Francis Ndege isn’t sure if his customers in Africa’s largest slum can afford to keep buying rice from him. Prices for rice grown in Kenya soared a while ago because of higher fertilizer prices and a yearslong drought in the Horn of Africa that has reduced production. Cheap rice imported from India had filled the gap, feeding many of the hundreds of thousands of residents in Nairobi's Kibera slum who survive on less than $2 a day. But that is changing. The price of a 25-kilogram (55-pound) bag of rice has risen by a fifth since June. Wholesalers are yet to receive new stocks since India, the world's largest exporter of rice by far, said last month that it would ban some rice shipments. It's an effort by the world’s most populous nation to control domestic prices ahead of a key election year — but it’s left a yawning gap of around 9.5 million metric tons (10.4 tons) of rice that people around the world need, roughly a fifth of global exports. “I’m really hoping the imports keep coming,” said Ndege, 51, who's sold rice for 30 years. He isn’t the only one. Global food security is already under threat since Russia halted an agreement allowing Ukraine to export wheat and the El Nino weather phenomenon hampers rice production. Now, rice prices are soaring — Vietnam’s rice export prices, for instance, have reached a 15-year high — putting the most vulnerable people in some of the poorest nations at risk. The world is at an “inflection point," said Beau Damen, a natural resources officer with the U.N. Food and Agriculture Organization based in Bangkok. Even before India’s restrictions, countries already were frantically buying rice in anticipation of scarcity later when the El Nino hit, creating a supply crunch and spiking prices. What could make the situation worse is if India’s ban on non-basmati rice creates a domino effect, with other countries following suit. Already, the United Arab Emirates has suspended rice exports to maintain its domestic stocks. Another threat is if extreme weather damages rice crops in other countries. An El Nino is a natural, temporary and occasional warming of part of the Pacific Ocean that shifts global weather patterns, and climate change is making them stronger. Scientists expect the one underway to expand to supersized levels, and, in the past, they have resulted in extreme weather ranging from drought to flooding. The impact would be felt worldwide. Rice consumption in Africa has been growing steadily, and most countries are heavily dependent on imports. While nations with growing populations like Senegal have been trying to grow more of their own rice — many are struggling. Amadou Khan, a 52-year-old unemployed father of five in Dakar, says his children eat rice with every meal except breakfast, which they often have to skip when he's out of work. “I am just getting by — sometimes, I’ve trouble taking care of my kids,” he said. Imported rice — 70% of which comes from India — has become prohibitively expensive in Senegal, so he's eating homegrown rice that costs two-thirds as much. Senegal will turn to other trading partners like Thailand or Cambodia for imports, though the West African country is not “far from being self-sufficient" on rice, with over half of its demand grown locally, Agriculture Ministry spokesperson Mamadou Aïcha Ndiaye said. Asian countries, where 90% of the world’s rice is grown and eaten, are struggling with production. The Philippines was carefully managing water in anticipation of less rain amid the El Nino when Typhoon Doksuri battered its northern rice-producing region, damaging $32 million worth of rice crops — an estimated 22% of its annual production. The archipelago nation is the second-largest importer of rice after China, and President Ferdinand Marcos Jr. has underscored the need to ensure adequate buffers. India’s rice restrictions also were motivated by erratic weather: An uneven monsoon along with a looming El Nino meant that the partial ban was needed to stop food prices from rising, Indian food policy expert Devinder Sharma said. The restrictions will take offline nearly half the country's usual rice exports this year, said Ashok Gulati of the Indian Council for Research on International Economic Relation. Repeated restrictions make India an unreliable exporter, he added. “That’s not good for the export business because it takes years to develop these markets,” Gulati said. Vietnam, another major rice exporter, is hoping to capitalize. With rice export prices at a 15-year high and expectations that annual production to be marginally higher than last year, the Southeast Asian nation is trying to keep domestic prices stable while boosting exports. The Agriculture Ministry says it's working to increase how much land in the Mekong Delta is dedicated to growing rice by around 500 square kilometers — an area larger than 90,000 football fields. Already the Philippines is in talks with Vietnam to try to get the grain at lower prices, while Vietnam also looks to target the United Kingdom, which receives much of its rice from India. But exporters like Charoen Laothamatas in neighboring Thailand are wary. The Thai government expects to ship more rice than it did last year, with its exports in the first six months of the year 15% higher than the same period of 2022. But the lack of clarity about what India will do next and concerns about the El Nino means Thai exporters are reluctant to take orders, mill operators are unwilling to sell and farmers have increased the prices of unmilled rice, said Laothamatas, president of the Thai Rice Exporters Association. With prices fluctuating, exporters don't know what prices to quote — because prices may spike again the next day. “And no one wants to take the risk,” Laothamatas said.

NEW YORK — The rush for gold just keeps coming. Gold hit another all-time high this week. Recent gains for the precious metal are largely credited to ongoing economic uncertainty, geopolitical tensions and strong demand from central banks around the world. If trends continue, analysts have bullish outlooks on the price of gold for the months ahead. But the future is never promised. Here's what you need to know. Where does the price of gold stand today? The New York spot price of gold closed Tuesday at just over $2,657 per Troy ounce — the standard for measuring precious metals, which is equivalent to 31 grams — the highest recorded to date, per FactSet. That would make a gold bar or brick weighing 400 Troy ounces worth more than $1.06 million today. This week's record high means that the price of gold has climbed hundreds of dollars per Troy ounce over the last year. Tuesday's price is up nearly $145 from a month ago and more than $740 from this time in 2023. The price of gold is up nearly 30% year to date, analysts note — outpacing the benchmark S&P 500's roughly 20% gain since the start of 2024. Why is the price of gold going up? There are a few factors behind the recent gains. Interest in buying gold often comes at times of uncertainty — with potential concerns around inflation and the strength of the U.S. dollar, for example, causing some to look for alternative places to park their money. Gold also surged in the early days of the COVID-19 pandemic. Among sources of uncertainty today are geopolitical tensions — which escalated over recent days with Israel's deadly strikes in Lebanon. And the ongoing wars in Gaza and Ukraine have continued to fuel fears about the future worldwide. In markets like the U.S., there's also particular concern about the health of the job market. Last week's larger-than-usual half-point cut by the Federal Reserve signals a new focus on slowing employment numbers, and more rate cuts are expected before the end of the year. And such action arrives in the midst of a tumultuous election year — which could prove crucial to economic policy in the road ahead, too. In the near future, people are considering "any case of turbulence in the economy," FxPro senior market analyst Michel Saliby explained. "This is why they're keeping a decent portion of gold in their portfolio as a 'safe haven.'" Analysts also point to strong demand from central banks around the world. Joe Cavatoni, senior market strategist at the World Gold Council, noted last month that central bank demand was well-above the five year average — reflecting "heightened concern with inflation and economic stability." Recent stimulus measures in China aimed at boosting consumer spending are also expected to up retail investments, Saliby added, further boosting gold's performance. Is gold worth the investment? Advocates of investing in gold call it a "safe haven," arguing the commodity can serve to diversify and balance your investment portfolio, as well as mitigate possible risks down the road. Some also take comfort in buying something tangible that has the potential to increase in value over time. Experts caution against putting all your eggs in one basket. Both retail and institutional investors shouldn't be influenced by the "FOMO effect," or fear of missing out, Saliby notes — explaining that people should not risk all their money just because they are seeing others rake in gains. He advises investors to watch the market and always have a clear risk management strategy for their position. If geopolitical tensions cool, Saliby expects the price of gold to correct slightly, perhaps falling around $50 to $80. But he remains bullish overall for the near future — expecting gold's spot price to soon surpass the $2,700 mark previously predicted for 2025, and perhaps reach as high as $2,800 or $2,900 if trends continue. Still, future gains are never promised and not everyone agrees gold is a good investment. Critics say gold isn't always the inflation hedge many say it is — and that there are more efficient ways to protect against potential loss of capital, such as through derivative-based investments. The Commodity Futures Trade Commission has also previously warned people to be wary of investing in gold. Precious metals can be highly volatile, the commission said, and prices rise as demand goes up — meaning "when economic anxiety or instability is high, the people who typically profit from precious metals are the sellers." If you do choose to invest in gold, the commission adds, it's important to educate yourself on safe trading practices and be cautious of potential scams and counterfeits on the market.

Minimum retail price at import stage to make ‘cuppa’ costlier

KARACHI: The Federal Board of Revenue’s (FBR) decision to fix the minimum retail price (MRP) of tea at Rs1,200 per kg for levying sales tax would make the commodity more expensive, warned traders on Tuesday.

Pakistan Tea Association (PTA) Chairman Mohammad Altaf said the MRP at the import stage would have an adverse impact of Rs150-300 per kg on imported tea prices.

The flat MRP also ignores global tea prices hovering between 0.50 cents to over $3 per kg. Tea is imported in different packaging, with bulk shipments typically weighing more than 5kgs and around/approximately 80kgs. An 18 per cent general sales tax is already charged based on the imported tea.

He said before fixing the MRP for sales tax purposes, it is crucial to consider that the definition of “manufacturer” in Section 2(16) of the Sales Tax Act 1990, includes activities such as blending, mixing, processing, and packaging, as clarified in Circular No. 3(11) ST-L&P/2013-94433-R dated July 17, 2019. Based on this, tea imported for these processes qualifies as “raw material”.

Tea sellers warn FBR move will incentivise arrival of low-quality product via illegal channels

“According to judicial interpretations (e.g., CTO v. Rajasthan Taxchem Ltd., 2007) and definitions in Advanced Law Lexicon, “raw material” includes ingredients necessary for manufacturing. Tea used in blending and packaging clearly falls under this category, he added.

Accordingly, sales tax should be based on the import value, as per Subsection 46(f) of Section 2 of the Sales Tax Act, 1990, rather than the minimum retail price, Altaf said.

Tea retail prices vary significantly due to numerous factors, including the company, method of sale (open or packaged), product quality, and regional differences. The PTA chief said that the flat MRP rate per kg also does not reflect the prices charged by most traders, manufacturers, and sellers.

The imposition of a flat rate per kg would have severe negative consequences for a large portion of the tea trade, which may result in reduced business activity and ultimately lead to a loss of revenue for the national exchequer via misusing several exemptions.

He said that MRP cannot be applied at the import stage as the tea has to follow various value-addition procedures before it is made shelf-ready. “This MRP disrupts the supply chain and eradicates the role of wholesalers and distributors who play a vital role in the business, while MRP at the import stage also eradicates the basic right of commercial imports,” the PTA chief observed.

Tea is a part of our daily diet, a staple food item, not a drink.

Most people in rural and urban areas consume tea as per their earnings. Further fixing of MRP will incentivise unscrupulous elements to exploit the situation, and thus, import of low-priced teas will find its way through illegal channels, Altaf feared.

The Unlikely Inventor of the Automatic Rice Cooker



“Cover, bring to a boil, then reduce heat. Simmer for 20 minutes.” These directions seem simple enough, and yet I have messed up many, many pots of rice over the years. My sympathies to anyone who’s ever had to boil rice on a stovetop, cook it in a clay pot over a kerosene or charcoal burner, or prepare it in a cast-iron cauldron. All hail the 1955 invention of the automatic rice cooker!

How the automatic rice cooker was invented

It isn’t often that housewives get credit in the annals of invention, but in the story of the automatic rice cooker, a woman takes center stage. That happened only after the first attempts at electrifying rice cooking, starting in the 1920s, turned out to be utter failures. Matsushita, Mitsubishi, and Sony all experimented with variations of placing electric heating coils inside wooden tubs or aluminum pots, but none of these cookers automatically switched off when the rice was done. The human cook—almost always a wife or daughter—still had to pay attention to avoid burning the rice. These electric rice cookers didn’t save any real time or effort, and they sold poorly.

But Shogo Yamada, the energetic development manager of the electric appliance division for Toshiba, became convinced that his company could do better. In post–World War II Japan, he was demonstrating and selling electric washing machines all over the country. When he took a break from his sales pitch and actually talked to women about their daily household labors, he discovered that cooking rice—not laundry—was their most challenging chore. Rice was a mainstay of the Japanese diet, and women had to prepare it up to three times a day. It took hours of work, starting with getting up by 5:00 am to fan the flames of a kamado, a traditional earthenware stove fueled by charcoal or wood on which the rice pot was heated. The inability to properly mind the flame could earn a woman the label of “failed housewife.”

In 1951, Yamada became the cheerleader of the rice cooker within Toshiba, which was understandably skittish given the past failures of other companies. To develop the product, he turned to Yoshitada Minami, the manager of a small family factory that produced electric water heaters for Toshiba. The water-heater business wasn’t great, and the factory was on the brink of bankruptcy.

How Sources Influence the Telling of History


As someone who does a lot of research online, I often come across websites that tell very interesting histories, but without any citations. It takes only a little bit of digging before I find entire passages copied and pasted from one site to another, and so I spend a tremendous amount of time trying to track down the original source. Accounts of popular consumer products, such as the rice cooker, are particularly prone to this problem. That’s not to say that popular accounts are necessarily wrong; plus they are often much more engaging than boring academic pieces. This is just me offering a note of caution because every story offers a different perspective depending on its sources.

For example, many popular blogs sing the praises of Fumiko Minami and her tireless contributions to the development of the rice maker. But in my research, I found no mention of Minami before Helen Macnaughtan’s 2012 book chapter, “Building up Steam as Consumers: Women, Rice Cookers and the Consumption of Everyday Household Goods in Japan,” which itself was based on episode 42 of the Project X: Challengers documentary series that was produced by NHK and aired in 2002.

If instead I had relied solely on the description of the rice cooker’s early development provided by the Toshiba Science Museum (here’s an archived page from 2007), this month’s column would have offered a detailed technical description of how uncooked rice has a crystalline structure, but as it cooks, it becomes a gelatinized starch. The museum’s website notes that few engineers had ever considered the nature of cooking rice before the rice-cooker project, and it refers simply to the “project team” that discovered the process. There’s no mention of Fumiko.

Both stories are factually correct, but they emphasize different details. Sometimes it’s worth asking who is part of the “project team” because the answer might surprise you. —A.M.


Although Minami understood the basic technical principles for an electric rice cooker, he didn’t know or appreciate the finer details of preparing perfect rice. And so Minami turned to his wife, Fumiko.

Fumiko, the mother of six children, spent five years researching and testing to document the ideal recipe. She continued to make rice three times a day, carefully measuring water-to-rice ratios, noting temperatures and timings, and prototyping rice-cooker designs. Conventional wisdom was that the heat source needed to be adjusted continuously to guarantee fluffy rice, but Fumiko found that heating the water and rice to a boil and then cooking for exactly 20 minutes produced consistently good results.

But how would an automatic rice cooker know when the 20 minutes was up? A suggestion came from Toshiba engineers. A working model based on a double boiler (a pot within a pot for indirect heating) used evaporation to mark time. While the rice cooked in the inset pot, a bimetallic switch measured the temperature in the external pot. Boiling water would hold at a constant 100 °C, but once it had evaporated, the temperature would soar. When the internal temperature of the double boiler surpassed 100 °C, the switch would bend and cut the circuit. One cup of boiling water in the external pot took 20 minutes to evaporate. The same basic principle is still used in modern cookers.



Yamada wanted to ensure that the rice cooker worked in all climates, so Fumiko tested various prototypes in extreme conditions: on her rooftop in cold winters and scorching summers and near steamy bathrooms to mimic high humidity. When Fumiko became ill from testing outside, her children pitched in to help. None of the aluminum and glass prototypes, it turned out, could maintain their internal temperature in cold weather. The final design drew inspiration from the Hokkaidō region, Japan’s northernmost prefecture. Yamada had seen insulated cooking pots there, so the Minami family tried covering the rice cooker with a triple-layered iron exterior. It worked.

How Toshiba sold its automatic rice cooker

Toshiba’s automatic rice cooker went on sale on 10 December 1955, but initially, sales were slow. It didn’t help that the rice cooker was priced at 3,200 yen, about a third of the average Japanese monthly salary. It took some salesmanship to convince women they needed the new appliance. This was Yamada’s time to shine. He demonstrated using the rice cooker to prepare takikomi gohan, a rice dish seasoned with dashi, soy sauce, and a selection of meats and vegetables. When the dish was cooked in a traditional kamado, the soy sauce often burned, making the rather simple dish difficult to master. Women who saw Yamada’s demo were impressed with the ease offered by the rice cooker.

Another clever sales technique was to get electricity companies to serve as Toshiba distributors. At the time, Japan was facing a national power surplus stemming from the widespread replacement of carbon-filament lightbulbs with more efficient tungsten ones. The energy savings were so remarkable that operations at half of the country’s power plants had to be curtailed. But with utilities distributing Toshiba rice cookers, increased demand for electricity was baked in.

Within a year, Toshiba was selling more than 200,000 rice cookers a month. Many of them came from the Minamis’ factory, which was rescued from near-bankruptcy in the process.

How the automatic rice cooker conquered the world

From there, the story becomes an international one with complex localization issues. Japanese sushi rice is not the same as Thai sticky rice which is not the same as Persian tahdig, Indian basmati, Italian risotto, or Spanish paella. You see where I’m going with this. Every culture that has a unique rice dish almost always uses its own regional rice with its own preparation preferences. And so countries wanted their own type of automatic electric rice cooker (although some rejected automation in favor of traditional cooking methods).

Yoshiko Nakano, a professor at the University of Hong Kong, wrote a book in 2009 about the localized/globalized nature of rice cookers. Where There Are Asians, There Are Rice Cookers traces the popularization of the rice cooker from Japan to China and then the world by way of Hong Kong. One of the key differences between the Japanese and Chinese rice cooker is that the latter has a glass lid, which Chinese cooks demanded so they could see when to add sausage. More innovation and diversification followed. Modern rice cookers have settings to give Iranians crispy rice at the bottom of the pot, one to let Thai customers cook noodles, one for perfect rice porridge, and one for steel-cut oats.



My friend Hyungsub Choi, in his 2022 article “Before Localization: The Story of the Electric Rice Cooker in South Korea,” pushes back a bit on Nakano’s argument that countries were insistent on tailoring cookers to their tastes. From 1965, when the first domestic rice cooker appeared in South Korea, to the early 1990s, Korean manufacturers engaged in “conscious copying,” Choi argues. That is, they didn’t bother with either innovation or adaptation. As a result, most Koreans had to put up with inferior domestic models. Even after the Korean government made it a national goal to build a better rice cooker, manufacturers failed to deliver one, perhaps because none of the engineers involved knew how to cook rice. It’s a good reminder that the history of technology is not always the story of innovation and progress.

Eventually, the Asian diaspora brought the rice cooker to all parts of the globe, including South Carolina, where I now live and which coincidentally has a long history of rice cultivation. I bought my first rice cooker on a whim, but not for its rice-cooking ability. I was intrigued by the yogurt-making function. Similar to rice, yogurt requires a constant temperature over a specific length of time. Although successful, my yogurt experiment was fleeting—store-bought was just too convenient. But the rice cooking blew my mind. Perfect rice. Every. Single. Time. I am never going back to overflowing pots of starchy water.

Meta cuts the price of its ad-free plan by 40 percent in a bid to sate EU regulators

Meta has long been at loggerheads with European Union officials over its approach to targeted Facebook and Instagram ads. The company is hoping to placate regulators with some changes to its ad model in the bloc, which includes lowering the price of its ad-free subscription. Starting November 13, the plan will cost 40 percent less — €6 ($6.36) per month for signups via the web and €8 ($8.48) for those who subscribe on an iOS or Android device. The fee for each additional Facebook and Instagram account is €4 per month on the web and €5 via mobile.

The company will automatically drop current subscribers down to the lower pricing. It says that it will once again ask users in the bloc if they'd like to sign up.

When they see this prompt (which can only be ignored for a certain period of time), there will be a third option for EU Facebook and Instagram users to choose from. Those who don't want to pay for a subscription can instead opt to only view ads that are based on what they see in a given session in the apps. Meta will also factor in a few key data markers such as "a person’s age, location, gender and how a person engages with ads."

These less-personalized ads naturally won't be as tailored to a given user's interests, the company notes. As such, people are perhaps less likely to click on such ads. To make up for that (and make sure this option doesn't hit Meta in the pocket too hard), folks who choose the less-personalized ads option will sometimes encounter unskippable ads. According to The Wall Street Journal, these will be displayed full screen.

"Such ad breaks are common across other services, and are already offered by many of our competitors," Meta argues. "This change will help us continue to provide value to advertisers which ensures we can offer people a less personalized ads experience at no charge."

Targeted ads are Meta's biggest revenue driver, but EU officials have reportedly been pressuring the company to offer a free, less-personalized option in its apps. Meta has argued that would negatively impact its bottom line. Although it has seemingly caved to officials' requests, the unskippable ad aspect may be construed as malicious compliance, as it worsens the user experience.

Meta claims that these changes to its ad model "meet EU regulator demands and go beyond what’s required" by the bloc's laws. The company introduced its ad-free subscription a year ago to comply with laws such as the Digital Markets Act (DMA), as well as stricter interpretations of the General Data Protection Regulation. It was previously ordered to seek permission from users in the bloc before showing them personalized ads.

The EU didn't take too kindly to the paid ad-free approach, however. An investigation into the "consent or pay" model is ongoing. In July, the EU said that in its preliminary findings, Meta was violating the DMA with this plan.

These latest changes are said to be Meta's attempt to settle the case, but according to the Journal, the EU's discussions with the company haven't concluded. The bloc's regulatory body has until late March to finish its investigation and make a final decision. If it determines that Meta has indeed violated the DMA, the company could be on the hook for a fine of up to 10 percent of its annual global revenue. Based on its total revenue for 2023, it could have to pay up as much as $13 billion or so.

Why PBMs and Payers Are Embracing Insulin Biosimilars with Higher Prices—And What That Means for Humira (rerun with an FTC update)

This week, I’m rerunning some popular posts while we put the finishing touches on DCI’s new 2024-25 Economic Report on Pharmaceutical Wholesalers and Specialty Distributors.

Last week, the Federal Trade Commission (FTC) released the redacted version of administrative complaint against the three largest pharmacy benefit managers (PBMs). The FTC rightly calls out how the gross-to-net bubble can raise patients’ out-of-pocket costs, while also acknowledging how rebates can reduce a plan's (but not the patient’s) costs. Apparently, the FTC believes that PBMs’ customers are pretty dumb, because PBMs are able to prevent plans from “appreciating” such healthcare financing dynamics.

Section V.E. of the complaint (starting on page 23) focuses on the PBMs’ alleged unlawful conduct related to preferring high-list/high-rebate insulin products over versions with lower list prices. I thought it would therefore be fun to take the Wayback Machine to November 2021, when I wrote about this specific topic.

Below, you can review my commentary about the warped incentives behind Viatris’ dual-pricing strategy for its interchangeable biosimilar of Lantus. Much of the FTC’s description of the drug channel aligns with my commentary. But before you fist pump too hard for Ms. Khan’s FTC, you should pause to reflect on the agency’s legal theories in light of plans’ revealed preferences.



The Food & Drug Administration (FDA) recently approved the first interchangeable biosimilar insulin product: the insulin glargine-yfgn injection from Viatris. Read the FDA’s press release.

Alas, I’m sad to report that the warped incentives baked into the U.S. drug channel will limit the impact of this impressive breakthrough.

Viatris is being forced to launch both a high-priced and a low-priced version of the biosimilar. However, only the high-list/high-rebate, branded version will be available on Express Scripts’ largest commercial formulary. Express Scripts will block both the branded reference product and the lower-priced, unbranded—but also interchangeable—version. Meanwhile, Prime Therapeutics will place both versions on its formularies, leaving the choice up to its plan sponsor clients.

Consequently, many commercial payers will adopt the more expensive product instead of the identical—but cheaper—version. As usual, patients will be the ultimate victims of our current drug pricing system.

Below, I explain the weird economics behind this decision, highlight the negative impact on patients, and speculate on what this all could mean for biosimilars’ future. Until plan sponsors break their addiction to rebates, today’s U.S. drug channel problems will remain.
