Outer Banks Counties Announce Date For Reopening To Visitors

Three counties on North Carolina's tourist-reliant Outer Banks have announced plans to lift coronavirus-related visitor restrictions. Officials in Currituck, Dare and Hyde counties released a joint statement on Wednesday announcing restrictions on entry for visitors will be lifted at noon on Saturday, May 16. According to the statement, reopening to visitors on that date will allow local businesses, attractions, and accommodation providers time to follow the new business operating requirements put in place by Gov. Roy Cooper's executive order. Officials are also reminding potential visitors to observe restrictions such as social distancing because the pandemic is not over.

Now, the Chicago Tribune reports its parent company, Tronc, is changing its name back to Tribune Publishing. The Chicago-based company made the announcement Thursday. That ends a two-year run for the often-mocked corporate moniker. The name change becomes official next Tuesday. The company didn’t say what was behind the name change, but recently, its second-largest shareholder said he hoped to convince others to change the name back because “Tronc was a silly name.” The Tribune also says the name change comes at a time when there are potential buyers showing interest in the storied media company. “tronc,” by the way, was intended to be written in all lower-case letters and stood for “Tribune Online Content.”

Governor Pritzker Announces $8 Million Plan To Improve Rockford's West Side

Governor J.B. Pritzker was in Rockford on Friday with Mayor Tom McNamara, State Sen. Steve Stadelman, and State Rep. Maurice West. The Democrats came together to celebrate the progress of the $45 billion capital plan known as Rebuild Illinois. Money from the plan is being used to improve statewide infrastructure like roads, bridges, education and broadband internet services. The governor also said that part of the money will go toward a much anticipated train project. "We're dedicating $275 million to establish passenger rail service between Rockford and Chicago." The governor was quick to credit State Sen. Stadelman with getting this project pushed forward. He said, "Senator Stadelman made this a priority. He mentioned it over and over and over again, and told me that the people of Rockford wanted it. And we're bringing it to you, Senator!" The senator, in turn, expressed appreciation for the governor. WATCH: Trump Announces Push For Citizenship Data Apart From Census

Updated at 6:40 p.m. ET President Trump announced an executive order on gathering citizenship information, a shift from an earlier effort to get a question about citizenship on the 2020 census. Trump spoke alongside Attorney General William Barr, who praised his decision. Their remarks come after the Supreme Court blocked, for now, the addition of the question " Is this person a citizen of the United States? " on the annual headcount. Critics feared the question would lead to undercounts of immigrant groups and communities of color. Despite the justices' rejection, Trump had vowed to continue pushing for the change — even as printing of the paper forms has begun. The administration's persistence includes an attempt to change the Justice Department's legal team on the issue. But Trump's remarks Thursday indicate the administration is dropping the question fight in favor for a different avenue for getting a count of noncitizens in the U.S. Still, it's not clear what impact the executive

How do I add a criteria to the aggregate function in this excel formula?

I've been working with this Excel formula for a month or so. It comes from Leila Gharani's Youtube tutorial.

=IF(ROWS($A$1000:$A1000)<$J$291,INDEX($B$2:$B$300,AGGREGATE(15,3,($N$2:$N$300="Japanese")/($N$2:$N$300="Japanese")*ROW($N$2:$N$300)-ROW($N$1),ROWS($A$1000:$A1000)))," ")

In this iteration, it's indexing column B, which is a list of movie names, and returning a list of every Japanese language film. Film languages are listed in column N. The formula takes advantage of Aggregate's "Ignore error" option; since Excel treats yeses as 1's and nos as 0's, dividing the aggregate results by itself returns an error for all the nos, since you can't divide by zero. Pretty clever. Then the formula multiplies the 1 by the row where it's located, and finally returns the smallest number in the list to the index function (then the second smallest, then third smallest as you drag down the formula).

My question is, how do I add criteria so the film not only has to be in Japanese, but also has to have a RottenTomatoes score of >75%, if Column T is RottenTomatoes scores? I'm feel I should just multiply the Japanese criteria by the RT criteria in brackets and then divide that product by itself, but I keep getting errors when I try this. Maybe my syntax is screwy?

And yes, I know it would be a lot easier to do this using VBA, but I'm running the workbook on Sharepoint, which doesn't support VBA.
