Crystal structure, Hirshfeld surface and frontier molecular orbital analysis of 10-benzyl-9-(3-ethoxy-4-hydroxyphenyl)-3,3,6,6-tetramethyl-3,4,6,7,9,10-hexahydroacridine-1,8(2H,5H)-dione

In the fused ring system of the title compound, C32H37NO4, the central dihydropyridine ring adopts a flattened boat conformation, the mean and maximum deviations of the dihydropyridine ring being 0.1429 (2) and 0.2621 (2) Å, respectively. The two cyclohexenone rings adopt envelope conformations with the tetrasubstituted C atoms as flap atoms. The benzene and phenyl rings form dihedral angles of 85.81 (2) and 88.90 (2)°, respectively, with the mean plane of the dihydropyridine ring. In the crystal, molecules are linked via an O—H⋯O hydrogen bond, forming a helical chain along the b-axis direction. A Hirshfeld surface analysis indicates that the most important contributions to the crystal packing are from H⋯H (65.2%), O⋯H/H⋯O (18.8%) and C⋯H/H⋯C (13.9%) contacts. Quantum chemical calculations for the frontier molecular orbitals were undertake to determine the chemical reactivity of the title compound.

How Innovative Companies Help Frontier Markets Grow

Efosa Ojomo, global prosperity lead at the Clayton Christensen Institute, argues that international aid is not the best way to develop poor countries, nor are investments in natural resource extraction, outsourced labor, or incremental improvements to existing offerings for established customer bases. Instead, entrepreneurs, investors, and global companies should focus on market-creating innovations. Just like Henry Ford in the United States a century ago, they should see opportunity in the struggles of frontier markets, target non-consumption, and create not just products and services but whole ecosystems around them, which then promote stability and economic growth. Ojomo is the co-author of the HBR article "Cracking Frontier Markets" and the book The Prosperity Paradox.

Establishing the Quantum Supremacy Frontier with a 281 Pflop/s Simulation. (arXiv:1905.00444v2 [quant-ph] UPDATED)

Noisy Intermediate-Scale Quantum (NISQ) computers are entering an era in which they can perform computational tasks beyond the capabilities of the most powerful classical computers, thereby achieving "Quantum Supremacy", a major milestone in quantum computing. NISQ Supremacy requires comparison with a state-of-the-art classical simulator. We report HPC simulations of hard random quantum circuits (RQC), which have been recently used as a benchmark for the first experimental demonstration of Quantum Supremacy, sustaining an average performance of 281 Pflop/s (true single precision) on Summit, currently the fastest supercomputer in the World. These simulations were carried out using qFlex, a tensor-network-based classical high-performance simulator of RQCs. Our results show an advantage of many orders of magnitude in energy consumption of NISQ devices over classical supercomputers. In addition, we propose a standard benchmark for NISQ computers based on qFlex.

Space, The Boring Frontier

Suppose you randomly go 1 million miles somewhere away from our Sun. What will you find when you get there? With extremely high probability: Nothing! Suppose you go 100 light years in a randomly chosen direction. It is exceedingly likely that once you get there you will find nothing. Space. Vacuum. Rarely any atoms. Nothing, really boring nothing. Space is a dull and boring destination. If we don't take something with us to make our visit to a space destination interesting then it will be boring. Suppose we arrive at some place that is not just space. If some location has lots of mass it begins to have a chance of not being boring. But most pieces of mass out...

UK Rockall prospectivity: re-awakening exploration in a frontier basin

The UK Rockall, located to the west of Scotland and the Hebrides, is a frontier petroleum-bearing basin. Exploratory drilling in the basin took place over a quarter of a century (1980–2006), during which time a total of 12 wells were drilled, leading to the discovery of a single, subcommercial gas accumulation. We argue that the basin, which has seen no drilling activity for more than a decade, has not been sufficiently tested by the existing well stock. We examine the reasons for the absence of key Jurassic source rocks in the UK Rockall wells, which are widely distributed elsewhere on the UK Continental Shelf (UKCS), and argue that their absence in the wells does not preclude their existence in the basin at large. An evaluation of the Permian–Early Eocene successions, based upon the seismic interpretation of new 2D seismic data, has been integrated with legacy data and regional evidence to establish the potential for source, reservoir and sealing elements within each interval. Finally, we look at the future for exploration in the UK Rockall and suggest a way forward in the drilling of a new joint governmental–industry test well that may help to unlock the exploration potential of this under-explored, yet prospective, basin.

MR Thermometry in Cerebrovascular Disease: Physiologic Basis, Hemodynamic Dependence, and a New Frontier in Stroke Imaging [ADULT BRAIN]

SUMMARY:

The remarkable temperature sensitivity of the brain is widely recognized and has been studied for its role in the potentiation of ischemic and other neurologic injuries. Pyrexia frequently complicates large-vessel acute ischemic stroke and develops commonly in critically ill neurologic patients; the profound sensitivity of the brain even to minor intraischemic temperature changes, together with the discovery of brain-to-systemic as well as intracerebral temperature gradients, has thus compelled the exploration of cerebral thermoregulation and uncovered its immutable dependence on cerebral blood flow. A lack of pragmatic and noninvasive tools for spatially and temporally resolved brain thermometry has historically restricted empiric study of cerebral temperature homeostasis; however, MR thermometry (MRT) leveraging temperature-sensitive nuclear magnetic resonance phenomena is well-suited to bridging this long-standing gap. This review aims to introduce the reader to the following: 1) fundamental aspects of cerebral thermoregulation, 2) the physical basis of noninvasive MRT, and 3) the physiologic interdependence of cerebral temperature, perfusion, metabolism, and viability.

Trends and Developments in African Frontier Bond Markets

Most sub-Saharan African countries have long had to rely on foreign assistance or loans from international financial institutions to supply part of their foreign currency needs and finance part of their domestic investment, given their low levels of domestic saving. But now many of them, for the first time, are able to borrow in international financial markets, selling so-called eurobonds, which are usually denominated in dollars or euros.

The sudden surge in the demand for international sovereign bonds issued by countries in a region that contains some of the world’s poorest countries is due to a variety of factors—including rapid growth and better economic policies in the region, high commodity prices, and low global interest rates. Increased global liquidity as well as investors’ diversification needs, at a time when the correlation between many global assets has increased, has also helped increase the attractiveness of the so-called “frontier” markets, including those in sub-Saharan Africa. At the same time, the issuance of international sovereign bonds is part of a number of African countries’ strategies to restructure their debt, finance infrastructure investments, and establish sovereign benchmarks to help develop the sub-sovereign and corporate bond market. The development of the domestic sovereign bond market in many countries has also help strengthen the technical capacity of finance ministries and debt management offices to issue international debt.

Whether the rash of borrowing by sub-Saharan governments (as well as a handful of corporate entities in the region) is sustainable over the medium to long term, however, is open to question. The low interest rate environment is set to change at some point—both raising borrowing costs for the countries and reducing investor interest. In addition, oil prices are falling, which makes it harder for oil-producing countries to service or refinance their loans. In the medium term, heady economic growth may not continue if debt proceeds are only mostly used for current spending, and debt is not adequately managed.

Europe’s Eastern Frontiers: A Conversation with Javier Solana

Event Information

April 13, 2012
10:30 AM - 12:00 PM EDT

Falk Auditorium
The Brookings Institution
1775 Massachusetts Ave., NW
Washington, DC

Register for the Event

Stability in Europe’s eastern neighborhood, already precarious, is being further strained. The political prospects of several countries, including Ukraine, Georgia, Turkey and Russia, remain unclear. The region is grappling with the fallout of the economic crisis, and Russia and Turkey, in particular, are threatened by the turmoil in the Arab world.

On April 13, the Center on the United States and Europe at Brookings (CUSE) hosted former European Union High Representative for Common Foreign and Security Policy Javier Solana for a discussion on how the European Union (EU) and NATO should engage with Europe’s strategic partners in the East and Southeast. As a former secretary general of NATO and secretary-general of the Council of the European Union, Solana offered insight into the prospects for future EU and NATO enlargement, the potential impact of the eurozone crisis on the region and how Europeans should attempt to cooperate with their neighbors in tackling global challenges.

Brookings President Strobe Talbott provided introductory remarks and moderated the discussion.

Target Compliance: The Final Frontier of Policy Implementation

Abstract Surprisingly little theoretical attention has been devoted to the final step of the public policy implementation chain: understanding why the targets of public policies do or do not “comply” — that is, behave in ways that are consistent with the objectives of the policy. This paper focuses on why program “targets” frequently fail to…
