Forum- Passwords & Personal Data

After we changed everyone's passwords a couple of weeks ago, people were asking some questions about passwords and personal data.  Firstly, we don't hold much personal data- as people have usernames, we don't know real names. We do ask for the year and date of birth to comply with the Children's Online Privacy Protection Act (COPPA). We ask for an active email account and send a link that has to be clicked on to complete the registration. This is to make it harder for automated registration by advertisers and spammers. We also ask where you're from, where you are based now and what your first language is. There are also optional fields where people can add biographical information and interests if they wish. Unless you use your real name as a username or connect via Facebook, the data is anonymous. If an acount is deleted, this information is deleted from our records.

I have had a few complaints about swearing in the forum, even though the posts were legitimate questions about the use of slang and swearwords. There aren't that many threads dealing with these, but some of them do contain language that somewould consider to be extreme and taboo.

Forum Policies- Cross-Forum Posting

Quite a lot of people post the same question in a number of ESL forums. The logic behind doing this is clear- you should be able to access a wider selection fof views and opinions and get better answers. However, things don't always work out the way people think and this process can lead to objections from the people answering.

Access to the forum from South Korea

A couple of weeks ago, we blocked access to the forum from all IPs from South Korea. The forum had been under attack by some organised spammers for a few weeks, and it was ruining the forum. The attack was, presumably, using something like a botnet as there was a seemingly unending supply of different IPs used. Day after day, hundreds and hundreds of posts were being made and it was impossible to keep up with deleting and banning the accounts posting the spam. This was affecting the forum- people were complaining, and many were simply put off by finding page after page of nonsensical messages. The spam filter was not catching a lot of the messages as most didn't contain links but text pointing towards sites that were probably full of malware.

Montenegro’s Demilitarization Programme a vital contribution to many aspects of security, country’s Defence Minister tells OSCE Forum for Security Co-operation

Montenegro’s Demilitarization Programme (MONDEM) has had a positive impact on promoting the OSCE’s comprehensive approach to security, said the country’s Defence Minister Milica Pejanovic-Djurisic as she addressed the OSCE Forum for Security Co-operation in Vienna on 20 April 2016, under the Chairmanship of Poland.

Run by Montenegro’s Government, OSCE and UNDP, the Programme has since 2007 contributed to the reduction of the country’s surplus ordnances by 85 per cent, decrease in the number of munitions sites and closure of open-space storage facilities. There are still about 1,900 tonnes of ammunition and some 14,000 pieces of armaments pending destruction.

“The Programme has had a positive impact on human security, counter-proliferation policy, sub-regional confidence- and security-building measures, the national small arms and light weapons control strategy, public administration reform, reducing of environmental pollution and sustainable development,” said Pejanovic-Djurisic.

MONDEM is based on five components aimed at demilitarizing chemicals, ammunition and heavy weapons, developing safe storage infrastructure and enhancing the knowledge and abilities of personnel working in this area.

Pejanovic-Djurisic said that the expert support and assistance provided by the OSCE Mission to Montenegro has contributed not only to the implementation of MONDEM but also to strengthening of democratic institutions and overall reforms in the country.

Good governance in the OSCE area – reinforcing security and stability through co-operation - is the theme of the 2016 OSCE Economic and Environmental Forum. Good governance remains high on the agenda. During the three-days meeting participants will discuss various issues related to good governance, as well as environmental governance as a basis for business climate and sustainable economic development. The Forum Meeting will consider the role of the private sector in fighting corruption and money laundering, evaluate aspects of trade facilitation, as well as migration governance for economic growth, stability and security.

The Concluding Meeting of the Forum will take place on 14-16 September 2016 in Prague and will focus on various aspects of good governance:

 

  • Good governance and its impact on business climate and sustainable economic development
  • The role of the private sector in fighting corruption, money-laundering and financing of terrorism for strengthening stability and security
  • Trade facilitation measures and good governance in supply chains
  • Good environmental governance and its impact on economic development, stability and security
  • Good migration governance and labour market integration

 

The Meeting will also review the implementation of OSCE commitments relevant to the theme of the 24th Economic and Environmental Forum.

​The Economic and Environmental Forum is the main meeting within the Second Dimension of the OSCE. Its objectives are to identify needs and priorities, to raise awareness, to share best practices and to stimulate deeper political dialogue and the will of the 57 OSCE participating States in dealing with economic, environmental and security related challenges. It also provides a platform for multi-stakeholder dialogue with representatives of International Organizations, the business and academic communities, and civil society.

The 2016 Concluding Meeting builds upon the results stemmed from the two Preparatory Meetings held in Vienna on 25-26 January, and in Berlin on 19-20 May 2016. This year it will examine the level of implementation of OSCE commitments while deepening OSCE’s engagement in the aforementioned areas.

Youth Forum on “Role of youth in peace-building and ensuring stability in Kyrgyzstan: means of collaboration and cooperation in combating violent extremism and radicalism among youth” will gather some 50 youth and public officials from Tokmok and Osh cities as well as from Batken, Chuy, Osh, and Jalal-Abad provinces in Jalal-Abad city.

Participants will discuss problems in their local communities and country-wide and ways to co-operate closer on security matters in the future. The event focuses on discussion of measures on preventing and combating violent extremism and radicalization among youth in Kyrgyzstan. 

Representatives of the youth and public officials are expected to lay foundation for further co-operation between the authorities and youth as pertains to youth and security policies in the respective provinces/cities and country-wide.

OSCE Centre in Bishkek supports first Internet Governance Forum in Central Asia

BISHKEK, 22 June 2016 – The OSCE Centre in Bishkek supported a two-day Internet Governance Forum in Central Asia, the first of its kind, which concluded today in the Kyrgyz capital.

Some 100 specialists in the field of internet governance and development, including representatives of the Central Asian state authorities, telecommunication experts, internet service providers, research institutions, and non-governmental organizations from Europe and Central Asia, discussed issues related to cyber security and regulations, the development of the Domain Name System (DNS) industry, as well as global and national approaches to accessing the internet.

“Kyrgyzstan ceased to be a ‘dead-end’ country in terms of the Internet in 2015 and has opened connections to countries in South-East and South Asia,” said Ernis Mamyrkanov, Kyrgyz Deputy Minister of Transport and Communication. “This enhances the role of Kyrgyzstan in the issue of regional transit. Now we need a platform where all participants can discuss relevant issues and this Forum is intended to take that place.”

Daniele Rumolo, acting Deputy Head of the OSCE Centre in Bishkek, said that governments have a role to play when it comes to regulating the Internet. “This responsibility extends to the protection from harmful content, and fighting cybercrime. However, governments must ensure that all stakeholders, including civil society, business actors, and internet-users, are consulted and continuously involved in these efforts.”

The Forum was co-organized by the Ministry of Transportation and Communication and the Civil Initiative on Internet Policy Public Foundation, supported by the SecDev Foundation (Canada), Internet Corporation for Assigned Names and Numbers (ICANN), the Internet Society, the United Nations Development Programme in Kyrgyzstan and the OSCE Centre in Bishkek.

The Forum is part of the OSCE Centre’s project on promoting national dialogue and capacity building on the information security needs of the Kyrgyz Republic.

VIENNA, 16 June 2016 – Accountability is crucial to preventing future crimes against humanity, war crimes and genocide, said President of the Hague-based International Criminal Court (ICC), Judge Silvia Fernandez de Gurmendi as she addressed the 823d meeting of the Forum for Security Co-operation (FSC) on Wednesday in Vienna.

Fernandez emphasized that the current security challenges are staggering in their numbers and complexity.

“The world is facing destabilizing conflicts around the globe which include not only deliberate acts of violence against the physical security and well-being of civilians, but also deliberate attacks against their cultures and identities,” she said. “This demands a multi-faceted response from the international community to stop violence in the short-term, but also sustainable conflict resolution in the long-term.”

Fernandez stressed the importance of justice in preventing future crimes and the necessity of building the capacity of national jurisdictions. The ICC can exercise jurisdiction over crimes against humanity, war crimes and genocide but it is complementary and not intended to replace national systems, she noted.

“Capacity building of national jurisdictions is essential. The OSCE has played a role - especially in the former Yugoslavia - and can also make contributions through supporting the rule of law and democratic institutions,” Fernandez said.

Ambassador Adam Bugajski of Poland, the OSCE participating State currently chairing the FSC, said: “In paragraph 30 of the Code of Conduct we committed ourselves, inter alia, to ensure that armed forces personnel are aware they are individually accountable under national and international law for their actions."
