Boris Yeltsin tried to escape to US Embassy as USSR was falling apart

Source: REX/Shutterstock Alexander Rutskoy, Russian Air Force General, was the man who brought Boris Yeltsin to power. Rutskoy has unveiled a few interesting facts from the history of Russia. The general said that Boris Yeltsin was drinking a lot during the coup in 1991 and tried to escape to the US Embassy. Rutskoy also said that after the collapse o the Soviet Union, Yeltsin called George H. Bush to report the news to the USA. When serving as vice president, Rutskoy defended independence and Constitution of the Russian Federation, especially in the days of the State Emergency Committee. Later, however, he changed his opinions. In an interview with the Moskovsky Komsomolets newspaper, Alexander Rutskoy spoke about the days, when the Soviet Union stopped its existence. He said that there was an urgent need to remove Mikhail Gorbachev from power, appoint Nikolai Ryzhkov as acting president of the USSR, prepare a new candidate and then hold popular elections for the President of the USSR and the Congress of People's Deputies of the USSR.Rutskoy said that he did not have even a shadow of doubt about whom to support in the situation of those days. "I swore as an 18-year-old boy to serve the Motherland and the people, and I have never showed disloyalty to the oath," he said.Today, Rutskoy does not conceal the fact that he had believed Yeltsin's promises about the defense of Russian interests. The vice president of the RSFSR, unlike those, who signed the Belavezha Accords, virtually had no access to the governance of the country. During the interview, Rutskoy said that Boris Yeltsin had tried to escape to the US Embassy. He also said that Gorbachev was not isolated from the world during the days of the State Emergency Committee. Gorbachev could be contacted via secret communication channels, and he was perfectly aware of what was going on. Rutskoy said that Gorbachev simply escaped prior to the signing of the new Unified Treaty. Gorbachev, Rutskoy stated, was executing the mission to destroy the country. It was Rutskoy, who escorted Yeltsin to Minsk,  only to find out later that the USSR would be dissolved. Rutskoy wrote a notice to terminate his powers of the vice president, but his initiative did not move forward. During the ratification of Belavezha Accords, he voted against it. Rutskoy and Yeltsin went separate ways when the latter appointed Gaidar, Chubais and Nechayev for key economic positions in the country. The three officials eventually made Russia experience an economic collapse. According to Rutskoy, the putsch in 1991 took place because Gorbachev betrayed his homeland and the people who were close to him in his team. The State Emergency Committee made a humble attempt to keep the Union afloat. The putsch in 1993 was a coup, which took place with the support of the United States and Europe. "There was an intelligence report saying that the White House in Moscow would be attacked. Yeltsin suddenly decided to go to the US Embassy. I was trying to stop him, I was telling him that he should not be doing it. I was asking him whether he was aware of the things that he was doing.  When they signed the Belovezha  Accorda, the first person, whom Yeltsin informed that the Soviet Union was no more, was George H. Bush," Rutskoy admitted. "Yeltsin was maintaining a contact with the US leadership to inform the Americans about successes of the unilateral surrender in the Cold War," he added.The book of memoirs by George H.W. Bush titled "A World Transformed" also says that Boris Yeltsin was cooperating with the USA for the collapse of the Soviet Union. "On December 8, 1991, Boris Yeltsin from a hunting lodge near Brest, in Belarus. Only recently elected President of the Russian Republic, Yeltsin had been meeting with Leonid Kravchuk, President of Ukraine, and Stanislav Shushkevich, President of Belarus. "Today, a very important event took place in our country," Yeltsin said. "I wanted to inform you myself before you learned it from the press." Then he told me the news: the Presidents of Russia, Belarus and ukraine had decided to dissolve the Soviet Union," George H.W. Bush wrote. According to George H.W. Bush, Yeltsin's tone changed after he finished reading his text. The signed documents, he continued, formulated the provisions that the USA had been advocating. Bush was unwilling to express either his approval or disapproval, so he simply responded with "I understand."

The knowledge they have gained will be used to defend Taiwan, The NYT said. "The U. S. Putin cracks down on Defence Ministry after bribery scandal with Shoigu's deputy

By nominating a civilian such as Andrei Belousov for the post of the Defence Minister, Vladimir Putin continued the tradition that had developed during his service. General Sergei Ivanov was the first minister appointed by Putin. Ivanov came from intelligence (he headed the military department from 2001 to 2007), and was replaced (under President Dmitry Medvedev) by the former chief tax officer Anatoly Serdyukov. Serdyukov served at the post for five years. Sergei Shoigu, a civil engineer by training and the founder of the Ministry of Emergency Situations, chaired the Defence Ministry in 2012 (he left the post of the Moscow region governor). Andrei Belousov is 65 years old. He has been associated with economics all his life. After graduating from the Department of Economics of the Moscow State University, he took up scientific activities — first at the Central Institute of Economics and Mathematics of the USSR Academy of Sciences, then at the Institute of Economics and Forecasting of Scientific and Technological Progress of the USSR Academy of Sciences. In 1990-2006, he served as a senior researcher and head of a laboratory at the Institute of Economic Forecasting of the Russian Academy of Sciences.

Russian fencers put on wanted list for escaping to USA

The Russian Ministry of Internal Affairs put Russian fencers Sergei and Violetta Bida on wanted list after the athletes left for the United States. At the same time, it remains unknown which article of the Russian Criminal Code was used to put the two world medalists in fencing on wanted list. Tokyo Olympics vice-champion Sergei Bida and his wife, world medalist Violetta Bida (nee Khrapina) left Russia without permission. The athletes were active officers of the Russian Guard, but they voluntarily left Russia in 2023 and moved to the United States (to California). Sergei was a member of Dynamo Moscow and had the rank of a warrant officer of the Russian Guard; Violetta Bida was an active service member of the Ministry of Defence at CSKA Moscow.

Kamila Valieva says she is emotionally exhausted because of doping scandal

Russian figure skater Kamila Valieva said that she was emotionally tired of the doping scandal, in which she found herself at the Beijing Olympics. "These days have been very hard for me, there are not enough emotions. I am happy, but I am emotionally tired. There are tears of happiness and grief a little. The U.S. Strategic Miscalculation with India in the 2nd Cold War

The current Sinophobia in the 2nd Cold War between the U. S. and China has contributed to the 2nd strategic mistake that the U. S. is making by allying with India against China (without examining thoroughly its long-term consequences) -- just as the U. S. made the 1st strategic mistake by aligning with China against the U. S. S.R. in the 1st Cold War (also without examining thoroughly its long-term consequences). In global geopolitics, a friend of today can become an enemy of tomorrow. Therefore, is it too late for the U. S. to correct this 2nd strategic mistake by handling India with great care, due to the latter's hegemonic ambition as a new world power, which will then lead to the coming of what I call "Indophobia” in the next decade(s)? 1. Introduction: Historical Background In my 1999 book titled "The Future of Human Civilization” (published in 1999), I had already untimely predicted the emergence of China as the dominant global power on Earth in the following decades, as it was based on the untimely prediction made in my 1995 doctoral dissertation at the Massachusetts Institute of Technology (M.I.T.). In my 2007 book titled "Beyond the World of Titans, and the Remaking of World Order” (published in 2007), I had already untimely predicted the emergence of China and India as the two "hyper-empires” in the top (1st) tier of global politics, with the U. S. and the EU falling to the 2nd tier (as the two "meso-empires”).

Evolving landscape of LNG trade: Opportunities and challenges for Russia and India

India's strategic pivot towards liquefied natural gas (LNG) is set to redefine its energy landscape, especially amid the shifting dynamics of global energy trade. Earlier this year, GAIL (India) Ltd, the country's largest government-owned natural gas company, secured a 10-year LNG purchase agreement with Vitol, a global energy trader with extensive operations in Russia. This deal, which begins in 2026, will ensure approximately 1 million metric tons (mt) of LNG annually, including gas sourced from Russia. This agreement is instrumental for India as it strives to elevate natural gas consumption to 15% of its energy mix by 2030. India's LNG imports have demonstrated considerable variability, reflecting its dependence on this critical energy source. Imports surged to 3,516 million standard cubic meters (MMSCM) in May but fell to 2,794 MMSCM in July. Over the first four months of the year, LNG accounted for a substantial 12,269 MMSCM out of a total gas consumption of 24,210 MMSCM, underscoring the country's reliance on imported LNG to meet its growing energy needs. This volatility highlights the strategic importance of agreements, like the one with Vitol and the one between Novatek and Deepak Fertilisers, signed in February 2023, for both spot and long-term supply contract markets in securing energy stability. Russia, for its part, has been adapting its LNG export strategy in response to global pressures and the evolving market landscape. In the first half of 2024, Russian LNG imports to Europe rose by 11% from last year, with Russia supplying 69.95 million mt so far. Despite a general decline in European gas consumption and a shift toward long-term contracts, Russian LNG remained a significant portion of imports, with France alone seeing a 110% increase. This demonstrates the resilience of Russian LNG in maintaining its foothold in European markets. Additionally, Russia's LNG exports to China have also seen growth, with 1.648 million mt shipped in the first quarter of 2024-a 2% increase from the previous year.

Australian emu escapes into cold Russian woods

An ostrich farm in the village of Pazhga in the Komi Republic, became famous in Russia due to its runaway Australian emu named Vasya (a short for Vasily). On the night of October 26, the bird escaped from its enclosure and ran into the  forest. Dozens of volunteers and hunters were trying to bring Vasya back home for five days. The news of his escape into the wild made national headlines.  During these days, the emu was running about the forest avoiding all traps and tricks that the volunteers could come up with. The bird would walk away from nets, and it was impossible to attract him with food - the emu can do away without food for up to 40 days.

COVID-19 scam or just simple corruption in Russia?

Mirai Genomics The Moscow Healthcare Department purchased more than 50 devices and hundred of thousands of test systems for SARS-CoV-2 coronavirus from a company called Medpromresurs. This sounds like good news, if it was not for the dodgy reputation of the company. Thieving businessmen are trying to cash in on the disease that their compatriots suffer from while keeping an eye on the funds from the state budget too. US funded Radio Liberty investigated the Moscow's purchase, that got links to 2019 scandal in Tatarstan. The story began in September 2019. During the Eastern Economic Forum, which was held last autumn, a little-known Japanese company K.K. Mirai Genomics promised to invest 2.5 billion rubles ($30 million) in the production of a diagnostic system for infectious diseases in the Republic of Tatarstan. The systems were supposed to be subsequently acquired at the expense of mandatory medical insurance - the state budget that is. Russian company PharmMedPolis-RT acted as a partner on the Russian side. Taliya Minullina, the head of the Agency for Investment Development of the Republic, put her signature on the agreement for the production of biochips for the diagnosis of influenza. The story was highlighted by a lot of Russian media for its connection to corruption and money-laundering issues. The chips were allegedly patented in Europe, the USA and Japan (coronavirus was nowhere near back then). Strangely enough, the supposedly patented trademark for the LifeRing molecular diagnostic system that consists of disposable chips is not manufactured in any of the above-mentioned countries. Moreover, as the Versia found out, the company's offices in Japan and the United States are located in cheap Class B office buildings, which does not go along with the promise to invest 2.5 billion, because a company like that simply does not have that much money.  However, methods for rapid diagnosis of influenza are not just being developed in our country - they are already in practical use. Moreover, the time that is required for testing biomaterial is even shorter in comparison with the time period that foreign-made chips need for the same purpose.  K.K. Mirai Genomics was a very little-known company indeed: it did not even have a website at the time when the deal was signed. Mirai never provided any specifications and descriptions of the technology, nor did it say anything about the results of clinical trials. Such facts did not stop the authorities of Tatarstan, though.

Polymorph sampling with coupling to extended variables: enhanced sampling of polymorph energy landscapes and free energy perturbation of polymorph ensembles

A novel approach to computationally enhance the sampling of molecular crystal structures is proposed and tested. This method is based on the use of extended variables coupled to a Monte Carlo based crystal polymorph generator. Inspired by the established technique of quasi-random sampling of polymorphs using the rigid molecule constraint, this approach represents molecular clusters as extended variables within a thermal reservoir. Polymorph unit-cell variables are generated using pseudo-random sampling. Within this framework, a harmonic coupling between the extended variables and polymorph configurations is established. The extended variables remain fixed during the inner loop dedicated to polymorph sampling, enforcing a stepwise propagation of the extended variables to maintain system exploration. The final processing step results in a polymorph energy landscape, where the raw structures sampled to create the extended variable trajectory are re-optimized without the thermal coupling term. The foundational principles of this approach are described and its effectiveness using both a Metropolis Monte Carlo type algorithm and modifications that incorporate replica exchange is demonstrated. A comparison is provided with pseudo-random sampling of polymorphs for the molecule coumarin. The choice to test a design of this algorithm as relevant for enhanced sampling of crystal structures was due to the obvious relation between molecular structure variables and corresponding crystal polymorphs as representative of the inherent vapor to crystal transitions that exist in nature. Additionally, it is shown that the trajectories of extended variables can be harnessed to extract fluctuation properties that can lead to valuable insights. A novel thermodynamic variable is introduced: the free energy difference between ensembles of Z' = 1 and Z' = 2 crystal polymorphs.

Modelling dynamical 3D electron diffraction intensities. I. A scattering cluster algorithm

Three-dimensional electron diffraction (3D-ED) is a powerful technique for crystallographic characterization of nanometre-sized crystals that are too small for X-ray diffraction. For accurate crystal structure refinement, however, it is important that the Bragg diffracted intensities are treated dynamically. Bloch wave simulations are often used in 3D-ED, but can be computationally expensive for large unit cell crystals due to the large number of diffracted beams. Proposed here is an alternative method, the `scattering cluster algorithm' (SCA), that replaces the eigen-decomposition operation in Bloch waves with a simpler matrix multiplication. The underlying principle of SCA is that the intensity of a given Bragg reflection is largely determined by intensity transfer (i.e. `scattering') from a cluster of neighbouring diffracted beams. However, the penalty for using matrix multiplication is that the sample must be divided into a series of thin slices and the diffracted beams calculated iteratively, similar to the multislice approach. Therefore, SCA is more suitable for thin specimens. The accuracy and speed of SCA are demonstrated on tri-iso­propyl silane (TIPS) pentacene and rubrene, two exemplar organic materials with large unit cells.

Modelling dynamical 3D electron diffraction intensities. II. The role of inelastic scattering

The strong interaction of high-energy electrons with a crystal results in both dynamical elastic scattering and inelastic events, particularly phonon and plasmon excitation, which have relatively large cross sections. For accurate crystal structure refinement it is therefore important to uncover the impact of inelastic scattering on the Bragg beam intensities. Here a combined Bloch wave–Monte Carlo method is used to simulate phonon and plasmon scattering in crystals. The simulated thermal and plasmon diffuse scattering are consistent with experimental results. The simulations also confirm the empirical observation of a weaker unscattered beam intensity with increasing energy loss in the low-loss regime, while the Bragg-diffracted beam intensities do not change significantly. The beam intensities include the diffuse scattered background and have been normalized to adjust for the inelastic scattering cross section. It is speculated that the random azimuthal scattering angle during inelastic events transfers part of the unscattered beam intensity to the inner Bragg reflections. Inelastic scattering should not significantly influence crystal structure refinement, provided there are no artefacts from any background subtraction, since the relative intensity of the diffracted beams (which includes the diffuse scattering) remains approximately constant in the low energy loss regime.

Parameterized absorptive electron scattering factors

In electron diffraction, thermal atomic motion produces incoherent scattering over a relatively wide angular range, which appears as a diffuse background that is usually subtracted from measurements of Bragg spot intensities in structure solution methods. The transfer of electron flux from Bragg spots to diffuse scatter is modelled using complex scattering factors f + if' in the Bloch wave methodology. In a two-beam Einstein model the imaginary `absorptive' scattering factor f' can be obtained by the evaluation of an integral containing f over all possible scattering angles. While more sophisticated models of diffuse scatter are widely used in the electron microscopy community, it is argued in this paper that this simple model is appropriate for current structure solution and refinement methods. The two-beam model is a straightforward numerical calculation, but even this simplistic approach can become time consuming for simulations of materials with large numbers of atoms in the unit cell and/or many incident beam orientations. Here, a parameterized form of f' is provided for 103 elements as neutral, spherical atoms that reduces calculation time considerably.

Automated selection of nanoparticle models for small-angle X-ray scattering data analysis using machine learning

Small-angle X-ray scattering (SAXS) is widely used to analyze the shape and size of nanoparticles in solution. A multitude of models, describing the SAXS intensity resulting from nanoparticles of various shapes, have been developed by the scientific community and are used for data analysis. Choosing the optimal model is a crucial step in data analysis, which can be difficult and time-consuming, especially for non-expert users. An algorithm is proposed, based on machine learning, representation learning and SAXS-specific preprocessing methods, which instantly selects the nanoparticle model best suited to describe SAXS data. The different algorithms compared are trained and evaluated on a simulated database. This database includes 75 000 scattering spectra from nine nanoparticle models, and realistically simulates two distinct device configurations. It will be made freely available to serve as a basis of comparison for future work. Deploying a universal solution for automatic nanoparticle model selection is a challenge made more difficult by the diversity of SAXS instruments and their flexible settings. The poor transferability of classification rules learned on one device configuration to another is highlighted. It is shown that training on several device configurations enables the algorithm to be generalized, without degrading performance compared with configuration-specific training. Finally, the classification algorithm is evaluated on a real data set obtained by performing SAXS experiments on nanoparticles for each of the instrumental configurations, which have been characterized by transmission electron microscopy. This data set, although very limited, allows estimation of the transferability of the classification rules learned on simulated data to real data.

X-ray crystal structure of a designed rigidified imaging scaffold in the ligand-free conformation

Imaging scaffolds composed of designed protein cages fused to designed ankyrin repeat proteins (DARPins) have enabled the structure determination of small proteins by cryogenic electron microscopy (cryo-EM). One particularly well characterized scaffold type is a symmetric tetrahedral assembly composed of 24 subunits, 12 A and 12 B, which has three cargo-binding DARPins positioned on each vertex. Here, the X-ray crystal structure of a representative tetrahedral scaffold in the apo state is reported at 3.8 Å resolution. The X-ray crystal structure complements recent cryo-EM findings on a closely related scaffold, while also suggesting potential utility for crystallographic investigations. As observed in this crystal structure, one of the three DARPins, which serve as modular adaptors for binding diverse `cargo' proteins, present on each of the vertices is oriented towards a large solvent channel. The crystal lattice is unusually porous, suggesting that it may be possible to soak crystals of the scaffold with small (≤30 kDa) protein cargo ligands and subsequently determine cage–cargo structures via X-ray crystallography. The results suggest the possibility that cryo-EM scaffolds may be repurposed for structure determination by X-ray crystallography, thus extending the utility of electron-microscopy scaffold designs for alternative structural biology applications.

The smearing function for a multi-slit very small angle neutron scattering instrument

This study validates the feasibility of applying a smearing method for the multi-slit very small angle neutron scattering instrument (MS-VSANS) at the China Spallation Neutron Source. Through analysis limited to a vertical range of 8 mm, the study demonstrates consistency between the predicted smearing function and experimental data, marking a significant milestone in utilizing real data from such instruments.

A micro-beamstop with transmission detection by fluorescence for scanning-beam synchrotron scattering beamlines

Quantitative X-ray diffraction approaches require careful correction for sample transmission. Though this is a routine task at state-of-the-art small-angle X-ray scattering (SAXS), wide-angle X-ray scattering (WAXS) or diffraction beamlines at synchrotron facilities, the transmission signal cannot be recorded concurrently with SAXS/WAXS when using the small, sub-millimetre beamstops at many X-ray nanoprobes during SAXS/WAXS experiments due to the divergence-limited size of the beamstop and the generally tight geometry. This is detrimental to the data quality and often the only solution is to re-scan the sample with a PIN photodiode as a detector to obtain transmission values. In this manuscript, we present a simple yet effective solution to this problem in the form of a small beamstop with an inlaid metal target for optimal fluorescence yield. This fluorescence can be detected with a high-sensitivity avalanche photodiode and provides a linear counter to determine the sample transmission.

Grazing-incidence small-angle neutron scattering at high pressure (HP-GISANS): a soft matter feasibility study on grafted brush films

Grazing-incidence small-angle neutron scattering (GISANS) under pressure (HP-GISANS) at the solid (Si)–liquid (D2O) interface is demonstrated for the pressure-induced lateral morphological characterization of the nanostructure in thin (<100 nm) soft matter films. We demonstrate feasibility by investigating a hydrophobic {poly[(2,2,3,3,4,4,5,5-octafluoro)pentyl methacrylate]} (POFPMA)–hydrophilic {poly[2-(dimethylamino)ethyl methacrylate]} (PDMAEMA) brush mixture of strong incompatibility between the homopolymers, anchored on Si, at T = 45°C for two pressures, P = 1 bar and P = 800 bar. Our GISANS results reveal nanostructural rearrangements with increasing P, underlining P-induced effects in tethered polymer brush layers swollen with bulk solvent.

Small-angle scattering and dark-field imaging for validation of a new neutron far-field interferometer

The continued advancement of complex materials often requires a deeper understanding of the structure–function relationship across many length scales, which quickly becomes an arduous task when multiple measurements are required to characterize hierarchical and inherently heterogeneous materials. Therefore, there are benefits in the simultaneous characterization of multiple length scales. At the National Institute of Standards and Technology, a new neutron far-field interferometer is under development that aims to enable a multi-scale measurement combining the best of small-angle neutron scattering (SANS) and neutron imaging and tomography. Spatially resolved structural information on the same length scales as SANS (0.001–1 µm) and ultra-small-angle neutron scattering (USANS, 0.1–10 µm) will be collected via dark-field imaging simultaneously with regular attenuation radiography (>10 µm). The dark field is analogous to the polarization loss measured in spin-echo SANS (SESANS) and is related to isotropic SANS through a Hankel transform. Therefore, we use this close relationship and analyze results from SANS, USANS, SESANS and dark-field imaging of monodisperse spheres as a validation metric for the interferometry measurements. The results also highlight the strengths and weaknesses of these neutron techniques for both steady-state and pulsed neutron sources. Finally, we present an example of the value added by the spatial resolution enabled by dark-field imaging in the study of more complex heterogeneous materials. This information would otherwise be lost in other small-angle scattering measurements averaged over the sample.
