Trump Administration Rescinds DACA, Fueling Renewed Push in Congress and the Courts to Protect DREAMers

The Trump administration’s decision to terminate the Deferred Action for Childhood Arrivals (DACA) deportation-relief program launched in 2012 has sparked new urgency to find a longer-term fix for "DREAMers," the unauthorized immigrants brought to the United States as children. This Policy Beat article examines movement in the courts and in Congress on the DREAM Act and similar proposals, exploring likely paths forward.

Revving Up the Deportation Machinery: Enforcement under Trump and the Pushback

The Trump administration has significantly cranked up the immigration enforcement machinery in the U.S. interior. Yet even as arrests and deportations are up in the early Trump months, they remain less than half their peaks. This report demonstrates how pushback from California and other "sanctuary" locations makes it quite unlikely that ICE will be able to match record enforcement levels.

As Governments Build Advanced Surveillance Systems to Push Borders Out, Will Travel and Migration Become Unequal for Some Groups?

As governments seek to push their borders out by amassing ever more data on travelers and migrants, their creation of increasingly complex border surveillance systems and use of risk-assessment technologies could ease mobility for some while rendering other groups immobile based on hypothetical risk profiles and decisions that are not publicly known and cannot be challenged, as this article explores.

As Millions Are Pushed from Jobs amid Pandemic, the Loss of Employer Health Coverage & Limited Access to Public Coverage for Many Immigrants Hold Major Implications for Them – and U.S. Overall

WASHINGTON – As more than 33 million U.S. workers have lost their jobs since March amid the pandemic-induced economic crisis, immigrants are among the most vulnerable: They are more likely than the U.S. born to be laid off and to live in communities with high COVID-19 infection rates, and less likely to have health insurance coverage and access to a doctor or other usual source of health care.

Robust Asynchronous Stochastic Gradient-Push: Asymptotically Optimal and Network-Independent Performance for Strongly Convex Functions

We consider the standard model of distributed optimization of a sum of functions $F(mathbf z) = sum_{i=1}^n f_i(mathbf z)$, where node $i$ in a network holds the function $f_i(mathbf z)$. We allow for a harsh network model characterized by asynchronous updates, message delays, unpredictable message losses, and directed communication among nodes. In this setting, we analyze a modification of the Gradient-Push method for distributed optimization, assuming that (i) node $i$ is capable of generating gradients of its function $f_i(mathbf z)$ corrupted by zero-mean bounded-support additive noise at each step, (ii) $F(mathbf z)$ is strongly convex, and (iii) each $f_i(mathbf z)$ has Lipschitz gradients. We show that our proposed method asymptotically performs as well as the best bounds on centralized gradient descent that takes steps in the direction of the sum of the noisy gradients of all the functions $f_1(mathbf z), ldots, f_n(mathbf z)$ at each step.
