Steve Julian: Business analyst Mark Lacter, whatever happened to "better late than never?" Mark Lacter: Steve, retailers never want to sell late because it often means having to reduce the price. They're looking to start out as soon as possible - these last three months represent their biggest payday of the year. And here in California people do seem to be buying stuff - consumer spending has been up for 14 consecutive quarters, going back to the spring of 2009, and taxable sales are up almost 5 percent from the peak levels before the recession. Another good sign is Chapman University's index of consumer sentiment, which is at its highest level since the beginning of the recession in late 2007. All these indicators explain why the state economy is generally outpacing the rest of the nation. Julian: There has to be a "but" in here someplace… Lacter: The "but" is that only 60 percent of the jobs lost during the downturn have been recovered, and the unemployment rate in many parts of the state, including L.A. County, is still at or above 10 percent, which isn't what you'd call a healthy economy. And that's why holiday shopping this year could end up being sort of hit and miss. Folks who have well-paying jobs and a bunch of their money in the stock market - and Southern California has its share of both - those folks will probably be spending good amounts. Julian: Are there geographic tell-tale signs? Lacter: The closer to the coast you go, the more spending there's likely to be. But it's a different story if you're feeling vulnerable about your job or in the amount of savings you have in the bank. So you have retailers once again coming up with ways of reaching as many budget-conscious folks as possible, as early as possible. The most obvious move is opening their stores on Thanksgiving night - Macy's is the latest of the chains to get a head start on Black Friday (Target, Kohl's, Walmart and J.C. Penney will also be open). Another strategy is matching your prices with the prices on Amazon and other online retailers - also, retailers will use mobile apps and arrange in-store pickup of online purchases. All told, expect holiday sales to run 3 percent ahead of last year, with the L.A. area likely to be a bit higher. Decent, but not great. Julian: What's the message to consumers now: buy or not buy? Lacter: Well, we'll start with the good news - gasoline prices are at their lowest level since the beginning of the year, with an average gallon of regular in the L.A. area running $3.75, according to the Auto Club. And barring any refinery fires or international catastrophes, the numbers might keep falling into November and December, which could incentivize consumers to buy a little more at the shopping malls. Here's some more good news - the L.A. area has seen a huge drop in the number of homeowners who are underwater, which happens when the value of a property is less than the amount that's owed on the property. This of course was a big problem during the recession, but over the last year the median home values have gone up between 20 percent and 30 percent. Julian: And if your equity is positive instead of negative, you'll probably feel more confident about spending. Lacter: That's right. But there are also deterrents to spending - as has been reported, a few hundred thousand Californians lose their individual health care policies by the end of the year because their plans don't meet the requirements of the Affordable Care Act. Policyholders will be stuck in many cases with a premium increase, possibly a big increase. Now it's possible that in the long run these folks will be better off with a more inclusive plan that results in lower out-of-pocket expenses. But it'a hard to ignore the sticker shock of having to shell out, say, $250 a month instead of $100. Julian: There goes the holiday list... Lacter: For those folks, yes. And even though L.A. consumers do a good job of separating their feelings about Washington with their desire to spend, the economy is bound to slow down a little. About 400 people attended the International Conference on Contract Farming in Nairobi this week to learn more about the practice. Peris Wanjiku, the conference director, said such agreements can help solve the challenges that many smallholder farmers face in Africa. "It's always important to farm with a plan. I believe it's not enough to simply plant a crop, whatever it is, without knowing where it will end up," Wanjiku said. "Farmers should know beforehand what to grow and where to sell. This is why contract farming is so important, as it provides the framework for certainty and sustainability. "But it's not only about the traditional farmer. I believe we can extend the benefit of contract farming to those who may not be farmers themselves right now, but they own a piece of land." Experts say the growing interest in contract farming is associated with increasingly complicated systems in food production, marketing and distribution, which has made it difficult for farmers to meet consumers' demands. Contract farming, experts say, is an instrument that manages and reduces production risks for both parties. Wilson Milito Ole-Rampei, a vegetable farmer in Kenya, is attending the conference and is optimistic that the practice would help him. "I will benefit because if, for example, I am growing vegetables, we will arrange with them to get a market. They will give me their technical advice, then our arid land will be used. Because of [a] shortage of rain, we will do irrigation. I would have knowledge of what I am growing," Ole-Rampei said. An economist for the U.N.’s Food and Agriculture Organization, Lan Li, said contract farming is often a good deal for small-scale farmers. "It sets the agreements on what products to produce, quantity, and price," Li said. "As such, it helps secure more stable income and better production planning for producers. It can improve access to inputs for small-scale holder farmers, technical assistance training, and financing solutions." African farmers have seen reduced harvests due to global warming and drought. For many, a lack of knowledge and skills also contributes to low food production. In areas where farmers can produce enough food, they sometimes face obstacles such as bad roads or insecurity that prevent them from getting to market. Carole Kariuki, head of the Kenya Private Sector Alliance, said the private and public sectors need to collaborate to improve the agriculture sector. "The private sector is doing its best. It's filling that gap where it can, but we cannot do it all, and we need the government to be able to go back and say we can get agriculture extension officers helping out small farmers and all the farmers in the country. Contract farming holds immense potential to transform African agriculture,” she said. Contract farming can have drawbacks, such as making farmers less able to sell to alternative buyers when produce prices increase. In addition, there are environmental risks from growing only one crop for a long time. Buyers, meanwhile, can face high transaction costs from contracting with many farmers. The “deluxe reissue six months after the original release” game is a racket, of course, but that’s the music business and you can’t really complain about getting new music, especially in these days of streaming when it’s not like anybody’s actually going out and spending $15 on a CD and then feeling like you have to go back out spend another $18 just to hear five outtakes that didn’t make the initial cut. This new song is sonically similar to the stuff on Older and its lyrics expand upon the themes of sex and guilt and longing raised in “You Forced Me To” specifically. Firstly, establish a social network graph and use graph clustering algorithm to mine the association relationships of users in the network. Secondly, through sparsisation processing, the association between nodes in the social network graph is excavated. Then, evaluate the tightness between user preferences and other nodes in the social network, and use the TF-IDF algorithm to extract user interest features. Finally, an attention mechanism is introduced to improve the deep learning model, which matches user interests with advertising domain features and outputs push results. The experimental results show that the push accuracy of this method is higher than 95%, with a maximum advertising click through rate of 82.7% and a maximum advertising conversion rate of 60.7%. In a recent article in Science Newbold et al. present a quantitative global analysis of the extent to which the proposed planetary boundary has been crossed. Abstract: Land use and related pressures have reduced local terrestrial biodiversity, but it is unclear how the magnitude of change relates to the recently proposed planetary boundary ("safe limit"). We estimate that land use and related pressures have already reduced local biodiversity intactness—the average proportion of natural biodiversity remaining in local ecosystems—beyond its recently proposed planetary boundary across 58.1% of the world’s land surface, where 71.4% of the human population live. Biodiversity intactness within most biomes (especially grassland biomes), most biodiversity hotspots, and even some wilderness areas is inferred to be beyond the boundary. Such widespread transgression of safe limits suggests that biodiversity loss, if unchecked, will undermine efforts toward long-term sustainable development.
