Lower Income Households Warming Up to Solar Power

Despite its growing popularity, solar power remains a luxury that, typically, only more affluent households can afford, due mostly to the high costs of installation.

However, recent statistics show that the technology is not completely exclusive. A greater share of lower-income households and neighborhoods are having rooftop panels installed.

Lawrence Berkeley National Laboratory released the latest edition of its annual report, Residential Solar-Adopter Income and Demographic Trends. This November 2022 edition, updated from its initial 2022 report released in February, is based on address-level data for 2.8 million residential households across the country that have installed solar on-site. The latest update includes data on systems installed through 2021.

The report reveals some unsurprising statistics. For example, the median income for solar adopters was $110,000. This is above the national average of $79,000, and confirms that households with solar are more likely to have above-average means.

However, a closer look at the results reveals that solar technology is not exclusively for the rich. Several statistics show that the average income is trending downward, indicating that solar is becoming more accessible to those in lower-income tiers.

For example, according to the report, the average household income of solar adopters in 2010 was $129,000. This represents a drop of almost $20,000 in 11 years.

Also, the median income figure reveals that while half of the nation’s households with solar have incomes above $110,000, an equal number have incomes below that level.

Looking at that lower half a little more closely, the report finds that roughly one-third of all households that installed solar in 2021 had incomes between $50,000 and $100,000. Another 15% of households had incomes below $50,000. The most well-represented income category was composed of those households with incomes between $75,000 and $100,000. They comprised roughly 18% of the total number of households that installed solar last year.

The report also finds that the share of the solar market in disadvantaged communities has been rising over time. According to Department of Energy figures, the percentage of residential solar installations in these communities has more than doubled from 5% in 2010 to 11% in 2021.

Lastly, the report finds that solar markets are also moving into less-affluent states. While roughly half of the nation’s solar adopters are in California, which is a relatively high-income state, the market for solar is growing in states like Texas and Florida, which are considered middle- and low-income states, respectively.

Spokane mayor announces new warming shelter funds

On Oct. 30, after our story was sent to the presses but before it was distributed, Mayor Lisa Brown announced that her team will add $800,000 of one-time funds to pay for inclement weather beds this winter — that is, extra beds for when the temperature drops below freezing. These dollars, plus the already allotted $250,000, mean the city is now able to pay for 133 beds for 143 nights, which is about the average number of nights that Spokane has lows at or below 32 degrees…

THE WARMEST & DRIEST CANADIAN WINTER

Hey folks,

Although they still have a few more numbers to crunch... Environment Canada is already saying... this has been the Warmest and Driest Winter in Canada since record keeping began.

Environment Canada's Senior Climatologist David Phillips says on average from Coast to Coast to Coast, from December through February, average temperatures reached an record high while precipitation levels dropped to a record low. EC's weather data goes back 63 years.

Here's a look at a graphic the CBC Weather Centre in Toronto has put together this morning.

You can see where most of the above average warmth was felt from Dec-Feb, through the North and into Quebec and Labrador. It's not really surprising to any of us in this Province, given the fact we've been talking about the crazy temperatures in Labrador since November.

NO SEA ICE

As we talked about a few weeks ago, all this warm weather has had massive impacts on the sea ice. From the Gulf to the North Atlantic to the Labrador Sea, officials are saying they haven't seen conditions like this in over 70 years.

With the Sino-US Xi relationship cooling, Xi Jinping is sending a new diplomatic team to Europe – but his ties to Putin may mean slow progress, writes Yu Jie.

It has been a momentous year for Beijing. Twelve months after Russia’s invasion of Ukraine, its relations with the West have become more strained than ever. And after President Xi Jinping secured an unprecedented third term in office at the 20th Party Congress, the country has embarked on a chaotic exit from the Covid lockdown amid hopes the economy will rebound quickly.

Some are already asking if Beijing will set a course correction in its diplomatic priorities to spare itself some of the setbacks it incurred in 2022. But when it comes to foreign affairs, China’s priorities rarely change. 

The Chinese leadership seeks to create a stable external environment to allow its domestic economic development. This conservative maxim was adopted in the 1980s by Deng Xiaoping, and President Xi is likely to follow it as a time-honoured recipe for diplomatic reconciliation.

China’s awkward position

Beijing’s close relationship with Moscow and its failure to oppose Russia’s invasion of Ukraine have put China in an awkward position. Xi and his colleagues have begun to realize that cooperation with Russia comes with substantial limits to avoid undermining China’s own political priorities and longer-term economic interests.

Interestingly, pundits interpreted the omission of ‘pursuing new types of great power relations’ in the 20th Party Congress report as an acceptance by the party leadership that its fraught relationship with advanced developed nations is likely to remain, with little prospect of improvement in the short term.

Chinese diplomatic literature has always presented Russia as a great power, but the abandonment of such terms signals that Beijing is keen to put clear daylight between itself and Vladimir Putin, although international commentators may argue this is not enough and nothing has changed.

There has been little sign of China using its influence to help resolve the Ukraine conflict. Facing, as it feels it now does, a ‘collective West’ and not the Americans alone, Beijing has concluded there are few reasons not to move closer to Russia.

China’s neutrality towards Russia makes warmer relations with the EU difficult

But a reset would appear necessary if China is to tackle its domestic economic woes. So far, Beijing’s main political tactic has been to reassure European countries that it is willing to use its ties with Russia to restrain Putin from entertaining the deployment of nuclear weapons. That was the message conveyed during the visit of Olaf Scholz, the German Chancellor, and it will be said again when both President Emmanuel Macron of France and Giorgia Meloni, Italy’s prime minister, each visit later this year.

Economically, China has traditionally relied on its relationships with the European Union and the United States to support innovation and growth. So, a perceived isolation from ‘a collective West’ is not an attractive option given Xi’s hopes of achieving a robust economic rebound after dropping the country’s ‘zero-covid’ policy. A precarious bilateral tie with the US has already reduced Beijing’s choice of partners and consumers. Worsening Sino-US relations and a tightening of access to overseas markets for Chinese companies have prompted Beijing not only to reconsider the country’s sources of economic growth but to reconfigure its approach to foreign affairs.

China is making a renewed push to strengthen ties with the Global South, which does not see the war in Ukraine as black and white as the West does. Such a move is only possible because five decades of engagement with the ‘collective West’ has allowed China to emerge from poverty and become a global economic powerhouse.

A new diplomatic team

In an attempt to reset the tone of China’s relations with the EU, its largest trading partner, Xi has formed a new diplomatic team headed by Qin Gang, as Minister of Foreign Affairs, who is returning from his post in Washington as ambassador to the US and who has a background in European affairs. Achieving warmer relations will be easier said than done, however, as China has maintained its ‘neutrality’ at Russia’s aggression since February 2022.
