In affirming the lower court's finding that the lien was barred by laches, the Second Circuit also recognized that federal courts have jurisdiction to declare a maritime lien unenforceable, even where the vessel is not present in the district, so long as its owner consents to adjudication of rights in the lien and the court also found no need for abstention on the basis of international comity, even though an in-rem proceeding was pending in Panama regarding the same lien. trad Высококачественная и недорогая плитка от «CeramTrade» By vrn.best-city.ru Published On :: Sat, 09 May 2020 18:57:21 +0300 На сегодняшний день напольная плитка имеет большую востребованность при ремонте многих объектов.
trad Fireworks - a dangerous trade By maltaobserver.blogspot.com Published On :: Wed, 15 Feb 2012 10:34:00 +0000 One thing that astonishes many foreigners visiting Malta for a shorter or longer period of time is all the fireworks going on both day and nights. What many visitors to the islands don’t know is that people die or are seriously wounded every year due to accidents with manufacturing fireworks. About a year ago almost a whole family was tragically wiped out in an explosion in connection with manufacturing fireworks. An independent inquiry has warned that Malta would experience at least one large-scale fatal fireworks accident in this year or the next. An inquiry for public consultation is opened and still pending. This week a new accident took place where three people were hurt, one of them is in a critical condition, in connection with making fireworks. It should be said that the responsible people were licensed to make fireworks. It seems like it is far too easy to obtain permission to make fireworks without very strict rules about where a factory might be placed and what chemicals should be allowed. One can also argue, from an environmental point of view, that the use of fireworks should be restricted to times when Maltese traditions absolutely require it. Fireworks contain lots of harmful substances that, when exploded, are emitted into the air. Full Article

trad The Environmental Bias of Trade Policy -- by Joseph S. Shapiro By www.nber.org Published On :: This paper documents a new fact, then analyzes its causes and consequences: in most countries, import tariffs and non-tariff barriers are substantially lower on dirty than on clean industries, where an industry’s “dirtiness” is defined as its carbon dioxide (CO2) emissions per dollar of output. This difference in trade policy creates a global implicit subsidy to CO2 emissions in internationally traded goods and so contributes to climate change. This global implicit subsidy to CO2 emissions totals several hundred billion dollars annually. The greater protection of downstream industries, which are relatively clean, substantially accounts for this pattern. The downstream pattern can be explained by theories where industries lobby for low tariffs on their inputs but final consumers are poorly organized. A quantitative general equilibrium model suggests that if countries applied similar trade policies to clean and dirty goods, global CO2 emissions would decrease and global real income would change little.
