The Portland Bureau of Transportation (PBOT) adopted its Vision Zero Action Plan in December 2016, with the goal of eliminating traffic crash deaths and injuries in the city. But in recent years, Portland has seen its highest numbers of traffic injuries and fatalities in decades. Pedestrians have faced a heightened risk of traffic violence in recent years, and parts of Portland with higher low-income populations and communities of color are also disproportionately impacted. 

The daylight between PBOT’s stated Vision Zero goals and the increase in recent traffic crash deaths prompted scrutiny from the Portland Auditor’s Office. A new report from the Auditor’s Office, released Wednesday, says PBOT “partially completed” safety projects identified in its Vision Zero plan, but notes the bureau doesn’t adequately evaluate the outcomes of the safety projects it completes. 

The Auditor’s Office recommends PBOT create a plan to evaluate its projects “to determine which get the desired outcomes and where Vision Zero efforts are most needed.” The office also asks the bureau to install promised speed cameras to help with traffic safety enforcement and recommends PBOT “revisit its equity methodology to ensure it accounts for smaller scale improvements that could have positive equity impacts.” 

“These efforts to collect data, analyze, evaluate, and carefully track which safety projects have the most desired outcomes could help move toward Vision Zero’s goal of zero fatal and serious injury traffic crashes,” the audit report states. 

The audit report highlights concerns about the Vision Zero program that many transportation and safe streets activists have raised for years—though the Auditor’s Office didn’t issue as harsh an indictment of PBOT as some critics may want. Earlier this year, when PBOT leaders presented their 2023 Vision Zero report to City Council, some Portland advocates didn’t mince words about their thoughts on the city’s implementation of the program. 

“There is no question that Portland's Vision Zero Program has been an abject failure,” Sarah Risser, a local transportation safety activist, wrote in public testimony to City Council in April. “Given its abysmal track record, it is reasonable to conclude that it will continue to be a failure.”

The Portland Auditor’s Office didn’t mark PBOT’s Vision Zero plan as a failure in its report, and PBOT leaders ultimately agreed with its recommendations, some of which the bureau says it has already implemented on its own. 

PBOT, too, acknowledges that larger structural changes are needed to save lives on the streets. Bureau leaders say they will continue working on their Vision Zero plans, but they hope the city government transition will break down silos and encourage more involvement in solving the problem of traffic violence on Portland’s streets. 

The year PBOT adopted the Vision Zero plan, 42 people died in traffic crashes on Portland’s streets. In 2019, when the bureau updated the plan to emphasize transportation system safety and focus more on actions within PBOT’s control, 48 people were the victims of traffic violence. In the last three years, more than 60 people have died in traffic crashes in Portland each year, with 69 fatalities in 2023. 

When PBOT leaders presented the 2023 Vision Zero report to City Council earlier this year, they acknowledged the rise in traffic fatalities since the program was adopted. But they said the program is successful in areas PBOT has been able to invest in, and said the bureau’s budget woes have curtailed its progress. The audit report suggests PBOT could get more out of the projects it does complete by improving its evaluation processes, which have historically been lacking. 

“Without systemic evaluation of safety outcomes, the Bureau is missing the opportunity to create more alignment between the work they do on safety projects and the overall goal of Vision Zero,” the report states. “A more systematic approach would allow trends to be identified and analyzed to better understand the outcomes of completed projects, and which may need to be altered or dropped. As traffic deaths continue to increase it is vital that the Bureau consistently evaluate completed safety projects so they can see which are working best at shifting the trend towards the intended goal of zero traffic deaths and serious injuries.” 

The second major recommendation the audit report suggests is that PBOT “do more to enforce speed limits” by following through on its promise to install more speed cameras throughout the city. Despite research showing the effectiveness of enforcement cameras as a way to reduce speeds and increase traffic safety—without involving the police—PBOT has been slow to install them. The bureau has blamed its camera vendor for the lag in speed camera implementation, but says it now has 37 cameras in operation or construction, and current contracted cameras will be online early next year. (By March 2023, PBOT had only installed nine cameras in the prior eight years.) 

The report also states despite PBOT’s attempt to prioritize and fund safety projects equitably—based on both crash data and neighborhood demographics—it may be missing “smaller safety projects with possible equitable outcomes” if they aren’t located on high-crash corridors. The Auditor’s Office recommends PBOT use more qualitative data to determine the projects it carries out. 

In response to the auditor’s recommendations, Public Works Service Area Deputy City Administrator Priya Dhanapal and PBOT Director Millicent Williams said while they “largely agree with the recommendations in the audit,” it’s a bit outdated. Last year, PBOT issued a Vision Zero Action Plan update for 2024 and 2025, which addresses many of the issues outlined in the audit report. 

“Our current Vision Zero Action Plan includes priorities directly tied to evaluation, delivery of the camera program and speed management as well as equity objectives,” Dhanapal and Williams wrote. “The audit was conducted on work and commitments outlined 3-5 years ago and work that took place during the peak of the COVID-19 pandemic.” 

Dhanapal and Williams also said PBOT needs help from other city bureaus to solve the crisis of traffic violence. 

“Eliminating traffic deaths and serious injuries in Portland is possible [and] PBOT can lead the way,” Dhanapal and Williams wrote in a letter responding to the auditor’s report. “However, Portland will not reach Vision Zero with street design alone…. A societal commitment to meet basic human needs and implement strategies to change current conditions are necessary to reach many of our shared goals, including Vision Zero. These changes require leadership, investment, and commitment from partners beyond PBOT.”

PBOT leaders say they hope that collaboration and commitment will be easier due to the upcoming changes in Portland’s government. 

“Eliminating traffic deaths and serious injuries is a City commitment and goal, but as a City we have focused the discussion on what PBOT does to change streets,” Dhanapal and Williams wrote. “We believe the City transition provides an opportunity to reengage City bureaus in Portland’s Vision Zero commitment and integrate the Safe System approach to traffic safety as a comprehensive prevention strategy to save lives.”

Update 1:04 p.m. Goodell: 'Same mistakes can never be repeated'

Commissioner Roger Goodell says the NFL wants to implement new personal conduct policies by the Super Bowl. At a news conference Friday, Goodell made his first public statements in more than a week about the rash of NFL players involved in domestic violence. He did not announce any specific changes, but said he has not considered resigning.

"Unfortunately, over the past several weeks, we have seen all too much of the NFL doing wrong," he said. "That starts with me."

The league has faced increasing criticism that it has not acted quickly or emphatically enough concerning the domestic abuse cases.

The commissioner reiterated that he botched the handling of the Ray Rice case.

"The same mistakes can never be repeated," he said.

Goodell now oversees all personal conduct cases, deciding guilt and penalties.

He said he believes he has the support of the NFL's owners, his bosses.

"That has been clear to me," he said.

Less than three weeks into the season, five such cases have made headlines, the others involving Greg Hardy, Ray McDonald and Jonathan Dwyer.

Vikings star running back Peterson, Carolina defensive end Hardy and Arizona running back Dwyer are on a special commissioner's exemption list and are being paid while they go through the legal process. McDonald, a defensive end for San Francisco, continues to practice and play while being investigated on suspicion of domestic violence.

As these cases have come to light, such groups as the National Organization of Women and league partners and sponsors have come down hard on the NFL to be more responsive in dealing with them. Congress also is watching to see how the NFL reacts.

In response to the criticism, the NFL announced it is partnering with a domestic violence hotline and a sexual violence resource center.

Goodell also said in a memo to the clubs late Thursday that within the next 30 days, all NFL and team personnel will participate in education sessions on domestic violence and sexual assault. The memo said the league will work with the union in providing the "information and tools to understand and recognize domestic violence and sexual assault."

The league will provide financial, operational and promotional support to the National Domestic Violence Hotline and the National Sexual Violence Resource Center.

The National Domestic Violence Hotline provides domestic violence victims and survivors access to a national network of resources and shelters. It is available 24 hours a day, seven days a week in 170 languages. Goodell noted that the hotline received 84 percent more calls from Sept. 8-15, and the organization said more than 50 percent of those calls went unanswered because of lack of staff.

"The hotline will add 25 full-time advocates over the next few weeks that will result in an additional 750 calls a day being answered," he said.

NSVRC supports sexual violence coalitions across the United States. The NFL's initial support will be directed toward state coalitions to provide additional resources to sexual assault hotlines.

Bill.com and CPA.com have expanded their Accountant Partner Program. The program offers services, resources and technology to help accounting firms solve bill payment challenges for their clients.

The program has been updated to offer services tailored to the needs of large firms. Enhancements include dedicated Bill.com implementers for client portfolios, educational and training resources, and Bill.com accountant-specific features.

The upgrades come in response to a 2017 Bill Payment Trends Survey from Bill.com and CPA.com, which found 77 percent of large accounting firms wish their clients would eliminate paper checks, 75 percent recommend their clients pay their bills online, yet only 25 percent require clients to use a specific solution for digital bill payment. According to Bill.com, this disconnect illustrates an opportunity for client accounting services to be more efficient and demonstrate more value to clients.

The Bill.com Accountant Partner Program now offers:

● Dedicated Bill.com implementation consulting and support for client adoption, including implementers experienced with bill payment in large accounting firms; and

● New features for the Bill.com Accountant Console, a portal that helps firms manage client bill payments. Firms can add and remove staff from multiple clients at once, assign customer roles and permissions, and create reports on billing and system access.

A mentoring training programme for women politicians was launched by the OSCE Office in Tajikistan on 1 August 2016 in Dushanbe and will see experienced women politicians cascading their knowledge, provide guidance, support and reassurance to younger women in politics.

The training programme is a part of the women's political participation project, which addresses the needs of women politicians active in seven official political parties in Tajikistan.

“Political mentoring is a very important tool to promote and increase the role of women in public and political life,” said Acting Head of OSCE Office in Tajikistan Fabio Piana. “Based on the expressed needs by the political parties, the Office stands ready to continue providing support in this area.”

At the end of this week’s five-day training course, teams of mentors and mentees will be created.  

Vesna Ivanovikj-Castarede, Head of the OSCE Democratization Unit and the project leader, said: “We have identified active, committed and devoted women politicians in Tajikistan who wish to further empower other women in the country and are ready to become mentors to the peers in their political parties.”

The trainer Dr. Alenka Verbole said women are the key actors in political life of their countries and yet they are often under-represented and their voices do not get heard enough. “Mentoring will certainly strengthen women's political identity and confidence.”

Other similar courses for the political parties with inclusion of men will follow towards the end of 2016.

TIRANA, 9 May 2016 - The OSCE Presence in Albania today launched a sports-based youth development programme in co-operation with Tirana Rugby Club, with the aim of promoting teamwork, sport ethics, camaraderie, and a sense of belonging among youth, helping them understand that there are always positive alternatives to anti-social behaviour and criminality.

The Presence’s youth development programme will build on the Tirana Rugby Club’s success, helping to increase participation of youth in rugby and promoting both the cross-community and cross-border aspects of sport, bringing together young people from across Albania and the region for training events and tournaments.

Currently there are very few opportunities for youth to take part in interactive activities such as sports outside schools. Tirana Rugby Club, on the other hand, has engaged with youth, including the most vulnerable such as unemployed and/or school dropouts in its activities. Despite funding challenges, the Club has supported events where teams from Albania and the region compete regularly.

“While the development of rugby as a sport in Albania is relatively new, the interest and commitment of so many in such a short period of time, is not,” said Head of the OSCE Presence Florian Raunig. “As a result, building one team has led to creating a second one. Therefore today we present both Tirana Rugby Club and the Ilirians Rugby Club, wearing their new club colours.”

The sports kits were provided by the OSCE Presence and will be on show over the next few months, as these two teams meet in Korça, Elbasan and Durrës to play a series of exhibition games, which will increase the visibility of and interest in the sport.

The Presence will support local authorities, including police, social services and the regional education directorate, to directly involve youth in the activities. The activities will be planned and co-ordinated to allow young women and girls to be equally involved.

Albanian Rugby Development Officer Adam Vernon said: “We thank the OSCE Presence for its support and are excited about the opportunity this initiative has afforded us. We have many positive examples of youth engagement outcomes in Albania and hope that we can further encourage the development of the sport in many local communities over the next few months. The future of the sport in Albania is bright. We will wear our new kit with pride, in support of the game we all love.”

It starts with 100 games for which GOG's own developers are working to create current and future compatibility, keeping them DRM-free and giving them ongoing tech support, along with granting them a "Good Old Game: Preserved by GOG" stamp. GOG is not shifting its mission of providing a DRM-free alternative to Steam, Epic, and other PC storefronts, at least not entirely. But it is demonstrably excited about a new focus that ties back to its original name, inspired in some part by its work on Alpha Protocol. "We think we can significantly impact the classics industry by focusing our resources on it and creating superior products," writes Arthur Dejardin, head of sales and marketing at GOG. "If we wanted to spread the DRM-free gospel by focusing on getting new AAA games on GOG instead, we would make little progress with the same amount of effort and money (we've been trying various versions of that for the last 5 years)." What kind of games? Scanning the list of Good Old Games, most of them are, by all accounts, both good and old. Personally, I'm glad to see the Jagged Alliance games, System Shock 2, Warcraft I & II, Dungeon Keeper Gold and Theme Park, SimCity 3000 Unlimited, and the Wing Commander series (particularly, personally, Privateer). Most of them are, understandably, Windows-only, though Mac support extends to 34 titles so far, and Linux may pick up many more through Proton compatibility, beyond the 19 native titles to date. During a public joint hearing today titled "Unidentified Anomalous Phenomena: Exposing the Truth," four experts testified that the U.S. is running secret UAP programs, including crash retrieval and reverse-engineering programs for advanced nonhuman technology. Although the Pentagon maintains there's no evidence of alien spacecraft, witnesses like Luis Elizondo and Michael Gold argue that UAPs represent an intelligence enigma and call for open, stigma-free study to address potential security concerns and unknown scientific possibilities. NPR reports: Tim Gallaudet, retired rear admiral, U.S. Navy; CEO of Ocean STL Consulting, LLC "Confirmation that UAPs are interacting with humanity came for me in January 2015," Gallaudet said in his written testimony (PDF). He describes being part of a pre-deployment naval exercise off the U.S. East Coast that culminated in the famous "Go Fast" video, in which a Navy F/A-18 jet's sensors recorded "an unidentified object exhibiting flight and structural characteristics unlike anything in our arsenal." He was among a group of commanders involved in the exercise who received an email containing the video, which was sent by the operations officer of Fleet Forces Command, Gallaudet said. "The very next day, the email disappeared from my account and those of the other recipients without explanation," he said. Luis Elizondo, author and former Department of Defense official Elizondo's written testimony (PDF) was brief and alleged that a secretive arms race is playing out on the global stage. "Let me be clear: UAP are real," he wrote. "Advanced technologies not made by our Government -- or any other government -- are monitoring sensitive military installations around the globe. Furthermore, the U.S. is in possession of UAP technologies, as are some of our adversaries." Elizondo is a former intelligence officer who later "managed a highly sensitive Special Access Program on behalf of the White House and the National Security Council," according to his official bio (PDF). "By 2012, [Elizondo] was the senior ranking person of the DOD's Advanced Aerospace Threat Identification Program, a secretive Pentagon unit that studied unidentified anomalous phenomena," his bio states, adding that he resigned in 2017. Michael Gold, former NASA associate administrator of space policy and partnerships; member of NASA UAP Independent Study Team Gold's written testimony (PDF) stressed the need for government agencies and academics to "overcome the pernicious stigma that continues to impede scientific dialogue and open discussions" about unexplained phenomena. "As the saying goes, the truth is out there," Gold said, "we just need to be bold enough and brave enough to face it." Michael Shellenberger, founder of Public, a news outlet on the Substack platform Shellenberger's testimony (PDF) ran to some 214 pages, including a lengthy timeline of UAP reports from 1947 to 2023. Shellenberger pressed the White House and Congress to act, calling for the adoption of UAP transparency legislation and cutting funds for any related programs that aren't disclosed to lawmakers. Juba, South Sudan — The United Nations Mission in South Sudan has called for tangible evidence of progress toward democratic elections the country. Briefing the United Nations Security Council this week, special representative of the secretary-general and head of UNMISS, Nicholas Haysom, told government leaders “the clock on the extension is already ticking.” Since winning its independence in 2011, South Sudan is just beginning its fourth extension of the transitional period government, with elections now rescheduled for 2026. Speaking for Haysom, U.N. South Sudan acting spokesperson Rabindra Giri said, “The international community needs tangible evidence that this country’s leaders and political elite are genuinely committed to a democratic future.” As the country struggles with increasing internal conflict, the delay in democratic reform affects the hopes for peace, stability and development, even beyond South Sudan's borders, impacting the entire East African region. UNMISS officials stressed that time is running out for political leaders to fulfill their obligations under the peace agreement. “We must collectively seize the opportunity to make this extension the last and deliver the peace and democracy that the people of South Sudan deserve,” Giri said. On the streets of Juba, South Sudanese citizens were eager to talk about how the delays in implementing the peace agreement raise doubts about whether their leaders genuinely care about the nation’s well-being and are impacting their hopes for peace, stability and development.    Nunu Diana, a women’s rights advocate in South Sudan, is one of them. “I think because of the extension, personally, as a young person, I have lost morale in the governance system of the country,” Diana said. Data Gordon, an advocate for peace and gender equality, is another. “The time for political statements without tangible and time-bound action is over," Gorton said. "For elections to take place as scheduled, the government needs to walk the talk.” UNMISS said it is moving ahead with support to the National Elections Commission, while Haysom highlighted civic education, preparing for voter registration, a code of conduct between political parties, civil society, media and election security among the areas that the parties could immediately address. Haysom said time is a nonrenewable resource. He said this is South Sudan’s last chance to deliver on its promise of democracy, and there is a need for sustained international support while holding South Sudan's leaders accountable to their own commitments. “This cannot be business as usual for the parties to the peace agreement, the political elite, the guarantors of the peace agreement or the international community," Giri said. "We must collectively seize the opportunity to make this extension the last and deliver the peace and democracy that the people of South Sudan deserve.”
