States possessing nuclear weapons should be called upon to consider and publish the risks posed to cultural heritage, and their mitigation strategies, in their nuclear-weapons doctrines and policies.

Summary

  • Renewed risk assessments for nuclear weapons and policies are taking place around the world in light of nuclear modernization and the changing geostrategic environment that is making the use of nuclear weapons more likely. As such the humanitarian impacts of nuclear weapons and tests have received increased attention. However, the effect on cultural heritage has so far been neglected.
  • The potential for armed conflict to destroy cultural heritage has been recognized in international law since 1954. There is significant evidence on the impact of nuclear weapons on cultural heritage including the consequences of their use in Hiroshima and Nagasaki and the effect of nuclear-testing programmes in places of cultural significance since 1945. States that possess nuclear weapons have increased liabilities and responsibilities to protect cultural heritage and cultural rights. The need to protect cultural heritage should strengthen the case for reducing and eliminating nuclear weapons.
  • Failure to take into account the protection of heritage in the development of nuclear weapons policies – including disarmament, non-proliferation and arms-control negotiations – significantly undermines states’ existing commitments to protecting heritage threatened by conflict.
  • Risk assessments of the impact of nuclear weapons on cultural heritage and important cultural artefacts – and methods of preventing such catastrophic damage – should be part of protecting cultural heritage in every country and the subject of informed public debate. A new body of knowledge on the full range of nuclear weapons impacts would introduce a fresh perspective to inform decision-makers, international organizations and the public in thinking about nuclear weapons policies and practices.
  • Risk and resilience frameworks, which provide sets of solutions for risk assessments, would allow assessments of nuclear weapons threats to heritage and highlight vulnerabilities that need to be addressed. Such frameworks would provide a basis for policymakers to identify the world’s cultural heritage most at risk and help develop mitigation strategies to ensure that it is protected. In particular, states possessing nuclear weapons should be called upon to consider and publish the risks posed to cultural heritage, and their mitigation strategies, in their nuclear weapons doctrines and policies, as a contribution to transparency and confidence-building, and as a responsibility to the world’s shared heritage. International organizations, such as the UN Educational, Scientific, and Cultural Organization (UNESCO), have a role to play in bridging security perspectives with protecting cultural heritage.

Human Rights Watch calls for protection force in Sudan as attacks on civilians escalate

Nairobi — A prominent human rights group is calling for the deployment of peacekeepers in Sudan, following a recent wave of attacks on civilians in Al Jazirah state widely blamed on the Rapid Support Forces, one of the warring sides in the country’s ongoing conflict. Human Rights Watch says the situation has become so grim that a mission is needed to protect the population.  According to a local pro-democracy group, the Wad Madani Resistance Committee, 169 people have been killed since the violence started in southeastern Jazirah state on Oct. 20.   The attacks began after a commander for the Rapid Support Forces defected and joined the Sudanese army. Rights groups report that in response, RSF forces entered villages and towns in the area where the commander was from and carried out targeted killings and abuse.   Laetitia Bader, deputy director of Human Rights Watch's Africa division, said the violations have added more problems for a population reeling from more than 18 months of war.   "Sudanese women's rights groups have been documenting cases of sexual violence against women and girls in these towns and villages. And we're talking here about over 30 towns and villages which have been attacked in recent weeks, and these attacks are ongoing,” Bader said. “It led to massive displacement of the civilian population in an area where people had already fled to and from. So it's just adding to the layers of suffering."  The RSF has denied attacking communities in Jazirah state and has accused Sudanese forces of arming local communities.   The RSF and Sudan’s military have been at war since April of last year. Rival generals lead the parties and are locked in a power struggle.  Meanwhile, Human Rights Watch and other observers are calling for the deployment of peacekeepers to Jazirah and other parts of Sudan, in hopes of protecting civilians.   Getting a presence on the ground could deter further attacks and help monitor humanitarian obstruction, Bader said, and also play a role in bolstering local cease-fire efforts and efforts by emergency response teams to provide assistance.  “Right now the problem is that what is happening at the local level cannot act alone," Bader added.  Ahmed Hashi, a Horn of Africa political and security commentator, said troops are needed, and strong action must be taken against the leaders of the warring groups.   "There is a need to send at least 50,000 United Nations soldiers. There is a need to take the criminal generals to the International Criminal Court and issue a warrant for their arrest,” Hashi said. “It is important for the United Nations to put its foot down on conflicts because they are going to metastasize into a massive humanitarian catastrophe."  In a report issued last month, the office of U.N. Secretary-General Antonio Guterres expressed shock at the human rights violations often witnessed in Sudan’s western Darfur region being repeated in the Jazirah area.  The United Nations Security Council is slated to discuss the report on Sudan later this month.

Antibody-mediated protection against respiratory syncytial virus in children

Respiratory syncytial virus (RSV) is a major global pathogen, causing lower respiratory tract disease in at-risk populations including young children. Antibodies form a crucial layer of protection from RSV disease, particularly in immunologically naïve infants. Such antibodies are derived from the mother via transplacental transfer and breast milk, but may be particularly low in high-risk infants such as those born preterm. Maternally derived antibodies can now be supplemented by the administration of anti-RSV monoclonal antibodies, while a rising wave of maternal and paediatric vaccine strategies are approaching. The implementation of these prophylactics may profoundly decrease the healthcare burden of RSV. In this article, we review the role of antibody-mediated immunity in protecting children from RSV. We focus on maternally derived antibodies as the main source of protection against RSV and study factors that influence the scale of this transfer. The role of passive and active prophylactic approaches in protecting infants against RSV are discussed and knowledge gaps in our understanding of antibody-mediated protection against RSV are identified.
