CapChat: Santa Anita Horse Deaths / Uber Pilots New Pricing / State Of The State

Today’s CapChat looks at three current issues. 

First, with horse death investigations underway at Santa Anita Park, three more deaths have occurred in recent days. Since December 2018, there have been a total of 42 deaths at the park. California Gov. Gavin Newsom signed a law in June of 2019 allowing the state to suspend horse racing at tracks with dangerous conditions. That has, as yet, not happened at Santa Anita.

Next, in a new pilot program, Uber is giving some of its driving contractors more control by letting them set their own rates. Drivers at the Sacramento, Palm Springs and Santa Barbara airports can increase rates in ten percent increments, with a cap. Depending on results, Uber could expand this to other airports. This is an effort to clarify that Uber drivers are independent, not employees, since the implementation of AB 5 on Jan. 1, 2020.

Third, with the impeachment trial underway in the U.S. Senate, the date of President Donald Trump’s State of the Union somewhat uncertain, Newsom has yet to set a date for his own annual State of the State address.

Doe v. Harvard Pilgrim Health Care, Inc.

(United States First Circuit) - Reinstated a lawsuit alleging that a health insurance company improperly denied coverage for in-patient mental health services. After several unsuccessful administrative appeals, the insured sued the insurance company under ERISA, claiming that all of her time spent at a mental health residential treatment facility was medically necessary and thus should have been covered under an employer-provided healthcare plan. On appeal, the First Circuit vacated an order granting summary judgment for the insurance company, holding that the district court should have allowed the insured to supplement the administrative record.

CHONG Ja Jie's heart was racing as the hot-air balloon steadily rose into the heavens, taking the 11-year-old higher up than she had ever been in her life.


ADVENTURE: Children with Attention Deficit Hyperactivity Disorder being lifted into the hot-air balloon basket for the ride of their lives.

"It was my first trip ever off the ground. I was flying with the birds and so close to touching the sky," said the Attention Deficit Hyperactivity Disorder patient.

"At first, I was afraid but as the balloon began to lift off, I waved at my teachers down below while holding on firmly to the basket with my left hand.

"Once I was high above, I felt so free and light," said Ja Jie, one of the 30 special children from Happy Land Special Education Centre in Taman Johor Jaya.

"It was an great experience and I hope I get to do it again."
The balloon ride was part of the family day and fun fair at the launch of commercial lots at Seri Austin by UM Land Berhad recently.

More than 1,500 people showed up at the launch which saw the property developer bringing in professional hot-air balloon pilots who represented Malaysia in the recent Balloon Fiesta in Pattaya, Thailand.

The carnival was also packed with family-oriented activities such as a treasure hunt, manicure, foot massage, magic tricks and entertainment by a band.

UM Land Berhad Subsidiaries general manager Mohd Noor Abdul Talam, who launched the festivities, presented gifts, prizes and freebies to winners of the games and winners of the Seri Alam and Seri Austin "Spin and Win" winners.

The gifts included a 29-inch television set which was won by a 12-year-old boy who emerged champion in the treasure hunt.

"The carnival is in line with Seri Austin's slogan 'Simply Better' and is a gesture of appreciation to our loyal and prospective customers in conjunction with the New Year," Mohd Noor said.

Which Workers Bear the Burden of Social Distancing Policies? -- by Simon Mongey, Laura Pilossoph, Alex Weinberg

What are the characteristics of workers in jobs likely to be initially affected by broad social distancing and later by narrower policy tailored to jobs with low risk of disease transmission? We use O NET to construct a measure of the likelihood that jobs can be conducted from home (a variant of Dingel and Neiman, 2020) and a measure of low physical proximity to others at work. We validate the measures by showing how they relate to similar measures constructed using time use data from ATUS. Our main finding is that workers in low-work-from-home or high-physical- proximity jobs are more economically vulnerable across various measures constructed from the CPS and PSID: they are less educated, of lower income, have fewer liquid assets relative to income, and are more likely renters. We further substantiate the measures with behavior during the epidemic. First, we show that MSAs with less pre-virus employment in work-from-home jobs experienced smaller declines in the incidence of `staying-at-home', as measured using SafeGraph cell phone data. Second, we show that both occupations and types of workers predicted to be employed in low work-from-home jobs experienced greater declines in employment according to the March 2020 CPS. For example, non-college educated workers experienced a 4ppt larger decline in employment relative to those with a college degree.
