About the speaker: Courtney Paquette is an assistant professor at McGill University and a CIFAR Canada AI chair, MILA. She was awarded a Sloan Research Fellowship in Computer Science in 2024. Paquette’s research broadly focuses on designing and analyzing algorithms for large-scale optimization problems, motivated by applications in data science. She is also interested in scaling limits of stochastic learning algorithms. She received her PhD from the mathematics department at the University of Washington (2017), held postdoctoral positions at Lehigh University (2017-2018) and the University of Waterloo (NSF postdoctoral fellowship, 2018-2019), and works 20% as a research scientist at Google DeepMind, Montreal.


Abstract: Given the massive scale of modern ML models, we now only get a single shot to train them effectively. This restricts our ability to test multiple architectures and hyper-parameter configurations. Instead, we need to understand how these models scale, allowing us to experiment with smaller problems and then apply those insights to larger-scale models. In this talk, I will present a framework for analyzing scaling laws in stochastic learning algorithms using a power-law random features model, leveraging high-dimensional probability and random matrix theory. I will then use this scaling law to address the compute-optimal question: How should we choose model size and hyper-parameters to achieve the best possible performance in the most compute-efficient manner?

A significant percentage of people are now recognized as having neurotypes that are not well supported by societal norms and our collective understanding of how to communicate across and support neurodiversity is still developing. Fortunately researchers, educators, and advocates who identify as neurodivergent are contributing to a growing body of best practices.

Join the LSA Faculty & Staff Disability Navigators for this two-part workshop to learn about neurodiversity and how we can all start creating more neuroinclusive workplaces.

Participants will:
1. Understand what neurodiversity is and how the concept has evolved over time.
2. Reflect on the ways neurodiversity shapes our experiences, behaviors, aptitudes, and understanding of the world.

The rising USD continues to ... rise still.

EUR/USD is circa 1.0555 and at its lowest since November last year.

The Federal Reserve appears to be on track for a December rate cut but its not bothering dollar bulls, taking their cues from the world of politics dollar-bostering Trump policies. Trump, of course, won't in the big chair until after January 20 but markets discount the future. Or what they expect in the future anyway. And that's a stronger dollar for now.

There was a bit of a wrestle after the US CPI report yesterday but eventually, the dollar once again reigned supreme. EUR/USD saw a break below the April low of 1.0601 and has now traded down to fresh lows for the year. As the greenback continues to run a rampage, it is starting to draw in a rather critical level for EUR/USD in the bigger picture:

As seen from the above, the pair has been sort of stuck within a range of 1.0500 to 1.1200 roughly since the start of 2023.

As such, there looks to be an inevitable pull towards the 1.0500 mark now as sellers have proven their mettle at each and every other test since the start of October trading. The most recent of course being the fall below the April low of 1.0601, as mentioned above.

Taking the technical backdrop above into consideration, it pretty much means we're reaching a very, very critical juncture in gauging the post-election dollar momentum.

A firm break below 1.0500 is not only one to set off any further declines in EUR/USD. But the spillover potential means that it is going to spur even further gains in the dollar as we look towards year-end.

There is certainly strong arguments for that, as Adam pointed out here. But are traders going overboard in frontrunning the potential for the Trump trade and tariffs? That's something to consider as well perhaps.

For now, the momentum trade is name of the game in FX. However, don't ignore the implications set out by key technical boundaries such as the one in the chart above. That will be vital in determining the strength and resolve of the dollar momentum we're seeing now.

The US CPI report yesterday here provided some reason for a push and pull in markets but ultimately, the dollar settled higher as it continues its post-election momentum. It's tough to fight that especially with dollar bulls also seeking out key technical breaks on the charts. And the greenback is once again keeping a little firmer today:

EUR/USD is holding at its lowest levels this year after the break below the April low of 1.0601 overnight. Meanwhile, USD/JPY had a brief brush against 156.00 earlier as it eyes further gains alongside an uptick in Treasury yields.

Elsewhere, GBP/USD is closing in on its August low of 1.2665 while USD/CAD is up to its highest levels since 2020 in a push above 1.4000. It's all about the dollar as it rampages on in the post-election period.

Looking to the session ahead, there isn't anything on the agenda in Europe to shake up that sentiment. All eyes will once again fall on more US data later in the day to perhaps add to the mix. Otherwise, the euphoria from Trump trades is still very much permeating across broader markets with Bitcoin also hoping to firmly clear $90,000 since yesterday.

This comes with S&P 500 futures also seen down by 0.2% currently. Wall Street had a mixed day but overall was little changed, as investors pumped the brakes on the post-election euphoria for the time being. In Europe, things are still muddy as the threat of Trump tariffs continue to cloud the bigger picture outlook for next year.

It's still early in the day but European indices are at least hoping to recover some poise after the fall earlier in the week. US futures are also seen flattish at the moment, after having been down earlier in the day. So, that's at least helping with the broader market mood. But again for Europe, the outlook remains challenging considering all the recent developments with regards to German politics and the US election result.

No changes to the initial estimates as this just reaffirms more modest growth in the euro area in Q3. But this is old news, as the focus is on the outlook next year with Trump tariffs set to come into the picture.

Looking at the details, the drop here is largely driven by a decline in capital goods (-3.8%) and energy production (-1.5%). The former is seen declining back after a surge higher in August (+3.8%). The declines for the month are partially offset by increases in output for durable consumer goods (+0.5%) and non-durable consumer goods (+1.6%). The production for intermediate goods was flat on the month.

• Fed will 'most likely' need more cuts but should 'proceed cautiously'
• If Fed cuts too far past neutral, inflation could re-acclerate
• Difficult to know how many Fed rate cuts may be needed, and how soon they need to happen
• Fed has made a great deal of progress in bringing inflation down

Logan last spoke in late October and wasn't quite this hawkish. I think the Fed cuts in December but takes a pause after that and waits to see how things play out.

People's Bank of China USD/CNY reference rate is due around 0115 GMT.

The People's Bank of China (PBOC), China's central bank, is responsible for setting the daily midpoint of the yuan (also known as renminbi or RMB). The PBOC follows a managed floating exchange rate system that allows the value of the yuan to fluctuate within a certain range, called a "band," around a central reference rate, or "midpoint." It's currently at +/- 2%.

How the process works:

• Daily midpoint setting: Each morning, the PBOC sets a midpoint for the yuan against a basket of currencies, primarily the US dollar. The central bank takes into account factors such as market supply and demand, economic indicators, and international currency market fluctuations. The midpoint serves as a reference point for that day's trading.
• The trading band: The PBOC allows the yuan to move within a specified range around the midpoint. The trading band is set at +/- 2%, meaning the yuan could appreciate or depreciate by a maximum of 2% from the midpoint during a single trading day. This range is subject to change by the PBOC based on economic conditions and policy objectives.
• Intervention: If the yuan's value approaches the limit of the trading band or experiences excessive volatility, the PBOC may intervene in the foreign exchange market by buying or selling the yuan to stabilize its value. This helps maintain a controlled and gradual adjustment of the currency's value.

Yesterday the People's Bank of China propped up the yuan at this setting:

I suspect we'll see similar support for the yuan again today.

The main objective of this OSCE project is to create evidence including in the context of conflict/crisis  to be used in the long term for improved programming and policy-making.

The contractor will be expected to undertake all aspects of work relating to the survey and additional qualitative research, including:

• pre-test/pilot study of the new conflict module;
• development of country/area specific research tools;
• qualitative key expert interviews and focus group discussions;
• interviewer selection (female interviewers only);
• interviewer training;
• random selection of respondents;
• questionnaire finalisation and translation of fieldwork and interviewer training materials;
• all fieldwork/data collection;
• data entry and processing;
• data analysis and drafting several thematic and regional reports.

The data will be collected through the use of structured, quantitative survey interviews and additional key expert interviews and focus group discussions. The survey interviews will be carried out face-to-face in each country/area by female interviewers who have completed in-depth, in-person training dedicated to the topic of the survey.

The interviews will be conducted using a standardised questionnaire already developed. Part of the contract will be testing revisions on this questionnaire and finalizing it.

The required net sample size is a minimum of 1500 women per country/area using a strict random (probability) sample.

The Contractor will be responsible for ensuring the quality, consistency and timeliness of work carried out in each country/area selected to take part in the study. The consistency of the methods and procedures applied in the various countries/areas and strict compliance with the detailed methodology of the survey needs to be ensured by the Contractor. The foreseen total duration of the assignment is 15 months.

Ways to increase the sustainability of social businesses by using social media marketing tools were discussed at a training session organized in Kyiv on 26 July 2016 by the OSCE Project Co-ordinator in Ukraine.

The event gathered representatives of three social businesses that were established with the support of the OSCE Project Co-ordinator in Ukraine so that they can provide job skills for people vulnerable to human trafficking. The social businesses also simultaneously serve as revenue sources for local NGOs working on anti-trafficking.

The training course focused on widespread social networks and ways of using them for increasing social enterprises’ profit, including the best use of social media to attract customers and gain their positive feedback. The participants had a chance to practice their digital skills and communication abilities during the hands-on exercises aimed at producing high-quality content for social networks.

Natalia Myakushko, Head of the Rukomysli Social Enterprise in Lviv, thanked the OSCE Project Co-ordinator for its continuous support. “The innovative idea of social business requires innovative tools for its development and this training helps us to use modern communication channels in an efficient way for the benefit of people vulnerable to human trafficking,” she said.

This is the first of three training sessions which will help social entrepreneurs develop a strategy for interacting with new media.

The training sessions are part of a project on preventing human trafficking in Ukraine through the economic empowerment of vulnerable persons, which is being implemented by the OSCE Project Co-ordinator in co-operation with the Ukrainian Ministry of Social Policy, and with the support from the Canadian Government and Norwegian Ministry of Foreign Affairs.

The project aims at the establishment of and support to social businesses that work to prevent human trafficking by providing beneficiaries with sufficient and sustainable income at home, giving them genuine and viable livelihood options, and therefore decreasing the likelihood of persons taking up deceptive job offers where they may be exploited.  

So far, 52 people at risk of human trafficking, including 14 internally displaced people, two victims of domestic violence and one ex-combatant, as well as six people who were formerly subjected to human trafficking have already benefited from the job skills’ courses within these social businesses.

The fourth in a series of five OSCE-supported training seminars for women entrepreneurs working in the field of green technology started on 29 July 2016 in Arnasai village, Central Kazakhstan.

The training seminar, organized by the OSCE Programme Office in Astana in close co-operation with the Coalition for Green Economy and G-Global Development brought together some 20 participants from rural areas of the Central Kazakhstan region to raise their awareness on the use of modern green technologies in effective horticulture, such as energy and water-saving methods, drip irrigation, solar greenhouses and vermicultivation.

“We believe that the role of women in promoting green businesses in the rural areas is crucial and enormous. This is due to the fact that most of them are involved in agriculture and household management activities, which nowadays remain one of the few opportunities to support the family and community in remote regions,” said György Szabó, Head of the OSCE Programme Office in Astana. “Thus, the Office stands ready to provide its continuous expert support to such initiatives aiming at better information- and technology-sharing.”

The event is part of the Office’s multi-year efforts to promote green growth, environmental security and women’s empowerment in economic activities.

Personal Representative of the OSCE Chairperson-in-Office on Combating Anti-Semitism, Andrew Baker, stressed importance of different communities to join forces to tackle anti-semitism.

“We have witnessed important and moving symbolic actions such as the encircling of the synagogues in Oslo and Copenhagen by Muslims who want to show their solidarity with their fellow Jewish citizens. We must build on this,” said Baker speaking at the Third World Forum on Intercultural Dialogues that took place in Baku on 18-19 May 2015.

He noted that today many European Jews question their future in Europe. “An EU survey of Jews by the Agency for Fundamental Rights found that nearly 30 percent were considering emigration, while in some countries, notably Hungary, France and Belgium, this number was well over 40 percent,” Baker said.

Recalling the dangers the Jewish communities faced earlier this year as victims of terror attacks in Paris and Copenhagen, Baker applauded the French government for calling on the military to ensure that all Jewish schools and synagogues in France are protected. “But we know this is only a short-term solution and cannot be sustained indefinitely,” he said.

Underlining the important role that Muslim communities could play in this field, Baker called for more Muslim voices in Europe that will speak out and condemn anti-Semitism.

GENEVA / VIENNA, 28 July 2016 – Two top holders of media freedom mandates of the United Nations and the Organization for Security and Cooperation in Europe (OSCE) today condemned the ongoing crackdown on journalists and the media launched by Turkish Government in the wake of the attempted coup.

The UN Special Rapporteur on the right to freedom of opinion and expression, David Kaye, and the OSCE Representative on Freedom of the Media, Dunja Mijatović, expressed alarm at recent measures adopted by the Turkish authorities. Dozens of journalists have been reportedly arrested and a large number of media outlets closed in the past twenty-four hours.

“The simultaneous arrests of independent journalists and shutdowns of print and broadcast media strike a major blow against public debate and government accountability,” the experts warned. “We strongly urge the Turkish authorities to reconsider these decisions and confirm their obligations to media freedom.”

Reports indicate that the Government ordered the closure of three news agencies, 16 TV channels, 23 radio channels, 45 papers and 15 magazines. Since the attempted coup, authorities have issued arrest warrants against 89 journalists and have already arrested several of them, blocked access to more than 20 news websites, revoked the licenses of 29 publishing houses, and cancelled a number of press accreditations.

Numerous academic institutions, schools, civil society organizations were also ordered to close down by decrees issued after the adoption of the “Statutory Decree Regarding Measures to be Taken Within Scope of State of Emergency and Regulation of Certain Institutes and Institutions” on 23 July.

“It is quite clear that this wave of restrictions against media groups does not meet the basic international standards concerning restrictive measures even in times of emergency,” Mijatović said. “The disregard for any assurance of due process is flagrant and only contributes to the extreme levels of insecurity affecting all those working to inform people of the ongoing crisis in the country.”

“The attempted coup cannot justify such a broad attack against almost all voices, not just critical ones but analytic and journalistic,” Kaye said. “The widespread and abrupt nature of the measures, lacking even the basic elements of due process, is shocking and unprecedented in recent times in Turkey.”

“The Government’s purging of personnel and institutions of what it perceives as being dissenting and critical voices, solely on the basis of allegations of membership in the Gülen movement, clearly violates standards of international human rights law,” he noted.

Both experts expressed their continued willingness to discuss their concerns with Turkish authorities. UN Special Rapporteur Kaye will be visiting Turkey on an official visit in November, at the invitation of the Government. OSCE Representative Mijatović reiterated her Office’s assistance in improving media freedom, including a visit to the country.
