Service's annual Arbor Day School Poster Contest. This year's contest attracted entries from 44 schools and 73 classrooms, with a total of 2,748 students participating. This year's theme was “Trees Are Terrific…in Many Wonderful Ways!” Posters were judged on originality, use of theme, neatness, and artistic expression. Each winner receives a gift card, a tree-themed book, and a tree planting at their school.  Twelve winners were selected from each county in four grade categories: kindergarten, grade 1 and 2, grade 3 and 4, and grade 5. Each winner receives a gift card, a tree-themed book, and a tree planting at their school.  Twelve winners will be selected, one from each county in four grade categories: kindergarten, grades 1 and 2, grades 3 and 4, and grade 5. All participating classes receive free loblolly pine seedlings delivered to their school, just in time to celebrate Arbor Day!

Lilly Bartlett, a fifth-grader from Allen Frear Elementary School in Camden, is the overall winner of the Delaware Forest Service's annual Arbor Day School Poster Contest. This year's competition attracted almost 9,500 entries from more than 75 schools. The theme – "Trees Are Terrific…for Today and Tomorrow!" – highlights the long-lasting impact of planting a tree and the many benefits it provides for the future. Since 1872, Arbor Day has been observed as a special day to plant trees and celebrate their many benefits!  2022 marks the 150th anniversary of the first Arbor Day in Nebraska. China delimits contested South China Sea shoal in dispute with Philippines

Beijing — China has published baselines for a contested shoal in the South China Sea it seized from the Philippines, a move that's likely to increase tensions over overlapping territorial claims. The Foreign Ministry on Sunday posted online geographic coordinates for the baselines around Scarborough Shoal. A nation's territorial waters and exclusive economic zone are typically defined as the distance from the baselines. Both China and the Philippines claim Scarborough Shoal and other outcroppings in the South China Sea. China seized the shoal, which lies west of the main Philippine island of Luzon, in 2012 and has since restricted access to Filipino fishermen there. A 2016 ruling by an international arbitration court found that most Chinese claims in the South China Sea were invalid but Beijing refuses to abide by it. Ships from China and the Philippines have collided several times as part of increased confrontations, and the Chinese coast guard has blasted Philippine vessels with water cannons. China's move came two days after Philippine President Ferdinand Marcos Jr. signed two laws demarcating the government's claims in the disputed waters. A Chinese Foreign Ministry statement said that the delimiting of the baselines was in accordance with a U.N. agreement and Chinese law. "This is a natural step by the Chinese government to lawfully strengthen marine management and is consistent with international law and common practices," it said. The statement added that one of the laws signed by Marcos, the Philippine Maritime Zones Act, violates China's sovereignty in the South China Sea. "China firmly opposes it and will continue to do everything necessary in accordance with law to firmly defend its territorial sovereignty and maritime rights and interests," the Foreign Ministry said. China stakes claim to almost the entirety of the South China Sea. It has a series of disputes with several Southeast Asian nations including the Philippines and Vietnam over territory in the waters, which are part of a key shipping route in Asia.

US Candidate Amy Pope Wins Tense Contest to Run UN Migration Agency

Geneva — Former White House adviser Amy Pope won a vote in Geneva on Monday to head the U.N. migration agency, prevailing in a tense contest against a Portuguese incumbent who had the support of European countries. The International Organization for Migration (IOM) said Pope would become the first woman to lead the organization when she begins her five-year term on Oct. 1. Pope, who served as Deputy Director General for Management and Reform at IOM, took leave to campaign against her boss Antonio Vitorino, who has been in the position since 2018. Pope wrote on Twitter she was "humbled and honored" to be chosen by IOM's 175 member states as new director general. "I am ready to work with ALL our member states and global partners to unleash the opportunities provided by effective, orderly and humane migration," she wrote. In 2021, Pope served as Senior Advisor on Migration to U.S. President Joe Biden, who publicly backed her candidacy. "As IOM's largest bilateral donor, the United States strongly supports Ms. Pope's vision and looks forward to working with her to implement the critical reforms necessary to create a more effective, inclusive IOM," U.S. Secretary of State Antony Blinken said in a statement. More than 100 million people are forcibly displaced around the world and IOM seeks to ensure humane and orderly migration and intervenes where needed. Vitorino, a former European Commissioner who is close to his compatriot United Nations Secretary General Antonio Guterres, had touted an increase in the body's annual budget among his successes. Asked about the contest earlier this year, Vitorino described it as unprecedented. "We have never happened to have an incumbent director general that faces a competition with one of his deputy generals. Let's call it an innovation," Vitorino told journalists in March. He said at the time he had Portugal's backing as well as the "strong encouragement" of the European Union.
