ISLAMABAD: Senior vice president of the main opposition Pakistan Muslim League-Nawaz (PML-N) Shahid Khaqan Abbasi has urged the commission of inquiry on the sugar scam to include Prime Minister Imran Khan and the then finance minister Asad Umar in the investigation to find out the truth.

Talking to reporters after appearing before the commission with another senior party leader and former minister Khurram Dastagir Khan here on Saturday, Mr Abbasi said he had told the commission there would be no worth of its report if it did not summon the prime minister and Mr Umar, the then chairman of the Economic Coordination Committee (ECC) that had allowed export of sugar despite knowing it was not available in stock.

“We do not talk politics. We have presented facts before the commission. If the prime minister and the [former] ECC chairman are not called [for interrogation] there will be no worth of the commission’s report,” said Mr Abbasi, who had served as prime minister after disqualification of Nawaz Sharif in July 2017 as a result of the Supreme Court’s verdict in Al-Azizia corruption case.

Mr Abbasi had himself written a letter to the commission and offered his services to it by sharing his experiences in probing the sugar scam. He had stated that he would inform the commission how sugar scandals developed in the light of his experience as a former chief executive of the country.

Mr Abbasi held the prime minister directly responsible for over Rs100 billion sugar scam, saying the inquiry commission should ask him the reason for allowing sugar export despite the fact that the commodity was not available in surplus in the country and for not taking any step to prevent increase in its price. He said the export continued for 16 months with 45 per cent increase in the sugar price in the country, but the government took no notice of it.

The former prime minister alleged that the sugar mill owners earned Rs30 per kilogram extra due to this decision of the government. He said the increase in sugar price proved the decisions of the cabinet and the ECC to export sugar were wrong.

“There can be three factors behind this wrong decision. Either the prime minister is incompetent or corrupt or he is both. The facts prove he is incompetent as well as corrupt and the people of Pakistan are paying the price for it,” he said.

Mr Abbasi said he had told the inquiry commission it would not be able to understand the issue until it would not summon the members of the cabinet and the ECC.

“Is it not a matter of conflict of interests?” he asked, alleging those who made billions through the sugar scam were part of the federal cabinet.

Mr Abbasi said it was a clear, open and shut case as facts showed sugar was exported against the advice of the relevant authorities and continued to be exported for 16 months while prices rose. He said not only that, the government also imposed a special tax on sugar import to ensure the rise in price and exploitation of the people.

Replying to a question, the former prime minister said when the PML-N had left the government in 2018, the sugar price was Rs54 per kg. He said the PML-N had also given huge subsidy of over Rs20bn and even allowed the export, but at the same time it kept check on its price and brought the price down.

Responding to another query, he said they had not given anything in writing or any document, but they were ready to do so, if asked. However, he said, the minutes of the meetings of the cabinet and the ECC would be sufficient as evidence.

The federal cabinet in its meeting on April 28 had allowed three more weeks to the Sugar Forensic Commission (SFC) to compile its report on last year’s food crisis after the expiry of the April 25 deadline given for the task.

The commission headed by Federal Investigation Agency (FIA) Director General Wajid Zia had reportedly made a formal request to the federal government to grant it more time citing multiple reasons, including the situation created by coronavirus.

The commission had been constituted by the government in the first week of April following the release of two separate inquiry reports of the FIA on the issue of artificial shortage of sugar and wheat in the country and sudden increase in their prices last year.

The inquiry report on sugar had revealed names of many bigwigs, including Jahangir Tareen, former secretary general of the ruling Pakistan Tehreek-i-Insaf and a close confidant of Prime Minister Imran Khan, who had allegedly obtained benefit during the crisis.

The report had showed in the past few years sugar production was historically more than the local requirement and said therefore it was imperative to include this aspect related to export of sugar, including any subsidy given, its impact on local sugar prices and eventually major beneficiaries of such export subsidies, if any. The inquiry committee had found the sugar export was not justified as sugarcane production was expected to be low in harvesting season 2018-19 and with the export of sugar in Jan 2019, the prices of sugar sharply increased.

After the release of the report, the opposition had demanded that the PM take stern action against those who had been declared responsible for the crisis by the FIA committee.

PM Khan had vowed to take action, but said he would do so after receiving the forensic audit report from the commission he had constituted on the recommendation of the ‘initial’ reports. The commission comprises officials from a number of agencies and departments, including Intelligence Bureau and the Federal Board of Revenue.

NEW DELHI: Nepal has protested to India over a border road, which it claims traverses its territory, a charge New Delhi has denied, The Wire news portal said on Saturday. It said the protest also flowed from a new map of the region India drew after the bifurcation of occupied Jammu and Kashmir into two union territories in December last year.

“Rumblings in Nepal about the boundary with India have now resulted in a full-scale eruption since India inaugurated a new road in Uttarakhand which leads to territory that is claimed by Kathmandu, near the border with China,” The Wire said.

On Friday, Defence Minister Rajnath Singh inaugurated by videoconference the road between Dharchula and Lipu Lekh, which will reduce the length of the Hindu pilgrimage of Kailash Mansarovar Yatra inside China by several days.

Nepalese opposition leaders immediately raised the pitch, asking for the government to clear its public stance. A day later, Nepal’s foreign ministry expressed “regret” at India’s “unilateral act” and called upon India to refrain from carrying out any activity on Nepalese territory, portal said.

In a lengthy statement, Nepal’s foreign ministry reminded that Nepal claims all territories east of Mahakali river, “including Limpiyadhura, Kalapani and Lipu Lekh” as per the 1816 Sugauli Treaty”.

“This was reiterated by the Government of Nepal several times in the past and most recently through a diplomatic note addressed to the Government of India dated 20 November 2019 in response to the new political map issued by the latter,” the statement said.

“The context of the last diplomatic note is that months ago, India had issued a new political map to show the bifurcation of Jammu and Kashmir into two new Union Territories. In it, it depicted Kalapani as part of Indian territory, which led to a strong objection from Nepal,” The Wire said.

It further pointed out that when India and China had agreed to include Lipu Lekh pass as a bilateral trade route in a May 2015 joint statement, Nepal had issued separate diplomatic protest notes to the two Asian giants for not obtaining Kathmandu’s consent.

On the latest move, Nepal stated: “This unilateral act runs against the understanding reached between the two countries including at the level of prime ministers that a solution to boundary issues would be sought through negotiation.”

Stating that Nepal sought a diplomatic solution in the spirit of friendly relations, its foreign ministry asserted: “In light of this development, the Government of Nepal calls upon the Government of India to refrain from carrying out any activity inside the territory of Nepal.”

The Kathmandu Post had reported that Nepalese Foreign Secretary Shankar Das Bairagi spoke to Indian Ambassador Vinay Kwatra on Friday.

The statement issued in Kathmandu also reiterated that Nepal had twice proposed dates for holding meeting between the foreign secretaries of the two sides after the Kalapani controversy gathered momentum last year.

Nepal’s Foreign Minister Pradeep Gyawali had told visiting Indian journalists in February that if India could solve longstanding and complex boundary disputes with Bangladesh, then it should be able to do so with Nepal. He had also highlighted that India had still not given a concrete response for a meeting of the two foreign secretaries.

On Friday evening, India’s Ministry of External Affairs responded that the road section “lies entirely within the territory of India”. “Under the present project, the same road has been made pliable for the ease and convenience of pilgrims, locals and traders,” The Wire quoted MEA spokesperson Anurag Srivastava as saying.

He added that both countries had an established mechanism on boundary matters and that the delineation of the boundary was still an “ongoing process”. “India is committed to resolving outstanding boundary issues through diplomatic dialogue and in the spirit of our close and friendly bilateral relations with Nepal,” said Srivastava.

On the demand for a meeting of foreign secretaries, he said that the meeting would be held “once the dates are finalised between the two sides after the two societies and governments have successfully dealt with the challenge of Covid-19 emergency”.

Rep. Darrell Issa (R-Calif.) was seen taking refuge on the roof of his office building in Vista, California, Tuesday, taking photos of angry constituents who had gathered below to protest the congressman's voting record. The incident comes before a much-anticipated town hall meeting this Saturday at San Juan Hills High School, where the nine-term congressman is expected to face a hostile crowd because of his support for various Trump administration policies, including the Republican plan to repeal and replace Obamacare.

Democrat Mike Levin, an environmental lawyer who recently announced his bid to challenge Issa in 2018, shared an image of the congressman appearing to avoid demonstrators on social media, where it was roundly mocked.

Others saw his retreating to a rooftop as reminiscent of Michael Scott, Steve Carrell's character in The Office who memorably took to the roof in the episode titled "Safety Training."

The concept is straight from the Soviet playbook: Plant false information and use it to influence the attitudes of another country’s people and government. This “active measures” technique from the Cold War era appears to have been resurrected with alarming success by the Kremlin in its attack on the 2016 presidential election—and has been echoed in tactics used by President Donald Trump and his associates, according to Clint Watts, a senior fellow at the Foreign Policy Research Institute.

“Part of the reason active measures have worked in this US election is because the commander in chief has used Russian active measures at times against his opponents,” Watts, a former FBI agent, recently testified to the Senate Intelligence Committee.

Key to this equation have been RT and Sputnik international, two Russian state-sponsored news outlets. Both reach only relatively small audiences in the US (RT is estimated to reach about 8 million people via cable television), but their impact has been magnified greatly online, with their stories reposted on what Watts calls “gray” conspiracy sites like Breitbart News and InfoWars. Twitter bots and other social media accounts further amplify the stories. And in several cases, Trump or his associates have directly cited phony Russian propaganda in a speech or interview. Here are some examples:

A false report of a terrorist attack at a NATO base in Turkey: Last July, RT and Sputnik each reported on a fire at the Incirlik base, framing it as potential sabotage. Pro-Russian and pro-Trump Twitter accounts spread and magnified the false reports, but mainstream news organizations didn’t pick up the report because it wasn’t true, as Watts explained in a piece for the Daily Beast. Yet, in mid August, Paul Manafort—Trump’s campaign chairman at the time—escalated the story to a terrorist attack, complaining on CNN that US media outlets were not adequately covering it. Politifact debunked Manafort’s claims, noting that Turkish authorities had reported small, peaceful demonstrations outside the base, but no actual assault on the base.

The case of the phony Benghazi email: On October 10, Wikileaks released a batch of emails hacked from campaign chairman John Podesta’s email account. About 5 pm ET that day, Sputnik News published a story about leaked Clinton campaign emails with the headline “Hillary confidante: Benghazi was ‘preventable’; State Department negligent.” Roughly an hour later, Trump told supporters at a rally in Pennsylvania that Clinton ally Sidney Blumenthal had called the Benghazi attack “almost certainly preventable.” “This just came out a little while ago,” Trump said. Those words weren’t actually Blumenthal’s and Sputnik later deleted the story – but by then the headline had spread far and wide.

False claims of pervasive voter fraud: RT has been attempting to delegitimize the American electoral process since 2012 by calling the U.S. voting system fraudulent, according to the declassified version of the report the Director of National Intelligence released this past January. In his Senate testimony, Watts called this the “number one theme" pushed by Russian outlets. In October 2016, a Kremlin-controlled think tank circulated a strategy document that said Russia should end its pro-Trump propaganda “and instead intensify its messaging about voter fraud to undermine the U.S. electoral system’s legitimacy and damage Clinton’s reputation in an effort to undermine her presidency,” according to a Reuters investigation. 

That same month, Trump pushed hard on the theme that the election was rigged; on Oct. 17 Trump tweeted “Of course there is large scale voter fraud happening on and before election day.” The sources his campaign pointed to were all debunked by Politifact, which noted that Trump had also tweeted in 2012 about dead voters delivering Obama’s win.

The Swedish attack that wasn’t: Trump’s strategy of running with false information didn’t stop when he won the election – and hasn’t been limited to Russian-owned media properties: He’s also used Fox News reports in a similar way. In February, Trump appeared to imply at a Florida rally that a terrorist attack had occurred the previous night in Sweden. Sweden itself had no idea what he meant and the Swedish Embassy reached out to ask for clarification. Twitter users, including many Swedes, ridiculed Trump’s statement, with references ranging from IKEA to the Swedish Chef character from the “Muppets.” Trump later said that he was referring to a Fox News story on violence allegedly perpetrated by refugees. That report, which aired the night before Trump’s rally, did not mention a specific terror-related attack; it focused on reports that rape and gun violence had increased since Sweden began taking in a record number of refugees in 2015.

Wiretapping claims pushed by a Fox News personality: In March, even though Trump's claim about Obama wiretapping Trump Tower had been directly debunked by top US intelligence officials, the president seized on a baseless claim by Fox News analyst Andrew Napolitano that British spies had wiretapped Trump at former President Obama’s request. Fox News later disavowed Napolitano’s statement. Trump continued to repeat his conviction that he’d been wiretapped, even though American and British intelligence officials insist there is no basis for the claims.

The murder of DNC staffer Seth Rich: Trump allies recently pushed another story that started as a conspiracy theory online and was fueled by Russian news outlets. Fox’s Sean Hannity aired several segments focusing on the unsubstantiated claim that Rich was behind the Clinton campaign email leaks and then murdered for his actions, even though police have said he was likely killed in a robbery attempt. When the claims were thoroughly debunked, Fox retracted the story from its website – but not before it had been spread by Trump ally and former House Speaker Newt Gingrich. Even after Fox pulled the story, Gingrich told the Washington Post, “I think it is worth looking at.”

In his Senate testimony, Watts noted that Trump is vulnerable to further manipulation by the Russians: He warned that Russian-linked Twitter accounts are actively trying to engage the president by sending him conspiracy theories. “Until we get a firm basis on fact and fiction in our own country, get some agreement about the facts,” Watts said, “we’re going to have a big problem.”

The election watchdog has revealed that it is pressing ahead with plans to hand itself powers to prosecute campaigners and political parties, putting itself on a collision course with ministers. The Electoral Commission is planning to publish a consultation setting out proposals to hand itself a "prosecutions capability", despite senior Tories insisting that the body is "not trusted to be impartial". The disclosure comes after the Metropolitan Police confirmed that it had ended investigations into Darren Grimes and Alan Halsall, two pro-Brexit campaign figures, two years after a referral by the commission for alleged breaches of spending rules. The move prompted calls for the commission to be "overhauled", with Mr Grimes describing the body as a "kangaroo court" that was not "fit for purpose". Separately, the National Crime Agency found no evidence that any criminal offences were committed by Arron Banks, another prominent Brexiteer, after another referral by the watchdog. Last night Matthew Elliott, who was chief executive of the official Vote Leave campaign, claimed that the commission's record showed that if it acquired the new powers, "there will be countless travesties of justice, and democracy will be undermined.” Sir Bernard Jenkin, the former chairman of the Commons public administration committee, said: "These proposals appear to be doubling down on a failed system. Parliament should change it." Another Conservative MP said: "I can't think of any public body that is less deserving of prosecuting powers than the Electoral Commission, who have shown themselves to be biased and, frankly, vindictive." Last year Jacob Rees-Mogg, now the leader of the Commons, and Brandon Lewis, who has also been appointed to Boris Johnson's cabinet, both expressed alarm at the watchdog's plans to hand itself powers currently exercised by the police and Crown Prosecution Service - after the move was revealed by this newspaper. The watchdog has faced repeated accusations of bias against bodies that campaigned for Brexit in 2016, which it strongly denies. The commission claims it could hand itself the powers without ministers bringing forward legislation, by altering its enforcement policy following a public consultation - due to open in the coming weeks. But MPs warned that some groups could be unfairly targeted. Speaking last year, while Tory chairman, Mr Lewis pointed out that one senior figure at the commission - the same official spearheading the proposals - had previously said that she would "not want to live under a Tory government". He suggested the body was not seen as a "fair" arbiter. As a backbencher, Mr Rees-Mogg called for the Conservatives to formally oppose the move, saying: "The Electoral Commission is not trusted to be impartial and a number of its leading figures have said very prejudicial things about Brexit." The commission's corporate plan for the period from 2020 to 2025 states: "To deter people from committing offences, and to make sure we can respond proportionally if they do, we will continue to build the capacity to prosecute suspected offences. We will consult on the way we approach the use of prosecutions." An Electoral Commission spokesman said: “Later this year we will be consulting with political parties, the police and the CPS on changes to our enforcement policy, which includes a prosecutions capability, and will bring our regulatory work in line with a wide range of other regulators. “Extending our work in this direction would enable us to bring lower order offences before the courts in a way which is swift and proportionate, freeing up the resources of the police and prosecutors and delivering more effective regulation of political finance to support public confidence.” Mr Elliott said: “The Electoral Commission’s track record at conducting investigations is woeful. "In the case of Leave campaigners ... they assumed that we were guilty until proven innocent ... Thankfully, the Metropolitan Police and Crown Prosecution Service looked at the evidence thoroughly, and saw through the conspiracy theories that the Electoral Commission had believed without question." The commission insisted it was "right that potential electoral offences are properly investigated by the appropriate authority". A spokesman said there was "no substance to allegations that the Commission is biased", saying the organisation had investigated campaigners and parties across the political spectrum.

It’s a good principle that, except in exceptional circumstances, architecture critics see the buildings that they review. You wouldn’t want a food critic to recommend a restaurant based on photographs of loaded plates, nor a theatre critic to base their judgments on films of performances. You’re meant to sniff, feel and sense the things you describe, to experience them in the round.

There’s a downside to this good principle, which is that buildings don’t come to you, and that many fine works are done all over the world which it would be absurdly expensive and eco-reckless to visit. Circumstances are, what’s more, what can only be described as exceptional. Given that almost everywhere is now almost equally inaccessible, whether another county or another continent, I’ve decided to make an opportunity out of a problem, and to offer a world tour of the very best new architecture, as seen through the portal of a laptop.

Dropped by the original publisher after a staff protest, the film-maker’s autobiography can be brutally honest but also a bore, and neither he nor Mia Farrow come out of it well

Though I see what he was getting at, I don’t quite agree with Hilaire Belloc, who once wrote that just as omelettes are either admirable or intolerable, and nothing in between, so it is with autobiography. Most memoirs, alas, struggle over the same things: fame, for instance, is often less interesting (or perhaps simply harder to describe) than the struggle to achieve it; the central irony of autobiography is that it’s far easier to be truthful about other people than it is to be honest about oneself. Such books tend, then, to be patchy: utterly delicious at times, but at other moments, stodgy and in need of seasoning.

If Woody Allen’s Apropos of Nothing was an omelette, you’d scoff down two-thirds of it pretty smartish, I think, after which – sated, to a degree – you’d mournfully scrape what remained on your plate into the bin. Later, you might be troubled by a hint of indigestion; even a little light queasiness. But in the morning, contemplating the Alka-Seltzer, I’m not sure you would be full of regret, let alone inclined to avoid omelettes for life. What I’m trying to say is that Allen’s autobiography is a mixed bag. If he can write (obviously, he can), and if he is, at points, surprisingly honest (eye-poppingly so, on occasion), then he can also be a bore and a self-deceiver. Of course, if you’re one of those who, disgusted by what you regard as his moral failings, has vowed never to watch Annie Hall or Manhattan again, then you’re unlikely to want to embark on Apropos of Nothing in the first place – and fair enough, that’s up to you. But I’m not in that camp. Nor can I comment on Allen’s alleged abuse of his adoptive daughter, Dylan, a crime of which he was first accused in 1992 (two police investigations into this have come to nothing). What I will say, however, is that I regard it as both disgraceful and alarming that Hachette, his original publisher, gutlessly dropped his book following a walkout by some of its staff – and that though I was sometimes repulsed by it myself, I was also fascinated, even entertained. So, shoot me. Again, that’s your choice.
